Male sea turtles feel the heat

Things are heating up in Australia's northern tropics, but that's not good news if you're a sea turtle.

New research shows rising temperatures due to climate change will result in the feminisation of turtle populations, making males extremely rare.

James Cook University researcher Mariana Fuentes said that in just 20 years almost 90 per cent of turtle hatchings will be female.

"Basically by 2030 most of the hatchlings being produced are going to be female," she said.

"If you look down 60 or 70 years ahead if there's no male turtles being produced it could be a big problem."

The research was conducted in the Torres Strait and northern Great Barrier Reef, home to the largest green sea turtle population in the world.

The gender of sea turtles, as with other reptiles, is determined by water temperature.

Ms Fuentes said at an average temperature of 28 or 29 degrees, the ratio of male to female hatchlings was roughly equal but became skewed towards females as the temperature rose.

She said once the temperature rose above 33 degrees in the region, as is expected to happen by 2070, turtle eggs were not likely to develop at all.

The changes, along with a predicted rise in sea levels, would severely impact on turtle numbers in the region,

But Ms Fuentes said she believed the species would survive the changes.

She said it was likely turtle populations would eventually move south to cooler waters or breed earlier in the season.

"Sea turtles have been around for millions of years and have developed to past climatic changes," she said.

"I think they will probably adapt in a very slow way so there will be a reduction in numbers."

Spiders Getting Bigger -- Global Warming to Blame?

As if global warming isn't giving us enough to worry about, now scientists say it could lead to bigger—and possibly more—spiders of at least one species.

A group of Danish scientists wondered whether global warming would make the hairy, meat-eating wolf spiders of northeastern Greenland bigger, since longer summers mean more hunting time. The little-known species, Pardosa glacialis, grows as long as 1.6 inches (four centimeters), study co-author Toke Høye of Aarhus University estimates.

The spiders can live for at least two years, and the researchers found that, in years when spring came early, the animals grew larger, on average.

For example, when spring came 30 days earlier than usual, some spiders grew exoskeletons that were 10 percent thicker than average, resulting in bigger bodies overall.

Likewise, in colder years average exoskeleton thickness shrank.

At the end of the ten-year study, average exoskeleton thickness averaged 0.104 inch (2.65 millimeters), a 2 percent increase over the 0.102 inch (2.6 millimeters) commonly found in the early years of the study—a big difference to see in just a ten year period, according to the researchers.

Warmer temperatures also seem to be giving the females of the species a size advantage over males, the new study suggests.

Pardosa glacialis females tend to be only slightly bigger than males—as was the case in 1997, when the spring thaw came 160 days into the year. But in 2005, for example, when the thaw occurred 143 days into the year, females' exoskeletons were 2 percent bigger than males', on average.

But Why?

Why warming seems to be making these spiders bigger is a mystery.

It could be that the spiders are growing larger because their prime hunting season is longer. Or perhaps longer summers allow the spiders to molt—shedding old exoskeletons—more often and thereby grow bigger during their lifetimes.

It's not known whether the wolf spiders are being born any bigger, as the study focused on adult spiders.

Nobody has any idea what effect these larger spiders will have on the local environment, Høye said.

But he's pretty sure the spiders will be not only bigger but more plentiful.

Larger adult females will probably increase spider populations, because larger females produce larger and/or more offspring Høye said.

On the bright side—at least for arachnophobes—cannibalism is common in many spider species. The practice could help keep populations in check, Høye said, especially as adults grow even bigger, making spiderlings even easier prey.

Feds: Mountain-dwelling pika may need protection

SALT LAKE CITY – A tiny mammal that can't handle warm weather could become the first animal in the lower 48 states to get Endangered Species Act protection primarily because of climate change.

The U.S. Fish and Wildlife Service, responding to a petition from environmentalists, said Wednesday that it will launch an in-depth review of the American pika and submit findings by Feb. 1, 2010.

The agency acknowledged that there's "substantial information" indicating that climate change may threaten the pikas' habitat and range.

"The service knows that climate change is real. It is the biggest conservation challenge of our time," said Diane Katzenberger, a Fish and Wildlife spokeswoman in Denver.

The pika — a furry, big-eared relative of the rabbit — dwells mostly in high, rocky mountain slopes in 10 Western states.

