UN fears 'irreversible' damage to natural environment

GENEVA (AFP) – The UN warned on Monday that "massive" loss in life-sustaining natural environments was likely to deepen to the point of being irreversible after global targets to cut the decline by this year were missed.

As a result of the degradation, the world is moving closer to several "tipping points" beyond which some ecosystems that play a part in natural processes such as climate or the food chain may be permanently damaged, a United Nations report said.

The third "Global Biodiversity Outlook" found that deforestation, pollution or overexploitation were damaging the productive capacity of the most vulnerable environments, including the Amazon rainforest, lakes and coral reefs.

"This report is saying that we are reaching the tipping point where the irreversible damage to the planet is going to be done unless we act urgently," Ahmed Djoghlaf, executive secretary of the UN Convention on Biological Diversity, told journalists.

Djoghlaf argued that extinction rates for some animal or plant species were at a historic high, up to 1,000 times those seen before, even affecting crops and livestock.

The UN report was partly based on 110 national reports on steps taken to meet a 2002 pledge to "significantly reduce" or reverse the loss in biodiversity.

Djoghlaf told journalists: "There is not a single country in the world that has achieved these targets, we continue to lose biodioversity at unprecedented rate."

Three potential tipping points were identified.

Global climate, regional rainfall and loss of plant and animal species were harmed by continued deforestation of the Amazon rainforest, the report said.

Many freshwater lakes and rivers were becoming contaminated by algae, starving them of oxygen and killing off fish, affecting local livelihoods and recreation for local populations.

And coral reefs were collapsing due to the combined blow of more acid and warming oceans, as well as overfishing, the UN found.

UN Environment Programme (UNEP) director general Achim Steiner underlined the economic value and returns of "natural capital" and its role in ensuring the health of soil, oceans and the atmosphere.

"Humanity has fabricated the illusion that somehow we can get by without biodiversity or that it is somehow peripheral to the contemporary world," Steiner said.

"The truth is we need it more than ever on a planet of six billion heading to over nine billion people by 2050."

The report argued that biodiversity was a core concern for society that would help tackle poverty and improve health, meriting as much attention as the economic crisis for only a fraction of the cost of recent financial bailouts.

It advocated a new strategy to tackle the loss alongside more traditional steps such as the expansion of protected natural areas and pollution control.

They included attempts to regulate land consumption, fishing, increased trade and population growth or shifts, partly through a halt to "harmful" or "perverse" subsidies.

The issues raised by the report are due to be discussed at a UN biodiversity meeting in Japan in October.

World Governments Fail To Halt Biodiversity Loss

World governments have failed to meet a 2010 target to halt biodiversity loss and action must be taken to preserve the species and ecosystems upon which human life depends, a United Nations report said on Monday.

In a move endorsed by the U.N. General Assembly, more than 190 countries committed in 2002 to achieve a significant reduction in the rate of biodiversity loss by 2010.

But the report said: "The diversity of living things on the planet continues to be eroded as a result of human activity."

U.N. Secretary-General Ban Ki-moon said: "The consequences of this collective failure, if it is not quickly corrected, will be severe for us all."

Natural habitats in most parts of the world are shrinking and nearly a quarter of plant species are estimated to be threatened with extinction, said the Global Biodiversity Outlook-3 report.

Farmland bird populations in Europe have declined by on average 50 percent since 1980, 42 percent of the world's amphibian species are declining in numbers and crop and livestock genetic diversity is falling in farming.

The U.N. Environment Programme (UNEP) said the natural world provided services, such as fresh water, crop pollination and protection against natural disasters, worth trillions of dollars a year, but many economies failed to take this into account.

"Natural systems that support economies, lives and livelihoods across the planet are at risk of rapid degradation and collapse unless there is swift, radical and creative action to conserve and sustainably use the variety of life on Earth," it said.

It said restructuring of the global economy after the financial crisis provided an opportunity to introduce regulation and market incentives to help stem the losses.

FOOD, WATER, MEDICINE

The report said there had been significant progress in slowing the rate of loss for tropical forests and mangroves in some regions. But freshwater wetlands, sea ice habitats, salt marshes and coral reefs all showed serious decline.

"Business as usual is no longer an option if we are to avoid irreversible damage to the life-support systems of our planet," said Ahmed Djoghlaf, Executive Secretary of the Convention on Biological Diversity, which oversees international efforts to conserve species.

The report said climate change, pollution, habitat loss, overexploitation and invasive alien species were the five main drivers of biodiversity loss, and warned the provision of fresh water, food and medicine could be at risk.

The report, based on the work of 110 national reports, also highlighted areas where the 2010 target had prompted action.

It said more protected areas on land and in coastal waters had been created and conservation efforts had targeted some species. At least 31 bird species would have become extinct without them. Some 170 countries now had national action plans.

"This suggests that with adequate resources and political will, the tools exist for loss of biodiversity to be reduced at wider scales," it said.

An international meeting in Nagoya, Japan, in October will consider goals for the next decade.

Matt Walpole, of the UNEP's World Conservation Monitoring Center, launching Monday's report, said: "On a global scale we are doing more than we ever have -- but it's not enough."

In a report released on Monday, it said restructuring of the global economy after the financial crisis provided an opportunity to introduce regulation and market incentives to help stem biodiversity losses and conserve natural ecosystems.

Following are examples given by the UNEP:

* Planting and protecting nearly 12,000 hectares of mangroves in Vietnam cost just over $1 million but saved annual expenditure on dyke maintenance of over $7 million.

* In Venezuela, investment in a national protected area is preventing sedimentation that would reduce farm earnings by about $3.5 million a year.

* In sub-Saharan Africa, invasive witchweed is responsible for annual maize losses of $7 billion.

* Annual losses as a result of deforestation and forest degradation equate to between $2 trillion and $4.5 trillion. These could be prevented with an investment of $45 billion.

* Sea grass, mangroves and salt marshes may be sequestering half of the world's carbon emissions from transport.

* Action to promote conservation and sustainable use of natural resources receives a tiny fraction of funding compared to promoting infrastructure and industrial development.

* Governments must make biodiversity a significant, mainstream factor in decisions across all departments.

UNEP Executive Director Achim Steiner said: "The arrogance of humanity is that somehow we imagine we can get by without biodiversity or that it is somehow peripheral.

"The truth is, we need it more than ever on a planet of six billion people heading to over nine billion by 2050."

Nature loss 'to damage economies'

The Earth's ongoing nature losses may soon begin to hit national economies, a major UN report has warned.

The third Global Biodiversity Outlook (GBO-3) says that some ecosystems may soon reach "tipping points" where they rapidly become less useful to humanity.

Such tipping points could include rapid dieback of forest, algal takeover of watercourses and mass coral reef death.

Last month, scientists confirmed that governments would not meet their target of curbing biodiversity loss by 2010.

"The news is not good," said Ahmed Djoglaf, executive secretary of the UN Convention on Biological Diversity (CBD).

"We continue to lose biodiversity at a rate never before seen in history - extinction rates may be up to 1,000 times higher than the historical background rate."

The global abundance of vertebrates - the group that includes mammals, reptiles, birds, amphibians and fish - fell by about one-third between 1970 and 2006, the UN says.


Seeing red

The 2010 target of significantly curbing the global rate of biodiversity loss was agreed at the Johannesburg summit in 2002.

It has been clear for a while that it would not be met.

