Asian economic boom deadly for waterbirds: study

MANILA (AFP) – Waterbird populations in Asia are shrinking at a faster rate than anywhere else in the world as rapid economic growth and urbanisation destroy their habitats, according to a study released Thursday.

The environment for waterbirds across the world is generally poor with a decline in many populations recorded in the three decades to 2005, said the report released by Wetlands International at a biodiversity summit in Japan.

However, while the picture for waterbirds in North America and Europe improved overall thanks to strong conservation legislation, 62 percent of all populations decreased or became extinct in Asia, Wetlands International said.

"The combination of a rapid economical growth and weak conservation efforts (in Asia) appears to be lethal," Wetlands International said.

"Waterbird populations are exposed to a wide range of threats such as the loss and degradation of marshes and lakes, water regulation, agricultural intensification, hunting and climate change."

Global warming was expected to pose an increasing danger for waterbirds in Asia and elsewhere, particularly because of changes in the Arctic, which is a vital breeding area for many species.

The tundra wetlands of the Arctic will decrease as the globe warms, wrecking the breeding grounds for hundreds of birds that migrate as far away as southern Africa, Australia and South America, the report said.

The report was released as delegates from 193 members of the UN's Convention on Biological Diversity were meeting in the Japanese city of Nagoya to try to work out strategies to stop the rapid loss of the world's biodiversity.

The summit is due to end on October 29 with delegates aiming to set a new set of targets for curbing species loss by 2020.

Bali to be free from plastic waste by 2013

Denpasar (ANTARA News) - Bali`s provincial government has set to make the tourist destination are free from plastic waste in 2013, Anak Agung Gede Alit Satrawan said here Wednesday.

"The plastic garbage which contaminating environment is expected to be sorted and processed, so it could contribute local income for the people," the Head of Environmental Board (BLH) Bali said here Wednesday.

He said the plastic waste is predicted for 10 to 15 percent from whole garbage produced by local people, markets and industrial businesses in Bali.

"Production of the garbage in Bali which is noted in Final Shelter (TPA) is 5.049 meter square per day," Alit said.

Alit added 750 meter square of the product is coming from the plastic one.

The rubbish, after sorted and processed, will give additional values for the local people, as well as accelerate in fulfilling people`s rights to get better and healthy environment.

The effort is in line with the declaration of Bali Green Province launched by President Susilo Bambang Yudhoyono at the end of last February in Nusa Dua, Bali.

"Therefore, we are incessant in campaigning Bali plastic free. It has been being our shared commitment from both the government and stakeholders in realizing Bali clean, healthy, green and sustainable," Alit added.

He mentioned Bali province government will soon make regional regulations draft (Ranperda) on garbage processing system which involving prevention and control of plastic waste in the God Island.

The draft which will be discussed by The Provincial Legislative Assembly is supposed to be accomplished immediately and can be applied in 2011. In the draft, several points about plastic waste reduction will be ruled.

Every business activity which is producing plastic garbage, its owner is obliged to handle individual control on the plastic waste produced, including providing fund to deal with sanction if the owner violates.

"While we are waiting for realization of the draft, the local government has campaigned in front of all local people, in shopping centers, traditional markets and shops, to reduce the use of plastic bags and the like," Alit said.

Papua New Guinea gives green light to deep-sea mineral mine

Plans for a new mine for ore that contains copper, zinc and gold have caused alarm among scientists and indigenous people

The green-lighting of the world's first deep-sea mineral mine in Papua New Guinea waters has caused alarm among scientists and indigenous people who fear it will damage local marine life.

Papua New Guinea's prime minister, Michael Somare, today licensed the new mine for ore that contains copper, zinc and gold, to be run by Canadian company Nautilus Minerals. Sited in the Manus Basin within Papua New Guinea's territorial waters, it will be near hydrothermal vents 1,600 metres below the surface.

Driven by rising copper prices around the world, Nautilus' Solwara 1 project will excavate 1.2 to 1.8m tonnes of high-grade sulphide ore a year.

Scientists are concerned about the scale of the mining. Paul Tyler from the University of Southampton and chair of the Census of Marine Life said: "Hydrothermal vents have a very distinctive fauna that is only found on hydrothermal vents so mining close to the vents could wipe out the vents or cause a large amount of damage in the surrounding area."

Nautilus says it has carried out extensive environmental research and impact assessments, and has conservation mitigation strategies in place such as moving organisms for later recolonisation. But Tyler said: "When you mine near a hydrothermal vent you change the flow of fluids through the sea floor. You might switch the vent off or create another one elsewhere – that might affect the distributions of animals around the vent." Deep-sea organism populations do not have resilience to disruptions and have slow grow growth because of limits in food supply and the cold water.

