Climate change: Five cheap ways to remove CO2 from the atmosphere

As well as rapidly reducing the carbon dioxide that we humans are pumping into the atmosphere in huge amounts, recent scientific assessments of climate change have all suggested that cutting emissions alone will not be enough to keep global temperatures from rising more than 1.5 or 2 degrees C.

The Intergovernmental Panel on Climate Change and others have all stated that extracting CO2 from the air will be needed if we are to bend the rising temperature curve before the end of this century.

These ideas are controversial with some seeing them as a distraction from the pressing business of limiting emissions of CO2.

But a new assessment from the US National Academies of Sciences, Engineering and Medicine says that some of these "negative emissions technologies" are ready to be deployed, on a large scale, right now.

The authors point to the fact that the US Congress has recently passed the 45Q tax rule, which gives a $50 tax credit for every tonne of CO2 that's captured and stored. So their study highlights some technologies that are available at between $20 and $100 per tonne.

Cost of climate-linked disasters soars: UN

Geneva (AFP) - The economic cost of climate-related disasters hit $2.25 trillion over the last two decades, an increase of more than 150 percent compared to the previous 20 years, the UN said Wednesday.

The United Nations Office for Disaster Risk Reduction (UNISDR) noted that "climate change is increasing the frequency and severity of extreme weather events" such as floods and storms.

Between 1978-1997, total losses for climate-related disasters was $895 billion (780 billion euros), UNISDR said in a report based on data compiled by the Centre for Research on the Epidemiology of Disasters (CRED) at the Universite Catholique de Louvain in Belgium.

But between 1998-2017 that figure hit $2.25 trillion, the report said, listing the United States, China, Japan and India as the countries where the financial toll has been highest.

The findings were released as Michael, a Category Four hurricane, rumbled towards the Gulf Coast of Florida, in the latest storm to threaten vast destruction across the eastern US.

"The report's analysis makes it clear that economic losses from extreme weather events are unsustainable and a major brake on eradicating poverty in hazard exposed parts of the world," the UN secretary general's special representative for disaster reduction, Mami Mizutori, said in a statement.

UNISDR counted the number of climate-related disasters between 1998-2017 at more than 6,600, with storms and floods the most common events.

The report notes gaps in data collection, but says the findings clearly show investing in disaster risk reduction must become a central part of policy making in response to climate change.

Project aims to quantify worth of forests and marine habitats

SINGAPORE — How much are Singapore's forests, parks, waterways, and coastal and marine habitats worth?

A team of researchers from the Singapore-ETH Centre (SEC) and the National University of Singapore (NUS) will try to put a value on nature through the first national assessment to measure and quantify the benefits of Singapore's environment or natural capital.

Natural capital are natural assets that include habitats, living things, water, soil and air. These assets provide "free services" such as carbon storage, coastal protection, food production, air purification.

Some economic and social benefits that countries have today would not be possible without the environment, said NUS Associate Professor Dan Friess at the launch of the three-year Natural Capital Singapore project on Thursday (Aug 16).

"But we don't often consider the environment as an asset because it is providing all these things for free. We tend to take it for granted, especially in accounting systems where it is easier to account for economic capital," said Assoc Prof Friess, the co-lead principal investigator of the project.

The project is funded by the National Research Foundation and also works with public agencies such as the National Parks Board (NParks), Housing and Development Board and the Urban Redevelopment Authority (URA). The team's researchers include biologists, ecologists, economists, architects, geographers and software engineers.

Dr Lena Chan, senior director of NParks' International Biodiversity Conservation Division, said policymakers need to know what types of ecosystem services Singapore has, the externalities and the free benefits that people are unaware of, among other things.

"Every minute we sit here, breathing in and out, we need oxygen. But do we ever measure the amount? What do we pay for our oxygen? Trees provide it but we don't have a value for it," she added.

The benefits of natural capital can be quantified in monetary terms and the socio-cultural value people place on nature, said NUS Assistant Professor Roman Carrasco, one of the researchers.

The monetary value would be based on people's preferences, the willingness to pay for the benefits of natural capital, and the cost of replacing a particular type of natural capital, for instance. The socio-cultural valuation would be derived from how people think nature defines their identity, community and help them lead a more fulfilling life, he added.

Given Singapore's small land area, urban development and planning decisions sometimes compromise the country's natural capital, said the Singapore-ETH centre in a press release.

The researchers for this project will look into terrestrial, and coastal and marine habitats here. They will study the current health of these habitats, whether the benefits of these places are accessible to all – for example, are there enough parks in an area where people are keen to use them – and prioritise certain ecosystems and areas to protect.

Their work will involve conducting surveys to gather people's views on these habitats, collecting field data and working with published literature. They will also use information on the Internet and social media to see how people are using green spaces. Photos of vegetation and trees found on Google Street View for instance, can determine how much shade they provide.

An interactive digital planning tool will also be developed to help planners and developers visualise data on the benefits of natural capital by the end of the project.

For policymakers deciding if they should redevelop a green space, the tool could provide information on the impact of different construction methods, and the thermal comfort of a place should the green space be removed, among other things, said ETH Zurich Professor Adrienne Gret-Regamey, who is also the project's co-lead principal investigator.

It should also be able to reflect the economic value of the green space and redevelopment works, as well as the social and cultural value Singaporeans place on the space.

A current prototype of the tool is able to use existing data to map out places that have sufficient or insufficient person to green space ratio, she noted.

This project is believed to be the first national-scale assessment of the benefits of nature in an urban tropical country. Similar studies have been conducted in temperate climates such as the United Kingdom.

Ms Hwang Yu-Ning, deputy chief executive officer and chief planner at URA, said the authority hopes the project will result in a more evidence-based approach to the value of greenery.

The Singapore Index on Cities' Biodiversity is one of the existing tools to manage natural capital. It is a self-assessment tool for cities to evaluate and monitor the progress of their biodiversity conservation efforts.

There have been other studies here that have tried to determine the monetary value of selected benefits provided by natural capital. For instance, scientists from NUS and Singapore-ETH Centre found that HDB units near parks or street trees commanded higher resale prices.

SINGAPORE - An ambitious project to quantify all the benefits provided by Singapore's natural environment was launched on Thursday (Aug 16), aiming to provide a framework for developers to assess the trade-offs between development and conservation.

The project will determine the economic, social and environmental benefits of the country's forests, parks, waterways, and marine habitats. The effort to study the nation's "natural capital" will take three years.

"In spite of the national effort towards greening the city-state, we still need to know more about how to incorporate nature into holistic planning at a national scale," said a spokesman for the Singapore-ETH Centre, one of the project's leaders.

For example, trees can lower urban temperatures through providing shade and transpiration - when water evaporates from leaves, stems and flowers. While the effect of trees on temperature can be measured easily, other advantages they bring may not be as well-known.

Trees also help to slow storm-water runoff and help soil to absorb more rainwater, which reduces the strain on Singapore's drainage network. Furthermore, forests provide outdoor recreational possibilities that positively impact physical and mental health.

The National University of Singapore is the other project leader, and the two organisations will bring together architects, biologist, ecologists, economists, geographers, and software engineers.

The team will create a framework to define Singapore's most important ecosystems, determine their benefits and agree on tools to measure them.

They will then assess the current state of the country's land, coastal and marine habitats, quantifying their economic, societal and environmental benefits.

With this information the team will programme a tool for planners and developers that can both visualise data on the benefits of natural capital and simulate the impact of various scenarios on Singapore's natural capital.

Singapore-ETH Centre principal investigator, Dr Dan Richards, said: "This will equip planners and developers to make better- informed decisions when faced with development-environment trade-offs, and also identify opportunities for the stronger incorporation of natural capital into our urban landscape."

Professor Adrienne Gret-Regamey, one of the lead principal investigators of the Natural Capital Singapore project, said: "Besides providing the framework and tools to guide policy, our team seeks to share knowledge on natural capital and bring about a greater awareness and appreciation of what nature has to offer."

Flood damage would double without coral reefs: study

Paris (AFP) - Loss of coral reefs around the world would double the damage from coastal flooding, and triple the destruction caused by storm surges, researchers said Tuesday.

Coupled with projected sea level rise driven by global warming, reef decline could see flooding increase four-fold by century's end, they reported in the journal Nature Communications.

Without coral to help absorb the shock, a once-in-a-century cyclone would wreak twice the havoc, with the damage measured in the tens of billions of dollars, the team calculated.

