Oceans in distress foreshadow mass extinction

PARIS (AFP) – Pollution and global warming are pushing the world's oceans to the brink of a mass extinction of marine life unseen for tens of millions of years, a consortium of scientists warned Monday.

Dying coral reefs, biodiversity ravaged by invasive species, expanding open-water "dead zones," toxic algae blooms, the massive depletion of big fish stocks -- all are accelerating, they said in a report compiled during an April meeting in Oxford of 27 of the world's top ocean experts.

Sponsored by the International Programme on the State of the Ocean (IPSO), the review of recent science found that ocean health has declined further and faster than dire forecasts only a few years ago.

These symptoms, moreover, could be the harbinger of wider disruptions in the interlocking web of biological and chemical interactions that scientists now call the Earth system.

All five mass extinctions of life on the planet, reaching back more than 500 million years, were preceded by many of the same conditions now afflicted the ocean environment, they said.

"The results are shocking," said Alex Rogers, an Oxford professor who heads IPSO and co-authored the report. "We are looking at consequences for humankind that will impact in our lifetime."

Three main drivers are sickening the global marine environment, and all are a direct consequence of humans activity: global warming, acidification and a dwindling level oxygen, a condition known as hypoxia.

Up to now, these and other impacts have been studied mainly in isolation. Only recently have scientists began to understand how these forces interact.

"We have underestimated the overall risks, and that the whole of marine degradation is greater than the sum of its parts," Rogers said. "That degradation is now happening at a faster rate than predicted."

Indeed, the pace of change is tracking or has surpassed the worst-case scenarios laid out by the UN Intergovernmental Panel on Climate Change (IPCC) in its landmark 2007 report, according to the new assessment.

The chain reaction leading to increased acidification of the oceans begins with a massive influx of carbon into Earth's climate system.

Oceans act as a massive sponge, soaking up more than a quarter of the CO2 humans pump into the atmosphere.

But when the sponge becomes too saturated, it can disrupt the delicately balanced ecosystems on which marine life -- and ultimately all life on Earth -- depends.

"The rate at which carbon is being absorbed is already far greater now than during the last globally significant extinction of marine species 55 million years ago," when some 50 percent of deep-sea life was wiped out, the report said.

That event, called the Paleocene-Eocene Thermal Maximum, or PETM, may be an ancient dress rehearsal for future climate change that could be even more abrupt and more damaging, some scientists fear.

Pollution has also taken a heavy toll, rendering the oceans less resilient to climate change.

Runoff from nitrogen-rich fertiliser, killer microbes, and hormone-disrupting chemicals, for example, have all contributed to the mass die-off of corals, crucial not just for marine ecosystems but a lifeline for hundreds of millions of people too.

The harvesting up to 90 percent of some species of big fish and sharks, meanwhile, has hugely disrupted food chains throughout the ocean, leading to explosive and imbalanced growth of algae, jellyfish and other "opportunistic" flora and fauna.

"We now face losing marine species and entire marine ecosystems, such as coral reefs, within a single generation," said Daniel Laffoley, head of the International Union for Conservation of Nature's (IUCN) World Commission on Protected Areas, and co-author of the report.

"And we are also probably the last generation that has enough time to deal with the problems," he told AFP by phone.

(Reuters) - Life in the oceans is at imminent risk of the worst spate of extinctions in millions of years due to threats such as climate change and over-fishing, a study showed on Tuesday.

Time was running short to counter hazards such as a collapse of coral reefs or a spread of low-oxygen "dead zones," according to the study led by the International Programme on the State of the Ocean (IPSO).

"We now face losing marine species and entire marine ecosystems, such as coral reefs, within a single generation," according to the study by 27 experts to be presented to the United Nations.

"Unless action is taken now, the consequences of our activities are at a high risk of causing, through the combined effects of climate change, over-exploitation, pollution and habitat loss, the next globally significant extinction event in the ocean," it said.

Scientists list five mass extinctions over 600 million years -- most recently when the dinosaurs vanished 65 million years ago, apparently after an asteroid struck. Among others, the Permian period abruptly ended 250 million years ago.

"The findings are shocking," Alex Rogers, scientific director of IPSO, wrote of the conclusions from a 2011 workshop of ocean experts staged by IPSO and the International Union for Conservation of Nature (IUCN) at Oxford University.

Fish are the main source of protein for a fifth of the world's population and the seas cycle oxygen and help absorb carbon dioxide, the main greenhouse gas from human activities.

OXYGEN

Jelle Bijma, of the Alfred Wegener Institute, said the seas faced a "deadly trio" of threats of higher temperatures, acidification and lack of oxygen, known as anoxia, that had featured in several past mass extinctions.

A build-up of carbon dioxide, blamed by the U.N. panel of climate scientists on human use of fossil fuels, is heating the planet. Absorbed into the oceans, it causes acidification, while run-off of fertilizers and pollution stokes anoxia.

"From a geological point of view, mass extinctions happen overnight, but on human timescales we may not realize that we are in the middle of such an event," Bijma wrote.

The study said that over-fishing is the easiest for governments to reverse -- countering global warming means a shift from fossil fuels, for instance, toward cleaner energies such as wind and solar power.

"Unlike climate change, it can be directly, immediately and effectively tackled by policy change," said William Cheung of the University of East Anglia.

"Over-fishing is now estimated to account for over 60 percent of the known local and global extinction of marine fishes," he wrote.

Among examples of over-fishing are the Chinese bahaba that can grow 2 meters long. Prices per kilo (2.2 lbs) for its swim bladder -- meant to have medicinal properties -- have risen from a few dollars in the 1930s to $20,000-$70,000.