"These organisms catch, store and break down carbon that is removed from the atmosphere by shallow water organisms," said Elliott Norse, president of Marine Conservation Biology Institute in Washington DC. "The deep sea also harbours organisms that could be important to humans as anti-cancer medicines – but that we might not even know about yet."

The indigenous communities of Papua New Guinea are also against the mining operation, and have petitioned the government to prevent it.

However, one expert said the risks had to be put into the context of damage caused by other types of mining, such as excavating a mountaintop. Linwood Pendleton, the director of Ocean and Coastal Policy at Duke University, said: "Hydrothermal vents are naturally combustible habitats, they blow up, they become colonised, then the vents die and the ecosystems around them die, so if mining were done at a small scale and low frequency then it may fit very well into this chaotic system of destruction. Mining a mountaintop, once it is gone, it's gone."

It is unlikely that concerns will stop the mining project going ahead as no one from the international community can interfere in Papua New Guinea's territorial waters of the Bismark Sea.

Rhino horn GPS used to deter poachers

Five rhinos in South Africa's North West province have been fitted with a Global Positioning System (GPS) device to help protect them from poachers.

The GPS chip is fitted into the rhino's horn by drilling a small hole in the inert or dead part of the horn.

As well as GPS tracking, the device is equipped with alarm systems to alert game wardens of unusual movement or if a rhino is outside of the park.

The North West Park Board is testing the devices in Mafikeng Game Reserve.

The board began this novel project in April of this year, when they tested the chips.

Park vets carried out the first implants the system is now "up and running" - constantly monitoring the five animals.

"It's basically a satellite system which connects with the cell phone system and we can monitor the animals on whatever time delay we want," Rusty Hustler, head of security for North West Parks Board, told BBC News.

"There are a number of alarms that can be programmed: one for excessive movement, so if the rhino starts running, and another that goes off if the rhino sleeps for longer than six hours, which is abnormal."

An alarm also sounds if the chip goes outside of the area of the game reserve.

A reaction team in the park would be able to track and quickly reach the animal if an alarm went off.

More than 200 rhinos had been slaughtered in South Africa since the start of the year and there is a high demand for rhino horn, a prized ingredient in traditional Chinese medicine.

Mr Hustler said that the board was looking to use the devices in animals in other North West province parks and were planning to tag more animals in the coming weeks.

He added that in the future, the devices could even help to track rhino horns that were taken by poachers to help combat the illegal trade.

South Africa using GPS microchips to stop rhino poaching

JOHANNESBURG (AFP) – South African rangers on Thursday announced a plan to implant GPS devices in the horns of rhinos in a new effort to combat rampant poaching.

The GPS chips link up to a computer monitoring station where park rangers track the rhinos.

"The animal's movements are then tracked 24/7 and if they are attacked, game rangers will be alerted via the alarms," park enforcement officer Rusty Hustler told the Sapa news agency.

The alarm signal activates if the rhino lies inert for longer than is deemed normal, or becomes unusually active.

Five rhinos in North West province have already been fitted with the device, but more will follow if the programme succeeds.

"If we prove it completely then my consideration will be that all the North West parks that have rhino should have the GPS device," he said.

Poachers stalk rhinos by helicopter and tranquilise them with darts from hunting rifles. The horns are removed while the giant animals lay unconscious.

Rhino poaching has spiked dramatically since 2008 with 227 slaughtered so far this year, almost double the number slain in 2009.

Black-market demand for rhino horn is particularly high in China and Vietnam, where poachers sell the horns for medicinal and ornamental purposes for up to 20,000 dollars per kilo.

A Malaria Mosquito Is Becoming Two Species in a Hurry

A strain of African mosquito that carries the deadly malaria parasite is splitting into two species faster than expected, according to a new study. The finding helps explain why the insect can survive in environments spanning from humid rainforests to arid savannas.

The mosquito, Anopheles gambiae, is one of the top carriers of malaria parasites, which infect 250 million people a year, according to the World Health Organization. In recent years, researchers observed that A. gambiae seemed to be differentiating into two species. The two lineages, known as M and S, aren't fully separate - they can still breed together and produce viable, fertile offspring - but the study found successful interbreeding in the wild to be rare.

"These two emerging species are more isolated genetically than we've previously believed," researcher Nora Besansky, a biologist at the University of Notre Dame, told LiveScience. Besansky and her colleagues will report their work in the Oct. 22 issue of the journal Science.

Adaptable pests

Physically, M and S are indistinguishable, and their divergence may be a result of the insects carving out different ecological niches. S seems to prefer breeding in temporary pools and puddles, Besansky said, while M is more adapted to irrigated habitats like rice fields.

The difference in environments represents a trade-off. Puddles are light on predators, so S mosquito larvae can expend energy on quick growth without great risk of getting eaten. Exploiting human irrigation, M mosquitoes can grow and breed even in dry areas, but they may have to adapt to avoid predators in these more-permanent environments.
For humans, this ecological efficiency is bad news, Besanksy said.