But GBO-3 concludes that none of the 21 subsidiary targets set at the same time are being met either, at least not on a global basis.

These include measures such as curbing the rate of habitat loss and degradation, protecting at least 10% of the Earth's ecological regions, controlling the spread of invasive species and making sure that international trade does not take any species towards extinction.

No government submitting reports to the convention on biodiversity group claims to have completely met the 2010 target.

While progress is being made in some regions, the global failure means an ever-growing number of species are on the Red List of Threatened Species.

"Twenty-one percent of all known mammals, 30% of all known amphibians, 12% of all known birds (and)... 27% of reef-building corals assessed... are threatened with extinction," said Bill Jackson, deputy director general of the International Union for the Conservation of Nature (IUCN), which maintains the Red List.

"If the world made equivalent losses in share prices, there would be a rapid response and widespread panic."

The relationship between nature loss and economic harm is much more than just figurative, the UN believes.

An ongoing project known as The Economics of Ecosystems and Biodiversity (TEEB) is attempting to quantify the monetary value of various services that nature provides for us.

These services include purifying water and air, protecting coasts from storms and maintaining wildlife for ecotourism.

The rationale is that when such services disappear or are degraded, they have to be replaced out of society's coffers.

TEEB has already calculated the annual loss of forests at $2-5 trillion, dwarfing costs of the banking crisis.

"Many economies remain blind to the huge value of the diversity of animals, plants and other lifeforms and their role in healthy and functioning ecosystems," said Achim Steiner, executive director of the UN Environment Programme (Unep).

"Humanity has fabricated the illusion that somehow we can get by without biodiversity, or that it is somehow peripheral to our contemporary world.

"The truth is we need it more than ever on a planet of six billion heading to over nine billion people by 2050."

The more that ecosystems become degraded, the UN says, the greater the risk that they will be pushed "over the edge" into a new stable state of much less utility to humankind.

For example, freshwater systems polluted with excess agricultural fertiliser will suffocate with algae, killing off fish and making water unfit for human consumption.

The launch of GBO-3 comes as governments begin two weeks of talks in Nairobi aimed at formulating new measures to tackle global biodiversity loss that can be adopted at October's Convention on Biological Diversity summit in Japan.

What is biodiversity?
Biodiversity is the variety of life on earth at all levels: from genes to species to ecosystems. An apple variety is an example of biodiversity; so is Siberian coastal tundra. Most of the time, though, biodiversity is spoken about in terms of species.

What are the benefits of biodiversity?

In two words: ecosystem services. Research has shown that diverse ecosystems are better at supplying amenities like food and clean water, and at recovering from shocks like hurricanes.

Biodiversity also means options. From medicines to technologies inspired by plants and animals, the natural world is a vast repository of potentially helpful information. This goes for food too. At the moment, humans eat about two dozen species of the thousands available. In the face of new diseases, pests, and weather patterns, cultivating a diverse portfolio of crops is the best way to ensure food security.

Is it threatened?

Many scientists believe the earth is undergoing a sixth great extinction event caused by humans. Extinction is natural, but scientists estimate the current pace outstrips the average rate by 100 to 1000%. About a third of assessed species worldwide are threatened with extinction in the wild. Ecosystem diversity is also vulnerable: Mediterranean-climate shrublands, for example, are more endangered than tropical rainforests.

How do we know biodiversity is decreasing?

Measuring biodiversity is difficult. Scientists don't know how many species exist (estimates vary from 5-30m), and of the 2m they've identified, only about 50,000 are monitored. To get a sense of how biodiversity is doing overall, conservationists have developed the Living Planet Index (LPI). It tracks the populations of 1,686 indicator species around the globe, much like a stock market index. Over the past 35 years, the index dropped 28%, suggesting biodiversity is not doing particularly well.

What are the main threats to biodiversity?

The greatest threat right now is habitat loss. Agriculture, grazing, and urban development divide and destroy terrestrial habitats. In the oceans, fishing trawlers scrape the sea floor while aquaculture eats up mangroves and other sensitive coastal regions.

Overexploitation for food, medicine, and materials also threatens biodiversity. Fishing has depleted 80% of wild stocks, while deforestation and bushmeat hunting in the tropics have pushed many forest species to the brink. The thriving illegal trade in wild plants and animals is second only to the drug trade in profits, according to Interpol.

What about pollution?

It's a problem. Hazards range from the invisible – pesticides and industrial waste poison rivers and accumulate in food chains – to the inedible: thousands of sea birds and turtles die every year from ingesting bits of plastic. Fertiliser and sewage run-off causes algae blooms and marine dead zones. The CO2 that drives global warming is a pollutant, acidifying the oceans and potentially dooming biologically rich coral reefs.

Is biodiversity at risk from fauna and flora, as well as humans?

Sometimes. Invasive species like the water hyacinth and asian carp have run roughshod after being transported to distant parts of the globe – native species are often no match for invasives in the competition for resources. On islands, where species have not evolved to cope with imported predators, invasives are as significant a danger to biodiversity as habitat destruction.

What about climate change?

Climate change will pose an increasing threat to biodiversity in coming decades. Conservationists set up the current global network of nature reserves with today's climate in mind. Plants and animals attempting to migrate with the changing conditions may find themselves in human territory with nowhere to go.

How can we better value biodiversity?

The UN has launched a global effort to calculate the value of biodiversity – from crop pollination to income from tourism – so it can factor into policy decisions. Biodiversity isn't always of tangible benefit to humans, despite being vital for clean water, air, food and other "services". Some say that its economic benefits are overblown, and that biological richness should be protected for its own sake. Economists, however, call that a benefit too: "existence value" – the comfort that comes from knowing biodiversity is there.

What organisations exist to protect biodiversity?

The World Wide Fund for Nature (WWF) is a conservation giant, operating 1,300 projects in 40 countries worldwide. Another powerful independent, Conservation International, has pioneered the use of biodiversity hotspots – areas with many unique species at risk – as a way of deciding what to protect first.

The grandfather of nature conservation, the International Union for the Conservation of Nature (IUCN), was founded in 1948 by a large group of governments and conservation organisations. The IUCN runs the red list of threatened species, the authoritative global database on the conservation status of species worldwide.

Several international treaties exist to protect biodiversity, including the Convention on the International Trade in Endangered Species and the Convention on Biological Diversity. This year marks the culmination of an IUCN initiative to slow biodiversity loss by 2010, and the UN has declared 2010 the International Year of Biodiversity and 22 May the International Day for Biological Diversity . Celebrations, however, may be muted: despite the participation of governments and organisations worldwide, it's unlikely that biodiversity loss will be slowed by the end of the year.

New Vision Required to Stave Off Dramatic Biodiversity Loss, Says UN Report

Nairobi, 10 May 2010 - Natural systems that support economies, lives and livelihoods across the planet are at risk of rapid degradation and collapse unless there is swift, radical and creative action to conserve and sustainably use the variety of life on Earth.

This is one principal conclusion of a major new assessment of the current state of biodiversity and the implications of its continued loss for human well-being.

The third edition of Global Biodiversity Outlook (GBO-3), produced by the Convention on Biological Diversity (CBD), confirms that the world has failed to meet its target to achieve a significant reduction in the rate of biodiversity loss by 2010.

The report is based on scientific assessments, national reports submitted by governments and a study on future scenarios for biodiversity. Subject to an extensive independent scientific review process, the publication of GBO-3 is one of the principal milestones of the UN's International Year of Biodiversity.