World's oceans in 'shocking' decline

The oceans are in a worse state than previously suspected, according to an expert panel of scientists.

In a new report, they warn that ocean life is "at high risk of entering a phase of extinction of marine species unprecedented in human history".

They conclude that issues such as over-fishing, pollution and climate change are acting together in ways that have not previously been recognised.

The impacts, they say, are already affecting humanity.

The panel was convened by the International Programme on the State of the Ocean (IPSO), and brought together experts from different disciplines, including coral reef ecologists, toxicologists, and fisheries scientists.

Its report will be formally released later this week.

"The findings are shocking," said Alex Rogers, IPSO's scientific director and professor of conservation biology at Oxford University.

"As we considered the cumulative effect of what humankind does to the oceans, the implications became far worse than we had individually realised.

"We've sat in one forum and spoken to each other about what we're seeing, and we've ended up with a picture showing that almost right across the board we're seeing changes that are happening faster than we'd thought, or in ways that we didn't expect to see for hundreds of years."

These "accelerated" changes include melting of the Greenland and Antarctic ice sheets, sea level rise, and release of methane trapped in the sea bed.
Fast changes

"The rate of change is vastly exceeding what we were expecting even a couple of years ago," said Ove Hoegh-Guldberg, a coral specialist from the University of Queensland in Australia.

"So if you look at almost everything, whether it's fisheries in temperate zones or coral reefs or Arctic sea ice, all of this is undergoing changes, but at a much faster rate than we had thought."

But more worrying than this, the team noted, are the ways in which different issues act synergistically to increase threats to marine life.

Some pollutants, for example, stick to the surfaces of tiny plastic particles that are now found in the ocean bed.

This increases the amounts of these pollutants that are consumed by bottom-feeding fish.

Plastic particles also assist the transport of algae from place to place, increasing the occurrence of toxic algal blooms - which are also caused by the influx of nutrient-rich pollution from agricultural land.

In a wider sense, ocean acidification, warming, local pollution and overfishing are acting together to increase the threat to coral reefs - so much so that three-quarters of the world's reefs are at risk of severe decline.

Carbon deposits

Life on Earth has gone through five "mass extinction events" caused by events such as asteroid impacts; and it is often said that humanity's combined impact is causing a sixth such event.

The IPSO report concludes that it is too early to say definitively.

But the trends are such that it is likely to happen, they say - and far faster than any of the previous five.

"What we're seeing at the moment is unprecedented in the fossil record - the environmental changes are much more rapid," Professor Rogers told BBC News.

"We've still got most of the world's biodiversity, but the actual rate of extinction is much higher [than in past events] - and what we face is certainly a globally significant extinction event."

The report also notes that previous mass extinction events have been associated with trends being observed now - disturbances of the carbon cycle, and acidification and hypoxia (depletion of oxygen) of seawater.

Levels of CO2 being absorbed by the oceans are already far greater than during the great extinction of marine species 55 million years ago (during the Paleocene-Eocene Thermal Maximum), it concludes.
Blue planet

The report's conclusions will be presented at UN headquarters in New York this week, when government delegates begin discussions on reforming governance of the oceans.

IPSO's immediate recommendations include:

stopping exploitative fishing now, with special emphasis on the high seas where currently there is little effective regulation

mapping and then reducing the input of pollutants including plastics, agricultural fertilisers and human waste

making sharp reductions in greenhouse gas emissions.

Carbon dioxide levels are now so high, it says, that ways of pulling the gas out of the atmosphere need to be researched urgently - but not using techniques, such as iron fertilisation, that lead to more CO2 entering the oceans.

"We have to bring down CO2 emissions to zero within about 20 years," Professor Hoegh-Guldberg told BBC News.

"If we don't do that, we're going to see steady acidification of the seas, heat events that are wiping out things like kelp forests and coral reefs, and we'll see a very different ocean."

Another of the report's authors, Dan Laffoley, marine chair of the World Commission on Protected Areas and an adviser to the International Union for the Conservation of Nature (IUCN), admitted the challenges were vast.

"But unlike previous generations, we know what now needs to happen," he said.

"The time to protect the blue heart of our planet is now."

Multiple ocean stresses threaten “globally significant” marine extinction

An international panel of experts warns in a report released today that marine species are at risk of entering a phase of extinction unprecedented in human history.

The preliminary report arises from a ‘State of the Oceans’ workshop co-hosted by IUCN in April, the first ever to consider the cumulative impact of all pressures on the oceans. Considering the latest research across all areas of marine science, the workshop examined the combined effects of pollution, acidification, ocean warming, over-fishing and hypoxia (deoxygenation).

The scientific panel concluded that the combination of stresses on the ocean is creating the conditions associated with every previous major extinction of species in Earth’s history. And the speed and rate of degeneration in the ocean is far greater than anyone has predicted.

The panel concluded that many of the negative impacts previously identified are greater than the worst predictions. As a result, although difficult to assess, the first steps to globally significant extinction may have begun with a rise in the extinction threat to marine species such as reef-forming corals.

“The world’s leading experts on oceans are surprised by the rate and magnitude of changes we are seeing,” says Dan Laffoley, Marine Chair of IUCN’s World Commission on Protected Areas, Senior Advisor on Marine Science and Conservation for IUCN and co-author of the report. “The challenges for the future of the ocean are vast, but unlike previous generations, we know what now needs to happen. The time to protect the blue heart of our planet is now, today and urgent.”

We are looking at consequences for humankind that will impact in our lifetime, and worse, our children’s and generations beyond that.”