"Because M is able to exploit areas that tend to be drier and seasons that are drier, this has resulted in malaria spreading in both space and time," she said.

Because the two lineages are still so similar, little has been known about their differing physiology and biology. Besansky and her colleagues collected mosquito samples from the West African county of Mali and sequenced the M and S genomes. Instead of looking for differences in the mosquitoes' bodies or behaviors, the researchers were seeking out differences in DNA.

Sifting through the sequences, the researchers found more differences than they expected. That suggested the two lineages aren't swapping genes much in the wild, even though unions between M and S mosquitoes make up about 1 percent of their matings in the wild.

"What is actually going to happen to those hybrids in nature? In the laboratory, they're viable, they're fertile, great," Besansky said. "Presumably what's happening is, in nature that's not the case."

Most likely, she said, M-S hybrids aren't well-adapted to either ephemeral puddles or more-permanent irrigated fields, and don't survive to pass on their genes.

Understanding malaria's ecology

The next challenge is to expand the genome analysis to other populations of malaria-carrying mosquitoes in Africa and elsewhere, Besansky said.

Another study appearing in the same issue of Science maps genomic differences in A. gambiae and another mosquito species, A. arabiensis, from Mali and Cameroon in Central Africa. The research was a first step in expanding the findings, Besansky said.

By better understanding the ecology of the mosquitoes, researchers hope to develop more effective malaria control and prevention, she said.

Nature panel under threat as nations wrangle

Political wrangling threatens to derail plans to establish a global science panel to assess the loss of nature.

Governments agreed earlier this to set up the Intergovernmental Platform on Biodiversity and Ecosystem Services.

But moves being made at the Convention on Biological Diversity (CBD) meeting here threaten to block ratification by the UN General Assembly.

Conservation groups believe IPBES could prove essential in persuading leaders to ramp up measures to protect nature.

Proponents, including many governments, believe it can play the same role for biodiversity as the Intergovernmental Panel on Climate Change (IPCC) has played in that field - taking authoritative analyses of relevant science directly to policymakers.

"The IPCC has become the go-to organisation for state-of-the-art knowledge on climate change," said Neville Ash, head of the Ecosystem Managament Programme with the International Union for the Conservation of Nature (IUCN).

"You could envisage IPBES becoming the same kind of body for the Convention on Biological Diversity, for governments, and beyond governments - the go-to source of information on biodiversity and ecosystem services."

Babies and bathwater?

Government delegates here at the CBD meeting are divided on a number of issues, and some - particularly from the developing world - are insisting on an all-or-nothing approach to negotiations.

The draft outcome "welcomes" the IPBES. But in the absence of an agreement here - an outcome that looks eminently possible - the signal that it wants the new panel will not come from the CBD.

"The CBD meeting does not have a say over the fate of IPBES formally, because that's the responsibility of the UN General Assembly," said Anne Larigauderie, executive director of the biodiversity policy organisation Diversitas, who has been closely involved in discussions on setting up IPBES.

"But it's extremely important, of course, that the meeting comes to an agreement in support of IPBES, because IPBES is precisely to improve the functioning of this convention by making it more science-based," she told BBC News.

The South Korean government, which hosted the meeting at which the decision to establish IPBES was made earlier this year, is strongly behind the new panel, and wants approval reached at this year's General Assembly.

"If we lose this momentum... we will give much damage to our achievement during this year," said Kim Chanwoo, director-general of South Korea's Environment Ministry.

A number of developing countries have reportedly said they will not sign IPBES into being at the UNGA unless there is a deal here.

Sticking to that position will effectively make establishment of the panel conditional on western nations agreeing to provide substantially more funding for biodiversity than currently, and agreeing to developing country demands on financial returns from the exploitation of natural genetic resources - a component of the negotiations known as Access and Benefit Sharing (ABS).

Mr Kim told BBC News that the issues should not be linked in this way.

"IPBES has been politicised; but in fact it is is not a stumbling block to ABS, it would give more benefits under ABS... (and) this gives a negative signal because it is detrimental to conservation and sustainable use [of nature]."
Stars in alignment

Mr Kim said that if no endorsement came here, his government would continue working to secure ratification for IPBES before the current UNGA session ends.

If that does not work, suggested Dr Larigauderie, approving IPBES could prove very difficult.

"If everything fails and there is no agreement at the UNGA, there is a feeling in the community that the process may be jeopardised," she said.

"Right now, there are many stars lined up - the International Year of Biodiversity, COP-10 (this CBD meeting) - and if at the end of the year we are not able to agree, attention may go to other issues, the door may close on biodiversity and it may not open for a while."

Failure to establish IPBES would, by the UN's analysis, leave a big gap between science and policymaking.