The Outlook will be a key input into discussions by world leaders and Heads of State at a special high level segment of the United Nations General Assembly on 22 September. Its conclusions will also be central to the negotiations by world governments at the Nagoya Biodiversity Summit in October.

The Outlook warns that massive further loss of biodiversity is becoming increasingly likely, and with it, a severe reduction of many essential services to human societies as several "tipping points" are approached, in which ecosystems shift to alternative, less productive states from which it may be difficult or impossible to recover.

Potential tipping points analyzed for GBO-3 include:

# The dieback of large areas of the Amazon forest, due to the interactions of climate change, deforestation and fires, with consequences for the global climate, regional rainfall and widespread species extinctions.

# The shift of many freshwater lakes and other inland water bodies to eutrophic or algae-dominated states, caused by the buildup of nutrients and leading to widespread fish kills and loss of recreational amenities.

# Multiple collapses of coral reef ecosystems, due to a combination of ocean acidification, warmer water leading to bleaching, overfishing and nutrient pollution; and threatening the livelihoods of hundreds of millions of species directly dependent on coral reef resources.

The Outlook argues, however, that such outcomes are avoidable if effective and coordinated action is taken to reduce the multiple pressures being imposed on biodiversity. For example, urgent action is needed to reduce land-based pollution and destructive fishing practices that weaken coral reefs, and make them more vulnerable to the impacts of climate change and ocean acidification.

The document notes that the linked challenges of biodiversity loss and climate change must be addressed by policymakers with equal priority and in close co-ordination, if the most severe impacts of each are to be avoided. Conserving biodiversity and the ecosystems it underpins can help to store more carbon, reducing further build-up of greenhouse gases; and people will be better able to adapt to unavoidable climate change if ecosystems are made more resilient with the easing of other pressures.

The Outlook outlines a possible new strategy for reducing biodiversity loss, learning the lessons from the failure to meet the 2010 target. It includes addressing the underlying causes or indirect drivers of biodiversity loss, such as patterns of consumption, the impacts of increased trade and demographic change. Ending harmful subsidies would also be an important step.

GBO-3 concludes that we can no longer see the continued loss of biodiversity as an issue separate from the core concerns of society. Realizing objectives such as tackling poverty and improving the health, wealth and security of present and future generations will be greatly strengthened if we finally give biodiversity the priority it deserves.

The Outlook points out that for a fraction of the money summoned up instantly by the world's governments in 2008-9 to avoid economic meltdown, we can avoid a much more serious and fundamental breakdown in the Earth's life support systems

In his foreword to GBO-3, United Nations Secretary-General Ban Ki-moon writes: "To tackle the root causes of biodiversity loss, we must give it higher priority in all areas of decision-making and in all economic sectors."

"As this third Global Biodiversity Outlook makes clear, conserving biodiversity cannot be an afterthought once other objectives are addressed - it is the foundation on which many of these objectives are built."

"We need a new vision for biological diversity for a healthy planet and a sustainable future for humankind."

UN Under-Secretary-General and Executive Director of the United Nations Environment Programme, Achim Steiner, adds that there have been key economic reasons why the 2010 biodiversity targets were not met.

"Many countries are beginning to factor natural capital into some areas of economic and social life with important returns, but this needs rapid and sustained scaling-up."

KEY FINDINGS:

Biodiversity in 2010

GBO-3 uses multiple lines of evidence to demonstrate that the target set by world governments in 2002, "to achieve by 2010 a significant reduction of the current rate of biodiversity loss at the global, regional and national level" , has not been met. Based on a special analysis of biodiversity indicators carried out by a panel of scientists, as well as peer-reviewed scientific literature and reports from national governments to the CBD, key findings include:

# None of the twenty-one subsidiary targets accompanying the overall 2010 biodiversity target can be said definitively to have been achieved globally, although some have been partially or locally achieved. Ten of fifteen headline indicators developed by the CBD show trends unfavorable for biodiversity.

# No government claims to have completely met the 2010 biodiversity target at the national level, and around one-fifth state explicitly that it has not been met.

# Species that have been assessed for extinction risk are on average moving closer to extinction, with amphibians facing the greatest risk and coral species deteriorating most rapidly.

# The abundance of vertebrate species, based on assessed populations, fell by nearly one-third on average between 1970 and 2006, and continues to fall globally, with especially severe declines in the tropics and among freshwater species.

# Natural habitats in most parts of the world continue to decline in extent and integrity, notably freshwater wetlands, sea-ice habitats, salt marshes, coral reefs, seagrass beds and shellfish reefs; although there has been significant progress in slowing the rate of loss of tropical forests and mangroves, in some regions.

# Crop and livestock genetic diversity continues to decline in agricultural systems. For example, more than sixty breeds of livestock are reported to have become extinct since 2000.

# The five principal pressures directly driving biodiversity loss (habitat change, over-exploitation, pollution, invasive alien species and climate change) are either constant or increasing in intensity.

# There has been significant progress in the increase of protected areas both on land and in coastal waters. However, 44% of terrestrial eco-regions (areas with a large proportion of shared species and habitat types), and 82% of marine eco-regions, fall below the target of 10% protection. The majority of sites judged to be of special importance to biodiversity also fall outside protected areas.

Biodiversity Futures for the 21st Century

Scientists from a wide range of disciplines came together as part of the preparation of GBO-3 to identify possible future outcomes for biodiversity during the current century, based on observed trends, models and experiments. Their principal conclusions include:

# Projections of the impact of global change on biodiversity show continuing and often accelerating species extinctions, loss of natural habitat, and changes in the distribution and abundance of species, species groups and biomes over the 21st Century.

# There is a high risk of dramatic biodiversity loss and accompanying degradation of a broad range of ecosystem services if the Earth system is pushed beyond certain thresholds or tipping points.

# Earlier assessments have underestimated the potential severity of biodiversity loss based on plausible scenarios, because the impacts of passing tipping points or thresholds of ecosystem change have not previously been taken into account.

# There are greateropportunities than identified in earlier assessments to address the biodiversity crisis while contributing to other social objectives; for example, by reducing the scale of climate change without large-scale deployment of biofuels and accompanying loss of natural habitats.

# Biodiversity and ecosystem changes could be prevented, significantly reduced or even reversed if strong action is applied urgently, comprehensively and appropriately, at international, national and local levels.

Towards a strategy for reducing biodiversity loss

GBO-3 sets out a number of elements that could be considered in a future strategy to reduce biodiversity loss, and avoid the worst impacts of the scenarios analyzed in the Outlook. It is likely to form the basis of discussion of the strategic plan currently being considered for the next decade of the Convention on Biological Diversity, and due to be agreed at the 10th meeting of the Conference of Parties to the CBD in Nagoya, Japan, in October 2010. The elements include:

# Continued and intensified direct intervention to reduce loss of biodiversity, for example through expanding and strengthening protected areas, and programmes targeted at vulnerable species and habitats;

# Continued and intensified measures to reduce the direct pressures on biodiversity, such as preventing nutrient pollution, cutting off the pathways for introduction alien invasive species, and introducing more sustainable practices in fisheries, forestry and agriculture;

# Much greater efficiency in the use of land, energy, fresh water and materials to meet growing demand from a rising and more prosperous population;

# Use of market incentives, and avoidance of perverse subsidies, to minimize unsustainable resource use and wasteful consumption;

# Strategic planning to reconcile development with the conservation of biodiversity and the maintenance of the multiple services provided by the ecosystems it underpins;

# Restoration of ecosystems to safeguard essential services to human societies, while recognizing that protecting existing ecosystems is generally much more cost-effective than allowing them to degrade in the first place;

# Ensuring that the benefits arising from the use of and access to genetic resources and associated traditional knowledge, for example through the development of drugs and cosmetics, are equitably shared with the countries and cultures from which they are obtained;

# Communication, education and awareness-raising to ensure that as far as possible, everyone understands the value of biodiversity and what steps they can take to protect it, including through changes in personal consumption and behavior.