Marine scientists from institutions around the world gathered at Oxford University under the auspices of IPSO and the IUCN. The group reviewed over 50 of the most recent research papers by world ocean experts and found firm evidence that the effects of climate change, coupled with other human-induced impacts such as over-fishing and nutrient run-off from farming, have already caused a dramatic decline in ocean health.

Increasing hypoxia and anoxia (absence of oxygen, known as ocean dead zones) combined with warming of the ocean and acidification are the three factors which have been present in every mass extinction event in Earth’s history.

There is strong scientific evidence that these three factors are combining in the ocean again, exacerbated by multiple severe stresses. The panel concluded that a new extinction event was inevitable if the current trajectory of damage continues, and could be said to have already begun.

Facts highlighted by the panel include:

• The levels of carbon being absorbed by the ocean are already far greater now than at the time of the last mass extinction of marine species, some 55 million years ago, when up to 50% of some groups of deep sea animals were wiped out.

• A single mass coral bleaching event in 1998 killed 16% of all the world’s tropical coral reefs.

• Overfishing has reduced some commercial fish stocks by more than 90%.

• New science also suggests that pollutants including flame retardant chemicals and synthetic musks found in detergents are being traced in the Polar Seas, and that these chemicals can be absorbed by tiny plastic particles in the ocean which are in turn eaten by marine creatures.

The experts agreed that adding these and other threats together means that the ocean and the ecosystems within it are unable to recover, being constantly bombarded with multiple attacks.

The report sets out a series of recommendations and calls on states, regional bodies and the United Nations to implement measures to better conserve ocean ecosystems, and in particular demands the urgent adoption of better governance of the largely unprotected high seas which make up the majority of the ocean.

Sea Level is Rising Faster Than Ever Seen

Sea levels are rising faster than they have been in the last two millennia, new research shows. The swelling seas match up well with historical temperature data, suggesting the warmer it is, the more the sea level rises.

"Sea-level rise is a potentially disastrous outcome of climate change," study researcher Benjamin Horton, of the University of Pennsylvania, said in a statement. "Rising temperatures melt land-based ice and warm ocean waters."

Rising sea levels could threaten coastal cities, with 50 percent of the U.S. population living within 50 miles (80 kilometers) of the coast. The faster sea levels rise, the more difficult it will be for cities to adjust and the more dramatic the erosion of the coastline will get, according to researchers.

Reading sea levels

The team reconstructed sea-level variability off the East Coast of the U.S. over the last 2,000 years from the microfossils (from animals that typically lived in the oceans) found in soil cores from marshes in North Carolina.

The results revealed the height of the seas during particular years, which they then compared with data from tide-gauge measurements from the last 300 years.

They found that sea levels were stable from around 200 B.C. to A.D. 1000, followed by a rise of 0.02 inches (0.5 millimeters) per year for 400 years. After this increase, the sea level held steady through the late 19th century. Sea levels started rising again since then, averaging about 0.08 inches (2 millimeters) a year on average. This is the steepest rise the group has seen in its records, which go back more than 2,100 years.

Historical records

They then compared this data with historical temperature records. First, they noticed that the sea-level increases that occurred in the 11th century coincided with a warm period known as the Medieval Climate Anomaly. Current sea-level rise seems to coincide with temperature changes, as well.

The data will help researchers understand the Earth's changing climate and oceans in the context of historical changes. It may also help researchers predict how much sea levels will rise with higher global temperatures.

"Scenarios of future rise are dependent on understanding the response of sea level to climate changes," study researcher Andrew Kemp, of Yale University, said in a statement. "Accurate estimates of past sea-level variability provide a context for such projections."

The study was published this week in the journal Proceedings of the National Academy of Sciences.

WASHINGTON – Sea level has been rising significantly over the past century of global warming, according to a study that offers the most detailed look yet at the changes in ocean levels during the last 2,100 years.

The researchers found that since the late 19th century — as the world became industrialized — sea level has risen more than 2 millimeters per year, on average. That's a bit less than one-tenth of an inch, but it adds up over time.

It will lead to land loss, more flooding and saltwater invading bodies of fresh water, said lead researcher Benjamin Horton whose team examined sediment from North Carolina's Outer Banks. He directs the Sea Level Research Laboratory at the University of Pennsylvania.

The predicted effects he cites aren't new and are predicted by many climate scientists. But outside experts say the research verifies increasing sea level rise compared to previous centuries.

Kenneth Miller, chairman of the Department of Earth and Planetary Sciences at Rutgers University, called the new report significant.

"This is a very important contribution because it firmly establishes that the rise in sea level in the 20th century is unprecedented for the recent geologic past," said Miller, who was not part of the research team. Miller said he recently advised New Jersey Gov. Chris Christie that the state needs to plan for a sea level rise of about 3 feet by the end of the century.

Horton said rising temperatures are the reason behind the higher sea level.

Looking back in history, the researchers found that sea level was relatively stable from 100 B.C. to A.D. 950. Then, during a warm climate period beginning in the 11th century, sea level rose by about half a millimeter per year for 400 years. That was followed by a second period of stable sea level associated with a cooler period, known as the Little Ice Age, which persisted until the late 19th century.

Rising sea levels are among the hazards that concern environmentalists and governments with increasing global temperatures caused by "greenhouse" gases like carbon dioxide from burning fossil fuels like coal and oil over the last century or so.

Although melting icebergs floating on the sea won't change sea level, there are millions of tons of ice piled up on land in Greenland, Antarctica and elsewhere. Melting that ice would have a major impact by raising ocean levels.

The result could include flooding in highly populated coastal cities and greater storm damage in oceanfront communities.