"Coral reefs serve as natural, submerged breakwaters that reduce flooding by breaking waves and reducing wave energy," said Michael Beck, lead scientist at The Nature Conservancy research and environmental group, and a professor at the University of California in Santa Cruz.

"Unfortunately, we are already losing the height and complexity of shallow reefs around the world, so we are likely already seeing increases in flood damages along many tropical coasts," he told AFP.

Not all coral reefs are declining, and reefs can recover from bleaching, overfishing and storm impacts, Beck noted.

"But the overall pattern of signficant losses across geographies is clear."

Much of the world's 71,000 kilometres (44,000 miles) of coastline with shallow reefs -- concentrated in the tropics -- has been decimated by coastal development, sand mining, dynamite fishing and runoff from industry and agriculture.

Coral is also highly sensitive to spikes in water temperature, which have become sharper and more frequent with climate change.

A marine heatwave in 2016, for example, killed off nearly 30 percent of Australia's iconic Great Barrier Reef. Damage from yet another bout of destructively warm water in 2017 has yet to be assessed.

Global coral reefs risk catastrophic die-offs if Earth's average surface temperature increases two degrees Celsius (3.6 degrees Fahrenheit) above pre-industrial levels, earlier research has shown.

- Undervalued natural assets -

The 196-nation Paris Agreement seeks to cap global warming "well below" that threshold, but the planet has already warmed by more than 1 C.

Combining coastal flooding and economic models, the new study calculated -- country by country -- the value of coral reefs as a barrier against storm-related wreckage.

Globally, seaside flooding is estimated to cause nearly $4 billion dollars (3.4 billion euros) a year in damages.

With the erosion of the top metre (three feet) of coral reefs worldwide, that figure rises to $8 billion, Beck and his colleagues found.

"The topmost living corals will die and can break off very quickly," said Beck.

The countries most at risk from coral reef loss are Indonesia, the Philippines, Malaysia, Mexico and Cuba, each of which could avoid $400 million in damage per year if reefs are maintained.

Saudi Arabia, the United States, Taiwan and Vietnam would also become significantly more vulnerable to flooding with severe coral erosion.

"When we consider the devastating impact of tropical storms in just the past few years -- Hurricanes Irma and Maria, Typhoon Haiyan -- the effects would be much worse without coral reefs," Beck said.

The study adds to a growing body of research seeking to calculate the monetary value of assets and services -- long taken for granted -- that Nature provides us for free.

Mangrove forests, for example, also protect against storm surges and serve as nurseries for dozens of aquatic species. They are disappearing at the rate of one-to-two percent per year, scientists say.

Likewise, bee populations that pollinate tens of billions of dollars worth of crops each year are collapsing.

Green the colour of money where property is concerned?

Live near a park or trees blooming with flowers? Your HDB flat might fetch up to 3 per cent more, a study has found.

Reviewing the resale prices of 15,962 HDB flats sold from April 2013 to April 2014, it found, on average, $11,200 of a flat's price could be attributed to green spaces within 1.6km. This was after taking into account other aspects about the flat, including its size, proximity to good schools and age.

The study, released yesterday, did not cite any specific examples.

Mr Richard Belcher from the Future Cities Laboratory at Singapore-ETH Centre, and National University of Singapore biological scientist Ryan Chrisholm estimated the presence of green spaces could account for $179 million in value of all homes sold during that period.

This positive effect came almost entirely from managed vegetation such as public parks and trees surrounding the estate.

"These results vindicate Singapore's policy of providing extensive green spaces for residents' recreation, and could encourage the provision of more green spaces in tropical cities worldwide," said Assistant Professor Chisholm.

But the effect was varied for apartments near natural vegetation, such as forests, mangroves or marshes. Buyers seemed to value such properties only when there was relatively little managed vegetation nearby, the researchers said.

HDB resale prices fell 0.8 per cent in the first quarter of this year, an acceleration from the price decline of 0.2 per cent seen in the previous three months.

The lower value placed on the proximity of such "high conservation value forests" suggests the Garden City should educate citizens on the benefits of living close to natural ecosystems, said Mr Belcher. This includes lower surface and air temperatures, thanks to the forest's shade which, in turn, reduces the need for air-conditioning.

But property analysts downplay the "green premium", saying that while it could add a little value, all things being equal, it would be so small as to be negligible.

Said ERA Realty key executive officer Eugene Lim: "The condition of the flat is probably a more important factor. If parks and trees also enhance the living environment, then perhaps you can get a better price but it will not be significant."

International Property Advisor chief executive Ku Swee Yong said a study tracking resale prices over several years would be more useful.

The researchers also recommended that new public towns be located away from areas identified for conservation, and should continue to provide high quantities of managed vegetation.

HDB works with other agencies to integrate parks and waterways with the living environment, and implements "greening solutions" such as on rooftops and vertical facades to reduce heat emissions from building surfaces.

Restoring marshes, oyster reefs could save $50 billion: study

Tampa (AFP) - Restoring oyster reefs and marshes could save the US Gulf Coast region $50 billion in flood damages over the next 20 years, and are far more cost effective than seawalls, researchers said Wednesday.

The study in the journal PLOS ONE is the first to compare the cost-to-benefit ratios of a range of measures -- both natural and artificial -- meant to bolster coastlines against rising seas and more frequent storms expected as a result of climate change.

Natural measures like wetland and reef restoration can yield benefit-to-cost ratios of seven to one, "meaning more than $7 in direct flood-reduction benefits for every $1 spent on restoration," said the report.

Meanwhile, artificial measures, like building levees, seawalls and elevating homes, can be effective but expensive, with benefit-to-cost ratios near or below one-to-one.

The study found the most cost-effective measures for reducing flood risk in the Gulf of Mexico were oyster reef and marsh restoration.

They work by reducing the energy of crashing waves, trapping sediments and cutting down on storm surge.

"We show that nature-based measures for flood reduction can be considered right alongside artificial or gray measures such as seawalls in industry-based benefit-cost models," said co-author Michael Beck, a marine scientist at the Nature Conservancy and a research professor at the University of California Santa Cruz.

"This removes a major impediment for engineers, insurers, and risk management agencies for building coastal resilience more naturally."

Last year, floods, wildfires, droughts and hurricanes cost the United States $306 billion, making 2017 the costliest year on record.

Major storms and natural disasters that cause $100 billion in damages are expected to become three times more frequent in the future, researchers said.

"The need for adaptation is increasing, and the cost of inaction is too high," said lead author Borja Reguero, a coastal engineer at the University of California, Santa Cruz.

Land decay to displace tens of millions, global survey warns

Medellín (Colombia) (AFP) - Land degradation will unleash a mass migration of at least 50 million people by 2050 -- as many as 700 million unless humans stop depleting the life-giving resource, more than 100 scientists warned Monday

Already, land decay caused by unsustainable farming, mining, pollution, and city expansion is undermining the well-being of some 3.2 billion people -- 40 percent of the global population, they said in the first comprehensive assessment of land health.

Land depletion threatens food security for all Earth's citizens, and access to clean water and breathable air regulated by the soil and the plants that grow on it.

The condition of land is "critical," alerted the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES).

"We've converted large amounts of our forests, we've converted large amounts of our grasslands, we've lost 87 percent of our wetlands... we've really changed our land surface in the last several hundred years," IPBES chairman Robert Watson said.

"Land degradation, loss of productivity of those soils and those vegetations will force people to move. It will be no longer viable to live on those lands," he told AFP.

The lowest number of 50 million migrants is a best case scenario.

It assumes "we've really tried hard to have sustainable agricultural practices, sustainable forestry, we've tried to minimize climate change," Watson explained.

The high projection is based on a "business-as-usual" approach in which rampant global warming wreaks havoc with the land -- fueling desertification and drought.

By 2050, said the analysis, land degradation and climate change will reduce crop yields by 10 percent globally -- up to half in some regions.

The report covers the entirety of Earth's land, as well as the lakes and rivers it supports.

It estimated that land degradation cost the equivalent of 10 percent of global economic output in 2010.

"Every five percent loss of gross domestic product... is associated with a 12 percent increase in the likelihood of violent conflict," warned the report.

Already, in dryland areas, years of extremely low rainfall see an estimated 45 percent rise in violent conflict.

The main drivers of land degradation, said the assessment, were "high-consumption lifestyles" in rich countries, and rising demand for products in developing ones, fuelled by income and population growth.

