Indonesia: Floods isolate 3,000 families in Riau

Thousands of residents in Kampar regency, Riau, have been struggling to survive over the past two months after floods and landslides cut the main transportation links to and from the area.

In November, a series of floods and landslides hit Kampar Kiri Hulu district, heavily damaging the road access to four villages and sweeping away five bridges within the area.

Since then, 3,000 families in Kebun Tinggi, Pangkalan Kapas, Lubuklinggau and Tanjung Permai subdistricts have mainly relied on food supplied by the provincial administration, according to Kampar Kiri Hulu district chief Nuzul Ashal.

“In December, the administration delivered logistical aid to the affected areas by helicopter. That aid, however, has already run out while there is no sign that other supplies will come,” Nuzul said recently.

Some villagers, according to Nuzul, have been forced to walk some 20 kilometers to Taram subdistrict in Limapuluh Kota regency, West Sumatra province, to buy food.

Others, meanwhile, counted on four staple-food vendors that received supplies from neighboring regions.

“Of course, the price for such food products soars,” Nuzul said, adding that a kilogram of rice could cost Rp 30,000 (US$2.14) while a pack of instant noodles was priced at Rp 10,000, more than three times their normal prices.

The food scarcity has also been exacerbated by the fact that many residents currently have no income, as they are unable to sell rubber sap, the main commodity in the district, outside the region.

“Many residents who are sick have preferred to stay at home as they have no money to pay for their medication,” Nuzul said.

Separately, Riau’s Social Affairs Agency head Syarifuddin said the provincial administration was looking for alternative ways to send logistical aid to the affected regions.

“We have some 270 tons of rice in our storage. The problem is how do we send it?” he said on Sunday.

To prevent hunger from occurring, Syarifuddin said his agency was planning to deliver smaller amounts of logistics through the Kampar-Limapuluh Kota border.

“As we’re working on the logistics delivery, we expect Kampar regional administration to deploy heavy machinery to restore road access through Lipat Kain [subdistrict], which is closer to the affected areas,” he said.

Kampar, home to some 750,000 people, is located around 100 kilometers southwest of the Riau provincial capital of Pekanbaru. The regency shares its western border with Limapuluh Kota.

Kampar Disaster Mitigation Agency (BPBD) head Santoso, however, said the regional administration was unable to repair the damaged road due to a lack of funding and authority.

“The damaged road is classified as a provincial road. It is actually the Riau provincial administration that has the responsibility to fix it,” he said.

Santoso said the BPBD had requested the regency’s Spatial Planning and Human Settlement Agency to deploy heavy machinery soon after the landslides.

“The agency, however, said they couldn’t approve the request as it didn’t have the operational budget for it,” he said.

Without any immediate support from either regional or provincial administration, local residents have been working to clear landslide debris from the road using any available tools.

“Such efforts, however, have yielded insignificant results as the landslide debris is so great. Meanwhile, rain keeps coming,” Nuzul said.

Oceans heat fast, even with slower warming at Earth's surface

OSLO (Reuters) - The amount of heat soaked up by the oceans has surged in the past two decades in a sign of worsening global warming despite a slowdown in temperature rises at the Earth's surface, a U.S. study showed on Monday.

The trend of warmer oceans, blamed on man-made emissions of greenhouse gases, is pushing fish stocks towards the poles, damaging coral reefs and nudging up world sea levels because water expands as it heats up.

The report, examining ocean temperatures to depths of more than 2,000 meters (6,500 ft), found that "half of the total global ocean heat uptake since 1865 has accumulated since 1997". The year 1865 is taken as the start of wide use of fossil fuels.

And more than a third of the surge in heat in the oceans since 1997 was at depths exceeding 700 meters - a part of the ocean rarely studied, the scientists wrote in the journal Nature Climate Change.

"We expect that the deep ocean will absorb an increasing amount of heat," lead author Peter Gleckler, of the U.S. Department of Energy's Lawrence Livermore National Laboratory (LLNL) in California, told Reuters in an email.