While the new study does not predict the future, Horton pointed out that it does show "there is a very close link between sea level and temperature. So for the 21st century when temperatures will rise, so will sea level."

Two of his co-authors calculated in an earlier paper that sea level could rise by between 30 and 75 inches by the end of this century. And it might even rise faster than that, Martin Vermeer of Aalto University in Finland and Stefan Rahmstorf of Germany's Potsdam Institute for Climate Impact reported in 2009.

"Accurate estimates of past sea-level variability provide a context for such projections," co-author Andrew Kemp of Yale University's Climate and Energy Institute said in a statement.

Horton's team studied sediment cores from salt marshes at Sand Point and Tump Point on the North Carolina coast to develop their calculations of sea-level change over the two millennia. They analyzed microfossils in the cores and the age of the cores was estimated using radiocarbon dating and other methods.

For the years since tide gauges have been installed, those findings closely track the results from the study, the researchers noted. The study is being published in this week's edition of the Proceedings of the National Academy of Sciences.

While Horton's report is the first to produce a continuous record of the past 2,000 years "other studies show similar changes, especially concerning the acceleration in sea level rise in the 20th century," Miller said.

More Than Half Of Borneo's Carnivores Face Extinction

KOTA KINABALU, June 19 (Bernama) -- More than fifty percent of Borneo's many carnivore species could become extinct, according to the International Union for Conservation of Nature (IUCN) which lists them on its red list of threatened species.

In disclosing the findings, Sabah Wildlife Department (SWD) director Dr Laurentius Ambu said as such, there was a need for action plans and long-term solutions to the declining number of Borneo's carnivores.

Speaking at the launching of the 1st Borneo Carnivore Symposium, here, today, he said the need to strengthen knowledge was crucial in efforts to protect the 24 species of carnivores found in Borneo such as the amazing Sunda Clouded Leopard (Neofelis diardi), which is only found in Borneo.

"Last year, scientists even rediscovered the world's most endangered otter species here in Sabah at Dermakot (near Sandakan), so it's obvious we have to work harder to protect these amazing wildlife," he said.

The symposium, aimed at developing action plans to ensure the survival of the carnivores in Borneo, was attended by almost 200 scienties from 15 countries including Malaysia, Brunei and Indonesia.

"The conservation of carnivores is important because they are what we call the keystone species as their presence maintains a healthy ecosystem within the forests of Borneo," said Laurentius who was also the organising chairman of the Symposium.

Besides the Sunda Clouded Leopard (harimau dahan), the threatened carnivores of Borneo refers to mammals including civet cats like the Malay civet (Viverra tangalunga), otters and badgers such as Teledu.

Laurentius said carnivores were on the top of the food chain and maintained ecological balance within the forests as well as agriculture plantations in Borneo.

The symposium was organised by the SWD, IUCN's Cat, Small Carnivores and Otter Specialist Groups of the Species Survival Commission and the Leibniz Institute for Zoo and Wildlife Research of Germany.

Focus will be on 24 species in the 1st Borneo Carnivore Symposium, with the theme "Road Towards Conservation Action plans" which started yesterday and will end on Friday.

Jointly organised by the Sabah Wildlife Department, International Union for Conservation of Nature (IUCN) and the Leibniz Institute from Germany, some 200 participants from 15 countries are expected to participate in the event.

State Wildlife Department director Dr Laurentius Ambu, in launching the symposium, said it was important to strengthen knowledge on the endangered species as this would allow for better conservation plans.

"Last year, scientists had even discovered the world's most endangered otter species here in Sabah at Dermakot, so it's obvious we have to work harder to protect these amazing wildlife," he said referring to the hairy-nosed otter Lutra Sumatrana.

"The conservation of carnivores is important because they are what we call the keystone species as their presence maintains a healthy ecosystem within the forests of Borneo," said Laurentius who was also the organising chairman.

Carnivores are on the top of the food chain and maintain ecological balance within the forest as well as agriculture plantations in Borneo.

"Survival of the carnivores would be of great global relevance as Borneo has more species of endemic carnivores than any other island in the world except for Madagascar," said Dr Andreas Wilting of Cat, Small Carnivores & Otter Specialist Groups of the Species Survival Commission of the Leibniz Institute Specias Survival Conversation.

"The theme was chosen because we are aiming to gather what scientific information we have now and develop conservation management plans that can be applied across Borneo," he said.

KOTA KINABALU: Countries in Borneo must cooperate on conservation efforts for the island's diverse but highly endangered carnivores, said state Tourism, Culture and Environment Minister Datuk Masidi Man-jun.

He said Malaysian wildlife experts and their Indonesian and Brunei counterparts should share technical know-how and information on the conservation of these animals.

“While we rejoice in the fact that Borneo has one of the most diverse carnivore species, this is also a challenging time for conservationists,” he said when launching the Borneo Carnivore Symposium here yesterday.

He said the biggest threat to wildlife in Borneo was poaching and loss of habitat due to clearing of forests for agriculture.

Some 200 international scientists attended the conference aimed at mapping out plans to stave off the extinction of the carnivore species.

The symposium was held amid International Union for Conservation of Nature (IUCN) reports that about half of these species could eventually go extinct. The IUCN has placed these animals in its Red List of Threatened Species.

Sabah Wildlife Department director Dr Laurentius Ambu said conservation of carnivores was vital be-cause their presence maintained a healthy ecosystem within the forests of Borneo.

“Carnivores are at the top of the food chain and maintain ecological balance within the forest as well as agricultural plantations in Borneo.