1. Global Biodiversity Outlook 3 (GBO-3) , like its two predecessors published in four-yearly intervals since 2002, results from a decision of the Conference of Parties to the CBD [see note 2 below]. The whole production has been supervised by an Advisory Group, and the second draft was subjected to scientific review by a panel comprising leading scientists from governments, inter-governmental bodies and non-governmental organizations. The principal sources on which GBO-3 is based include:

# An analysis of the current status and trends of biodiversity, carried out by the Biodiversity Indicators Partnership, a network of organizations coordinated by UNEP-WCMC;

# A study of scenarios and models regarding biodiversity in the 21st Century, involving a wide range of scientists under the auspices of the Diversitas network and UNEP-WCMC. This study, "Biodiversity Scenarios: Projections of 21st Century Change in Biodiversity and Associated Ecosystem Services" has also been launched on 10 May and is available at www.cbd.int/gbo3;

# Some 500 peer-reviewed scientific journal articles and assessments from inter-governmental and non-governmental bodies reviewed for the Outlook;

110 national reports on biodiversity submitted by governments to the CBD.

The publication of GBO-3 was enabled by financial contributions from Canada, the European Union, Germany, Japan, Spain and the United Kingdom, as well as UNEP.

2. The Convention on Biological Diversity (CBD) opened for signature at the Earth Summit in Rio de Janeiro in 1992, and entered into force in December 1993. The CBD is an international treaty for the conservation and sustainable use of biodiversity and the equitable sharing of the benefits from utilization of genetic resources. With 193 Parties, the Convention has near universal participation among countries committed to preserving life on Earth. The Convention seeks to address all threats to biodiversity and ecosystem services, including threats from climate change, through scientific assessments, the development of tools, incentives and processes, the transfer of technologies and good practices and the full and active involvement of relevant stakeholders including indigenous and local communities, youth, NGOs, women and the business community. The Cartagena Protocol on Biosafety a supplementary treaty to the Convention seeks to protect biological diversity from the potential risks posed by living modified organisms resulting from modern biotechnology. New Database Brings Together Vital Data on Biodiversity to Climate Change Covering 70,000 Islands

Strengthening Opportunities and Decision - Making for Sustainable Management of Islands

New York, 10 May 2010 - A pioneering new database, bringing together for the first time information from biodiversity and climate change to social and economic factors covering some 70,000 islands, was launched today.

The Global Island Database (GID) is aimed at boosting sustainable management of the often unique and rich nature - based assets found on islands across the globe.

It will also assist island governments to play a more central and pivotal role in international negotiations and decision - making in respect to the management of scarce resources, including at the upcoming meeting of the Convention on Biological Diversity in Nagoya, Japan in October.

The database, which has been developed by the United Nations Environment Programme's World Conservation Monitoring Centre (UNEP - WCMC) in conjunction with partners, in response to a request from the Global Island Partnership (GLISPA), was unveiled today at the UN - Commission on Sustainable Development's celebrations for Small Island Developing States (SIDS).

Its launch coincides with the release of the third edition of the Global Biodiversity Outlook (GBO - 3) by the UNEP - linked Convention on Biological Diversity as part of the 2010 UN International Year of Biodiversity.

Achim Steiner, UN Under - Secretary General and UNEP Executive Director, said: "High quality databases are crucial for addressing both the threats to biodiversity and economically - important ecosystems, while maximizing the development opportunities from a more intelligent and sustainable management of these natural and nature - based assets".

"Islands may only cover three per cent of the global land area, but they are a treasure trove of biodiversity and home to some of the rarest and most unique species that in turn hold valuable genetic resources. The 20th century was an industrial age: the 21st century will increasingly be a biological one. The importance of this database for island nations cannot be over stated, and is long overdue," he added.

The GID (http://gid.unep-wcmc.org/index.html) represents part of a "kit" being launched by the CBD and UN - DESA as part of these events, which calls attention to how the GBO - 3 is useful to SIDS and provides a list of tools and links for assisting SIDS to include biodiversity issues in their development plans

"The GID not only allows the visualisation of data relevant for islands but also provides added - value through contextual information, data analyses and a networking platform for organizations to upload information about themselves and their work" said Francine Kershaw, GID project lead at UNEP - WCMC. "This beta version provides an excellent baseline and we are actively seeking partners and collaborators to help us build upon the GID in order to best serve the island community."

UNEP - WCMC is a partner in the GLISPA, a mechanism to implement the CBD's island biodiversity programme of Work (IBPoW). UNEP - WCMC committed to working with GLISPA to develop the GID and a strategy for maximising its utility, accessibility and relevancy to inform and advance the global island debate, and to support decision - makers and island resource managers, in direct response to the CBD's IBPoW, adopted in 2006. The GID has been developed in order to directly reflect five of the themes important for islands, as identified by the IBPoW, namely biodiversity, climate change, invasive species, pollution and sustainability.

"The need for a tool like the Global Island Database was one of the original gaps identified by GLISPA and it is going to be extremely useful for island countries and countries with islands, as well as others to help to develop regional and global strategies related to islands" said Kate Brown, Coordinator of the Global Island Partnership.

Funded by the Italian Ministry of Foreign Affairs, through UNEP, the GID has been under development since 2008 and already represents a multi - partner initiative with strong links to the Global Islands Network (GIN), as well as IUCN's Species Survival Commission's (SSC) Invasive Species Specialist Group (ISSG) and the Pacific Ecosystems at Risk (PIER) project.

Support is now being sought for the next phase of development, where priorities include expanding the existing partner - base in order to strengthen the current data - holdings, with particular emphasis on filling the significant gaps in present island information, provide a greater number of analysis products aimed at answering specific policy questions, and actively encourage networking between organisations working on similar issues in order to strengthen capacity within island regions.

Rare Javan rhino found dead in Vietnam

A Javan rhino was found dead late last week in Cat Tien National Park in, Lam Dong Province, Vietnam, further endangering the population of one of the world’s rarest large mammals.

It is now uncertain how many, if any, Javan rhinos are left in Vietnam, WWF said.

The rhino is suspected to have been killed by poachers after a scientific examination by WWF and national park authorities found the animal had been shot and the horn had been removed. Rhino horn is a highly valued commodity in the illegal wildlife trade, with the skin and feces used for alleged medicinal purposes.

“This is devastating news for rhino conservation and Vietnam,” said Dung Huynh Tien, National Policy Coordinator of WWF Vietnam. “The loss of this rhino is symbolic of the grim situation facing endangered species like the rhino and tiger across Vietnam.”

Local people first reported finding the body of a large mammal to National Park authorities on April 29. A forest patrol team was immediately deployed to the site where they confirmed the dead animal was a Javan rhino.

“WWF urges the Vietnamese Government to launch an urgent and extensive criminal investigation into this animal’s death,” said Dung Huynh Tien.