Less than a quarter of land has managed to escape "substantial impacts" of human activity -- primarily because it is found in inhospitable parts of the world -- too cold, too high, too dry, or too wet for humans to live in.

Even this small repository is projected to shrink to less than 10 percent in just 30 years' time.

"People are pushing into those frontiers," Bob Scholes of the University of the Witwatersrand in South Africa, a co-author of the paper, told AFP.

Global warming permits people to move into the icy, subarctic Boreal region, for example, while technology now allows us to pump water from deep aquifers in the extreme desert.

Crop and grazing lands now cover more than a third of the Earth's land surface.

This means not only a loss of soil, but also populations of wild plants and animals, and forests that suck up planet-warming carbon dioxide and produce oxygen.

"Biodiversity loss is projected to reach 38-46 percent by 2050," said the report, warning that Earth is in the beginnings of a sixth mass extinction -- the first since the demise of the dinosaurs 65 million years ago.

The IPBES assessment took global experts three years to compile, analyzing all the available scientific data.

The report identified land degradation as a major contributor to climate change, and vice versa.

Deforestation alone contributes about 10 percent of human-induced greenhouse gas emissions.

And by releasing carbon once locked in the soil, land decay was responsible for global emissions of up to 4.4 billion tonnes of carbon dioxide per year between 2000 and 2009.

"Without urgent action, further losses of 36 gigatons of carbon from soils -- especially from sub-Saharan Africa -- is projected by 2050," the scientists warned.

This is equal to about 20 years of global transport emissions.

In 30 years from now, an estimated four billion people -- about 40 percent of the projected population -- will live in arid and semi-arid areas with low agriculture productivity, said the report.

Today, the number is just over three billion.

The assessment "is a wakeup call for us all," said Monique Barbut, executive secretary of the UN Convention to Combat Desertification, which requested the report.

"It shows the alarming scale of transformation that humankind has imposed on the land."

The report, which cost about $1 million (810,000 euros) to prepare, is meant to inform government policy-making.

It was approved by government envoys at a week-long meeting of the 129-member IPBES in Medellin.


Land degradation threatens human wellbeing, major report warns

Land degradation is undermining the wellbeing of two-fifths of humanity, raising the risks of migration and conflict, according to the most comprehensive global assessment of the problem to date.

The UN-backed report underscores the urgent need for consumers, companies and governments to rein in excessive consumption – particularly of beef – and for farmers to draw back from conversions of forests and wetlands, according to the authors.

With more than 3.2 billion people affected, this is already one of the world’s biggest environmental problems and it will worsen without rapid remedial action, according to Robert Scholes, co-chair of the assessment by the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES). “As the land base decreases and populations rise, this problem will get greater and harder to solve,” he said.

The IPBES study, launched in Medellín on Monday after approval by 129 national governments and three years of work by more than 100 scientists, aims to provide a global knowledge base about a threat that is less well-known than climate change and biodiversity loss, but closely connected to both and already having a major economic and social impact.

The growing sense of alarm was apparent last year when scientists warned fertile soil was being lost at the rate of 24bn tonnes a year, largely due to unsustainable agricultural practices.

The new assessment goes further by looking at vegetation loss, forest clearance, wetland drainage, grassland conversion, urban sprawl and pollution, as well as how these changes affect human health, wealth and happiness.

Drawing on more than 3,000 scientific, government, indigenous and local knowledge sources, the authors estimate land degradation costs more than 10% of annual global GDP in lost ecosystem services such as carbon sequestration and agricultural productivity. They say it can raise the risks of flooding, landslides and diseases such as Ebola and the Marburg virus.

There are also geopolitical implications. The authors cite evidence of a strong association between land degradation, migration and instability. In dryland regions, years of extremely low rainfall have been associated with an up to 45% rise in violent conflict. Depending on the actions taken by governments to address climate change and the decline in soil quality, the authors estimate between 50 to 700 million people could be driven from their homes by 2050. The worst affected areas are likely to be the dry fringes of southern Iraq, Afghanistan, sub-Saharan Africa and southern Asia.

To counter this, the authors call for coordination among ministries to encourage sustainable production and for the elimination of agricultural subsidies that promote land degradation. They urge consumers to reduce waste and be more thoughtful about what they eat. Vegetables have a much lower impact on land than beef. Farmers are encouraged to raise productivity rather than clear more land. Companies and governments are advised to accelerate efforts to rehabilitate land. There have been several successful projects on China’s Loess plateau, in the Sahel and in South Africa.

The economic case for land restoration is strong, according to the report, which says benefits (such as jobs and business spending) are 10 times higher than costs, and up to three times higher than price of inaction. But in most regions, remedial work is overdue. National governments are not living up to a global commitment to neutral land degradation by 2030.

Participants compared the rundown of land to the 2008 financial crisis. “Back then, people borrowed more money than they could repay. Now we are borrowing from nature at a rate that is many times higher than the world can sustain. The day of reckoning will come,” said Christian Steel, director of Sabima, a Norwegian biodiversity NGO. In Europe, he said, the industrialisation of forest and agriculture is degrading the land. “We are also importing more food and, by doing so, displacing the impact of our consumption. We are fooling ourselves. Disaster doesn’t hit suddenly like in a Hollywood movie. It is already happening gradually.”

Action has been held back by a lack of awareness of the problem and the often wide gulf between consumers and producers. The report notes that many of those who benefit from over-exploitation of natural resources are among the least affected by the direct negative impacts of land degradation and therefore have the least incentive to take action.

“This is extremely urgent,” said another of the co-chairs, Luca Montanarella. “If we don’t change lifestyles, consumption habits and the way we use land, then sooner or later we are going to destroy this planet. Looking for another one is not an option.”

The land degradation assessment is the latest in a recent suite of global studies that highlight the deterioration of humanity’s home. In 2016, IPBES highlighted the demise of the planet’s pollinators, which are vital for agricultural production. On Friday, it released a global biodiversity study that warned human destruction of nature is rapidly eroding provision of food, water and security to billions of people.

Separately, the United Nations last week released a global water study that forecast more than half of the human population could struggle to secure supplies for drinking, cooking and sanitation for at least one month a year by 2050 as a result of pollution, climate change and rising demand.

Unsustainable exploitation of the natural world threatens food and water security of billions of people, major UN-backed biodiversity study reveals

Human destruction of nature is rapidly eroding the world’s capacity to provide food, water and security to billions of people, according to the most comprehensive biodiversity study in more than a decade.

Such is the rate of decline that the risks posed by biodiversity loss should be considered on the same scale as those of climate change, noted the authors of the UN-backed report, which was released in Medellin, Colombia on Friday.

Among the standout findings are that exploitable fisheries in the world’s most populous region – the Asia-Pacific – are on course to decline to zero by 2048; that freshwater availability in the Americas has halved since the 1950s and that 42% of land species in Europe have declined in the past decade.

Underscoring the grim trends, this report was released in the week that the decimation of French bird populations was revealed, as well as the death of the last male northern white rhinoceros, leaving the species only two females from extinction.

“The time for action was yesterday or the day before,” said Robert Watson, the chair of the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) which compiled the research. “Governments recognise we have a problem. Now we need action, but unfortunately the action we have now is not at the level we need.”

“We must act to halt and reverse the unsustainable use of nature or risk not only the future we want but even the lives we currently lead,” he added.

Divided into four regional reports, the study of studies has been written by more than 550 experts from over 100 countries and taken three years to complete. Approved by the governments of 129 members nations, the IPBES reports aim to provide a knowledge base for global action on biodiversity in much the same way that the UN’s Intergovernmental Panel on Climate Change is used by policymakers to set carbon emission targets.

Although poaching often grabs the headlines for the demise of the rhino and other animals, worldwide the biggest threats to nature are from habitat loss, , chemicals .

Conversion of forests to croplands and wetlands to shrimp farms has fed a human population that has more than doubled since the 1960s, but at a devastating cost to other species – such as pollinating insects and oxygen-producing plants – on which our climate, economy and well-being depend.

In the Americas, more than 95% of high-grass prairies have been transformed into farms, along with 72% of dry forests and 88% of the Atlantic forests, notes the report. The Amazon rainforest is still mostly intact, but it is rapidly diminishing and degrading along with an even faster disappearing cerrado (tropical savannah). Between 2003 to 2013, the area under cultivation in Brazil’s northeast agricultural frontier more than doubled to 2.5m hectares, according to the report.