Data on damage to biodiversity and ecosystems - and what that implies for economies and human society - would not be collated so thoroughly, and would not be presented to governments in a way designed to maximise the chances of them acting on it.

"Gathering data on the socio-economic component of biodiversity science is priority number one," said Neville Ash.

"Everyone is looking at IPBES and hoping it will bring the necessary resources and willingness to tackle this issue."

Biodiversity summit must tackle destructive impacts of food production

Nagoya delegates need to plan how the world achieves food security, before ecosystems reach critical tipping points

Governments from around the world will arrive in Nagoya, Japan next week for the high-level ministerial segment of the Convention on Biological Diversity (CBD) meeting. Their task is daunting.

Even the modest target set in 2002 of reducing the rate of biodiversity loss by 2010 has proved beyond the reach of current strategies. But rather than wringing their hands over the tide of species loss that has swept the planet, delegates should turn their attention to the root cause of the problem: the ways in which we meet our need for food.

What does food supply have to do with conserving species? Everything. It is a leading factor in the five principal pressures causing biodiversity loss (habitat change, overexploitation, pollution, invasive species and climate change).

While producing food relies on harvesting nature's bounty, food production often degrades the very ecosystems it depends on. The Brazilian Amazon, for example, provides critical water and climate regulation services that the region's agricultural sector depends upon for its survival. Yet one-fifth of the Brazilian Amazon has been deforested, primarily by farmers and ranchers.

Delegates at the conference face a paradox. Dramatic increases in food production over the past 50 years have supported significant improvements in human wellbeing, but at the same time have diminished Earth's diversity and capacity to provide ecosystem services (including fish, food, freshwater, pollination, and water regulation).

The Amazon, for example, could reach a tipping point due to deforestation, where it dies back and changes into savanna-like vegetation. The reduction in rainfall would devastate efforts to raise crops and cattle in the region.

Adding to the challenge, population growth and rising per capita incomes are expected to double the demand for food in the next 40 years, according to the UN's food and agriculture chief, Jacques Diouf. To devise a successful new strategy to preserve the diversity of life on Earth, the CBD needs to take a quantum leap in its partnership with food producers, to change how the world achieves food security, before ecosystems reach critical tipping points in the face of ever growing demands for food and a changing climate.

The new 2020 global biodiversity strategy under discussion at Nagoya must focus first and foremost on reducing the pressure of food production on biodiversity and ecosystems. Three key strategies can help meet the goal of maximising use of existing land for food and minimising further ecosystem loss.

• Restore degraded lands

Globally, over 1bn hectares of land is believed to have restoration potential. Restoring even a small part of this for food production would help reduce pressure on natural ecosystems. In Indonesia, for example, the World Resources Institute (WRI) is seeking to develop a scalable model for diverting new oil palm plantations that would otherwise replace virgin forests on to degraded land.

• Increase productivity on existing farmland

While intensification doesn't immediately come to mind when thinking about conservation, it is nevertheless a key strategy to reduce stress on natural ecosystems. We need to deploy proven technologies that use ecosystem services much more efficiently such as new varieties of seeds, drip irrigation, integrated pest management and conservation agriculture.

• Manage demand for food

Opportunities for managing demand for food include promoting the use of vegetable protein over meat, reducing food waste – estimated to be around 40% of food produced in the United States – and advancing certification programmes and other types of incentives for sustainable food production. For example, Fairtrade is paying Afghan farmers almost double the going rate for providing raisins that meet environmental criteria such as the sustainable use of water – and making a viable business of it.

The proposed 2011-2020 strategic plan that ministers will be discussing in Nagoya does include some targets to address the destructive impacts of food production - such as reducing pollution from nutrient run-off and promoting sustainable farm management. But a much greater and more holistic effort is needed. Too much of the strategy takes a "remove-the-impacts" approach, a recipe for repeating the disappointment of not meeting the 2010 targets to reduce biodiversity loss.

If, by 2050, the world celebrates success in providing food security and in navigating ecological tipping points, it will be because of the ingenuity of farmers and conservationists, agricultural experts and ecologists in finding ways of learning and acting together.

Farmland the size of Italy lost each year: UN report

UNITED NATIONS (AFP) – An area of cultivated land the size of Italy is lost each year to environmental degradation, industrialization and urbanization, a UN expert said Thursday.

Up to 30 million hectares (75 million acres) of land is lost to the new pressures and Olivier De Schutter, UN special rapporteur on the right to food, said 500 million small farmers suffer from hunger partly because "their right to land is under attack."

"As rural populations grow and competition with large industrial units increases, the plots cultivated by smallholders are shrinking year after year. Farmers are often relegated to soils that are arid, hilly or without irrigation," the envoy told the UN General Assembly.

He gave the example of India where the average landholding fell from 2.6 hectares in 1960 to 1.4 hectares in 2000 and is still shrinking. In eastern and southern Africa, the amount of cultivated land per capita declined by half over the past generation.