The increase in the oceans' uptake of heat has coincided with a puzzling slowdown in the pace of temperature rises at the Earth's surface since the late 1990s, even as man-made emissions of heat-trapping gases have kept rising.

That slowdown may now be over with record temperatures in 2015 and 2014.

Understanding ocean heat "is vital to improving projections of how much and how fast the Earth will warm and seas rise in the future," LLNL wrote in a statement. Most of the extra heat from man-made global warming ends up in the oceans.

The scientists said it was hard to judge the role of ocean heat in what the United Nations panel of climate scientists calls a "hiatus" in surface warming, which had heartened those who doubt big man-made impact on the climate.

"The 'hiatus' is a surface phenomenon. The Earth is still warming, and the oceans have been taking up the bulk of that heat," Matt Palmer, a climate scientist at the British Met Office Hadley Centre who was not involved in the study, wrote in a statement.

John Shepherd, of the University of Southampton, said it was unclear if the extra heat absorbed by the oceans would return to the atmosphere or stay in the depths. "It's certainly not a cure for climate change, nor any reason to be less concerned with it," he said in a statement on ocean warming.

Last month, almost 200 governments agreed a deal in Paris meant as a turning point from fossil fuels, blamed for causing more heat waves, downpours and rising sea levels.

Study: Man-made heat put in oceans has doubled since 1997

WASHINGTON (AP) — The amount of man-made heat energy absorbed by the seas has doubled since 1997, a study released Monday showed.
Scientists have long known that more than 90 percent of the heat energy from man-made global warming goes into the world's oceans instead of the ground. And they've seen ocean heat content rise in recent years. But the new study, using ocean-observing data that goes back to the British research ship Challenger in the 1870s and including high-tech modern underwater monitors and computer models, tracked how much man-made heat has been buried in the oceans in the past 150 years.

The world's oceans absorbed approximately 150 zettajoules of energy from 1865 to 1997, and then absorbed about another 150 in the next 18 years, according to a study published Monday in the journal Nature Climate Change.

To put that in perspective, if you exploded one atomic bomb the size of the one that dropped on Hiroshima every second for a year, the total energy released would be 2 zettajoules. So since 1997, Earth's oceans have absorbed man-made heat energy equivalent to a Hiroshima-style bomb being exploded every second for 75 straight years.

"The changes we're talking about, they are really, really big numbers," said study co-author Paul Durack, an oceanographer at the Lawrence Livermore National Lab in California. "They are nonhuman numbers."

Because there are decades when good data wasn't available and computer simulations are involved, the overall figures are rough but still are reliable, the study's authors said. Most of the added heat has been trapped in the upper 2,300 feet, but with every year the deeper oceans also are absorbing more energy, they said.

But the study's authors and outside experts say it's not the raw numbers that bother them. It's how fast those numbers are increasing.

"After 2000 in particular the rate of change is really starting to ramp up," Durack said.

This means the amount of energy being trapped in Earth's climate system as a whole is accelerating, the study's lead author Peter Gleckler, a climate scientist at Lawrence Livermore, said.

Because the oceans are so vast and cold, the absorbed heat raises temperatures by only a few tenths of a degree, but the importance is the energy balance, Gleckler and his colleagues said. When oceans absorb all that heat it keeps the surface from getting even warmer from the heat-trapping gases spewed by the burning of coal, oil and gas, the scientists said.

The warmer the oceans get, the less heat they can absorb and the more heat stays in the air and on land surface, the study's co-author, Chris Forest at Pennsylvania State University, said.

"These finding have potentially serious consequences for life in the oceans as well as for patterns of ocean circulation, storm tracks and storm intensity," said Oregon State University marine sciences professor Jane Lubchenco, the former chief of the National Oceanic and Atmospheric Administration.

One outside scientist, Kevin Trenberth, climate analysis chief at the National Center for Atmospheric Research, also has been looking at ocean heat content and he said his ongoing work shows the Gleckler team "significantly underestimates" how much heat the ocean has absorbed.

Jeff Severinghaus at the Scripps Institute of Oceanography praised the study, saying it "provides real, hard evidence that humans are dramatically heating the planet."

