Taiwan plans massive growth in solar energy

TAIPEI (AFP) – Taiwan plans to boost its use of solar panels by a factor of 200 over the next decade and a half in an effort to increase clean energy, a ranking official said Friday.

Solar panels across the island currently have a capacity of five megawatts, enough to power 500 buildings, but by 2025 that figure is targeted to rise to 1,000 megawatts, said Wang Yunn-ming, deputy head of the Bureau of Energy.

"We hope to encourage the use of renewable energy with competitive prices," Wang told AFP.

Taiwan's parliament in June passed a major renewable energy bill which is aimed at adding between 6,500 and 10,000 megawatts of installed energy from renewable sources over the next 20 years.

Currently, Taiwan produces only 2,278 megawatts, or 5.8 percent of installed capacity, from renewable sources, according to the state-run Taiwan Power Co.

Under the bill, the government will offer incentives and loosen regulations on renewable energy providers, creating a pricing mechanism for various sources of renewable energy, such as solar or wind.

The government will set the wholesale prices for renewable energy by year-end, Wang said.

The bill was welcomed by industry watchers, who estimate it will generate at least 30 billion Taiwan dollars (930 million US dollars) in investment in the first year and create more than 10,000 jobs, local media have reported.

The clean-energy industry is expected to produce some 100 billion Taiwan dollars in revenue within two years, reports said.

How Do Carbon Trading Schemes Work, Or Not Work?

Australian Prime Minister Kevin Rudd will reintroduce legislation for a "cap and trade" scheme to cut the country's carbon emissions, he told reporters on Thursday, in the hope of pushing the stymied laws through a hostile senate. With just four days to go before the United Nations Dec 7-15 Copenhagen climate change summit, several countries have come out with their first carbon reduction pledges, which may feed into new schemes sparked by agreements at the conference.

Here are some questions and answers on carbon trading schemes, how they work, and why some critics object to them.

WHAT'S THE AIM OF CARBON TRADING?

Carbon dioxide, produced mainly by burning fossil fuels such as coal and petroleum or through deforestation, is the main greenhouse gas that scientists say is heating up the atmosphere, causing seas to rise and greater extremes of weather.

Putting a price on every tonne of carbon dioxide (CO2) produced by industry and transport or saved from being emitted by being more efficient or locking away carbon by growing trees provides a cash incentive to curb carbon pollution.

HOW DOES IT WORK?

Under cap-and-trade schemes, companies must have a permit for every tonne of greenhouse gases, such as CO2, they emit. The more they emit, the more permits they must have.

A government issues a set quantity of emission permits for polluting companies, and has an overall cap on the number of permits they will allow to be sold. At the end of each year, firms surrender permits equivalent to their emissions.

Companies can buy or trade emissions by buying allowances from other polluters, or from a government auction.

Over time the cap is tightened by decreasing the number of permits or decreasing the number of free permits to big emitters. As the carbon permit price rises, companies are forced to become more efficient and invest in cleaner technology.

Under the only current global climate agreement, the Kyoto Protocol, 37 industrialised nations already face greenhouse gas limits, creating a multi-billion dollar market in offsets from clean-energy projects in developing countries.

HOW MUCH MONEY MIGHT THE NEW CARBON MARKETS ATTRACT?

Globally, carbon trading could be worth $2 trillion by 2020, from $125 billion last year, some market players say.

Europe's scheme is the largest, and only domestic, cap-and-trade system operating. Launched in 2005, its Emissions Trading Scheme (ETS) is mandatory for all 27 member states, and covers nearly half all EU carbon emissions.

HOW MUCH IS IT WORTH

A separate Kyoto scheme, called the Clean Development Mechanism (CDM), is currently worth about $6.5 billion.

Some companies have opted for an unregulated voluntary market, which operates outside the CDM and the EU's ETS.

About 123 million tonnes of carbon credits, valued at $705 million, were transacted in the global voluntary carbon market in 2008, according to industry estimates. This is a fraction of the $125 billion global carbon market.

HOW WOULD AUSTRALIA'S SCHEME WORK

A fixed carbon price of about $9.25 (A$10)/tonne would be set from July 2011. A fully open market would operate from mid-2012.

The scheme aims to cover 1,000 of Australia's biggest polluters and 75 percent of its greenhouse gas emissions.

AND WHY IS EMISSIONS TRADING CONTROVERSIAL?

Carbon market mechanisms such as cap-and-trade are often seen as more politically acceptable and attractive to industry than carbon taxes.

Opinion polls show most Australians support action on climate change, but are wary of the electricity and fuel cost hikes emissions trading would bring.

Critics of the schemes range from climate change sceptics, who do not believe carbon emissions are human-created or warrant controls, to green groups who dislike the market-led approach.

Some environmentalists say turning carbon dioxide into a commodity by pricing it, and giving compensation to companies who participate in carbon markets, amounts to an undeserved subsidy for polluters, and sends the wrong signal about the kind of action needed to the challenge.

The extent to which the schemes will actually reduce emissions is also hotly debated.