“The world has lost over 130m hectares of rainforests since 1990 and we lose dozens of species every day, pushing the Earth’s ecological system to its limit,” said Achim Steiner, administrator of the UN Development Programme. “Biodiversity and the ecosystem services it supports are not only the foundation for our life on Earth, but critical to the livelihoods and well-being of people everywhere.”

The rate of decline is moreover accelerating. In the Americas – which has about 40% of the world’s remaining biodiversity – the regional population is gobbling up resources at twice the rate of the global average. Despite having 13% of the people on the planet, it is using a quarter of the resources, said Jake Rice, a co-chair of the Americas assessment.

Since the start of colonisation by Europeans 500 years ago, he said 30% of biodiversity has been lost in the region. This will rise to 40% in the next 10 years unless policies and behaviours are transformed.

“It will take fundamental change in how we live as individuals, communities and corporations,” he said. “We keep making choices to borrow from the future to live well today. We need a different way of thinking about economics with a higher accountability of the costs in the future to the benefits we take today,” Rice said.

“It’s because of us,” added Mark Rounsevell, co-chair of the European assessment. “We are responsible for all of the declines of biodiversity. We need to decouple economic growth from degradation of nature. We need to measure wealth beyond economic indicators. GDP only goes so far.”

The authors stressed the close connection between climate change and biodiversity loss, which are adversely affecting each other. By 2050, they believe climate change could replace land-conversion as the main driver of extinction.

In many regions, the report says current biodiversity trends are jeopardising UN global development goals to provide food, water, clothing and housing. They also weaken natural defences against extreme weather events, which will become more common due to climate change.

Although the number of conservation areas has increased, most governments are failing to achieve the biodiversity targets set at the 2010 UN conference in Aichi, Japan. In the Americas, only 20% of key biodiversity areas are protected.

The authors urged an end to subsidies for agriculture and energy that are encouraging unsustainable production. The European Union’s support for fishing was among those cited for criticism. Watson also urged people to switch to a more sustainable diet (less beef, more chicken and vegetables) and to waste less food, water and energy.

There are glimmers of hope. In northern Asia, forest cover has increased by more than 22% as a result of tree-planting programs, mostly in China. But this was from a very low base and with far fewer species than in the past. In Africa, there has been a partial recovery of some species, though there is still a long way to go.

Watson – a former chair of the IPCC and a leading figure in the largely successful campaign to reduce the gases that were causing a hole in the ozone layer – said the biodiversity report was the most comprehensive since 2005 and the first of its type that involved not just scientists, but governments and other stakeholders.

Despite the grim outlook, he said there was cause for hope. The report outlines several different future paths, depending on the policies adopted by governments and the choices made by consumers. None completely halt biodiversity loss, but the worst-case scenarios can be avoided with greater conservation efforts. The missing link is to involve policymakers across government and to accept that biodiversity affects every area of the economy. Currently, these concerns are widely accepted by foreign and environment ministries; the challenge is to move the debate to incorporate this in other areas of government, such as agriculture, energy and water. Businesses and individual consumers also need to play a more responsible role, said Watson.

“We don’t make recommendations because governments don’t like being told what to do. So, instead, we give them options,” he said.

The IPBES report will be used to inform decision-makers at a major UN conference later this year. Signatories to the Convention for Biodiversity will meet in Sharm El-Sheikh in November to discuss ways to raise targets and strengthen compliance. But there have been more than 140 scientific reports since 1977, almost all of which have warned of deterioration of the climate or natural world. Without more pressure from civil society, media and voters, governments have been reluctant to sacrifice short-term economic goals to meet the longer-term environmental challenge to human wellbeing.

“Biodiversity is under serious threat in many regions of the world and it is time for policymakers to take action at national, regional and global levels,” said José Graziano da Silva, director general of the Food and Agriculture Organization.

Others have put the crisis in starker terms. Biologist Paul Ehrlich, has warned that civilisational collapse is a “near certainty” in the next few decades due to the destruction of the natural world.


IPBES: Keeping its finger on the pulse of biodiversity

Medellín (Colombia) (AFP) - The Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES), which published a major assessment on the health of the world's species Friday, is an independent body created by more than 100 countries in 2012.

-- Its mission is to gather all the available science on the state of biodiversity, to project future changes, and advise governments on policies to better protect nature's bounty.

-- The IPBES has 128 signed-up country members. Its secretariat is based in Bonn, Germany.

-- It is not a UN body, but was modelled on the UN's Intergovernmental Panel on Climate Change, whose monumental reports helped alert the world to the dangers of global warming and paved the way for a 2015 global plan of action dubbed the Paris Agreement.

-- The IPBES brought out its maiden analysis, on the sorry state of bees and other pollinating animals, in 2016.

-- On Friday, it released four assessments on the state of biodiversity in four world regions -- the Americas, Africa, Asia-Pacific, and Europe and Central Asia. Another, about the health of soil, will follow on March 26.

-- Each report takes three years to complete at a cost of about $1 million (about 806,000 euros) apiece.

-- The IPBES gets money from a trust fund replenished by voluntary contributions from member states.

Biodiversity -- the essential variety of life forms on Earth -- continues to decline in every region of the world, significantly reducing nature's capacity to contribute to people's well-being. This alarming trend endangers economies, livelihoods, food security and the quality of life of people everywhere, according to four landmark science reports released today, written by more than 550 leading experts, from over 100 countries.

The result of three years of work, the four regional assessments of biodiversity and ecosystem services cover the Americas, Asia and the Pacific, Africa, as well as Europe and Central Asia -- the entire planet except the poles and the open oceans. The assessment reports were approved by the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES), in Medellín, Colombia, at the 6th session of its Plenary. IPBES has 129 State Members.

"Biodiversity and nature's contributions to people sound, to many people, academic and far removed from our daily lives," said the Chair of IPBES, Sir Robert Watson, "Nothing could be further from the truth -- they are the bedrock of our food, clean water and energy. They are at the heart not only of our survival, but of our cultures, identities and enjoyment of life. The best available evidence, gathered by the world's leading experts, points us now to a single conclusion: we must act to halt and reverse the unsustainable use of nature -- or risk not only the future we want, but even the lives we currently lead. Fortunately, the evidence also shows that we know how to protect and partially restore our vital natural assets."

The extensively peer-reviewed IPBES assessment reports focus on providing answers to key questions for each of the four regions, including: why is biodiversity important, where are we making progress, what are the main threats and opportunities for biodiversity and how can we adjust our policies and institutions for a more sustainable future?

In every region, with the exception of a number of positive examples where lessons can be learned, biodiversity and nature's capacity to contribute to people are being degraded, reduced and lost due to a number of common pressures -- habitat stress; overexploitation and unsustainable use of natural resources; air, land and water pollution; increasing numbers and impact of invasive alien species and climate change, among others.

Declining Biodiversity -- Now and in the Future

The Americas

"In the Americas, rich biodiversity makes an immense contribution to the quality of life, helping to reduce poverty while strengthening economies and livelihoods," said Dr. Jake Rice (Canada), co-chair of the Americas assessment with Dr. Cristiana Simão Seixas (Brazil) and Prof. Maria Elena Zaccagnini (Argentina).

"The economic value of the Americas' land-based nature's contributions to people is estimated to be more than US$24 trillion per year -- equivalent to the region's GDP, yet almost two-thirds -- 65% -- of these contributions are in decline, with 21% declining strongly. Human-induced climate change, which affects temperature, precipitation and the nature of extreme events, is increasingly driving biodiversity loss and the reduction of nature's contributions to people, worsening the impact of habitat degradation, pollution, invasive species and the overexploitation of natural resources."

According to the report, under a 'business as usual' scenario, climate change will be the fastest growing driver negatively impacting biodiversity by 2050 in the Americas, becoming comparable to the pressures imposed by land use change. On average today, the populations of species in an area are about 31% smaller than was the case at the time of European settlement. With the growing effects of climate change added to the other drivers, this loss is projected to reach 40% by 2050.

The report highlights the fact that indigenous people and local communities have created a diversity of polyculture and agroforestry systems, which have increased biodiversity and shaped landscapes. However, the decoupling of lifestyles from the local environment has eroded, for many, their sense of place, language and indigenous local knowledge. More than 60% of the languages in the Americas, and the cultures associated with them, are troubled or dying out.