“Last year, scientist even rediscovered the world's most endangered species, the otter, in Sabah at Derma-kot,” he said, adding that 24 species of carnivores unique to Borneo such as the Sunda Clouded Leopard had to be protected.

Its limestone caves at Balambangan Island and its pristine beaches are prompting environmentalists to pitch the tourism possibilities with tour operators in the state.

WWF Malaysia organised a trip for Sabah tourism operators to see the potential sites in the proposed park for the development of eco-tourism programmes.

WWF-Malaysia Sulu-Sulawesi marine eco-region manager Robecca Jumin said the trip on Thursday was aimed at increasing the profile of the proposed park as well as to highlight the Balambangan, Maliangin and Berungus islands.

“Exposure to these sites is intended to initiate eco-tourism development that will generate a sustainable livelihood for local communities and garner support to fully protect Balambangan Island,” she said in a statement.

She added that the proposed park within the Kudat-Banggi Priority Conservation Area (PCA) is one of three globally significant PCAs in Malaysia within the Sulu-Sulawesi marine eco-region.

The area has Malaysia’s second largest concentration of coral reefs linked to complex habitats including primary rainforest, mangroves, and seagrass beds and is home to 252 species of hard corals, 350 species of fish, endangered green sea turtles and dugongs.

Once gazetted, the proposed park, measuring over one million hectares with 50 islands and over 80,000 inhabitants, will become Malaysia’s largest marine park.

Balambangan Island, she said, had over 20 limestone caves with archaeological findings that date back 11,000 years to 1.75 million years.

The cave system houses intriguing chambers and limestone formations that have the potential to attract local and foreign tourists.

Researchers from Universiti Sains Malaysia’s Malaysian Archaeological Research Centre found three prehistoric human bones and 36 items made from animal bones believed to be tools from the Pleistocene era.

China food prices spike as floods ruin farmland

ZHUJI, China, Jun (Reuters) - Torrential rain across southern and eastern China which has killed more than 100 people and triggered the evacuation of half a million has left large areas of farmland devastated as food prices surge, state media said on Sunday.

Weeks of rainstorms in the stricken province of Zhejiang in the Yangtze delta have caused nearly 5 billion yuan (447 million pounds) of damage, reducing vegetable production by 20 percent and pushing prices in the provincial capital of Hangzhou up by as much as 40 percent, Xinhua said.

China is hit by flooding and drought every year.

The rain is expected to continue for the next two days, stretching from the financial hub of Shanghai in the east to rural Yunnan on China's southwestern border.

Villagers on the outskirts of the city of Zhuji in Zhejiang returned to their homes on Sunday as flood waters began to recede.

"Right now, I am just clearing up the things in my store," said 37-year-old shop owner Peng Gao. "It's not about whether the floods will come again. If we don't clear the things, we will not be able to use them again."

Two towns were flooded and thousands were evacuated following the breach of two dykes in Zhuji on Thursday.

China has mobilised troops across the region to rescue stricken farmers and distribute food, but some villagers said the local government could have done more to prevent the flooding.

"When it first started, the breach (in the flood protection dyke) was not that huge -- we could have easily fixed it," said 22-year old villager Shou Qiongdan.

"But the government did not do anything. None of the local officials tried to salvage the situation. That's why we have such huge economic losses and so many people being affected by the flooding."

In neighbouring Jiangsu province, the city of Suzhou was hit by more than 200 mm of rainfall on Friday night, and water at the Tai Lake had already exceeded flood alert levels, the China News Service said.

In central China's Hubei, two people were killed after the Yangtze river and its tributaries burst their banks, with as many as 3 million people affected, Xinhua said in a separate report. Further downstream in Anhui province, three died and another 120,000 were evacuated as a result of floods.

In southwest China's Sichuan province, five people were killed and another seven remain missing after a water diversion tunnel was flooded on Friday, the China News Service said. ($1 = 6.471 yuan)

Afforestation will hardly dent warming problem: study

PARIS (AFP) – Schemes to convert croplands or marginal lands to forests will make almost no inroads against global warming this century, a scientific study published on Sunday said.

Afforestation is being encouraged under the UN's Kyoto Protocol climate-change treaty under the theory that forests are "sinks" that soak up carbon dioxide (CO2) from the air through photosynthesis.

But environmental researchers, in a new probe, said that even massive conversion of land to forestry would have only a slender benefit against the greenhouse-gas problem.

This is partly because forests take decades to mature and CO2 is a long-lasting molecule, able to lurk for centuries in the atmosphere.

But another reason is that forests, even as they absorb greenhouse gas, are darker than croplands and thus absorb more solar heat -- and in high latitudes, this may even result in net warming.

Vivek Arora of the University of Victoria in British Columbia and Alvaro Montenegro of St. Francis Xavier University in Nova Scotia modelled five scenarios in which afforestation was carried out over 50 years, from 2011 to 2060.

They used a Canadian programme called CanESM1 that simulated the impacts on land, sea and air if Earth's surface temperature rose by some 3.0 degrees Celsius (5.4 degrees Fahrenheit) by 2100 compared to 1850.

Even if all the cropland in the world were afforested, this would reduce the warming by only 0.45 C (0.81 F) by a timescale of 2081-2100, according to the study, which appears in the journal Nature Geoscience.

Fifty-percent afforestation would brake it by an even tinier 0.25 C (0.45 F).

Both scenarios are, of course, wildly unrealistic because of the need to grow food.

Fifty-percent afforestation would require at least a doubling in crop yield to feed the human population because half of the crop area would be taken out of use.

The other three scenarios found that afforestation in the tropics was three times more efficient at "avoided warming" than in northerly latitudes and temperate regions.