It is well-suited for alpine conditions, with dense fur, slow reproductivity and a thermal regulation system that doesn't do well in the heat. Even brief exposure to temperatures of 78 degrees or warmer can cause death.

As the West warms, scientists say some pikas have tried to move upslope to find cooler refuges but have run out of room.

Any steps taken to protect the pika could also help other species affected by climate change, said Greg Loarie, an attorney with Oakland, Calif.-based Earthjustice who has worked on pika lawsuits pressing for protections.

"The pika is the fire alarm and this is our opportunity to come to grips with global warming and prevent an extinction crisis," Loarie said.

Extending federal protections to the pika primarily because of climate change would likely lead to larger policy discussions about how best to mitigate those effects. Environmentalists say the pika listing should be part of a sweeping movement to curb emissions that most climate scientists say is contributing to global warming.

Katzenberger said Fish and Wildlife is in the midst of developing a five-year plan on how it will deal with climate change.

The Bush administration listed the polar bear as a threatened species in 2008, the first to be protected because of the threats of global warming. Officials quickly completed regulations, though, to ensure the listing couldn't be used to block projects that contribute to global warming. That decision is now being challenged in court.

The pika lives in parts of California, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington and Wyoming.

A study in 2003 found six of 25 previously known pika populations in the Great Basin had disappeared, primarily because of the effects of warming temperatures.

Shaye Wolf, a biologist with the Center for Biological Diversity, the environmental group that petitioned to have the pika protected, said subsequent studies indicate other populations in the Great Basin have disappeared. Formal results of those follow-up studies have not been published.

Jaguar Photographed Visiting Island in Panama Canal

A jaguar has been photographed on a research island in a man-made lake that links up the locks of the Panama Canal, surprising biologists there.
In fact, the image is the first picture taken of this large, carnivorous cat in the field station's 86-year history, the scientists said.

As part of an annual census for mammals on the island, Jackie Willis, a zoologist at Montclair State University, and her husband Greg set up cameras to take pictures of local animals. At 3:07 a.m. on April 20, a jaguar triggered the camera's infrared sensor and snapped a self-portrait. The researchers were excited because jaguar sightings in the region are extremely rare, even on nearby mainland Panama.

Barro Colorado Island and its research station, part of the Smithsonian Tropical Research Institute, is only 200 yards from the mainland, and researchers think that the jaguar swam across part of the Panama Canal to the island's shore. Jaguars, which can sometimes weigh more than 300 pounds, are the largest cats in the Americas, and the island is too small to fully support even one of these felines, said William Laurence, a scientist at the Institute.

The Willis' started using cameras equipped with sensors back in 1994 as a way to record data on elusive and nocturnal island species. The technique helped the scientists gather information about some species that were not well represented in previous censuses.

The recent jaguar photo shows that these cats are still prowling through the Panama area despite facing many obstacles, the researchers said. Jaguars have experienced habitat loss from agriculture and city spread, and they are often shot if they show up in cattle ranching areas.

The scientists hope to capture one more picture of the jaguar before it ventures away from the island.

UK seahorses in danger, say conservationists

The UK's largest population of seahorses is in danger of being wiped out, according to conservationists.

More than 40 seahorses, of both the spiny and short-snouted species, were discovered by divers in the popular boating area of Studland Bay in Dorset last summer. Many of the males, which carry the young, were pregnant.

The Seahorse Trust immediately called for the colony to be protected under the new Wildlife and Countryside Act.

However almost a year later, the charity claim nothing has been done to ensure the endangered animals are protected.

Seahorses rely on eelgrass which can be ripped up by boats and loose anchors.

Steve Trewalla, of the Seahorse Trust, who discovered the 40 sea horses in the area in June last year, said the population could be wiped out in a generation and is calling for a ban on boats.

"Unfortunately the site at Studland suffers huge amounts of damage from boat anchors and fixed moorings, which scour and rip up the eelgrass that the seahorses live on," he said. "Rather than take a precautionary approach to the problem, Natural England who's job it is to enforce the Act have done nothing to protect this habitat or the animals that live there."

Natural England point out a ban cannot be put in place without demonstrating a problem and are currently undertaking a survey into how damaging the boats are to the eelgrass meadows.