Africa

"Africa's immense natural resources and its diverse cultural heritage are among its most important strategic assets for both human development and well-being," said Dr. Emma Archer (South Africa), co-chair of the African assessment with Dr. Kalemani Jo Mulongoy (DRC) and Dr. Luthando Dziba (South Africa). "Africa is the last place on Earth with a wide range of large mammals, yet today there are more African plants, fish, amphibians, reptiles, birds and large mammals threatened than ever before by a range of both human-induced and natural causes."

"Africa is extremely vulnerable to the impacts of climate change and this is going to have severe consequences for economically marginalized populations. By 2100, climate change could also result in the loss of more than half of African bird and mammal species, a 20-30% decline in the productivity of Africa's lakes and significant loss of African plant species."

The report adds that approximately 500,000 square kilometres of African land is already estimated to have been degraded by overexploitation of natural resources, erosion, salinization and pollution, resulting in significant loss of nature's contributions to people. Even greater pressure will be placed on the continent's biodiversity as the current African population of 1.25 billion people is set to double to 2.5 billion by 2050.

Marine and coastal environments make significant economic, social and cultural contributions to the people of Africa. Damage to coral reef systems, mostly due to pollution and climate change, has far-reaching implications for fisheries, food security, tourism and overall marine biodiversity.

Asia-Pacific

"Biodiversity and ecosystem services contributed to rapid average annual economic growth of 7.6% from 1990 to 2010 in the Asia-Pacific region, benefitting its more than 4.5 billion people. This growth, in turn, has had varying impacts on biodiversity and ecosystem services," said Dr. Madhav Karki (Nepal), co-chair of the Asia-Pacific assessment with Dr. Sonali Senaratna Sellamuttu (Sri Lanka). "The region's biodiversity faces unprecedented threats, from extreme weather events and sea level rise, to invasive alien species, agricultural intensification and increasing waste and pollution."

The report says that although there has been an overall decline in biodiversity, there have also been some important biodiversity successes including, for example, increases in protected areas. Over the past 25 years, marine protected areas in the region increased by almost 14% and terrestrial protected area increased by 0.3%. Forest cover increased by 2.5%, with the highest increases in North East Asia (22.9%) and by South Asia (5.8%).

There are concerns, however, that these efforts are insufficient to halt the loss of biodiversity and the decline in the value of nature's contributions to people in the region. Unsustainable aquaculture practices, overfishing and destructive harvesting threaten coastal and marine ecosystems, with projections that, if current fishing practices continue, there will be no exploitable fish stocks in the region by 2048. Intertidal zones are also rapidly deteriorating due to human activities, with coral reefs of critical ecological, cultural and economic importance, already under serious threat, and some reefs having already been lost, especially in South and South-East Asia. According to the report, up to 90% of corals will suffer severe degradation by 2050, even under conservative climate change scenarios.

The report emphasizes that climate change and associated extreme events pose great threats, especially to coastal ecosystems, low-lying coastal areas and islands. Climate change is also impacting species distributions, population sizes, and the timing of reproduction and migration. Increased frequencies of pest and disease outbreaks resulting from these changes may have additional negative effects on agricultural production and human well-being, with impacts projected to worsen.

Forests, alpine ecosystems, inland freshwater and wetlands, as well as coastal systems are identified as the most threatened Asia-Pacific ecosystems. The increasing variety and abundance of invasive alien species is highlighted as one of the region's most serious drivers of ecosystem change and biodiversity loss.

Europe and Central Asia

A major trend is the increasing intensity of conventional agriculture and forestry, which leads to biodiversity decline. There are also examples of sustainable agricultural and forestry practices that are beneficial to biodiversity and nature's contributions to people in the region. Nature's material contributions to people, such as food and energy, have been promoted at the expense of both regulating contributions, such as pollination and soil formation, and non-material contributions, such as cultural experiences or opportunities to develop a sense of place.

"The people of the region consume more renewable natural resources than the region produces," said Prof. Markus Fischer (Switzerland), co-chair of the Europe and Central Asia assessment with Prof. Mark Rounsevell (UK), "Although this is somewhat off-set by higher biocapacities in Eastern Europe and northern parts of Western and Central Europe."

In the European Union, among assessments of the conservation status of species and habitat types of conservation interest, only 7% of marine species and 9% of marine habitat types show a 'favourable conservation status'. Moreover 27% of species assessments and 66% of habitat types assessments show an 'unfavourable conservation status', with the others categorised as 'unknown'.

The authors find that further economic growth can facilitate sustainable development only if it is decoupled from the degradation of biodiversity and nature's capacity to contribute to people. Such decoupling, however, has not yet happened, and would require far-reaching change in policies and tax reforms at the global and national levels.

Abandonment of traditional land-use systems, and loss of associated indigenous and local knowledge and practices, has been widespread in Europe and Central Asia, the report finds. Production-based subsidies driving growth in agricultural, forestry and natural resource extraction sectors tend to exacerbate conflicting land-use issues, often impinging on available territory for traditional users. Maintenance of traditional land use and lifestyles in Europe and Central Asia is strongly related to institutional adequacy and economic viability.

Global Development Goals in Jeopardy

"One of the most important findings across the four IPBES regional assessments is that failure to prioritize policies and actions to stop and reverse biodiversity loss, and the continued degradation of nature's contributions to people, seriously jeopardises the chances of any region, and almost every country, meeting their global development targets," said Dr. Anne Larigauderie, the Executive Secretary of IPBES.

"Achievement of the UN's Sustainable Development Goals (SDGs), the Strategic Plan for Biodiversity 2011-2020 and its Aichi Biodiversity Targets, and the Paris Agreement on climate change, all depend on the health and vitality of our natural environment in all its diversity and complexity. Acting to protect and promote biodiversity is at least as important to achieving these commitments and to human wellbeing as is the fight against global climate change."

"Richer, more diverse ecosystems are better able to cope with disturbances -- such as extreme events and the emergence of diseases. They are our 'insurance policy' against unforeseen disasters and, used sustainably, they also offer many of the best solutions to our most pressing challenges."

The assessment of the Americas concludes that continued biodiversity loss could undermine the achievement of some of the SDGs as well as some of the international climate-related goals, targets and aspirations.

All the plausible future scenarios explored in the Africa assessment highlight that the drivers of biodiversity loss will increase, with associated negative impacts on nature's contributions to people and human well-being. Achieving the African Union's Agenda 2063, the SDGs and the Aichi Targets is unlikely in three out of five scenarios explored.

The experts of the Asia-Pacific assessment point to the value of ecosystem based approaches and identify, among others, lack of solid waste management, as well as air, water and land pollution as factors undermining gains in a number of the Aichi Targets and SDGs for many countries (e.g. extinction of plant and animal species due to deforestation, rising temperature and water pollution).

There has been some progress towards achieving the Sustainable Development Goals and the Aichi Biodiversity Targets in Europe and Central Asia, e.g. in terms of the area under protection or in mainstreaming biodiversity across government and society. However, the pressures on biodiversity from direct drivers of change are unlikely to be reduced and so progress has been negative for indigenous and local knowledge, the equitable distribution of nature's contributions and water security.

Looking beyond the 2030 timescale of the SDGs, scenario analysis highlights that continuation of past and current trends in drivers of change will inhibit the contribution of the region to the widespread achievement of the SDGs, while scenarios which focus on achieving a balanced supply of nature's contributions to people and incorporate a diversity of values are more likely to contribute to achieving the majority of the SDGs.

Promising Policy Options Available

Accompanying the stark concerns of the IPBES experts, however, are messages of hope: promising policy options do exist and have been found to work in protecting and restoring biodiversity and nature's contributions to people, where they have been effectively applied.

In the Americas, protection of key biodiversity areas increased 17% between 1970 and 2010, yet fewer than 20% of key biodiversity areas are protected and coverage varies significantly. The report makes it clear that protected areas and restoration projects are only some of the possible interventions -- with a need to also focus on strategies to make human-dominated landscapes more supportive of biodiversity and nature's contributions to people.

It also makes the point that biodiversity and nature's contributions to people are better protected when integrated into a broad array of economic and sectoral policies, such as payment for ecosystem services and voluntary eco-certification. Appropriate combinations of, for example, behavioural change, improved technology, research, adequate levels of finance, improved education and public awareness programs are among other options.