It is a criminal offence under Vietnamese law to trade, use or consume any part of an endangered animal such as the Javan rhino. Those convicted of this crime can face imprisonment and large fines.

Rhino poaching worldwide hit a 15-year high in 2009. The illegal trade is being driven by an Asian demand for horns, made worse by increasingly sophisticated poachers.

Vietnam was highlighted as a country of particular concern at the Convention on International Trade in Endangered Species of Wild Fauna and Flora ( CITES) meeting in March, and Vietnamese nationals operating in South Africa have recently been identified in rhino crime investigations.

Vietnam’s Javan rhinos (Rhinoceros sondaicus annamiticus) are one of only two populations of the species left on Earth. Official estimates say there are fewer than 60 Javan rhino left. The largest population of approximately 40-60 is found in Ujung Kulon National Park, Java, Indonesia. There are no Javan rhinos in captivity in the world.

WWF recently finished a field survey using highly trained sniffer dogs from the US to locate rhino dung. These dung samples will undergo DNA analysis to determine the exact population status of the species. Results from this study will be available later this year.

WWF will send samples taken from the dead rhino to Queen’s University in Canada for analysis to see if the DNA of the dead rhino matches any of the dung samples taken during the population status survey.


Rare rhino killed in Vietnam national park

A javan rhino, one of the world's rarest large mammals, has been found shot dead with its horn chopped off in a national park.

Authorities believe there are only three to five Javan rhinos left in Vietnam. Only 40 to 60 survive in Java, Indonesia. There are none in captivity.

Rangers found the animal's carcass inside Cat Tien National Park in Dong Nai province on 29 April, already fully decayed, and authorities believe it could have died more than three months ago. A park official, Bach Thanh Hai, said poachers had shot the rhino through the leg and removed its horn, which is used for traditional medicine. "It's very sad news for our rhino conservation," Mr Hai said.

Bangladesh tiger poachers to face life in prison

DHAKA, Bangladesh (AFP) – Poachers in Bangladesh could soon face life in prison under legal reforms aimed at protecting wildlife, including the critically endangered Bengal tiger, an official said Monday.

Under the country's existing law, which dates from 1974, the maximum penalty for a wildlife poacher or smuggler is a 2,000 taka (30 dollar) fine and a two-year prison sentence.

The laws are "outdated and too lenient" to preserve the country's rapidly shrinking big game populations, including the Bengal tiger, the government's top conservation official told AFP.

"We are now amending the law to fight poachers who have become increasingly sophisticated and are now often armed. They must be stopped," Tapan Kumar Dey said.

Dey said the government has already formulated the new Bangladesh Wildlife Preservation Act, under which a poacher could be sentenced to a maximum life term and fined up to 300,000 taka.

Bangladesh's cabinet is expected to approve the law later this month and then send it to parliament for final approval, he added.

The new law -- a summary of which has been seen by AFP -- also boosts protection of ancient forests.

According to the International Union for Conservation of Nature (IUCN) more than 13 species have become extinct in Bangladesh over the past 40 years, and over 100 species are now considered endangered or critically endangered.

The country's human population has tripled during the same period, while forest cover has shrunk to just 10 percent of land mass, resulting in more frequent clashes between people and animals, experts say.

Bengal tigers, which used be found all across the country five decades ago, are now confined to the Sunderbans, the world's largest mangrove forest.

Experts say only 200 big cats now live in the forest, down from 440 in 2004 -- thanks largely to poaching by smugglers and mob beatings by villagers who are traditionally hostile to tigers.

‘Mangrove replantation must not be done blindly’

The replantation of mangroves should be done with broader understanding after careful research, International Union for Conservation of Nature (IUCN), Country Representative Dr. Ranjith Mahindapala said.

He was explaining the coastal management activities initiated by IUCN in the Puttalam lagoon.

A technical guideline for mangrove replanting has been compiled by IUCN for the use of people interested in this task.

“We have to first conserve the existing mangroves and attain a thorough knowledge of their spread. We must facilitate natural regeneration of mangroves, rather than trying to grow them forcefully. If grown in an unsuitable place, it can be harmful to the whole ecosystem in the area,” he emphasized.

Dr. Mahindapala also pointed out that some people planted mangroves in the Negombo lagoon even to attain the land near the lagoon.

Mangroves help sedimentation and after some years naturally the land is being evolved, he said adding that it is not scientific to grow mangroves everywhere blindly thinking that they are highly recommendable to all places.

IUCN Coastal Livelihood and Policy Unit Head Kapila Gunaratne noted that, “mangroves are not just one species but a community. But what all people plant is the Rhizophora variety which is the easiest to be planted.

People plant it as a trend. But it is not good to plant it even in mud flats. When we make one species dominate the ecosystem in the area may change. First we must research whether the necessary conditions for the variety is there or not.”

He expressed that the success of these projects depend upon the knowledge that the public has. People must be made sensitive, and the required scientific knowledge should reach ordinary people.

“There are enough organizations and laws regarding conservation of nature, but people are not armed with information and awareness,” he added.

Haiti's Reefs Survived the Quake to Help Feed Hungry Haitians

LOS ANGELES, California, May 7, 2010 - Haiti's overlooked coral reefs could help feed thousands of undernourished Haitians finds a post-earthquake assessment by scientists from Reef Check. With headquarters in Los Angeles and volunteer teams in more than 90 countries, the nonprofit organization works to improve reef health worldwide.

Although Haiti is an island country surrounded by coral reefs, most experts have assumed that Haiti's reefs were destroyed long ago, says Reef Check Director Dr. Gregor Hodgson, a coral reef ecologist who led the underwater survey.

But Hodgson and his survey team found resilient, healthy reefs. "Surprisingly, there was no evidence of direct earthquake damage to reefs just a few yards offshore of heavily damaged hotels," he said.

The Reef Check team surveyed the Arcadine Islands north of Port au Prince and the fringing reefs off Jacmel on the south coast - both reef areas that were most likely to be damaged by the 7.0 magnitude earthquake that hit Haiti on January 12.

The rapid assessment completed on April 18 showed that these reefs were unaffected by the quake and could become an important source of desperately needed protein if they are properly managed to increase fish populations.

Even the fringing reefs off the city of Jacmel on the south coast, an area very badly damaged by the earthquake with a high percentage of buildings destroyed, were in good condition, Hodgson found.

"The reefs surveyed are in better condition than those in Florida, and included large stands of the elkhorn coral, now on the U.S. Endangered Species List," he said.

As Dr. Hodgson expected, no damage was found at Haiti's Arcadine reefs. Several years ago, Jean Weiner, the Haitian marine biologist heading up FoProBim, recommended to the President of Haiti that this area become the first Marine Protected Area in the country, and these reefs are far from sedimentation that affects many coastal areas of Haiti due to runoff from eroded land.

The divers found that the seabed in both areas was covered with between 50 and 80 percent living coral, with a high biodiversity and excellent structure to serve as fish habitat.

But Haitian reefs have been overfished, resulting in a lowered fish abundance and small size of reef-dwelling fish.

Healthy coral reefs can provide up to 35 metric tons of fish per square kilometer, whereas overfished reefs such as those in Haiti provide only one tenth this amount, Hodgson says.

Reef Check recommends the establishment of a network of marine protected areas, the education of Haitians about the value of reefs and the benefits of reef conservation, and regular monitoring or reef status.