Rainforest Alliance Sees Boom In Certified Farms

NEW YORK - The amount of forest and farmland certified by Rainforest Alliance will continue to soar along with demand for products that meet standards for social and environmental sustainability, a spokesman said Wednesday.

"The amount of Rainforest Alliance certified farmland will increase dramatically over the next few years because it has to. We already have the demand so that sets everything in motion," said Chris Wille, Rainforest Alliance chief of Sustainable Agriculture.

Costa Rica-based Wille spoke to Reuters on the sidelines of a Rainforest Alliance event in New York.

New York-based Rainforest Alliance, an international nonprofit conservation group, certifies farms that meet its criteria for sustainability: preservation of the local environment, farmers and communities.

In 2008, farm and forest land certified by Rainforest Alliance grew by 23 percent to more than 131 million acres (52 million hectares), from 107 million acres in 2007, Rainforest said last month.

"The drive is coming from all along the value chain and especially companies. We've never seen more interest from companies, from consumers and from producers," Wille said, adding this was a welcome move amid the current global financial crisis.

Although Rainforest Alliance does not set a premium, the seal gives producers negotiating leverage as the buyers typically pay a premium for goods it has certified.

Companies want to ensure the long-term supply of the high-quality products, Wille said.

"We have more demand than supply. There's competition for the certified goods," he said.

"So now farmers are lining up outside the doors of our partner NGOs (non-governmental organizations) and eager to get involved," Wille said.

For years, Rainforest Alliance has certified farms that produce coffee, bananas, tea and cocoa. Recent additions include grapes, acai, chestnuts, apples and pears.

"We are very much committed to seeing this world as a better place and to help both the farmers and the growers, but also the environment. And be socially responsible in every which way," said Nabi Saleh, executive chairman of Gloria Jean's Coffees International.

The Sydney, Australia-based company has nearly reached its 2010 target selling 85 percent Rainforest Alliance certified coffee, Saleh said.

"Sourcing certified coffees has not been as easy as we thought it was going to be. The demand is greater than supply for certified coffee," he said.

The privately held company, which now has more than 1,000 coffee shops in 36 countries, recently transformed its espresso blend into fully certified coffee. This move bumped the amount of Gloria Jean's Rainforest Alliance coffee to 85 percent certified.

Of the certified coffee, 80 percent comes from certified farms. The Rainforest logo can be put on an agricultural product that contains a minimum of 30 percent certified coffee.

Great Apes Suffer Setback In EU Animal Testing Vote

STRASBOURG - Researchers can continue most experiments on mankind's closest relatives -- chimpanzees, gorillas and orangutans -- after European Union lawmakers watered down proposals to restrict testing.

The EU's executive Commission last year proposed a range of measures to improve the welfare of the 12 million vertebrate animals used in experiments each year, mostly mice and rats.

The European Parliament backed plans for an upper limit on the level of pain animals should endure and to increase EU efforts to develop non-animal alternatives, with 540 votes in favor and 66 against.

Animal welfare groups said the watered-down proposals, which still need backing by the EU's 27 nations, amounted to business-as-usual for the industry.

The Commission had also proposed scaling back experiments on the 12,000 primates used each year, so they could only be used if the survival of their species was at stake or during an unexpected outbreak of life-threatening disease in humans.

The European Parliament said its members had rejected that part of the proposal as it would hinder research into some forms of cancer, multiple sclerosis and Alzheimer's disease.

They also called for a feasibility study before agreeing to a ban on capturing wild primates to use in laboratories.

Drug industry group EFPIA said the parliament had managed to balance the protection of animals, the reality of biomedical research, and the needs of patients.

Half of the 12 million vertebrates used each year are for drug development, a third for biology studies and the rest for cosmetics and disease diagnosis.

Animal protection groups said the parliament had largely caved in to industry lobbying and researchers would be able to use primates for nearly any purpose they chose.

"The Parliament has produced a charter for the multibillion pound animal research industry to carry on business as usual, with scant regard either for animal welfare or public opinion," said Michelle Thew of the British Union for the Abolition of Vivisection.

One politician involved in drafting the laws took the unusual step of resigning her role in February, blaming excessive industry interference.