Measures taken by African Governments to protect biodiversity and nature's contributions to people, have contributed to some recovery of threatened species, especially in key biodiversity areas, and these efforts could be enhanced. Such measures include the establishment and effective management of protected areas and networks of wildlife corridors; restoration of degraded ecosystems; control of invasive alien species and reintroduction of wild animals. Despite the African Union's priorities of poverty alleviation, inclusive growth and sustainable development, especially in the context of global climate change, the report finds that the continent is greatly undervaluing its natural resources.

In addition to enhancing biodiversity conservation through appropriate governance, policies and national implementation, the authors emphasize the need for better integration of indigenous and local knowledge and greater use of scenarios in African decision-making. Of the five possible scenarios they explore, two (regional sustainability and local sustainability) are identified as the most likely paths to meet Africa's economic, social and environmental development aspirations, but the authors point to the need for capacity building on the use of scenarios in decision-making.

For Asia and the Pacific, the IPBES experts point to the success of countries that achieved rapid economic growth in gradually restoring and expanding protected areas -- especially forests. They emphasize that, while assisting these countries in their efforts to meet some of the SDGs and Aichi Targets, this alone will not be sufficient to reduce biodiversity loss caused by the negative impacts of monoculture. For instance, the region registered a growth of 0.3% in terrestrial protected areas and 13.8% in marine protected areas -- putting many countries on track to meet Aichi Target 11 -- but most of the important bird areas and key biodiversity areas remain unprotected."

Better application of science and technology, empowerment of local communities in decision making, integrating biodiversity conservation into other key sectors, scenario planning that is sensitive to economic and cultural diversity, private sector partnerships in financing biodiversity protection, as well as better cross-border regional collaboration, are some of the many important approaches the report identifies.

A range of governance options, policies and management practices is available in Europe and Central Asia to safeguard biodiversity and ensure nature's contributions to people. Some progress has already been made in mainstreaming biodiversity and nature's contributions to people into public and private decision-making.

The assessment report highlights integrated approaches. These include measuring national welfare beyond GDP. Governance could become more effective by using well-designed mixes of policy instruments to motivate changes in behaviour to support sustainable development. The authors also emphasize the relevance of reconciling biodiversity conservation and human rights standards through rights-based instruments, as well as capacity building for indigenous peoples and local communities. Sufficient funding is also needed to support research, monitoring, education and training.

Speaking about the policy options emerging from the four regional assessments, Watson said: "Although there are no 'silver bullets' or 'one-size-fits all' answers, the best options in all four regional assessments are found in better governance, integrating biodiversity concerns into sectoral policies and practices (e.g. agriculture and energy), the application of scientific knowledge and technology, increased awareness and behavioural changes."

"It is also clear that indigenous and local knowledge can be an invaluable asset, and biodiversity issues need to receive much higher priority in policy making and development planning at every level. Cross-border collaboration is also essential, given that biodiversity challenges recognize no national boundaries."

Indonesia: Researchers Should Also Consider Economic Value from Peat Restoration

JAKARTA, NNC - The Peat Restoration Agency (BRG) expects peat researchers to assess the economic value of peat restoration.

Head of BRG Nazir Foead on a research presentation and workshop of Archipelago-Care Society said this is a good opportunity for peat restoration researchers to make a scientific study in terms of ecology, social justice and certainly from the economy. So it can provide benefits for the community and for investors in this wise, the banking sector.

He hoped the economic studies will be strengthened so that it can be the main foundation for the government in this case the Ministry of Economy to take policy.

In addition, it encourages the investment community that wants to be involved in the economic program in providing benefits for the society. "We want investors and the banking industry to participate in providing investment funds, basically the availability of investment funds is many," said Nazir.

But investors are very cautious in determining which investment they want to give. "They are looking for the right one and certainly have a good economic value," he said.

According to Nazir, President Joko Widodo wants to involve cultivation in the defense of food, plantations and alternative community resources in the peat restoration. "So in 2018 there should be a massive activity that is not just an example project for cultivation in food security, if possible the size of the implementation is not in small numbers, and certainly by looking at the various potentials in the region."

In the research presentation activity the researchers describe a variety of community economic alternatives that include agriculture, livestock, fisheries, forestry and potential commodities as well as adaptive in integrated wetland peatlands.

Action research is still being done so that in the end this results as a comprehensive scientific recommendation and can be accounted for as a breakthrough in the acceleration of peat restoration.

When solar power comes at a cost to nature areas

Other environmental objectives need to be considered in efforts to meet national targets

Solar power is the world's fastest-growing energy source as of last year, according to Paris-based International Energy Agency (IEA). Indeed, photovoltaic or PV technologies have gone mainstream in many countries, with dramatic falls in costs and improved technological feasibility.

To this end, the Energy Market Authority (EMA) has recently awarded a $6.2 million research grant to study solar power generation. And at the recent Singapore International Energy Week, Senior Minister of State (Trade and Industry) Sim Ann announced the launch of a $17.8 million research grant to advance energy storage technologies. The remaining challenge now is to find space for utility-scale solar farms as urban areas run out of available rooftops on commercial and residential buildings.

Reflecting this quest for space, reservoirs in land-scarce Singapore could soon play host to floating solar energy farms, as the national water agency PUB announced in a press statement recently. With tenders called for engineering and environmental studies on floating solar farms in Tengeh and Upper Peirce reservoirs, such installations will soon have a noticeable impact on the natural landscape.

Similar developments in other parts of the world have led to fault-lines in the environmental movement, as one wing supports the clean, emission-reducing aspects of renewable energy while the other bemoans the loss of natural landscapes' aesthetic and recreational value to solar and wind farms. In 2014, for instance, Britain's environment secretary Liz Truss criticised large-scale solar farms as a "blight" on the countryside as she announced plans to axe a subsidy for the schemes. In Singapore, one letter writer to The Straits Times expressed that while floating solar panels might be a laudable clean energy move in our land-scarce island, it is "disappointing" to know that public reservoirs like the Lower Seletar could lose their scenic beauty and children be deprived of learning from these natural landscapes.

The work of valuing access to and enjoyment of natural landscapes has been of professional interest to economists for a long time. In conducting cost-benefit analysis of changing natural landscapes, economists and conservationists have had to grapple with trying to value the aesthetic and leisure uses of natural areas in the absence of private property rules. In advising policymakers on the costs and benefits so as to guide public use of natural environments, economists use a number of techniques which attempt to elicit the public's valuation of environmental amenities offered by natural landscapes.

"Contingent valuation" techniques for instance use surveying methods to directly measure the public's willingness to pay for environmental amenities available to them, or alternatively, their willingness to accept payments in return for "giving up" such access to environmental amenities. Such valuation is based on carefully constructed hypothetical markets in such amenities.

A simpler approach would be to estimate the value of the natural landscape to those living outside the area who would pay the cost of travel to such areas including the cost of entry (if imposed by an agency to maintain the area) and the cost of such ancillary services such as boat hire, the right to fish, and so on.

Yet another means to estimate people's valuation of natural landscapes would be to estimate comparable market values where people own property in proximity to similar areas of natural beauty. "Hedonic" pricing refers to attempts to estimate actual market transactions as a proxy to estimating the value of areas with similar environmental characteristics. For instance, the latest market values of private property located near open bodies of water, such as Sentosa or elsewhere in Singapore, would give some indication of what people are willing to pay in the open market for access to natural scenic areas which boast similar environmental characteristics.

As Singapore embarks upon environmental policies to meet national targets as outlined in its commitments to the Paris Agreement, it needs to ensure that other equally worthwhile environmental objectives - such as assuring citizens open access to the natural habitats offered by our reservoirs such as Lower Seletar - are appropriately weighted.

Will we as a society regrettably face "blights" in our natural landscapes as we cover open bodies of water with floating solar panels? And what about the "option value" of those who might not be able to visit such areas but would willingly pay for it as a bequest to future generations who are likely to appreciate the aesthetic and leisure values of lakes for kayaking or fishing even more than us?

A cost-benefit analysis of various options is very much warranted to study the impact of establishing more solar PV installations across Singapore, and perhaps, comparing that to initiatives to promote energy efficiency across industries and households.

Great Barrier Reef a $42 billion asset 'too big to fail': study

Sydney (AFP) - Australia's under-pressure Great Barrier Reef is an asset worth Aus$56 billion (US$42 billion) and as an ecosystem and economic driver is "too big to fail", a study said Monday.