Floods in Malaysia: Jams in KL; east coast ravaged

3,000 evacuated in Terengganu; Pahang, Kelantan also affected

KUALA LUMPUR: Massive traffic jams caused by flash floods hit Kuala Lumpur yesterday, even as states in the east coast struggled to cope after days of heavy rain.

Roads were clogged with cars and other vehicles throughout the city, the situation worsened by the closure of the Smart tunnel, which is used for diverting water to prevent flooding.

A stretch of the Kuala Lumpur-Seremban Expressway was under water, as were several other roads including Jalan Chan Sow Lin, an industrial area on the edge of Kuala Lumpur.

On the east coast, more than 3,000 people have been evacuated in Terengganu as a third wave of monsoon rain continued to wreak havoc there.

The flood situation was the most serious in the state, where rivers swelled to dangerous levels.

But officials said yesterday that major roads - including the Kuala Terengganu-Kuantan road and Kuala Terengganu-Kota Baru road - were passable to all vehicles.

In Pahang, nearly 300 more flood victims were evacuated yesterday, adding to the previous toll of 36. Flash floods left several low-lying areas under 0.5m of water.

Flooding in Kelantan, where the number of evacuees remained at about 26 in Kota Baru, claimed five victims, including a seven-year-old boy.

As meteorological officials warned the states and also Johor to brace themselves for more rain, the National Security Council secretary said that 48 helicopters as well as rescue boats were ready to be mobilised for rescue operations.

Mr Mohamed Thajudeen Abdul Wahab said the central disaster management and relief committee had also set up an operations centre to monitor the flood situation and to coordinate any evacuation.

He said 105 rescue boats had been sent to states expected to be hit by serious floods.

KUALA LUMPUR: The yellow stage heavy rain in Pahang and Johor is expected to persist until tonight according to the Meteorological Department.

Intermittent rain, occasionally heavy, was expected in Kuantan, Pekan and Rompin in Pahang and Mersing, Kluang, Kota Tinggi, Johor Baru, Pontian and Batu Pahat in Johor, it said in a statement yesterday.

This condition could cause floods in low-lying areas near river banks, it added. — Bernama

Global warming threatens Indonesia's groundwater supply: Expert

Not only is global warming putting thousands of Indonesia’s islands at risk of sinking, it also threatens the country's groundwater supply, an expert says.

Heru Hendrayana, a hydrogeologist from Yogyakarta's Gadjah Mada University, said here Friday that groundwater volume in a number of regions has been proved to have reduced in the past few years, believed to be an impact of the warming earth.

"Global warming has led to climate change, which has immense influence upon the water cycle.

"It disrupts the wind and air pressure patterns and, in the end, causes changes in rainfall volume," Heru said after a discussion on drinking water in Jakarta.

He said although some regions enjoyed more rainfall due to the phenomenon, most suffered from less rain instead.

The reduced groundwater volume is evident in Yogyakarta and its surrounding areas, among others, he said.

Pollution is another threat for Indonesia's groundwater supply, especially in urban areas.

Heru said most groundwater supplies in metropolitan cities like Jakarta, Semarang and Surabaya were contaminated with E. coli bacteria because of poor sanitation, not to mention the vulnerability of groundwater to seawater intrusion.

The growing number of industries, gas stations, and carwashes in big cities has exacerbated the threat, said Heru, who is currently studying how far they have affected the groundwater supply.

To make matters worse, big cities, which are typically crowded with buildings, lack the capacity to absorb rainwater.

Heru said urban areas could only absorb 20 percent of rainwater, compared with 30 percent for suburban and 40 percent for rural areas.

Seawater floods worsen in North Jakarta coastal residential areas

Seawater flooding, caused by high tides, known locally as “rob”, has been worsening in a number of residential areas in North Jakarta over the past few days as the city enters the wet season.

In Muara Baru, flooding is 30 centimeters deep, while main road Jl. RE Martadinata endures flooding up to 50 centimeters deep.

Sarman, a local resident in Muara Baru, told tempointeraktif.com on Friday that “rob”, which occurs monthly, also affected houses.

The local administration has been constructing a dike to prevent flooding in Muara Baru. Of the total 3.5 kilometer-long dike, only 800 meters has been finished.

The city administration has also planned to deploy a water pump to prevent water from the Ancol River from overflowing into Jl. RE Martadinata next year.

Migration is the only escape from rising tides of climate change in Bangladesh

At an impromptu meeting in Moura village on the south-eastern coast of Bangladesh last week, 30 families said that their only hope of survival was to become climate refugees.

"The tides come into the village every two weeks. Twenty years ago the sea was far away. Now it's a few yards and we fear that our children will die. We have lost our farmland and more than 50 people have already lost their homes to the rising sea. The drinking water is salty and there are no fish in the river. We all want to leave but where? We have no money, " said Hayaun Nesa Khatong.

At the rate that this stretch of the Bangladesh coast is being submerged there is little or no chance of Moura or many other nearby villages being habitable in five years. Unless the local government finds increasingly scarce land to evacuate them to, the villagers will have no option but to migrate. Most will go to the slums of Chittagong, 20 miles away, or to the capital Dhaka.