Ocean Carbon: Dent In Iron Fertilization Hypothesis Previously Proposed To Address Climate Change

Oceanographers Jim Bishop and Todd Wood of the U.S. Department of Energy’s Lawrence Berkeley National Laboratory have measured the fate of carbon particles originating in plankton blooms in the Southern Ocean, using data that deep-diving Carbon Explorer floats collected around the clock for well over a year. Their study reveals that most of the carbon from lush plankton blooms never reaches the deep ocean.

The surprising discovery deals a blow to the simplest version of the Iron Hypothesis, whose adherents believe global warming can be slowed or even reversed by fertilizing plankton with iron in regions that are iron-poor but rich in other nutrients like nitrogen, silicon, and phosphorus. The Southern Ocean is one of the most important such regions.

“Just adding iron to the ocean hasn’t been demonstrated as a good plan for storing atmospheric carbon,” says Bishop, a member of Berkeley Lab’s Earth Sciences Division and a professor of Earth and planetary sciences at the University of California at Berkeley. “What counts is the carbon that reaches the deep sea, and a lot of the carbon tied up in plankton blooms appears not to sink very fast or very far.”

The reasons, while complex, are most likely due to the seasonal feeding behavior of planktonic animal life, and specifically to the effects of the dark Antarctic winter on plant and animal growth and the mixing of surface and deep waters by winter storms. Phytoplankton blooms in the spring may indicate that much of the zooplankton (animal) population essential for carbon sedimentation has starved during the winter.

The Carbon Explorers involved in the study were launched in January, 2002, as part of the Southern Ocean Iron Experiment (SOFeX), a collaboration led by scientists from Moss Landing Marine Laboratory and the Monterey Bay Aquarium Research Institute. SOFeX was meant to test the Iron Hypothesis in waters between New Zealand and Antarctica during the Antarctic summer. The Berkeley Lab Carbon Explorers were originally intended to monitor the iron-fertilization experiment for 60 days, but they continued to report by satellite throughout the Antarctic fall and winter and on into the following year.

“We would never have made these surprising observations if the autonomous Carbon Explorer floats hadn’t been recording data 24 hours a day, seven days a week, at depths down to 800 meters or more, for over a year after the experiment’s original iron signature had disappeared,” Bishop says.

He explains that “assumptions about the biological pump – the way ocean life circulates carbon – are mostly based on averaging measurements that have been made from ships, at intervals widely separated in time. Cost, not to mention the environment, would have made continuous ship-based observations impossible in this case. Luckily one Carbon Explorer float costs only about as much as a single day of ship time.”

The Iron Hypothesis, science and speculation

In the 1980s, oceanographer John Martin of the Moss Landing Marine Laboratories, who died in 1993, proposed that iron added to regions of the ocean that are otherwise rich in nutrients but poor in iron (so-called high-nutrient, low-chlorophyl, or HNLC, regions) can stimulate the growth of phytoplankton – a bold scientific hypothesis that has since been proven correct.

Martin went further, however, when he suggested that artificial iron fertilization of the oceans could change the climate. “Give me half a tankerful of iron and I’ll give you an Ice Age,” he boasted in 1988.

In testing the Iron Hypothesis, SOFeX’s investigators acknowledged that matters were not quite that simple, and that the crucial question was not whether plankton blooms could be induced but whether the carbon they captured was removed to the deep sea.

The SOFeX research vessels fertilized and measured two regions of ocean, one in an HNLC region at latitude 55 degrees south and another at 66 degrees south. Carbon Explorers were launched at both these sites; a third Carbon Explorer was launched well outside the iron-fertilized region at 55°S as a control. Berkeley Lab scientists Todd Wood, Christopher Guay, and Phoebe Lam were members of the expedition, while Bishop monitored and communicated with the Carbon Explorers from Berkeley over a computer link to communications satellites.

One question was whether the relatively silicate-poor waters of the more northerly 55° region would allow plankton known as diatoms to form silicon skeletons. If large diatoms could not grow in this HNLC region, the SOFeX researchers theorized, enhanced carbon sinking would not occur. Partly for this reason, most of the effort by the ships was at 66°S, where silicon wasn’t considered a limiting factor.