By setting aside areas of coral reef where reef fish can grow and breed without disturbance, more fish and larger fish will produce millions of new young fish every year, increasing the available fish supply for hungry Haitians.

Dr. Hodgson says that most international food aid has focused on terrestrial solutions, neglecting the potential that improved management of coral reefs and associated fisheries could play in improving food supply and nutrition.

"Our rapid assessment indicates that any long-term plan for food security in Haiti should include reef fisheries," he said.

Reef Check plans a more detailed reef survey later in the year with Haitian biologist Wiener and is seeking funds to design a network of marine protected areas for the government that will help increase fish stocks.

Haiti imports 48 percent of its food. Even before the earthquake, Haitians were short of food with 58 percent of the population undernourished.

The 10 million people of Haiti make up 25 percent of the total population of the Caribbean and the population is growing rapidly at 2.5 percent annually. Yet, one in five Haitians dies before the age of 40 and one-third of newborn babies are born underweight.

Before the earthquake, Haiti was trapped in a cycle of environmental degradation and ranks 148th of 179 countries on the United Nations Development Programme Human Development Index. At least 76 percent of Haitians live on less than US$2 per day.

Australia 'Seriously' Considering Whaling Challenge

An international legal challenge to Japan's yearly whale hunt near Antarctica is being seriously considered by Australia, with the controversial cull set to begin in weeks, Prime Minister Kevin Rudd said on Friday.

Japan's new center-left government has promised to continue its annual scientific research whaling program and said on Friday there was no intention to review the policy, which has attracted widespread diplomatic and environmental condemnation.

"We don't accept Japan's premise of so-called scientific whaling," Rudd told local radio in Melbourne.

"We, if we cannot resolve this matter diplomatically, will take international legal action. I'm serious about it, I would prefer to deal with it diplomatically, but if we cannot get there, that's the alternative course of action," Rudd said.

Rudd's center-left government has been accused of backpedaling on previous threats of an International Court of Justice challenge to avoid damaging Australia's Japan trade relationship and glacial negotiations on a free trade pact.

A court challenge would lead to so-called provisional orders for Japan to immediately halt whaling ahead of a full hearing.

"A country like Japan is quite law-abiding. I doubt very much whether a country like Japan would risk ignoring a binding ruling by a leading international court," Australian international law expert Don Rothwell told Reuters.

Some legal experts believe the Japanese cull is in breach of several international laws and treaties, including the Antarctic Treaty System and the Convention on International Trade in Endangered Species.

Japan's whaling fleet has left harbor and is en route to the Southern Ocean to harpoon up to 935 minke whales and 50 fin whales, classified as endangered.

Anti-whaling activists have promised to disrupt the hunt. The hardline Sea Shepherd group was to leave an Australian port on Friday, joined by a New Zealand world record-holding powerboat, adding more speed to disruption efforts.

"We do not condone, indeed we condemn, dangerous or violent activities, by any of the parties involved, be it demonstrators or whalers," New Zealand Foreign Minister Murray McCully and his Australian counterpart Stephen Smith said in a statement.

Commercial whaling was banned under a 1986 treaty. But the Japanese have continued to cull whales for research and to monitor their impact on fish stocks, deflecting criticism from anti-whaling nations like Australia, Britain and New Zealand.

Japan was Australia's top export destination in 2008, with two-way trade worth $58 billion. Canberra also maintained a $25 billion trade surplus on the back of coal and iron ore exports.

Australia and Japan also signed in 2007 a security pact strengthening military co-operation, striking Japan's first defense agreement with a country other than the United States.

Prime Minister Yukio Hatoyama came to power in August promising a shift in Japan's domestic and international policies, but Foreign Minister Katsuya Okada said that did not include the annual whale cull.

"We have a tradition here in Japan of eating whale meat," Okada told Australian radio. "We do not think there is a need for a policy review at this point in time. I think we should try to discuss it without emotion and in a very calm way."

Australia has previously sent a customs ship to Antarctica to gather evidence for an international court challenge.

"We've tried to work our way through this diplomatically with the Japanese government. That's run into some obvious obstacles," Rudd said.

Japan maintains whaling is a cultural tradition and while most Japanese do not eat whale meat on a regular basis, many are indifferent to accusations that hunting the creatures is cruel.

Dolphin meat causing dangerous mercury levels in Japanese diners

Residents of the dolphin-hunting village depicted in the Oscar-winning documentary The Cove have dangerously high mercury levels, probably because of their fondness for dolphin and whale meat, Japan's government said today.

The levels of mercury detected in Taiji residents were above the national average, but further tests have found no ill effects, according to the National Institute for Minamata Disease. The tests it conducted involved hair samples from 1,137 of the town's approximately 3,500 residents.

"The results suggest there is a connection between hair mercury levels and eating cetaceans," the institute's director, Koji Okamoto, told reporters at the town hall.

Environmentalists have long protested against Taiji's dolphin slaughter and Japan's whaling activities and have taken up the mercury issue as part of their cause. Many cetaceans are at the top of their food chain, which makes their mercury levels higher because they accumulate it from all the fish lower in the food chain.

"If you're eating dolphin meat, you're eating poison, and if you're eating a lot of dolphin meat, you're eating a lot of poison," said Louis Psihoyos, the director of The Cove.

About 100 Taiji residents who gathered this morning at a town-hall meeting were told that there was no need for most of them to change their diet, although future tests are necessary.

The town council chief, Katsutoshi Mihara, rejoiced as he dipped raw slices of a striped dolphin into soy sauce.

"This may seem nonchalant, but I have absolutely no concerns, and I want to be able to keep my lifestyle," he said.

Mercury poisoning is a sensitive topic in Japan, where a disorder now called Minamata Disease was linked to a chemical company that dumped tonnes of mercury compounds on a southern island.

The disease causes spasms, sensory loss and limb malformations in newborns and can be fatal.

Greenland Glacier Slide Speeds 220 Percent In Summer

A glacier in Greenland slides up to 220 percent faster toward the sea in summer than in winter and global warming could mean a wider acceleration that would raise sea levels, according to a study published Sunday.

A group of experts led by Ian Bartholomew at Edinburgh University in Scotland said the variability was much stronger than earlier observations of glacier movement in Greenland.

The study, published in the journal Nature Geoscience, is a new piece of a puzzle to understand the world's second biggest ice sheet behind Antarctica. Greenland has enough ice to raise world sea levels by about 7 meters (23 ft) if it all melted.

The study said GPS satellite measurements of the glacier in south-west Greenland, up to 35 km (22 miles) inland and at altitudes of up to 1,095 meters (3,592 ft), showed that the ice in some places slid at 300 meters per year at peak summer rates.

"Our measurements reveal substantial increases in ice velocity during summer, up to 220 percent above winter background values," it said.

The scientists said that the summer slide might be linked to melt water seeping under the ice. It did not speculate if the change in speed between summer and winter was part of natural shifts or was influenced by a changing climate.

But they wrote: "In a warming climate, with longer and more intense summer melt seasons, we would expect that water will reach the bed farther inland and a larger portion of the ice sheet will experience summer velocity changes."

The United Nations panel of climate experts said in 2007 that global warming was unequivocal and that it was more than 90 percent certain that most warming in the past half century was caused by human activities led by the burning of fossil fuels.

The U.N. panel has come under fire this year after officials said its latest report in 2007 exaggerated the pace of melt of Himalayan glaciers by saying they might all disappear by 2035.