The World Heritage-listed reef is the largest living structure on Earth and its economic and social value was calculated for the first time in the Deloitte Access Economics report commissioned by the Great Barrier Reef Foundation.

Using economic modelling, it said the reef -- bigger than Britain, Switzerland and the Netherlands combined -- was worth Aus$29 billion to tourism, supporting 64,000 jobs.

The "indirect or non-use" value -- people that have not yet visited the reef but know it exists -- was estimated at Aus$24 billion, with recreational users such as boaters making up the rest.

The study, based on six months' analysis, comes as the reef suffers an unprecedented second straight year of coral bleaching due to warming sea temperatures linked to climate change.

It is also under pressure from farming run-off, development and the crown-of-thorns starfish, with the problems compounded this year by a powerful cyclone pummelling the area.

Great Barrier Reef Foundation director Steve Sargent said the study showed that no single Australian asset contributed as much to international perceptions of "Brand Australia".

"At $56 billion, the reef is valued at more than 12 Sydney Opera Houses," he said.

"This report sends a clear message that the Great Barrier Reef -– as an ecosystem, as an economic driver, as a global treasure -– is too big to fail."

Commenting in the report, US presidential candidate turned conservationist Al Gore said the study was a "much needed, holistic view of the incredible economic value and opportunities provided by the Great Barrier Reef".

"Any failure to protect this indispensable natural resource would have profound impacts not only to Australia but around the world," he added.

- 'Priceless and irreplaceable' -

The study included a survey of 1,500 Australian and international respondents from 10 countries that found people value the reef for a range of reasons -– due to its importance for tourism but also the belief that Australia would not be the same without it.

Lead author, Deloitte Access's John O’Mahony, said it was clear the reef was "priceless and irreplaceable".

"But we’ve been able to look at it as an 'asset' that has incredible value on multiple fronts -- from its biodiversity and job creating potential to its support for critical industries and standing among international visitors to Australia," he said.

Australia last month hosted a summit of more than 70 of the world's leading marine experts to work on a blueprint on how best to respond to the threats facing the reef.

Options explored included developing coral nurseries, strategies to boost culling of crown-of-thorns starfish, expanding monitoring systems and identifying priority sites for coral restoration.

Key to the talks was the need to slash greenhouse gas emissions to prevent warming sea temperatures.

Canberra in 2015 narrowly avoided UNESCO putting the reef on its endangered list, and has committed more than Aus$2.0 billion to protect it over the next decade.

But it has been criticised for backing a huge US$16 billion coal project by Indian mining giant Adani near the reef, which environmentalists warn would harm the natural wonder.

Environment Minister Josh Frydenberg insisted protecting the reef was a priority.

"It is critical for reefs worldwide, including the Great Barrier Reef, that international efforts to reduce greenhouse gas emissions are effective," he said in response to the study.

"Australia is taking strong action to address the global threat of climate change having ratified the Paris Agreement which will see Australia reduce its emissions by 26 to 28 percent on 2005."

Malaysia: Generating revenue without felling trees

KOTA KINABALU: The forests in Sabah are set to become a key revenue earner for the state without any tree being felled.

Instead, the state government is exploring revenue options through ecosystem services such as clean water and air, biodiversity, soil protection and carbon sequestration.

Sabah Forestry Department director Datuk Sam Mannan said this new approach was necessary following a decline in revenue from timber products.

However, it is costly to manage the forest so the Payment for Ecosystem Services (PES) approach is being used.

“PES is a scheme in which service providers are compensated to cater for environmental services to the user,” Mannan said after a one-day workshop on developing PES for Sabah.

Economic losses from natural disasters counted

Natural disasters around the globe have resulted in economic losses of roughly $7 trillion since 1900, according to a new calculation from scientists.

Their database, which contains some 35,000 events, reveals the catastrophes have also resulted in more than eight million deaths.

The analysis should assist governments with crisis planning and response, the researchers say.

Their results were presented at the European Geosciences Union meeting.

$7tn is equivalent to about £5tn or €6tn.

The team, led from the Karlsruhe Institute of Technology in Germany, scoured the media and old records for all the information it could find on floods, droughts, storms, volcanoes, earthquakes, and wildfires.

Reports in more than 90 different languages were assessed for the group's Integrated Historical Global Catastrophe Database.

Over the 1900-2015 period, roughly 40% of economic losses are ascribed to flooding. Earthquakes accounted for about a quarter; storms for about a fifth; 12% was due to drought; 2% to wildfire, and under 1% to volcanic eruptions.

But although the economic losses in absolute terms have increased during the past century, these losses actually now represent a smaller fraction of the total value globally of buildings and other infrastructure.

It means, say the scientists, that in many instances, we are now doing better at mitigating the consequences of natural disasters.

Country by country, circumstances vary, of course.

Indeed, when the team took the historic costs in each nation and summed them in 2015 US dollars, it was clear that not even the nature of the disasters is spread evenly.

For example, in the UK the largest losses tend to be from floods; Chile and New Zealand have to count their greatest losses from earthquakes; in large parts of central Africa and South America, it is losses from heatwaves and drought that tops the impacts.

And using data just from more recent decades, the global patterns shift as well. Big efforts have been made in places like China to improve flood defences, which means losses from water inundation are not the factor they once were.

"If we just take data from 1960, we see a change in the trend; we see that storms are having a bigger piece of the pie," the civil/structural engineer and geophysicist James Daniell told BBC News.

"About 30% of all losses are due to storms and storm surge these days. Earthquake as well is still around the 26% mark."

Dr Daniell says analysing the economic consequences of past disasters can help governments and aid agencies better assess the scale of the needed response in current and future events.

For example, it permits a rapid assessment of the likely costs of Saturday's quake in Ecuador. Economic losses there could top $2bn, according to the group's modelling.

Likewise, the losses from Japan's big tremor on Friday are probably going to be in the region of $12bn.

On mortality, in terms of the absolute numbers, total deaths from natural disasters remain reasonably constant (around 50,000 people per year on average). However, again, relative to the population of the globe as a whole, which is growing, deaths from such catastrophes are declining, according to Dr Daniell.

The researcher emphasises that all the numbers he quotes have quite a wide range. For total economic losses since 1900, this is between $6.5 trillion and $14 trillion, and depends on the particular metric used to convert "event dollars" to current 2015 US dollars.

Similarly, it is very hard to get definitive death statistics. Numbers will very frequently be over-estimated or under-estimated.

UN Report Makes Economic Case for Conservation of Indonesia’s Forests

Jakarta. The United Nations Office for REDD+ Coordination in Indonesia, or UNORCID, published a new study on the value of Indonesia’s forests this week, advocating that greater conservation was crucial to Indonesia’s economic success.

The report, “Forest Ecosystem Valuation Study,” was formally presented at a press conference on Wednesday to Nur Masripatin, director general for climate change control, on behalf of the minister of the environment and forestry.

Pavan Sukhdev, a UN Environmental Program goodwill ambassador who led the study, described the report as a “snapshot” of Indonesia’s forests.

“The report itself is not the goal of our work. The report documents what we have done to understand the value of ecosystem services across five provinces in Indonesia,” he said.

It also serves as an attempt to bring quantitative economic analysis to a subject that often puts its stock in the ideals of environmentalism rather than hard numbers.

“In addition to their ecological, cultural and spiritual value, forests play a critical role in sustaining national economies and supporting livelihoods through the ecosystem services and employment opportunities they provide,” said Achim Steiner, a UN under-secretary-general and executive director of the UNEP.

Compiled from a number of pre-existing papers as well as original research, the report focuses on the contribution of Indonesia’s forests to three areas: poverty alleviation, food security, and the transition to the green economy.

UNORCID estimates that 1.5 percent of Indonesia’s GDP comes directly from its forests, but emphasizes that the true value is even greater.

The report found that Indonesia’s rural poor, a group that has been stubbornly cut off from the nation’s average GDP growth of more than 5 percent over the last 15 years, remain highly dependent on forest ecosystems. Almost 80 percent of the incomes for the rural poor can be attributed directly to forest services, according to the study.

The logic of conservation, the report claims, is tied to economic growth as much as environmental values.

But not all were convinced. An audience member at Wednesday’s press conference disputed whether the conservation of Indonesia’s forests was as beneficial to Indonesia as it was to the rest of the world.

“We’ll help the world – if it also helps us,” he argued.

Sukhdev responded that his “objective is to change our understanding of what constitutes development.”