Five hundred miles away in India, on the other side of the Bay of Bengal, researchers in the oceanography department at the University of Jadavpur in Kolkata say dozens of islands in the Indian Sunderban region are being regularly flooded, threatening thousands. Unexpectedly fast sea level rises and storms are forcing the Indian government to consider evacuating nearly 70,000 people in the next five years.

These are people which developing countries have been saying privately that rich countries must take responsibility for. Now, ahead of the Copenhagen climate change summit, Bangladeshi finance minister Abul Maal Abdul Muhith has raised the stakes by stating the point publicly. "We are asking our development partners to honour the natural right of persons to migrate. We can't accommodate all these people."

Rich nations could help by providing cash to relocate refugees in their own countries, or by accepting them as refugees. Wealthy countries are terrified by the thought of climate refugees being given legal access. Worldwide, nearly 10m people from Africa, south Asia and elsewhere are thought to have migrated or been displaced by environmental degradation, weather-related disasters and desertification in the last 20 years. The UN expects a further 150m people will have to move in the next 50 years.

Climate change cannot be unequivocally linked to individual weather events and specific mass migrations. But experts, including the UN's climate change science body and the Intergovernmental Panel on Climate Change say warming is increasing the number and severity of humanitarian disasters. The International Red Cross estimates there are now more than 400 weather-related disasters a year and almost 90m people need immediate assistance. This figure could be as high as 350m by 2050.

The majority of people displaced by more severe climates will be the extreme poor, whose meagre resources will mean moving within borders, often only short distances from home.

But the UN says 28 countries are now at extreme risk from climate change, of which 22 are in Africa. Eleven countries have more than 10% of their land within 5m of mean sea level and a similar number have all of their territory below 5m. Five would be entirely threatened by just a 1m rise in sea level.

Because most borders between both African and Asian countries are relatively porous, there is a distinct possibility that tens of thousands of people will try to migrate between countries.

Bangladesh, which is expecting its 165m population to increase by nearly 100m in the next 60 years, is the most vulnerable large country, with 60% of its land less than 5m above sea level.

Nepal holds highest Cabinet meeting at Mt. Everest

SYANGBOCHE, Nepal — Nepal's top politicians strapped on oxygen tanks Friday and held a Cabinet meeting amid Mount Everest's frigid, thin air to highlight the danger global warming poses to glaciers, ahead of next week's international climate change talks.

The government billed the stunt as the world's highest Cabinet meeting. The ministers, wearing yellow oxygen masks and purple sashes reading "Save the Himalayas," sat at folding tables set up on a plateau with the snow-capped peak of Everest behind them.

They posed for pictures, signed a commitment to tighten environmental regulations and expand the nation's protected areas — and then quickly flew away.

"The Everest declaration was a message to the world to minimize the negative impact of climate change on Mount Everest and other Himalayan mountains," Prime Minister Madhav Kumar Nepal later said.

Scientists say the Himalayan glaciers are melting at an alarming rate, creating lakes with walls that could burst and flood villages below. Melting ice and snow also make the routes for mountaineers less stable and more difficult to follow.

Getting the ministers to the mountain safely required extensive planning.

The prime minister, his two deputy prime ministers and the 20 Cabinet ministers were examined by doctors before boarding helicopters to Kalapathar, a flat area at an altitude of 17,192 feet (5,250 meters) next to Everest base camp, the jumping point for climbers seeking to scale the peak.

The Himalayan Rescue Association's Bikram Neupane said the politicians — bundled in thick jackets, windproof gear and woolen hats — all had adequate oxygen levels in their blood and they were in no immediate danger.

The Cabinet spent only 20 minutes next to the mountain on a clear, sunny day in an effort to prevent any of the ministers, unused to the heights of the Himalayas, from getting altitude sickness.

Several of the ministers were overweight, some were in their 70s and many came from the low-lying plains in the south. Four ministers declined to attend either because of health concerns or because they were traveling abroad.

Though rescue helicopters were on standby, none of the officials fell ill.

The ministers stayed overnight Thursday in the town of Lukla, about 9,180 feet (2,800 meters) high, to acclimatize to the higher elevation. They then traveled to Syangboche — 12,800 feet (3,900 meters) high — where they took the helicopter to the world's highest mountain.

The event came ahead of the international climate change conference next week in Copenhagen, Denmark, and was intended "to get the world's attention on the impact global warming is having on underdeveloped countries like Nepal," Environment Minister Thakur Sharma said.

The talks are aimed at agreement on measures to check the rise in global temperatures that scientists warn could lead to devastating results in rising sea levels, shrinking access to drinking water, shifting agriculture and spreading diseases.

Nepal's negotiation team in Copenhagen will push for wealthy countries to commit 1.5 percent of their earnings to help poorer nations protect the environment, he said.

Local residents in the Himalayas welcomed their official guests with cream-colored silk scarfs used for auspicious occasions.

"The hills and mountains used to be covered with snow even during the summer. But now snow can be seen only on the higher peaks," said Ngyendon, 66, who like many in the region uses only one name.

"We are glad the government is taking initiatives before it is too late. Usually authorities tend to act only after accidents. We are now hopeful that something might be done," said Mingma, a 47-year-old inn keeper at Syangboche.