More than 250 members of the U.S. National Academy of Sciences Thursday defended climate change research against "political assaults," and said that any delay in tackling global warming heightens the risk of a planet-wide catastrophe.

Teenage boys and men aged 17 to 29 are the biggest culprits when it comes to littering in parks. YouthInk writers try to figure out why male youths are such litterbugs, and suggest what can be done.

Carrots and sticks to combat plain laziness

THE truth is, we men are just lazy.

Lazy, to the extent that we will not walk to a bin 20m away just to dispose of a used tissue.

We also generally don't carry bags or pouches, so it's easier to get rid of a piece of rubbish by letting it drop from our hands. Why, we are not going to keep the trash in our pockets!

Still, that should not be an excuse, and there are ways to curb this problem. The easiest and most common way is to step up efforts in our existing anti-littering campaign.

We could reward people who bin their trash. This was practised in 2008 in Thanet, England, where those who observed the law were thanked by park wardens and their names entered into a lucky draw, in which the first prize was £500.

Since cigarette butts make up the most litter, park authorities could give away cigarette disposal pouches. At 8cm by 8cm, these heat-resistant pouches can be conveniently slipped into a back pocket.

Alternatively, increase fines. Repeat offenders should be made to buy a cigarette disposal pouch, and/or sponsor them for others.

I JUST can't bring myself to litter. I would go the distance to the nearest bin or hold on to my trash rather than accrue the guilt of littering.

I was brought up in a household where littering was frowned upon.

I remember feeling nervous whenever I harboured intentions to conveniently drop a sweet wrapper because I was worried my mum would be looking. If she had caught me, she would have given me a good lecture and made me sweep the house for a week. That 'pressure' has transformed into a good habit which will follow me for life.

For the very few in my social circle who are cavalier, I would pick the trash up in front of them and caution them of the fines they might incur if caught.

This peer pressure usually works because litterbugs are generally embar- rassed about their misdeeds.

So if everyone pays it forward and reminds their peers to observe the habit of binning their trash, our city may be that much cleaner.

Let youths experience being cleaners for a day

I BELIEVE that one of the main reasons young men are such litterbugs is because many of us take cleaners and sweepers for granted.

That is why some have no qualms littering. After all, there are people to clean up after us, and keep Singapore being one of the cleanest countries in the world. What's more, the job of cleaning and sweeping isn't that tough anyway, litterbugs think.

Schools should consider letting all students become cleaners and sweepers for a day, perhaps for community service.

They might get an idea of how tough a job it is clearing up after people, and that cleaners and sweepers do not have it easy. They may learn how not to take them for granted.

And next time, they will consider walking just a slight distance to the nearest bin, and make the lives of cleaners easier.

Some are just ignorant about the harmful impact

AS A young man, and one who litters on occasion, I can say that to me, littering boils down to one thing.

Ignorance.

Before I knew about the effect littering had on the environment, rubbish bins were alien to me. After all, what harm could one plastic bottle do to the environment? I might as well throw it by the roadside, and save myself the trouble.

That was until I found out how that plastic bottle I just threw out could contribute to a major environmental disaster if it ended up in a waterway and washed out to sea, where it could choke a marine creature. From then on, I have tried to dispose of my rubbish properly.

Likewise, the majority of young male litterbugs out there probably litter because they do not know the impact of their actions. An anti-littering education campaign showing the devastation that plastic can wreak might be helpful.

But if it falls on deaf ears, then I propose a government clampdown. More environmental officers should be deployed to look out for recalcitrants.

It may be cliched, but if waiting for the litterbugs to lose their ignorance doesn't work, deterrence will.

Tan Yit Wee: AVA aquaculturist

Lucky man of the sea
Having to deal with fish as part of his job is a dream come true for aquaculturist Tan Yit Wee

Perched precariously on the edge of a speedboat hurtling through the Strait of Johor, marine aquaculturist Tan Yit Wee is making you ponder on some ominous food scenarios.

In a country where food and flavours are in abundance, running low on staple fish such as grouper and sea bass seems implausible. It is a nightmare scenario that cannot possibly become a reality in Singaporeans' lifetimes. Or can it?

The unassuming 36-year-old thinks so. He says adamantly, above the roar of the engine: 'At the rate that the world population is harvesting fish, we might not be seeing 'sea' fish in the next 50 years.'

He fires off some facts in earnest. Capture fishing, or fishing in naturally occurring environments, is still commonplace. But statistics are beginning to show that these catches have reached a plateau.

There are limits to natural fish supply, he says persuasively, and smart, sustainable farming is the only way forward.

Mr Tan is one of the Agri-food & Veterinary Authority's (AVA) 'fish men', part of a team of 15 marine aquaculturists tasked to work with 106 fish farms here to ensure that Singaporeans will never suffer from a scarcity of fish - and other types of seafood - on their dinner tables.

'I have two passions. Fish and cars. I chose fish,' he says. The motorhead in him has taken a backseat since he married his wife Dawn, a 33-year-old teacher, and fathered two children - three-year- old Luke and one-year-old Beth.

'I love fast cars. I used to drive up to Sepang with my friends. But I drive an MPV now,' he says wryly, referring to his Citroen Grand Picasso.

Now firmly entrenched in his other love, he graduated from the National University of Singapore with a bachelor's degree majoring in zoology. He later pursued a master's in aquaculture at Stirling University in Scotland and has been with the AVA for about 10 years.

His love for the sea was sparked at a young age. Till the age of five, he lived near the sea in Mersing, visiting kelongs regularly. His dad worked in the timber industry in Terengganu but the rest of the family set up home in Mersing to be closer to Singapore.

In school, he was in the canoeing and dragonboating teams. After taking up recreational fishing in his army days, he became fascinated with the study of fish, reading up as much as he could.

He says that unlike the mom-and- pop fishing businesses of yore, where lines and nets are left to the whims of luck and nature, aquaculture is an exact science. It is about researching and implementing farming practices that score maximum yield with minimum impact on socio- economic and environmental factors.

And he has been busy of late. As part of a mission to make Singapore's food fish supply more sustainable, AVA has rolled out plans to increase local fish production from 4 to 15 per cent.

Much of these efforts will revolve around hard science, such as the invention of better farming technologies. But there is also the soft science aspect, which requires Mr Tan - equal parts civil servant, sustainability advocate and man of the sea - to know and feel the ground. Or the waters, for that matter.

He says: 'The most important thing is coming out, getting in touch with the farmers, knowing what they want and need so we can help them. It's difficult to just call them as they might not get reception. Their phones roam to Indonesian networks.

'Our workload has increased but it's good,' he says of the AVA initiative. 'Ultimately, we are still eating fish, right?'

Although AVA allows its staff relatively flexible work hours, he and his colleagues are also the go-to team for farming disasters. 'We are on call 24 hours for any problem that might occur. Like if a kelong catches fire at 1am, we are there.'

With the sun bearing down on him, he looks the very anthithesis of the desk-bound bureaucrat. Tanned and burly, he is dressed in a short-sleeved shirt and bermudas and sports surfer-style shades.

We are en route to FC28W, a marine farm culturing such fish as tilapia and sea bass. It is one of many floating fish farms on the western part of the Strait of Johor, an idyllic body of water that runs between Singapore and the southernmost Malaysian state.

This is as far away from the hustle and bustle of urban Singapore as you can get. The day began at 10am, from a point known as 'the end of Lim Chu Kang Road', a tiny jetty that serves as the gateway to coastal fish farms in the north.