To the researchers’ surprise, the iron-augmented region at 55°N did form a vigorous plankton bloom. Dubbed the North Patch, Carbon Explorers tracked this bloom throughout the Antarctic summer, measuring carbon particles, including waste from grazing zooplankton and other aggregates, sinking beneath the bloom and carrying 10 to 20 percent of the fixed carbon out of the surface layer – at least to below 100 meters. The initial results of the SOFeX experiment, published in Science in April, 2004, seemed to support the Iron Hypothesis in an unexpected way.

But the Carbon Explorers didn’t stop after 60 days. The two North Patch floats operated for over 14 months, diving, recording, and surfacing to report data in the world’s stormiest waters, traveling almost to South America before falling silent. The Carbon Explorer launched at 66° south lasted 18 months, spending much of its first winter recording at 800 meters depth and surfacing at weekly intervals to report, although occasionally prevented by bumping into the underside of the sea ice. The Carbon Explorer data accumulated, awaiting analysis.

Return to the Southern Ocean

In 2007 Bishop and Lam (who was now at the Woods Hole Oceanographic Institution) published measurements from shipboard instruments deployed during SOFeX which suggested that the rosy picture of plankton blooms sending carbon to the deep ocean wasn’t so simple after all. Carbon reaching the deep ocean depended partly on particle size and weight; more important, there seemed to be much less particulate matter reaching depth where the biomass was highest, e.g., in plankton blooms.

“This paper was criticized on the grounds that it was based on limited shipboard observations,” says Bishop. “So Todd Wood and I turned to the treasure-trove of virtually continuous observations in the records of the Carbon Explorers.”

The Carbon Explorers’ records through the Antarctic summer and fall of 2002 and the winter and spring of 2003 (and in the case of the float at 66° south, much longer) not only confirmed the limited shipboard observations in greater detail but opened up a complex picture of life in the Southern Ocean.

The Carbon Explorer at 66°S recorded data never before observed or reported. During the SOFeX experiment, the float had measured the demise of a plankton bloom rich in particulate organic carbon. Particulate carbon levels were severely reduced with the onset of perpetual darkness and sea ice formation, then modestly increased again with the return of light and the melting of the ice. Strong sedimentation – the sinking of large numbers of carbon particles to the deep ocean – was never observed.

Data from the two floats deployed farther north at 55°S produced a startling picture. As noted above, the Explorer launched inside the original SOFeX iron-amended region, dubbed 55A, had recorded a long-lasting bloom immediately following iron fertilization, with sedimentation to 100 meters. Remarkably, 55A found an equally strong bloom the next spring in the same region – long after the SOFeX iron was gone – with equally strong sedimentation down to 100 meters.

And while it was unsurprising that the original control float, dubbed 55C, did not see a bloom, a bigger surprise came at depth: a rain of particulate organic carbon at 800 meters down. Carbon Explorer 55C had measured sedimentation beneath a region with no plankton bloom much greater than the 55A float measured under the bloom itself.

To explain this counterintuitive “High Biomass, Low Export” result the researchers considered a number of ideas. Perhaps current shears had separated the plankton blooms from their sedimentation; or perhaps there were “large rare particles” of organic carbon that the Carbon Explorers had failed to observe; or perhaps differences in mixing of surface and deep waters during winter storms had brought sequestered iron back to the surface. The first two hypotheses were rejected, and the third, even if true, would imply that iron-stimulated blooms still lead to reduced carbon sedimentation at kilometer depths.

A fourth hypothesis, taking into account the lighting conditions that encourage or limit the growth of microscopic plants and zooplankton, emerged as the most convincing. Latitude 55°S is far enough north for light to reach into the water year round (although in winter it is much reduced). But mixing between near-surface and deeper waters can carry phytoplankton too deep to grow – out of the light, beneath the critical depth where growth is sufficient to meet the energy demands of the whole plant and animal community. The latitudes where the Explorers operated are infamously stormy; in wintertime the mixed layer can reach 400 or 500 meters deep.

To survive the winter, zooplankton have to stay deep, where it’s too dark for the phytoplankton they live on to survive. Storms and deep mixing keep the zooplankton alive. “Mixing is the dumbwaiter that brings food down,” says Bishop. “The question is whether the dumbwaiter is empty or full.”