There are no climbers during the winter season and most climbing is done during the spring. Kalapathar is considered the best spot to view Everest.

In October, the Maldives held an underwater Cabinet meeting to highlight the danger rising sea levels attributed to global warming posed to the Indian Ocean archipelago.

Many people have suggested novel ways to combat the water pollution, smog, mounds of trash and global warming facing Earth. Here are some of the wackier (or at least, wackier-sounding) solutions ever proposed to solve Earth's problems.

10. Ban Plastic Bags and Light Bulbs

It may sound like a rash decision, but San Francisco, China, Australia and more have all jumped on board. China wants to rid the country of "white pollution" -- the plastic bags that clog city streets and waterways. And Australia hopes to cut its greenhouse gas emissions and reduce household energy bills by phasing out sales of incandescent bulbs. Such measures have gained momentum lately with more governments considering taking measures against the wasteful bags and inefficient bulbs. But before you worry about how you'll carry your groceries or light your home, these measures promote alternatives: recyclable paper bags and reusable cloth ones and more efficient (and cost-saving) compact fluorescent bulbs.

9. Live in Trash

No, this doesn't mean you should stop putting your garbage out every week and start living in an ocean of food wrappers and tissues. Rather, an engineer at the University of Leeds in England has created a construction material out of waste (for example, recycled glass, sewage sludge, and incinerator ash). These "Bitublocks" keep litter out of the landfill and could be used to build houses. They also take less energy to make than concrete blocks, their inventor says. Other scientists have proposed using waste material from poultry farms, such as chicken feathers, to make more environmentally-friendly plastics.

8. Bury the Carbon

Since we have all this extra carbon dioxide building up in the atmosphere and warming the Earth, some scientists have proposed taking that excess gas and trapping it somewhere, perhaps underground in aquifers, coal seams or depleted oil and gas fields. (The method is already used to push up dregs from the latter.) To do this, carbon dioxide would have to be separated from plant emissions, compressed and injected into an underground tomb, where it could be kept for thousands of years. There are still questions of the costs involved in siphoning off carbon dioxide from plant gas streams though, and some environmental groups worry about the gas seeping out of the ground.

7. Keep Worms in the Kitchen

They're not just pets (or food for them) - worms can be made useful by putting them to work eating those bits of sandwich crust and apple cores from the garbage and turning them into compost. The compost can then be used in gardens and to plant houseplants. Los Angeles city employees have been keeping a plastic bin of the little wriggling creatures in their office to recycle their lunch leftovers. If you're not wild about keeping a worm farm in your kitchen, you could always compost the old-fashioned way with a bin in the backyard.

6. Fill the Air With Sulfur

Certain types of aerosols, or tiny particles suspended in the air, are thought to have an overall cooling effect on the atmosphere. These particles intercept some solar radiation and scatter it back into space. The cooling effect on the Earth's climate can be seen after a volcanic eruption, which can spew millions of tons of sulfur into the atmosphere. Some scientists have suggested that we mimic nature and inject a bunch of sulfur into the atmosphere to counteract global warming. One problem with this plan is the increased amount of acid rain this would generate. Another is that sulfur would have to be regularly injected into the atmosphere to keep up the cooling, or global warming would pick up right where it left off.

5. Plant Fake Trees

Engineers have proposed building a forest of 100,000 fake trees to soak up carbon emissions and combat global warming. The trees - machines really - would suck carbon from the air through filters and then store it. The prototype devices are about the same size as a shipping container, and could remove thousands of times more carbon dioxide from the atmosphere than an equivalent-sized real tree, say scientists from the Institution of Mechanical Engineers. The technology still needs work, though, as does the infrastructure to store the trapped carbon.

4. Grow Algae in the Ocean

Environmentalist and futurologist James Lovelock, creator of the Gaia hypothesis, recently added a scheme of his own to the somewhat zany list of proposed global warming remedies. Lovelock's idea is to use pipes to stimulate mixing in the world's oceans, bringing deep, nutrient-rich waters to the surface to feed huge algae blooms that would suck up carbon dioxide from the atmosphere and sink it to the bottom of the ocean as they died. This method would only be a Band-Aid though, Lovelock says, because warming will continue for some time, even if we stop emitting greenhouse gases today.

3. Lengthen Airplane Flights

Besides using up fuel and emitting carbon dioxide exhaust, airplanes also harm the environment by creating artificial contrail clouds of condensed water vapor in their wakes. The clouds act as atmospheric insulation, trapping heat underneath them on the planet. To combat the problem, some scientists have proposed requiring planes to fly at lower altitudes, where contrails are less likely to form. But to fly lower, planes would have to travel longer to reach their destinations. This would also use up more fuel, but advocates say the drop in fuel efficiency would be offset by the gain in reducing contrails. Plus, aircraft engineers could focus on making planes more fuel-efficient at lower altitudes.