'Many Singaporeans don't even know the presence of these farms,' he laments. Other farming spots include the waters off Pasir Ris and near Pulau Ubin, Pulau Tekong and Pulau Senang.

The day also began gingerly, with Mr Tan nursing a sore back from a bad fall in his home. 'Brokeback mountain lah,' he quips, struggling to lift a bulky backpack brimming with equipment.

Despite the pain, work has to be done. The boat chugs to a stop as it approaches the farm, a cluster of wooden structures bobbing along with the warm current.

One of them is a makeshift office and living quarters, complete with desk, beds, TV and solar-powered radio blaring golden oldies from a Malaysian radio station.

'Careful,' he reminds you as you clamber out of the boat. He has fallen into the water countless times in the course of work. 'I've been through many mobile phones,' he says with a sigh.

Cultivating fish and relationships

Farmer Yeo King Kwee, better known to Mr Tan as Kwee, is waiting. An amiable man with a soft spot for tilapia, he began working with the AVA 10 years ago to adapt this freshwater species to saltwater conditions.

It worked. 'We're finally able to mass-produce this fish,' he says. Another coup is the taste of the fish. 'Marine tilapia won't have that muddy taste you get in freshwater ones,' he claims.

The sea bass are also of special interest to Mr Tan. Dubbed 'super sea bass', they are grown from selectively bred fingerlings that grow up to 15 per cent faster than normal ones.

He spends some time observing the fish for unusual swimming patterns and behaviour before coaxing a few out of their octagonal floating cages. He puts them into a pail to be weighed and measured, then drops a few globules of colourless anaesthetic fluid in. 'They will knock out soon,' he says conspiratorially.

True enough, their darting movements slow after about five minutes. He lays a drowsy sea bass out on a wet towel against a sampling ruler but is careful not to startle or hurt the creature.

'Fish are living organisms too,' says the marine lover quietly. 'They feel pain. They have memories too. When we tap on the cage during feeding time, they come. They remember the cues.'

He counts himself an ethical eater of sorts. 'I don't crave sharksfin. We have so many other types of food to eat.

'And if we go fishing and catch fish that are bigger, we know it's brood stock (sexually mature fish used for breeding) and we will let them go.'

Both men are pleased with the rate of growth so far. 'Last week, they were about 3 to 4 inches. Today, 41/2 to 5 inches,' reports Mr Tan with a beam.

He also peeks under the fish's gills for signs of irritation or parasites. Disease and disaster, he says, are the two worst things that can hit fish farmers.

Farming, adds Mr Yeo, is a 'calculated risk'. There is no guarantee of success but there is much to be reaped.

Indeed, a farm like his can harvest up to 6 tonnes of fish a month. And to keep the production of the fish at an optimum level - a survival rate of above 70 per cent is ideal - a host of factors must be in place to keep the farming environment at its most conducive.

Water samples need to be collected, labelled and analysed. Mr Tan lowers an electronic device called a digital multimeter into the water. It will tell if there is enough dissolved oxygen - DO in marine-speak - and if the temperature is right to keep the fish healthy and happy.

The DO reading is a bit low but there is no great cause for concern. He tells Mr Yeo to have some aeration equipment on standby, 'just in case'.

He tests the water's salinity with a refractometer, a hand-held optical device that checks the concentration of salt water. Peering into it, he gives the thumbs- up. 'It's often a double-edged sword for farmers because different fish thrive at different levels of salinity,' he says.

A separate water sample will also be sent to the AVA laboratory at Sembawang Research Station to check for plankton - an organism that, if left to bloom, can affect some species of fish.

Take the case of the Pasir Ris and Ubin farms last year, where a plankton bloom wiped out fish stock. He recalls: 'It was very sad. I saw people who had not harvested for two years lose their fish. Money is one thing but it was also their blood and sweat that went down the drain.

'Many of us went down to help them clear dead fish to encourage them to carry on. We worked for weeks through the new year, even over weekends.'

There is also the question of predators. Herons and egrets from the nearby Sungei Buloh wetlands circle the farm but do not get close enough to attack because the cages are covered with nets.

But when clearing the nets that surround his farm the day before, Mr Yeo nabbed a barracuda that had attempted to breach his defences.

The fish in question - 0.5m long and sporting dagger-like teeth - lies stiff in a styrofoam box in his open-air office. 'I'm going to sell it at the market,' he quips.

The next stop is a mussel farm a little farther east, FC2W.

This visit is a more personal one. Mr Lim Sim Guan, a 43-year-old farmer who lives on the premises with his father, is suffering from some stomach pains. MrTan is keen to check in on him.

Indeed, there is a sense of camaraderie among those in the fish-farming community. 'I called Ah Guan last weekend and he wasn't feeling well, so I thought I'd pay him a visit. Everybody on the farms here, we are all like family. During Chinese New Year, I visit to give my blessings.

'There's a lot of personal touch required in this job. Once you earn the farmers' trust, they welcome you any time,' he adds.

Thankfully, Mr Lim, a quiet man with a weather-beaten mien, is doing better.

The farm's managing director, Mr Malcolm Ong, 47, has bought a late lunch of chicken buns for his visitors.

We take refuge from the scorching afternoon sun in Mr Lim's floating home, a cosy set-up of rattan chairs surrounded by potted banana trees. The smell of a stir-fry wafts from the kitchen as the men take a break to shoot the breeze.

'Life is different here, isn't it?' asks Mr Ong, leaning back into his chair. Farms on this part of the Strait of Johor are lucky, he says. Few large vessels pass through the channel and so the waters are usually calm and quiet.

But this lull is temporary. There will be a late afternoon harvest of mussels, to be delivered to a customer at 7pm.

Mr Tan wants to check on the shellfish which grow - by the millions - on ropes lowered into the sea. The spats, which refer to molluscs in their larval stage, come from the wild. 'No need to buy,' says Mr Ong. 'They come from nature and attach themselves to any surface.'

Ignoring Mr Ong's pleas to 'watch your back', Mr Tan hauls up a heavy load of mussels. They look healthy, densely packed and gleaming in the sun.

Despite their relatively fuss-free propagation, farmers must still watch the DO levels in the waters here. 'The worry for mussels is that if some of them die suddenly, everyone else will be affected because they grow very close to each other. You will lose a whole bunch,' he says.

Another concern is that the supply of mussels here is also finite. 'Eight to 10 years ago, the mussels here were much more abundant,' says Mr Ong. The key is to make hay while the sun shines.

But today has been a good day, says Mr Tan. The farms are in good shape. 'Water is okay, everything is all right.'

With samples in tow and relations intact, it is time to return to his Sembawang office. As exciting as days out in the sun are, 50 per cent of his job is still paperwork-related.

But his mind will likely be out at sea. 'It's an occupational hazard. If it's rainy in the morning, sunny in the afternoon, and with the right tide, plankton will bloom and I will start worrying.'

The samples collected come back from the laboratory later in the day. Some plankton was found, but mainly beneficial species of the organism, he says.

Work winds down around 6pm, leaving the rest of the day for family at his Potong Pasir home. His son Luke, he says proudly, is already a budding fisherman.

'He's a bit too young to go fishing with me but he watches fishing-related shows on TV, and knows about rods and lines. And he can swim.'

He is tired but happy. 'When you are doing things you like, it doesn't seem like going to work. When people ask me, 'Are you going to work?'. I say, 'No, I'm not.'

'I'm lucky.'