When mixing is consistently below the critical level, phytoplankton are carried out of the light and can’t grow; the dumbwaiter stays empty and the zooplankton starve. When mixing stops in the spring, the fast growing phytoplankton rebound, but there aren’t enough surviving zooplankton population to keep up with the growth and resulting bloom, and also less production of the sinking carbon particles other zooplankton species depend on. With fewer animals to intercept the material as it falls between 100 and 800 meters, Carbon Explorer 55A observed a low carbon export to the deep ocean beneath the lush bloom.

Continual deep mixing can starve zooplankton, but if the mixing is regularly interrupted, more phytoplankton grow during the winter to supply the zooplankton lurking at depth. In the region where Carbon Explorer 55C spent the winter, storms were intermittent and mixing below 400 meters was interrupted on a daily basis. When phytoplankton growth began in the spring, the healthy zooplankton were there to “mow the lawn,” as it were – probably accounting for the modest phytoplankton growth near the surface, with increased carbon sedimentation from the zooplankton.

Bishop says these observations point to an important lesson: “Iron is not the only factor that determines phytoplankton growth in HNLC regions. Light, mixing, and hungry zooplankton are fundamentally as important as iron.”

The Iron Hypothesis isn’t wrong, but it’s much more subtle than usually stated. Achieving optimum carbon sedimentation from plankton growth may require the right “recipe” of iron and other trace nutrients to grow the right kind of phytoplankton. Says Bishop, “You can grow a lot of Brussels sprouts, but kids won’t eat it. The same appears to be the case with diatom phytoplankton and zooplankton. It’s the zooplankton community that determines carbon sedimentation.”

The new study brings one other important lesson: two Carbon Explorers deployed under similar circumstances experienced subtle differences in ocean physical conditions that resulted in very distinct biological responses. A fleet of Carbon Explorers could yield essential data on the workings of the ocean’s biological pump at far less cost than a shipborne expedition, and answer questions that cannot be answered now – such as how much man-made atmospheric carbon the ocean can absorb, and how much longer we can depend on it to soak up our excesses – and most important, how the biological carbon pump will respond to changing ocean conditions.

Australia seeks $18m over toxic oil spill

SYDNEY (AFP) – Australia will seek more than 18 million US dollars in compensation from a Hong Kong-based shipping company over a massive toxic oil spill during a wild storm, officials said.

Swire Shipping's cargo liner Pacific Adventurer released about 200,000 litres (53,000 US gallons) of heavy fuel oil off the coast of Queensland state as it travelled through cyclonic weather on March 11.

Vast stretches of popular tourist beaches were blackened by the sludge, which spilled from the hull after it was pierced by fertiliser containers as they fell overboard in heavy seas.

It was one of Australia's worst-ever oil spills.

Queensland Transport Minister Rachel Nolan said the two-month clean-up was officially over and had cost a total of 25 million Australian dollars (18.3 million US).

"We have a guarantee from Swire for 20 million dollars and we will now pursue them for the remaining cost," Nolan told Australian Associated Press.

"The taxpayers of Queensland did not cause this disaster and they should not end up paying for any part of it."

"I would hope that Swire will cover this cost as a simple matter of corporate responsibility."

Nolan said more than 3,000 tonnes of contaminated sand had been removed from Moreton Island, the nearest land to the spill site, and restoration work was still being done at a number of local wetlands.

The ship's Filipino captain, Bernardino Gonzalos Santos, 47, has been charged with illegally discharging oil, and faces fines of up to 350,000 dollars.

A preliminary transport bureau investigation released last month into the accident found Santos set course toward Queensland despite knowing extreme weather lay ahead.

Nolan said the local and Australian governments were both taking legal advice on further court action over the incident.

Tibet threatened by global warming: state media

BEIJING (AFP) – China's top weather official warned Wednesday that Tibet was threatened by global warming, which could cause floods and droughts endangering millions in the nation's west, state media reported.

"The impact of global warming has accelerated glacial shrinkage, and the melting glaciers have swollen Tibet's lakes," Zheng Guoguang, head of the China Meteorological Bureau, was quoted as saying by the official Xinhua news agency.

"If the warming continues, millions of people in western China will face floods in the short term and drought in the long run."