“To me, a reduction in income in the hands of farmers because the forest level has gone down and the fresh water level has gone down is not development,” he said.

The importance of the economic power of Indonesia’s forest resources was echoed by Nur of the Environment and Forestry Ministry.

“It is our hope that the results of this study will help Indonesia to achieve its green goals, through REDD+ implementation, by increasing awareness among politicians, at the national and subnational level,” she said.

But it will take more than awareness for Indonesia to maintain its forests. The report estimates that $600 million is needed to preserve the more than 160 million hectares of forest cover.

Satya Tripathi, the director of UNORCID, argued that it was well worth the cost.

“The cost of depleting the country’s natural resources has not only damaged the long-term prospects of economic growth, but the economic growth that Indonesia has now is at serious risk until we all work together,” he said.

Look beyond market value in preserving green spaces

Singapore's founding fathers took a pragmatic approach that focused on economic growth to improve employment and raise income levels, in order to survive. However, with economic success and increased industrialisation, the living environment is inevitably affected, with a decline in green spaces.

Yet, economic growth and the environment are equally important to any society.

To this end, environmental groups in Singapore should be applauded for their efforts in preserving our green landscape. However, their approach in dealing with environmental degradation leaves room for improvement. The Bukit Brown cemetery issue is a prime example.

Despite being armed with a petition of 100,000 signatures, they failed to prevent the Government from redeveloping the land for road and housing. Indeed, the petition may not represent the feelings of the majority of Singaporeans on the issue.

Bukit Brown cemetery is on its way to being a new section of an expressway. The flora and fauna, and the historical heritage site that once occupied the area will soon be gone. In many such situations, land redevelopment is often irreversible. However, other solutions are possible.

Sustainability and market principles

The Government has stepped up its contributions towards environmental sustainability. Its land use plan includes expansion of regional park infrastructure and improving accessibility with park connectors. But Singapore's population growth suggests that more green spaces will have to be sacrificed to residential areas.

According to Singapore's Master Plan, the land supply for park and nature reserves is projected to increase from 5,700ha in 2010 to 7,250ha in 2030. However, on closer inspection, the projected land use increase in housing, commerce and industry combined far outstrips that of park and nature reserves.

This means that in 2030, there will be proportionally less space devoted to park and nature reserves than now.

Land use planning should abide by some market principles. The problem, however, is that land for residential, commercial or industrial purposes can be easily valued based on people's willingness to pay for such use, whereas green spaces are hard to quantify in monetary terms.

Unlike private property, where one buyer can pay to exert the right to use the space, green spaces are public goods - non-rival and non-excludable. This means anyone can use the space and one person's use of it does not deny another enjoyment of it. A public park can't exclude anyone, and can be enjoyed by many at the same time.

The lack of monetary value on green spaces in no way diminishes their worth to people. It simply suggests that the market mechanism and reliance on price is not adequate to help establish if land should be kept as a nature area, or redeveloped.

Alternatives to market-based valuation

One of the pillars of social progress is to improve standards of living. The key to this is the use of valuation to compare competing land uses by incorporating society's preferences. Therefore, government monitoring and intervention are required and this could come in four forms.

First, the government could engage in more cost-benefit analysis (CBA) on proposed projects.

Second, a formal environment impact assessment (EIA) could be introduced with inputs from green experts. The EIA and CBA can be merged, since many methodologies have become standards of assessments and valuation.

Third, there is another complementary approach which requires valuation. To put a value on green spaces and other green goods, the government should establish mechanisms and a coordinating agency to collect and solicit monetary values based on the intensity of people's preferences.

As preferences reflect demand, such demand will determine use-value. Eliciting people's willingness to pay for green goods either by charging a user or admission fee - or in the case of destruction of one use in preference of another use, soliciting people's compensation for the loss - could be undertaken.

Then, there are non-use values, including people who reserve the option to use such goods in future, as well as people who believe the existence of such goods is essential for a society.

Non-market valuation techniques are now better refined and widely used in public policy in many advanced Western countries. Adapting these methodologies for the Singapore context could be explored. Fourth, the use of damage schedules to prioritise different types of non-material and material goods can help rank different choices in land usage. Such damage schedules allow people to prioritise by ranking their preferences for government- provided goods which include green goods, educational services, health goods and transport. This lets people signal how much they value one over another, and allows governments to allocate their budgets accordingly.

These solutions are not without limitations. Formal valuation studies may delay projects and raise costs. Smaller firms may have insufficient funds to engage in EIA. Also, there is the issue of whether EIA and CBA can be manipulated.

The dichotomy of economic growth and the environment has been a growing concern to Singapore. Cost-benefit analysis would be incomplete and erroneous if no attempt is made to measure the quantity and value of green goods. It is appropriate to include such non-market valuation in assessing public goods, so that better informed choices can be made.


Putting a more human face to valuing green spaces

In their commentary last week, "Look beyond market value in preserving green spaces" (ST, June 15), writers Euston Quah and Nicolas Neo proposed several non-market valuation methods to help the authorities in making decisions about conserving green spaces.

Professor Quah, who is president of the Economic Society of Singapore and head of economics at Nanyang Technological University, and research assistant Mr Neo said that while land use planning should abide by some market principles, green spaces are hard to quantify in monetary terms.

Although I broadly share the writers' sentiments about the need for more diverse ways of incorporating society's preferences into environmental decision-making, their suggestions are limited by the flawed and depoliticised language of economics. The term "preferences" here does not reflect social complexity.

Underpinning their proposed valuation methods is the ability to discover and incorporate people's "preferences" for green goods into policy analysis. "Preference" is assumed to be a given existing within people, waiting to be elicited by prices as "demand". The problem with this view is that society is portrayed in a static, reductionistic way.

However, from a social sciences and humanities perspective that takes an interpretive approach - focusing on the role of meaning in shaping human behaviour and human social life - human choices and values are formed in, and transformed by, diverse socio-political interactions and cultural norms.

Human choices and action are subjective and emergent outcomes, mediated by a diverse range of meanings, values, norms, framings and politics.

Thus, a single good could be assigned multiple, conflicting "values" by an individual, depending on the context.

Consequently, such social complexity cannot be reduced into a single, abstract, calculable all-encompassing figure known as "preference"; a point apparently lost on most economists infected with maths and physics envy.

As one academic acknowledges, "virtually all cost-benefit analysts continue to ignore the implications of the possibility of endogenous preferences (that is, generated from within a person) in their work".

Beyond pedantic academic debates, the more important point here is that Prof Quah and Mr Neo's suggestions obscure what is an inherently political issue of resource allocation and distribution.

According to them, competing land-use decisions can be resolved by surveying discrete pieces of "values" from the world "out there", subject to abstract and supposedly value-neutral calculations to produce the most "efficient" outcomes.

By emphasising expert technique, they gloss over the political nature of conserving green spaces.

As in the Bukit Brown example they highlight - some civic groups have opposed the cemetery's redevelopment for roads and housing - and other similar incidents, land-use conflicts are often a clash of values, meanings and power relations, guided by very different interpretations of social justice and equity.

Yet, it is precisely during this deliberative process that diverse viewpoints and perspectives can be articulated to foster public debate and promote social learning between competing camps.

Rather than resorting to abstract and technocratic decision-making, engaging in open and transparent debates over underlying interests and values better promotes public participation and safeguards the public interest.

Similarly, although Prof Quah and Mr Neo recommend introducing Environmental Impact Assessments (EIA), they limit their description of the technique to its formalised and expert-driven roles.

As much as "standards of assessments and valuation" are important, EIAs should also be valued as an avenue for public participation, promoting "openness, transparency and public accountability" in environmental decisions, as former Nominated Member of Parliament Faizah Jamal has pointed out.

My intent is not to bash economics. All social sciences (including economics) are based on abstract models with varying degrees of simplifications to promote explanation. What is dangerous, however, is when one discipline and its partial theoretical perspectives become dominant.

Economists need to show more disciplinary humility and reflexivity about their theoretical paradigms and assumptions, venturing across disciplinary divides to achieve a more expansive understanding of society.

Simultaneously, scholars and practitioners of the - comparatively marginalised - interpretive social sciences and humanities need to stop pulling their punches, and start engaging in policy and research conversations traditionally dominated by positivist social sciences (which emphasise empirical data and methodology).

In a time of complex socio-economic, political and environmental challenges, a commitment to reflexive and pluralistic knowledge is crucial for promoting a sustainable and just society.