He said farmers, small holders and fishermen who lose their water access are all suffering and warned of "an explosive cocktail" brewing as foreign investors also compete for large areas of land for agriculture.

According to the expert, between five and 10 million hectares of farm land are lost each year because of severe degradation and another 19.5 million hectares to industrial use and urbanization.

Farmers Hurt As Pressure On Arable Land Grows: U.N.

Land purchases by foreign investors in poor countries and the growing use of biofuels are boosting pressures on agricultural farmland and helping make 500 million small farmers hungry, a U.N. envoy said on Thursday.

Olivier De Schutter, the U.N. Special Rapporteur on the right to food, said the combination of environmental degradation, urbanization and large-scale land acquisitions by foreign investors formed an "explosive cocktail" for small farmers.

"The plots cultivated by smallholders are shrinking year after year. Farmers are often relegated to soils that are arid, hilly or without irrigation," he said in a new report presented to the U.N. General Assembly.

"This poses a direct threat to the right to food of rural populations."

Each year, up to 30 million hectares (74 million acres) of farmland are lost due to severe degradation, conversion to industrial use and urbanization.

On top of that, more than a third of large-scale land acquisitions -- which last year reached some 45 million hectares -- are intended to produce agrofuels rather than food, according to the World Bank.

"All these developments have a huge impact on smallholders, indigenous peoples, herders and fisherfolk who depend on access to land and water for their livelihoods," De Schutter said, urging states to recognize these people's land rights.

There has been a steep rise in the number of land deals since a 2008 spike in food prices, with countries like China, South Korea and rich Gulf Arab states seeking to secure their food supplies by buying large swathes of farmland mostly in African nations.

The problem of land rights and ownership is particularly acute in Africa, where according to a U.N. conference in Rome last week 90 percent of the land being targeted by investors is not legally documented.

De Schutter said that transplanting Western concepts of land property to developing countries through land registration and individual titling processes may backfire, benefiting local elites or foreign investors rather than farmers.

"Rather than focusing on strengthening the rights of landowners, states should encourage communal ownership systems, strengthen customary land tenure systems and reinforce tenancy laws to improve the protection of land users," he said, calling for land redistribution in case of grave inequalities.

Hunger may get worse: WTO chief

MONTREUX, Switzerland (AFP) – WTO chief Pascal Lamy warned Friday that the food crisis may get worse over the next years as the world's population grows and arable land recedes.

"Today's situation is not good and it may get worse in the coming years because of population growth, dwindling available (farm) land and a change in food habits," Lamy told a roundtable on the sidelines of a summit of French speaking countries.

"Food security is a moral and political must," he added.

Lamy called on governments to divert more money to the farming sector and put an end to waste which he said was responsible for a 30-percent drop in worldwide food production.

Swiss Foreign Minister Micheline Calmy-Rey, also speaking at the same occasion at the summit of International Organisation of Francophonie, said it was a "scandal" that "1.5 billion people (...) are suffering from hunger".

"But this is not a question of fate (...) for as long as there is a political will, priorities and the general conditions for trade in basic foodstuffs can be set," she added.

Nestle group chairman Peter Brabeck warned of increasing purchases of arable land in Africa by countries like China and South Korea.

"Is this positive for African farmers? I doubt it," said Brabeck. "This is a big challenge which should be resolved quickly, or it will be too late."

NAGOYA, Japan, Oct 21 (Reuters) - The United Nations should impose a moratorium on "geo-engineering" projects such as artificial volcanoes and vast cloud-seeding schemes to fight climate change, green groups say, fearing they could harm nature and mankind. The risks were too great because the impacts of manipulating nature on a vast scale were not fully known, the groups said at a major U.N. meeting in Japan aimed at combatting increasing losses of plant and animal species.

Envoys from nearly 200 countries are gathered in Nagoya, Japan, to agree targets to fight the destruction of forests, rivers and coral reefs that provide resources and services central to livelihoods and economies.

A major cause for the rapid losses in nature is climate change, the United Nations says, raising the urgency for the world to do whatever it can to curb global warming and prevent extreme droughts, floods and rising sea levels.

Some countries regard geo-engineering projects costing billions of dollars as a way to control climate change by cutting the amount of sunlight hitting the earth or soaking up excess greenhouse gas emissions, particularly carbon dioxide.

"It's absolutely inappropriate for a handful of governments in industrialised countries to make a decision to try geo-engineering without the approval of all the world's support," Pat Mooney, from Canada-headquartered advocacy organisation ETC Group, told Reuters on the sidelines of the Oct. 18-29 meeting.

"They shouldn't proceed with real-life, in-the-environment experimentation or the deployment of any geo-engineering until there is a consensus in the United Nations that this is okay."