The study said that afforestation does have other benefits, for the economy and the ecoystem.

"There's nothing wrong with afforestation, it is positive, but our findings say that it's not a response to temperature control if we are going to be emitting (greenhouse gases) this way," Montenegro told AFP.

The study said bluntly, "Afforestation is not a substitute for reduced greenhouse-gas emissions."

In forest programmes, policymakers would be advised to focus afforestation efforts in the tropics but also push hard against deforestation, which accounts for 10 to 20 percent of greenhouse-gas emissions globally.

Avoiding deforestation is under discussion for post-2012 climate action under the UN flag.

Hopes Fading For Climate Agreement

Ask for a camel when you expect to get a goat," runs a Somali saying that sums up the fading of ambitions for United Nations talks on slowing climate change -- aim high, but settle for far less.

Developing nations publicly insist the rich must agree far deeper cuts in greenhouse gas emissions, but increasingly believe that only a weaker deal can actually be achieved to keep the existing Kyoto Protocol, or parts of it, alive beyond 2012.

"They have to ask for a camel ... but will settle for a goat," Mohamed Adow, of Christian Aid, said of poor nations' strategy at a just-ended session of 180 nations in Bonn.

Hopes for a treaty have dimmed since U.S. President Barack Obama and other world leaders failed to agree a binding pact at a summit in Copenhagen in 2009.

Rich economies are reluctant to make substantial cuts in their emissions beyond 2012 without commitments from big developing economies like China and India to also curb their fast-rising emissions.

At issue now is what can be salvaged from the talks.

"This process is dead in the water," said Yvo de Boer, the former head of the U.N. Climate Change Secretariat who stepped down last year to work at KPMG, a consultancy and auditing firm.

"It's not going anywhere," he said during the June 6-17 talks in Bonn among negotiators trying to avert more heatwaves, floods, droughts and rising sea levels.

Disputes between rich and poor on sharing curbs in greenhouse gases mean gridlock over the Kyoto Protocol, the existing U.N. plan which obliges about 40 industrialized nations to cut greenhouse gas emissions until 2012.

Kyoto risks collapse due to lack of support beyond 2012 from rich nations, which are meant to take the lead in fighting climate change since they have burned carbon-emitting fossil fuels since the Industrial Revolution of the 18th century.

LONG HAUL

Christiana Figueres, de Boer's successor in 2010 as head of the U.N. Secretariat, says the process of agreeing new terms to tackle climate change will be a long haul, despite worries that disasters such as floods in China's Yangtze basin this month are getting more frequent.

"Governments, businesses and civil society cannot solve climate with one meeting, with one agreement," she said at the end of the talks of ministers' scaled-down ambitions.

Bonn made progress on technical issues such as designing a scheme for sharing clean energy technologies, and to help poor nations adapt to impact to impacts of climate change.

But the buzz in the corridors was about details. "There has been no advance in the substantive issue of pledges for reductions in emissions" by developed nations, said Pablo Solon, head of Bolivia's delegation in Bonn.

Environment ministers will meet in Durban, South Africa, in November and December to try to agree Kyoto's fate.

Developing nations' current demand is an extension of Kyoto, which obliges almost 40 industrialized nations to cut greenhouse gas emissions by 5.2 percent below 1990 levels from 2008-12.

But Japan, Canada and Russia insist they will not extend their Kyoto cuts, arguing a new pact is needed for big emitters including China and India which have no 2012 curbs under Kyoto.

And Washington never ratified Kyoto, arguing it wrongly omitted 2012 goals for emerging economies and would cost U.S. jobs. Emerging economies in turn argue that their first priority is to end poverty, requiring higher energy use.

Delegates say that the minimum "goat" deal envisioned by developing nations is for a core group, led by the European Union, to extend Kyoto. The EU says it will not go it alone since it accounts for just 11 percent of world greenhouse gases.

"I wonder how wise it is to criticize the party that without comparison delivers the most, instead of trying to help us put pressure on all the big players who do not commit," European Climate Action Commissioner Connie Hedegaard said.

De Boer said the main hope was now to recast the battle against global warming as part of a broader fight to spur economic growth that does not damage the environment, backed by much greater involvement by the private sector.

Even environmental activists are pulling back from trying to influence government negotiators at U.N. talks, in a strategic shift to focus lobbying on national policies at home.

In past years, activists have staged colorful protests outside the Bonn meetings, for instance dressed as polar bears at risk of melting Arctic ice. Most have now disappeared.

Figueres said talks had made progress -- ministers last year agreed a package of measures in Cancun, Mexico, that included a goal of limiting any temperature rise to below 2 degrees Celsius (3.6 Fahrenheit) above pre-industrial times.

But a group of scientists estimated that existing plans for cutting greenhouse gases so far put the world on a path to a rise of 3.2 degrees Celsius. Emissions rose last year to a record high, the International Energy Agency said.

An uphill struggle saving Bukit Brown

Is there a middle path between the development and conservation lobbies?

To some, Bukit Brown signifies a living history book and a wildlife haven. Others find it a oasis, away from the city's hustle and bustle.

Either way, most will agree that the cemetery, off Lornie Road, is the last of its kind.

Years back, Bukit Timah Cemetery made way for KK Women's and Children's Hospital, and Pek San Theng in Bishan is now chock-a-block with Housing Board flats.

The changes come against a backdrop of dwindling cemeteries. Available records show that in 1952, there were 229 burial grounds, including many small ones since exhumed.

Current records indicate there are 60 cemeteries, almost all of them small ones.

Unsurprisingly, a controversy is brewing around the recently announced redevelopment of Bukit Brown Cemetery in a case of 'the living versus the dead'.