2. Give the Ocean a Dose of Iron

Here's the basic idea: Tiny photosynthesizing plankton in the ocean use carbon dioxide from the air to make food. When they die, they sink down to the ocean floor, taking the carbon with them. Because iron stimulates phytoplankton growth, some people have suggesting fertilizing parts of the ocean with iron to create huge plankton blooms to suck up some of the excess carbon dioxide we've emitted into the atmosphere. Several private companies have attempted ventures to dump iron into the ocean to sell carbon credits, but many scientists question just how effective the massive blooms are at trapping and storing carbon. Environmental groups have also warned that iron dumps may harm the local marine ecosystems.

1. Build Earth Some Sunglasses

When you're lounging on the beach on a sunny day with the sun's hot rays beating down on you, you may try to keep out the glare with a pair of sunglasses or a hat. Some scientists have proposed taking a similar strategy with our warming planet: putting a ring of sunlight-scattering particles or micro-spacecraft in orbit around the equator. The idea is that the ring would reduce the amount of solar radiation hitting the planet and counteract some of the warming induced by greenhouse gases. The wild idea would also be an expensive one, with a potential price tag of trillions of dollars.

Study: Slowdown in U.S. warming last year not permanent

WASHINGTON – Climate researchers say cooler temperatures in North America last year do not mean global warming is easing.

Their report comes just days before President Barack Obama goes to Copenhagen, Denmark, to speak at a United Nations conference on climate change.

Rising temperatures over decades have prompted scientific concern, and the last decade has been the hottest in thousands of years, according to climate records. However, the warming eased a bit last year over North America, and groups seeking to deny climate change seized on that in an effort to challenge the idea of overall warming.

North America wasn't as warm as expected because of cooler water in the North Pacific, but the rest of the world continued to warm, the university and government researchers said Friday.

UN 'to probe alleged climate change cover-up'

LONDON (AFP) – A top UN panel is to probe claims that British scientists sought to suppress data backing climate change sceptics' views, its head said on Friday ahead of the landmark Copenhagen summit.

Rajendra Pachauri, head of the Intergovernmental Panel on Climate Change, said the claims -- which led a top expert to leave his post temporarily this week -- were serious and needed to be investigated.

Professor Phil Jones has stood aside as head of the Climatic Research Unit (CRU) at the University of East Anglia, after emails allegedly calling into question the scientific basis for climate change fears were posted online.

Hackers penetrated the centre's network and posted online thousands of emails from researchers, including Jones, ahead of the Copenhagen summit which starts Monday.

The CRU at the university in Norwich, eastern England, is a world-leader in the field.

Pachauri, head of the Nobel Prize-winning UN panel since 2002, told BBC radio: "We will certainly go into the whole lot and then we will take a position on it.

"We certainly don't want to brush anything under the carpet. This is a serious issue and we will look into it in detail," he added.

In one private email stolen by hackers, Jones referred to a "trick" being employed to massage temperature statistics to "hide the decline".

The academic said the emails had been taken out of context to suggest that scientists were trying to suppress data which did not support the view that climate change is happening, and is man-made.

"The word 'trick' was used here colloquially as in a clever thing to do. It is ludicrous to suggest that it refers to anything untoward," he said last month.

The row has reached the US Congress, where climate change sceptics are seeking to thwart key legislation.

The leader of a group of so-called "climatology sceptics", Republican James Sensenbrenner, said "if the emails are genuine it is very disturbing because they call into question the whole science of climate change."

Sceptics, including many US Republicans, say global temperatures may be warming naturally, and argue the costs of enforced measures to curb greenhouse gas emissions will be too heavy.

Amid the escalating row over the emails, a key Saudi official said the case will have a "huge impact" on the December 7-18 Copenhagen summit, aimed at forging a successor treaty to the Kyoto Protocol which expires in 2012.

"It appears from the details of the scandal that there is no relationship whatsoever between human activities and climate change," Riyadh's chief climate negotiator Mohammad Al-Sabban told the BBC.

"Climate is changing for thousands of years, but for natural and not human-induced reasons," added the official, whose country is the world's biggest oil producer.

Britain's climate change minister Ed Miliband said the row should not be allowed to distract from the key message about climate change.

"We need maximum transparency including about all the data but it's also very, very important to say one chain of emails, potentially misrepresented, does not undo the global science," he said.

"The science is very clear about climate change and people should be in no doubt about that. There will be people that want to use this to try and undermine the science and we're not going to let them," he added.

United Nations to probe climate e-mail leak

LONDON – The United Nations will conduct its own investigation into e-mails leaked from a leading British climate science center in addition to the probe by the University of East Anglia, a senior U.N. climate official said in comments broadcast Friday.

E-mails stolen from the climate unit at the University of East Anglia appeared to show some of world's leading scientists discussing ways to shield data from public scrutiny and suppress others' work. Those who deny the influence of man-made climate change have seized on the correspondence to argue that scientists have been conspiring to hide evidence about global warming.

In an interview with the BBC, the chairman of the Intergovernmental Panel on Climate Change, Rajendra Pachauri, said the issue raised by the e-mails was serious and said "we will look into it in detail,"

"We will certainly go into the whole lot and then we will take a position on it," he said. "We certainly don't want to brush anything under the carpet."