Some conservation groups say geo-engineering is a way for some governments and companies to get out of taking steps to slash planet-warming emissions.

The U.N. climate panel says a review of geo-engineering will be part of its next major report in 2013.

SOLAR REFLECTORS

Some of the geo-engineering schemes proposed include:

-- Ocean fertilisation. Large areas are sprinkled with iron or other nutrients to artificially spur growth of phytoplankton, which soak up carbon dioxide. But this could trigger harmful algal blooms, soak up nutrients and kill fish and other animals.

-- Spray seawater into the atmosphere to increase the reflectivity and condensation of clouds so they bounce more sunlight back into space.

-- Placing trillions of tiny solar reflectors out in space to cut the amount of sunlight reaching the Earth.

-- Artificial volcanoes. Tiny sulphate particles or other materials are released into the stratosphere to reflect sunlight, simulating the effect of a major volcanic eruption.

-- Carbon capture and storage. Supported by a number of governments and involves capturing CO2 from power stations, refineries and natural gas wells and pumping it deep underground.

Mooney said the U.N. Convention on Biological Diversity (CBD) should expand its de-facto moratorium on ocean fertilisation agreed in 2008 to all geo-engineering, although the proposal was resisted by some countries, including Canada, earlier this year.

Canada said in Nagoya that it would work with the CBD.

"Canada was simply concerned about the lack of clarity on definitions including what activities are included in 'geo-engineering'," Cynthia Wright, head of the delegation, said in an email response.

"Canada shares concerns of the international community about potential negative impacts of geo-engineering on biodiversity and is willing to work with other CBD Parties to avoid these impacts," she said.

Environmentalists said geo-engineering went against the spirit of the Nagoya talks, which aims to set new targets for 2020 to protect nature, such as setting up more land and marine protected areas, cutting pollution and managing fishing.

"We are certainly in favour of more (geo-engineering) research, as in all fields, but not any implementation for the time being because it's too dangerous. We don't know what the effects can be," said Francois Simard of conservation group IUCN.

Pakistan: After the Bitterness of the Floods Comes ‘Sweet Water’

KETI BUNDER, Pakistan, Oct 21, 2010 (IPS) - Pakistan’s recent catastrophic floods has had many alternately worried and depressed, but the indigenous community that calls the mudflats between the creeks of the Indus delta home has been having a decidedly far different reaction.

Flashing a smile that reveals a mouth stained red from years of chewing ‘ghutka’ (a concoction of tobacco, betel nut and flavourings), 70-something Ayub Dablo says: "With so much sweet water, our land will become green again."

Dablo lives with his extended family in Trippin, a small village on the mudflats of Hajamro Creek in the Indus delta, just where the 3,200-km long Indus River meets the Arabian Sea. Around the village here in Sindh province, which has about 50 people, a large swathe of fertile soil stands barren.

After an unprecedented spate of torrential rains in late July, floods inundated a fifth of Pakistan, affecting 18 million people. But as the government continues to scramble to help the hundreds of thousands of people who remain homeless because of the floods, the mood here is all sunshine.

Trippin villager Ismail Janyaro’s leathery face breaks into a hundred lines as he beams at visitors. "God has finally heard us," he says, waving an arm at the parched land around him. "We’ve been waiting for this spurt of fresh water for over a decade now."

His words are echoed by Tahir Qureshi, senior advisor of the Coastal Ecosystem, Coastal and Marine Programme run by the International Union for Conservation of Nature (IUCN). "No doubt the floods have brought much misery along the Indus," says Qureshi, "but as an environmentalist, I find it a blessing in disguise." Now, he says, the riverine agriculture and the fisheries will thrive.

Bakhshal Lashari, director of the Institute of Irrigation and Drainage Engineering at Mehran University of Engineering, in Jamshoro, Sindh, also says that these floods will benefit the delta for at least two or three years. "The recharge of groundwater near the coastal area will not allow the sea to move upward," he says.

Fisher Mohammad Hassan Khaskehli swears that if the river waters the delta uninterrupted, Pakistan would never have to import grain.

The Indus delta, home to the sixth largest mangrove forest in the world, spans some 600,000 hectares along the coast of Sindh province. It has 17 major creeks and innumerable minor ones, as well as mudflats. It has been declared a Ramsar Site – a wetland habitat with species of international importance – and has a wildlife sanctuary.

According to the Ministry of Environment, mangroves here used to cover a total of 26,000 square kilometres. But natural causes and human exploitation reduced freshwater supply to the area, in turn resulting in the depletion of the mangrove areas to just 2,600 sq km.

Seeing the swollen Indus, Janyaro, 74, is reminded of the old days and recalls, "The delta was once very fertile and lush. There were acres of banana plantations, red rice paddies, olive trees, coconut trees."