The heat generated online and in the pages of the press captures the dichotomy between compact but economically vibrant Singapore's conservation and development aspirations.

The 'for development' stance, taken by the Government, stresses the need to use the 86ha of prime land to house our growing population in the long term.

The 'for conservation' stance, taken by historians and concerned citizens, say its destruction will wipe out an invaluable piece of a past social and historical life.

The Urban Redevelopment Authority (URA) says there are no intentions to conserve the site, and that plans are in place to build the Bukit Brown MRT Station at Jalan Mashhor, a stone's throw from the 80,000-tombstone cemetery.

An empty shell now, the station will open when the area is more developed.

In its response to concerned readers who wrote letters to The Straits Times, the URA explained that its hands are tied: while it shares the sentiments for conservation, it sees a need to strike a balance. The area is needed for housing, it says.

Critics do not buy into this argument. The Singapore Heritage Society has produced a book to document Singapore's cemeteries and has argued for conservation in the form of open-air museums or parks.

A petition by Dr Irving Johnson, an assistant professor at the National University of Singapore's Department of South-east Asian Studies, is being circulated to keep Bukit Brown intact.

Among suggestions made are calls for the Government to develop housing sites elsewhere, such as the golf course across the cemetery.

With both arguments equally persuasive, perhaps the solution lies in a middle path.

I personally love old things and would never replace the old-school pattern of mosaic tiles of my living- room floor with marble. And the idea of soulless glass windows in place of my impossible-to-clean diamond-shaped window grilles fills me with dread.

That is why I am a preservation sentimentalist. Save the squeaky old mesh Gillman Village bridge? Yes. The Tanjong Pagar Railway Station? We must. The Bukit Brown Cemetery? But of course.

Alas, reality is not quite so pat.

The cemetery's ageing tombstones are overgrown with weeds and potholes riddle its roads.

Planners do need to look at the situation a decade or two down the road, even if there may be no immediate need now to pump new housing into the market.

Indeed, even if the Government decides to conserve Bukit Brown fully, it would need greater public support - which is not the case now.

One other idea being floated is for the URA to gazette the site as conserved and sell it with this proviso to developers.

But profit-seeking developers might back off. Prospective buyers, too, may not want to be tied down.

Above all, current conservation criteria apply only to buildings and other structures with architectural merit. It would be a stretch to label tombstones as such.

Truth be told, Singapore still lacks a conservation culture. The hope is that, with time, this will change. But for now, perhaps partial conservation is the answer.

Some of the cemetery's green space, with its graves and weather-beaten trees intact, should be kept as a buffer between MacRitchie Reservoir and busy Lornie Road.

A green corridor should also be preserved for joggers and wildlife.

Notable graves should be given a second look and the area's role as a natural water filtration system for MacRitchie Reservoir should also be taken into account.

The good news is that the URA has not foreclosed an acceptable way to keep a part of Bukit Brown intact. Over to you, history folk.

Important to channel energy of animal lovers constructively

SINGAPORE: Mr K Shanmugam, Law and Foreign Affairs Minister and MP for Nee Soon GRC, has said it is important to channel the energy of animal lovers towards constructive and feasible solutions to resolve concerns over the treatment of animals.

He was speaking at a public forum on animal welfare policies, the first such forum in Singapore.

The event at Chong Pang on Saturday also saw the launch of the Chong Pang Animal Welfare Programme to mark the end of cat culling in the constituency.

Organisers - animal welfare group ACRES and the Cat Welfare Society - say the forum is not a one-off event. They are working to replicate it at other constituencies.

More than 400 people turned up at the event.

Mr Shanmugam said education for the young and public engagement is "the way to go" for a successful animal welfare programme in Singapore.

No more culling of cats in Chong Pang

Chong Pang has become the first constituency where stray cats will not be culled, after Nee Soon GRC MP K. Shanmugam launched an animal welfare programme there yesterday.

Instead of culling, grassroots workers and volunteers from animal welfare organisations will work together to sterilise the cats.

These plans were outlined yesterday at the first forum on animal welfare policies held at Chong Pang Community Club.

The public forum was organised by Singapore-based charity Animal Concerns Research and Education Society (Acres) in collaboration with the constituency's grassroots organisation.

Mr Shanmugam chaired the discussion with the executive director of Acres, Mr Louis Ng.

Emotions during some moments ran high as more than 400 people, mostly animal lovers, filled the hall and gave their views on the state of animal welfare in Singapore.

At one point, the crowd erupted in jeers when a dog breeder's name was mentioned by one participant, prompting Mr Shanmugam to appeal to those present to keep the dialogue 'civilised'.

The two-hour-long forum was split into three main topics of discussion - domestic animals, wildlife, and animals in the entertainment industry.

A hotly debated issue was about animal abuse and what was being done about it.

A forum participant said the Agri-Food and Veterinary Authority, which investigates complaints of animal abuse, was not doing enough, and called for an independent policing unit to ensure that abusers are prosecuted.

Mr Shanmugam, who is Minister for Law and Foreign Affairs, pointed out that it is not easy to convict someone of animal abuse given that in these cases, the animal victims are unable to testify.

In the legal system, it has to be proven beyond reasonable doubt that a person did commit a crime before he can be convicted.

Nonetheless, he said there was a lot of merit in the suggestion and that it was feasible to consider more active enforcement of rules against animal abuse.

A suggestion for mandatory caning of animal abusers was also floated, but Mr Shanmugam said that implementing this would be to swim against the tide of international opinion in this area, given that the general trend is against caning.