Zheng said the temperature in the Tibet region had climbed an average of 0.32 degrees Celsius every decade since records began in 1961 -- much higher than the equivalent average national rise of 0.05 to 0.08 degrees, Xinhua said.

Tibet's temperature rise has also topped the global average increase of 0.2 degrees Celsius every 10 years, according to the report.

The Tibetan plateau, with an average altitude exceeding 4,000 metres (13,300 feet), was a "magnifier" of global warming as it was more sensitive to temperature changes, Zheng said.

In addition to the risk of floods and drought, extreme weather conditions often caused disasters such as landslides, and permafrost in the region could melt and threaten the railway to Lhasa, the capital of Tibet.

"Tibet needs to tackle, and adapt to, the persisting climate change," Zheng was quoted as saying.

Maldives Join the Climate Neutral Network with a Pledge to Become the World's First Carbon Neutral Nation

Nairobi, 4 May 2009 - The Republic of Maldives, one of the countries most affected by climate change, has joined the Climate Neutral Network led by the United Nations Environment Programme (UNEP).

This follows the announcement by Maldives President Mohamed Nasheed earlier this year to make the Indian Ocean island nation the world's first carbon neutral country in just ten years' time, by 2019.

This ambitious objective will be achieved by fully switching to renewable sources of energy such as solar panels and wind turbines, investments in other new technologies, and sharing of best practices.

President Nasheed declared that "the Maldives will no longer be a net contributor to greenhouse gas emissions".

"Climate change isn't a vague and abstract danger but a real threat to our survival. But climate change not only threatens the Maldives, it threatens us all," he added.

No part of the Maldives' 1,200 tropical coral islets rises more than six feet (1.8 meters) above sea level, leaving the 400,000 inhabitants at great risk of rising sea levels and storm surges.

As part of coping with the effects of climate change, the Maldives government focuses on coastal zone protection, land use management and protection of critical infrastructure.

The Maldives has become the seventh country to join the Climate Neutral Network (CN Net), a UNEP initiative launched in February 2008 to promote global transition to low-carbon economies and societies which also includes cities, regions, companies and organizations.

The other six nations that have pledged to move towards climate neutrality and joined the CN Net are Costa Rica, Iceland, Monaco, New Zealand, Niue and Norway.

Welcoming the Republic of Maldives on board the CN Net UN Under-Secretary-General and UNEP Executive Director Achim Steiner stated that: "Climate neutrality is not just a developed nations' concern, nor is it their prerogative. Developing nations such as Maldives can indeed leapfrog by embracing the low-carbon development model, which will assist in greening their economies and weathering both climatic and economic storms."

"When the most climate change vulnerable nations display leadership in addressing the cause of the problem which they had very little to contribute to, there is no excuse for others not to act. The global community of nations can and must express its commitment to protecting the planet and powering green growth by sealing an ambitious climate deal at this year's UN Climate Change Conference in Copenhagen," he concluded.

'Cap and trade' impact on US competitiveness modest: study

WASHINGTON (AFP) – A proposed market to trade rights to emit greenhouse gases would have only a modest impact on the competitiveness of energy-intensive US industries, a private study published Wednesday concluded.

Manufacturing industries with high levels of energy use would lose an average 1.0 percent of their production to imports from countries where greenhouse gas emissions are not penalized, the report published by the independent Pew Center on Global Climate Change said.

The estimate was based on an assumption that a ton of carbon dioxide, the main greenhouse gas contributing to global warming, would sell for 15 dollars in an American "cap and trade" market in which industries could buy rights to emit the gases from industries that use less energy.

The cap and trade proposal, which has been championed by President Barack Obama, is contained in a bill now in Congress.

"The analysis shows clearly that, at the price level studied, the potential impacts are very modest and very manageable," said Pew Center President Eileen Claussen.

"Policymakers have a range of policy tools to mitigate the modest economic impacts that may be foreseen. The bottom line is that fear of competitive harm should not stand as an obstacle to strong climate policy."

Economists Joseph Aldy and William Pizer produced the report while they were with "Resources for the Future," a Washington think tank, but both have since taken positions in the government.

They concluded that the negative impact on competitiveness could be offset by policies that specifically target energy-intensive manufacturing industries, including rebates to compensate them for increased regulatory costs.