That was also a time when migratory birds like the red cranes, swans, and geese came to the delta in droves, says veteran journalist Iqbal Khwaja, who has roots in Sindh. He says that the degradation of mangrove forests, loss of fresh water supply, and the change in climatic pattern not only disturbed the nesting and breeding patterns of birds, but also resulted in the birds changing their routes completely.

Optimism, however, has come to the delta since the recent floods. Says Mohammad Ali Shah, head of the non-government organisation Pakistan Fisherfolk Forum: "The delta’s sagging ecology has been revived. Since the early 1990s, the water coming from the Indus to this part of the country was a mere trickle or sometimes not even that. The recent deluge has recharged the aquifers and replenished the fish stock."

Still, he cautions that while this one-time injection of fresh water will keep the delta in good health for some time, what is needed really is "a constant supply of fresh water".

Engineer Lashari also says that to control seawater ingress, a minimum supply of river water is a must.

Over the years, manmade irrigation networks (of which the Indus Basin has one of the largest in the world) and hydropower dams had drained the Indus, allowing little water to reach the sea. This resulted in the sea intruding inwards. According to Qureshi, the sea has come "54 kilometres upstream along the main course of the Indus into Sindh."

Delta people like Dablo themselves know that a continuous flow of sweet water into the Arabian Sea is needed to breathe life back into the delta. Or as Dablo puts it, "When the sweet and salty water mix, it gives sustenance to the delta."

There are many benefits of fresh river water flowing into the sea, explains IUCN’s Qureshi. For example, he says, "it maintains the salinity level in the sea, and gives a boost to the marine food web".

"Flood water also brings with it huge quantities of sediment rich in nutrients," adds Lashari. "This silt not only pushes the seawater back, but also increases the fertility of the soil so important for sea organisms."

Khwaja observes, though, that with the recent floods, the topography and geography of the creeks have also changed markedly. He comments, "This may mean some (human) settlements may have to be relocated." (END)

La Nina To Build, Dictate U.S. Winter Weather: NOAA

A strengthening La Nina weather phenomenon will grip the United States this winter, bringing warmer, drier weather across the South and cooler, moist conditions in the far northern and western parts of the country, government forecasters said on Thursday.

The National Oceanic and Atmospheric Administration said a "moderate to strong" La Nina looks to become one of the strongest on record throughout the winter -- making it the most dominant factor influencing weather across the country.

"I do believe that really the story of this winter is likely to be the dry conditions across the South," said Mike Halpert, deputy director of NOAA's Climate Prediction Center.

"It's something we've seen very consistently with many of these La Ninas in the past," he told reporters, adding the dry weather could set the stage for drought or near drought-like conditions early next year.

The weather anomaly could be troublesome for the South, where the potential of drought conditions developing would threaten U.S. crops as farmers sow winter wheat and get fields ready for 2011 spring plantings of grains and cotton.

"There would be a concern for winter wheat in the South and Southeast, if the dry weather remains into the spring growing season. We could lose bushels, if that happens," said Shawn McCambridge, an analyst for Prudential Bache Commodities.

The winter outlook, covering December through February, was uncertain for the Northeast, the world's largest heating oil market, and the Midwest, where residents depend mostly on natural gas for home heating.

NOAA said the Central, Northeast and Mid-Atlantic regions each have an equal chance of temperatures and precipitation being above, near or below normal this winter, but the agency cautioned its forecast could change.

U.S. consumers already are expected to see home heating bills rise 3 percent to $986 this winter due to higher fuel prices and colder weather in the Northeast, the U.S. Energy Information Administration said last week. EIA also expects higher costs for heating oil, natural gas, electricity and propane.

NOAA said that, while increased energy demand is forecast this winter in the Northeast, it reflects a return to a more normal seasonal temperature after the region was hit by warmer weather, despite several large snowfalls, last year.

La Nina, which means "little girl" in Spanish, is associated with cooler-than-normal water temperatures in the Equatorial Pacific, unlike its sibling El Nino, which has the opposite effect.

In the hydro-electric dependent U.S. Pacific Northwest, weather is expected to be colder and wetter than average this winter. La Nina often brings lower-than-average temperatures and increased mountain snow to the Pacific Northwest and western Montana during the winter months.

Weather forecasters on Thursday predicted colder and wetter than average conditions in the Northern Plains, which could lead to more storms and flooding. In the citrus-producing state of Florida, drier than average conditions, which could lead to an above normal wildfire season, are expected.

Warmer Arctic probably permanent, scientists say

WASHINGTON, Oct 21 (Reuters) - The signs of climate change were all over the Arctic this year -- warmer air, less sea ice, melting glaciers -- which probably means this weather-making region will not return to its former, colder state, scientists reported on Thursday.

In an international assessment of the Arctic, scientists from the United States, Canada, Russia, Denmark and other countries said, "Return to previous Arctic conditions is unlikely."