Others called for greater transparency by government agencies and for flat owners to be allowed to keep cats in Housing Board flats.

In a suggestion that drew a few laughs, an advocate for shark conservation said government-organised banquets should stop serving shark's fin soup.

Mr Shanmugam said that, overall, the forum was 'extremely constructive' and that he would pass on the several ideas to the relevant government agencies.

But printer Roger Chow, 33, who attended the event, felt that the experience was 'underwhelming'.

The owner of a cat had gone to the forum dissatisfied with the way animal abuse cases were handled, and had hoped to see a change in sight.

'There was no indication that anything constructive will be done,' he said.

'There was only an indication that the authorities were willing to listen. I think it will take a longer time than expected for changes to take place.'

Still, polytechnic lecturer Hamidah Zam Zam, 49, who was also at the forum, felt that it was a great step forward for animal welfare supporters in Singapore.

'The fact that people are coming forward and that the place was full today makes me feel very positive that it will only get better from here,' she said.

SINGAPORE - It is important to channel the passion and energy of animal lovers to resolve concerns about the treatment of animals, said Minister for Law and Foreign Affairs K Shanmugam.

At the first-ever public forum in Singapore on animal welfare policies, Mr Shanmugam said: "These here today are an extremely passionate group of people. There are others who may be less passionate but, when you point out the issues to people, who's going to say, we should be less humane, we should be cruel to animals, or we shouldn't treat animals well?"

"I think it's possible to work with people, and convince them - or convince a significant section of them - that these are things we ought to do," he added.

About 400 animal lovers filled the Community Centre hall at Chong Pang, raising suggestions such as the setting up of an animal police like in Miami, micro-chipping for both cats and dogs, and mandatory caning for animal abusers.

Could this forum signal a sea change in animal welfare initiatives in Singapore?

"Something like this would have been unthinkable five years ago, but the fact that we have a forum, a full house ... yes, it is a huge step forward.

"I was told that Singaporeans (have) no compassion, no feelings ... so I hope after this, more people will come forward," said Mr Shanmugam, who is a Member of Parliament for Nee Soon Group Representation Constituency.

The forum also saw the launch of the Chong Pang Animal Welfare Programme, aimed at putting an end to cat culling in the area.

Forum organisers Animal Concerns Research & Education Society (ACRES) and the Cat Welfare Society said this was not a one-off event and they hoped to replicate such forums in other constituencies.

Sumba hornbills under increasing threat of extinction

Bogor, W.Java (ANTARA News) - Indonesia`s Sumba hornbills are under threat of extinction as indiscriminate forest exploitation is progresively destroying their habitats, a bird conservation organization said.

"Indiscriminate deforestation is doing enormous damage to the hornbills` feed sources. This situation is increasingly threatening their ability to survive," said Dwi Mulyawati, an activist of bird conservation organization Burung Indonesia here Saturday.

She said hornbills fufill an important function in forest regeneration. Without hornbills, forests would soon lose their ability to regenerate and with the forests gone, so would all their natural potentials.

The regeneration of many tree species was dependent on the continued presence of fruit-eating animals like the hornbill that help spread the trees` seeds across the forest soil.

"Researchers have observed that hornbills can be appropriately given the nickname `forest farmer` because of their prowess in sowing seeds," Dwi said.

A hornbill can fly to and fro over an area of up to 100 square kilometers. This meant the birds belonging to the Bucerotidae family can drop seeds anywhere within the 100-suare-km area, she explained.

Reserch conducted in a production forest had shown a 56-percent reduction in hornbill feed sources as a consequence of the elimination of 76 percent of trees that produce their feed.

According to data collected by the International Union for Conservation of Nature (IUCN), of the 13 hornbill species that exist in Indonesia, the Julang Sumba (Aceros everetti) is threatened by extinction and has been listed in the vulnerable category.

"This species is only to be found in Sumba island (East Nusa Tenggara) and its population is now estimated at less than 4,000 with an average density of six individuals per square kilometer," Dwi said.

If the hornbills died out, certain tree species would inevitably disappear as aging parent trees would be expiring without successors.

Figs are one of the favorite feeds of hornbills that are available almost all year round.

It was estimated that some 200 fig tree species produce the hornbill`s main feed. Among all bird species, the horbill is considered to be the most adept at sowing fig seeds because of their cruising capability.

"According to hornbill and tropical forest researchers Margaret F.Kinnaird and Timothy G.O`Brien, there is a close correlation between hornbills and healthy forests," Dwi said.

Hornbills are part of the Bucerotidae family, a large group of birds that can be easily recognized, especially by their horns (Casque) at the base of their beaks. In the world there were 55 hornbill species, dispersed in the tropics of Asia and Africa.

Indonesia has 13 hornbill species. Nine of them exist in Sumatra where they are locally named enggang klihingan ((Anorrhinus galeritus), enggang jambul (Berenicornis comatus), julang jambul-hitam (Aceros corrugatus), julang emas (Rhyticeros undulatus), kangkareng hitam (Rhyticeros cassidix), kangkareng perut-putih (Anthracoceros albirostris), rangkong badak (Buceros rhinoceros), rangkong gading (Rhinoplax vigil) and rangkong papan (Buceros bicornis).

The four other species can be found in several of Indonesia`s main islands. In Sumba island they are locally named Julang Sumba (Rhyticeros everetti), in Sulawesi Julang and Kangkareng Sulawesi (Rhyticeros cassidix) and in Papua Julang Papua(Rhyticeros plicatus). Kalimantan has the same hornbill species as in Sumatra, except the rangkong papan (Buceros bicornis)..

In Indonesia, the hornbill is also called julang or kangkareng