The University of East Anglia has defended the integrity of the science published by the climate unit and its researchers, but on Thursday said it would investigate whether some of the data had been fudged. Phil Jones, the director of the unit, stepped down earlier in the week pending the result of the investigation.

East Anglia said its review will examine the e-mails and other information "to determine whether there is any evidence of the manipulation or suppression of data which is at odds with acceptable scientific practice."

The theft of the e-mails and their publication online — only weeks before the U.N. summit on global warming — has been politically explosive, even if researchers say their content has no bearing on the principles of climate change itself.

Virginia Burkett, chief scientist for global change research at the U.S. Geological Survey, told The Associated Press that, even if the data and studies mentioned in the e-mail exchanges were ignored, the evidence "is still hugely overwhelming in terms of the rates of changes that can only be attributed to the warming of the atmosphere. That includes melting Arctic sea ice, glaciers and ice sheets, decline of spring snow season, coral reef bleaching and earlier onset of spring in plants and animals," she said, referring to changing patterns of blooming, hibernation, and migration.

"They may be talking three or four datasets in the e-mail scandal, we're looking at 28,000 data sets of physical and biological systems from around the world," she said.

Nevertheless, Saudi Arabia's lead climate change negotiator, Mohammad Al-Sabban, reportedly said the e-mails would have a "huge impact" on the Copenhagen talks on a new global emissions reduction pact scheduled to begin Monday.

"It appears from the details of the scandal that there is no relationship whatsoever between human activities and climate change," Al-Sabban was quoted as saying by the BBC Friday.

Britain's Ed Miliband, the climate change secretary, acknowledged Friday that the revelations may have an impact on the talks in Denmark. But he dismissed as "flat Earth-ers" critics who claim the e-mails are proof the case for man-made climate change is exaggerated.

"We need maximum transparency including about all the data but it's also very, very important to say one chain of e-mails, potentially misrepresented, does not undo the global science," Miliband said. "I think we want to send a very clear message to people about that."

Republicans in the U.S. House of Representatives have grilled government scientists on the leaked e-mails in a hearing Wednesday in Washington, but the scientists countered that the e-mails don't change the fact that the Earth is warming.

Why there's no sign of a climate conspiracy in hacked emails

The leaking of emails and other documents from the Climate Research Unit (CRU) at the University of East Anglia, UK, has led to a media and political storm. The affair is being portrayed as a scandal that undermines the science behind climate change. It is no such thing, and here's why.

We can be 100 per cent sure the world is getting warmer

Forget about the temperature records compiled by researchers such as those whose emails were hacked. Next spring, go out into your garden or the nearby countryside and note when the leaves unfold, when flowers bloom, when migrating birds arrive and so on. Compare your findings with historical records, where available, and you'll probably find spring is coming days, even weeks earlier than a few decades ago.

You can't fake spring coming earlier, or trees growing higher up on mountains, or glaciers retreating for kilometres up valleys, or shrinking ice cover in the Arctic, or birds changing their migration times, or permafrost melting in Alaska, or the tropics expanding, or ice shelves on the Antarctic peninsula breaking up, or peak river flow occurring earlier in summer because of earlier snowmelt, or sea level rising faster and faster, or any of the thousands of similar examples.

None of these observations by themselves prove the world is warming; they could simply be regional effects, for instance. But put all the data from around the world together, and you have overwhelming evidence of a long-term warming trend.

We know greenhouse gases are the main cause of warming

There are many ways, theoretically, to warm a planet. Orbital changes might bring it closer to its star. The star itself might brighten. The planet's reflectivity – albedo – can change if white ice is replaced by darker vegetation or water. Changes in composition of the atmosphere can trap more heat, and so on.

It could even be that Earth isn't really warming overall, just that there has been a transfer of heat from the oceans to the atmosphere.

Researchers have to look at all of these factors. And they have. Direct measurements since the 1970s make it certain, for instance, that neither the sun's fluctuating brightness nor changes in the number of cosmic rays hitting Earth are responsible for the recent warming. Similarly, direct measurements over the past century show that the oceans have warmed dramatically. The planet as a whole is getting warmer.

That leaves the rising levels of greenhouse gases in Earth's atmosphere – which have been directly measured – as the main suspects. Working out how these changes should affect the planet's temperature in theory is extremely complicated. The only way to do it is to plug all the detailed physics into computers – create computer models, in other words. The results show that the only factor that produces anything like the temperature rise seen is the observed increase in greenhouse gases.

How do we know the models aren't wrong? From studies of past climate. To take one example, ice cores drilled from the Antarctic ice-sheet show a surprisingly close correlation between greenhouse gas levels and temperature over the past 800,000 years.

During this time, greenhouse gases have never risen as high or as fast as they are now. That means there is still a lot of uncertainty about the extent of future warming – estimates of the effect of doubling CO2, including all feedback processes, range from 2°C to 6°C. But the big picture is clear.

Is it possible that tens of thousands of scientists have got it wrong? It is incredibly unlikely. The evidence that CO2 levels are rising is irrefutable, and the idea that rising levels lead to warming has withstood more than a century of genuine scientific scepticism.

So why are scientists "fixing" the temperature data?