Conditions in the Arctic are important because of their powerful impact on weather in the heavily populated middle latitudes of the Northern Hemisphere.

The heavy snows in the United States, northern Europe and western Asia last winter are linked to higher air temperatures over the Arctic, the scientists found.

"Winter 2009-2010 showed a new connectivity between mid-latitude extreme cold and snowy weather events and changes in the wind patterns of the Arctic, the so-called Warm Arctic-Cold Continents pattern," said the report, issued by the U.S. National Oceanic and Atmospheric Administration (NOAA).

The scientists found evidence of widespread Arctic warming, with surface air temperatures rising above global averages twice as quickly as the rate for lower latitudes, Jackie Richter-Menge of the U.S. Army Cold Regions Research and Engineering Laboratory.

Part of the reason for this is a process called polar amplification. Warming air melts the sun-reflecting white snow and ice of the Arctic, revealing darker, heat-absorbing water or land, spurring the effects of warming. This is further amplified by the action of the round-the-clock sunlight of Arctic summers, Richter-Menge said in a telephone briefing.

SNOWY PARADOX

Normally cold air is "bottled up" in the Arctic during winter months but in late 2009 and early 2010, powerful winds blew cold air from north to south instead of the more typical west to east pattern, said Jim Overland, an oceanographer at NOAA's Pacific Marine Environmental Laboratory in Seattle.

Overland saw this as a direct link between a warmer Arctic with less sea ice and weather in the middle latitudes, and he suggested it was likely to become more common as Arctic sea ice melts over the next 50 years.

This pattern has occurred only three times in the past 160 years, Overland said at the briefing.

"It's a bit of a paradox where you have overall global warming and warming in the atmosphere (that) actually can create some more of these winter storms," Overland said. "Global warming is not just warming everywhere. ... It creates these complexities."

Records tumbled in Greenland, where 2010 was the warmest year in 138 years in the island's capital city of Nuuk, and four big glaciers lost more than 10 square miles (25.90 sq km) each, said Jason Box of the Byrd Polar Research Center in Ohio.

"There's now really no doubt that glacier ice losses have not just increased but have accelerated," Box said. "Sea level rise projections for the future will again need to be revised upward."

Sea ice melting as Arctic temperature rises

WASHINGTON – The temperature is rising again in the Arctic, with the sea ice extent dropping to one of the lowest levels on record, climate scientists reported Thursday.

The new Arctic Report Card "tells a story of widespread, continued and even dramatic effects of a warming Arctic," said Jackie Richter-Menge of the Cold Regions Research and Engineering Laboratory, a U.S. Army Corps of Engineers facility in Hanover, N.H.

"This isn't just a climatological effect. It impacts the people that live there," she added.

Atmospheric scientists concerned about global warming focus on the Arctic because that is a region where the effects are expected to be felt first, and that has been the case in recent years.

There was a slowdown in Arctic warming in 2009, but in the first half of 2010 warming has been near a record pace, with monthly readings over 4 degrees Celsius (7.2 Fahrenheit) above normal in northern Canada, according to the report card released Thursday.

Highlighting the immediate consequences of the warming, researchers said last winter's massive snowstorms that struck the Northeast and Mid-Atlantic states were tied to higher Arctic temperatures.

"Normally the cold air is bottled up in the Arctic," said Jim Overland of the National Oceanic and Atmospheric Administration's Pacific Marine Environmental Laboratory in Seattle. But last December and February, winds that normally blow west to east across the Arctic were instead bringing the colder air south to the Mid-Atlantic, he said.

"As we lose more sea ice it's a paradox that warming in the atmosphere can create more of these winter storms," Overland said at a news briefing.

There is a powerful connection between ice cover and air temperatures, Richter-Menge explained. When temperatures warm, ice melts. When reflective ice melts it reveals darker surfaces underneath, which absorbs more heat. That, in turn, causes more melting "and on the cycle goes," she said.

In September the Arctic sea ice extent was the third smallest in the last 30 years, added Don Perovich of the Army laboratory. He said the three smallest ice covers have occurred in the last four years.

Other findings included:

• Winter snow accumulation on land in the Arctic was the lowest since records began in 1966.

• Glaciers and ice caps in Arctic Canada are continuing to lose mass at a rate that has been increasing since 1987, reflecting a trend toward warmer summer air temperatures and longer melt seasons.

• The temperature in the permafrost is rising in Alaska, northwest Canada, Siberia and Northern Europe.

• Greenland in 2010 is marked by record-setting high air temperatures, ice loss through melting, and marine-terminating glacier area loss. The largest recorded glacier area loss observed in Greenland occurred this summer at Petermann Glacier, where a piece of ice several times larger than Manhattan Island broke away.

The report card, prepared by 69 researchers in eight countries, is issued annually by the U.S. National Oceanic and Atmospheric Administration.