Some of the contents of the hacked email material, such as the "Harry_read_me.txt" file, might appear shocking, with its talk of manipulation and "tricks". But raw data almost always has to be "fixed".

For example, suppose you and your neighbour keep a record of the temperature where you live, and decide to combine your records to create an "official" record for your locality. When you compare records, however, you're surprised to find they are very different.

There are many reasons why this might be so. One or other thermometer might be faulty. Perhaps you placed your thermometer in an inherently warmer place, or where it was sometimes in direct sunshine, or took measurements at a different time of day, and so on. To combine the two records in any meaningful way, you'll need to adjust the raw data to account for any such factors.

Not doing so would be pretty dumb. Where possible, scientists should always look at their data in the context of other, comparable data. Such scrutiny can often reveal problems in the way one or other set of data was acquired, meaning it needs adjusting or discarding. Some apparent problems with the predictions of climate models, for example, have actually turned out to be due to problems with real-world data caused by the failure to correct for factors such as the gradual changes in orbits of satellites.

The tricky question is where to draw the line. There is a continuum from corrections based on known problems (essential), to adjustments based on probable errors in the data (good practice as long as all assumptions are made clear), to adjustments done solely to make the data fit a hypothesis (distinctly dodgy).

It remains to seen if any of the adjustments described in the hacked material fall into this last category. But the mere fact that the leaked material reveals climate researchers "fixing" data is not proof of fraud. Manipulating data is what scientists do.

But what about that "trick" to "hide the decline"?

One of the leaked emails refers the "trick" of adding the real temperatures, as recorded by thermometers, to reconstructions of past temperatures based on looking at things such as growth rings in trees.

The problem is that some sets of tree-ring data suggest temperatures start falling towards the end of the 20th century, which direct temperature measurements show was not the case. So the researchers instead replaced the reconstructed temperature data for this period with the directly measured temperature data.

Is this an unjustified "fix"? No, because some sets of tree-ring data can be compared with the direct records of local temperature for the past century. Up until the 1960s, there is a very close correlation between the density of growth rings in trees in northern latitudes and summer temperatures, but after this it starts to break down.

We don't know why. It might be that the correlation breaks down whenever it gets too hot, in which case reconstructions of past temperature that rely heavily on tree-ring data will give a misleading picture. Or it might be due to some factor unique to the 20th century, such as changes in the timing of the snow melt, in which case it will not affect reconstructions.

The issue has not yet been resolved but there has been no attempt to conceal this or any of the many other problems with temperature reconstructions. On the contrary, the head of the Climate Research Unit at East Anglia, Phil Jones, and others whose emails were hacked, have published papers discussing it in prominent journals such as Nature.

What really matters is not how hot it is now or how hot it was a few hundred years ago, but how hot it is going to get. Campaigners have highlighted temperature reconstructions like the "hockey stick" graph because they are easy for people to understand, but in scientific terms they are not of great significance. We know the world is warming and we know that the main cause is rising CO2 levels. So with CO2 levels rising ever faster, we can be sure things are going to get a lot hotter.

But surely any attempt to block publication of sceptical scientific papers is indefensible?

Some of the leaked emails reveal the climate researchers' unhappiness with the publication of scientific papers questioning the global warming consensus, and seem to indicate a desire to remove editors at journals they perceived as being sympathetic to global warming sceptics.

This sounds horrifying to many non-scientists. But that is confusing two very different things: attempting to block publication in certain scientific journals and the suppression of information.

Scientific journals are only supposed to publish papers that meet certain scientific standards. Researchers work for years on papers and then submit them to the top journals in their field. The editors select the ones they think are most important or noteworthy, and send them to a handful of reviewers - scientists working in the same areas. Each reviewer sends back a report suggesting acceptance, rejection or revisions, and the editor decides whether to publish based on these reports. Most papers sent to leading journals get rejected.

This system of "peer review" has its critics, but is generally regarded as the least-worst system to ensure the quality of published scientific research. Researchers whose work is rejected can resubmit their papers to other, less high-profile journals. Failing that, anyone is free to publish their views on global warming online, or in books and newspapers if they can.

Respected scientists have agreed that the papers mentioned in the emails had serious scientific flaws and possibly should not have been accepted by the journals in question. If this were the case, it would raise questions about the role of the editors at those journals. It is hardly outrageous behaviour to call for the replacement of people who are, in your personal view, not doing their jobs properly.

What about apparent attempts to avoid freedom of information requests?

In some emails, Jones – who has stepped down pending a review of what went on – discusses ways not to fulfil requests made under the UK's freedom of information laws. In one, he calls on other researchers to delete certain emails. While on the face of it that does not look good, whether they broke any laws or breached any university guidelines remains to be determined.

In other cases, however, it is clear that researchers could not comply with freedom of information requests because they did not have the right to release all the data in question. There is also no doubt that climate change deniers have been using freedom of information requests to harass researchers and waste their time, with the CRU receiving more than 50 such requests in one week alone this year.

What's more, individual researchers have little to gain from giving away data and software they have spent years working on. Scientific careers depend on how many papers you publish. If you keep data to yourself, no one else can publish papers based on it before you do.

This does not mean researchers should be allowed to hold onto their data. It is undoubtedly in the public interest for there to be full disclosure of the measurements upon which climate scientists are basing their conclusions. In fact, much of it is already freely available. But the pressures climate researchers are under does help to explain why many are so reluctant to make all data public.

Clearly the leaked emails have caused disquiet in some quarters. There's no doubt there are concerns about the content of some of the emails – even when you know the way science really works – as laid out above. The Intergovernmental Panel on Climate Change and the University of East Anglia are now holding investigations to determine if anything unethical did go on. If these dispel uncertainty and restore the credibility of science, that can only be a good thing.

Fight Club: Is Man largely responsible for global warming?

Human beings have shaped the world to suit their needs. Through agriculture and engineering we have assured our supplies of food and water, and many of us enjoy lives of unprecedented richness and security. Two key factors have underpinned this success — the recent unusual stability of the global climate system and our exploitation of cheap and convenient energy from coal, oil and natural gas.

Early in the industrial age, such scientist-thinkers as Joseph Fourier and John Tyndall pondered the consequences of the massive burning of carbon-based fuels. They understood that water vapour, carbon dioxide and other minor constituents of the atmosphere warm the surface of the Earth, allowing life to exist and prosper. They reasoned that by increasing the atmospheric concentration of these greenhouse gases, we would increase the warming effect.

Analysis of air trapped for millennia in Antarctic ice shows that the growth in atmospheric CO2 between the last Ice Age and the Industrial Revolution has already been matched by what we have generated since. And we can detect the resultant gradual warming. Eleven of the past 13 years have been the hottest since records began, with measurable impacts on the distribution of vegetation and ice cover. The global mean sea level, stable for several thousand years, has begun to rise as seawater warms and expands, and because of the melting of ice on land.

Of course climate is affected by other factors. These include “natural” oscillations, the changing Sun, small variations in the Earth’s orbit, the wandering of the continents, even the evolution of life.

It is always possible to find a local temperature record or a wobble in a graph that shows a cooling, or to postulate some novel process that will compensate for enhanced greenhouse warming and make everything OK. Would that it were true. But the overall pattern of results shows otherwise.

The evidence is sufficiently compelling for the science academies of America, Brazil, Canada, China, France, Germany, India, Italy, Japan, Russia and the United Kingdom to conclude: “There is now strong evidence that significant global warming is occurring. It is likely that most of the warming in recent decades can be attributed to human activities.”

Changes in climate threaten food and water supplies, as well as world security. We need to manage these risks and reduce their likelihood. Yet most of us are utterly dependent on fossil fuel energy. This is why the problem is so difficult and generates such controversy.

The negotiations in Copenhagen this month, and into the future, are critical. The words of John F. Kennedy have never been more relevant: “Our problems are man-made, therefore they may be solved by Man.”

Or rather, we can’t tell. “Global warming” refers to changes in an index known as the global mean temperature anomaly. This index has increased irregularly by about 0.75C since the Industrial Revolution began, but it always shows some warming or cooling, and fluctuations of 0.5C are common. Claims of record-breaking years hinge on fluctuations of tenths of a degree. Such changes go unnoticed because local fluctuations are much larger and significantly uncorrelated with the global index. Nevertheless, when the UN Intergovernmental Panel on Climate Change issued its statement that man was likely responsible for most of the warming since 1957, it was essentially referring to this index. The statement was hardly alarming and was consistent with Man having a small impact.

So how was the claim arrived at? It was argued that climate models could not account for this slight warming unless forced to do so, and the only “forcing” the modellers could think of was Man. Making this assertion assumed that their models already represented a major natural source of variability — the atmosphere-ocean system, manifested in phenomena such as El Niño, the Pacific decadal oscillation and the Atlantic multi-decadal oscillation.

Within a year of the 2007 IPCC report, scientists from modelling centres in the UK and Germany acknowledged that the failure of the models to predict the relatively static temperatures of recent years was due precisely to the models’ failure to adequately display natural variability. This hardly proves that Man made no contribution, but it certainly does invalidate the claimed attribution.

In any case, are variations of tenths of a degree in global mean temperature what people are worried about? Not likely. The concern is with larger warming in the future as well as melting Arctic sea ice, rising sea levels, suffering polar bears etc. For the first item, one might ask how models predicting large warming were made consistent with the modest warming of the past 52 years. The answer from scientists at the US National

Centre for Atmospheric Research in Colorado is that each model was separately “adjusted” by a cooling caused by largely unknown aerosols — the aerosols being considered part of Man’s contribution.

For the more dramatic associations, we could argue about what is really going on, about the cherry-picking of data etc, but that would be beside the point. The important point is that these are complex phenomena that depend on the confluence of many factors, of which global warming is generally not the most important. Consider the following scenario: Person A kicked up some dirt, leaving an indentation in the ground into which a rock fell, and B tripped on this rock and bumped into C, who was carrying a carton of eggs that dropped and broke. Would any rational person conclude that the best way to prevent this would be to prohibit kicking dirt? Yet this is precisely the “logic” that will dominate Copenhagen.