Paris (AFP) - The oceans have soaked up as much heat from global warming over the last two decades as during the preceding 130 years, according to a study published Monday.

While this accelerated absorption has helped keep human habitats cooler, in the long run it could be a ticking time bomb that disrupts weather and climate globally, scientists warned.

"We estimate that half of the total global ocean heat uptake since 1865 has accumulated since 1997," a team of scientists led by Peter Gleckler of the Lawrence Livermore National Laboratory in California reported.

A third of that recent build up, they found, occurred at depths of 700 metres (2,300 feet) or greater, beyond the reach of sunlight.

This may explain a pause or "hiatus" in warming observed at the sea surface since the end of the 20th century, according to the study.

Some had interpreted this as a slowdown in warming overall.

Surface waters are thought to have previously absorbed the bulk of heat taken up by the ocean. Why the ratio is changing is not fully understood.

The findings, published, in Nature Climate Change, were based in large part on observation.

The earliest data was gathered in the 19th century by the HMS Challenger expedition, a scientific foray launched by Britain's Royal Society that is often credited with laying the foundation for modern oceanography.

More recent inputs came from multi-decade ship logs, and -- for measurements up to 2,000 metres (6,500 feet) deep -- so-called Argo floats scattered across the oceans.

- Mixed blessing -

Covering two-thirds of Earth's surface, the oceans have absorbed more than 90 percent of the excess heat generated by man-made greenhouse gases.

In a stroke of luck for humankind, this has made the surface of the planet less hot than it would otherwise have been.

But there could be severe consequences further down the road, scientists cautioned.

"It's a bit of a mixed blessing," said John Shepherd, a researcher at the University of Southampton's National Oceanography Centre, who was not involved in the study.

If the extra heat remains in the ocean it could disturb sea and atmospheric circulation, playing havoc with weather patterns, he explained.

And if it is released back into the atmosphere, it could accentuate warming already poised to punch through the threshold for dangerous impacts.

The ocean's ability to absorb surplus heat is not unlimited, and "certainly not a cure for climate change," said Shepherd.

At current rates, Earth is on track for warming of about three degrees Celsius (5.4 degrees Fahrenheit) by the end of the century.

There is growing scientific evidence that even an increase of 2 C (3.6 F) -- once considered a safe upper boundary -- could unleash severe human misery.

Matt Palmer, a climate scientist at Britain's national Met Office, said the study "shows the strengthening of the climate change signal over time, and that more of this signal is finding its way into the deep ocean."

The results showed that the so-called hiatus was merely a surface phenomenon, he added.

"The Earth is still warming, and the oceans have been taking up the bulk of that heat."

Because the carbon dioxide which drives global warming stays in the atmosphere for centuries, oceans will continue to heat up long after humanity stops spewing carbon pollution into the air.

Besides heat, the oceans are also a sink for carbon dioxide, which has caused sea water to become a quarter more acidic since the onset of the Industrial Age.

That acidification -- already at its highest level in 300 million years -- has ravaged coral reefs, and could have even broader consequences for other marine fauna and flora.

Organisations look to reduce food waste with centralised recycling system

National Environment Agency says more premises have adopted on-site food waste treatment solutions, with the agency co-funding 10 on-site food waste recycling projects so far.

SINGAPORE: With 25 F&B outlets, a supermarket and a food court, the Amara hotel and shopping centre at Tanjong Pagar generates about one and a half tonnes of food waste every day.

The food waste used to go into an incineration plant and a landfill, but it will soon be recycled when the hotel fully installs its new food digester system.

The system works by decomposition, with microbes turning the food into slurry water, a combination of liquids and solids. It is then put into a filtration system, turning it back into recyclable water, which can be pumped back into the system.

The National Environment Agency (NEA) said more premises have adopted on-site food waste treatment solutions, with the agency co-funding 10 on-site food waste recycling projects so far. Four projects received approval last year, compared to just one in 2011.

"For some of the mixed developments, or some of the clients that we have, they might have food (sourced) from different places, but they actually place systems at different places,” said Michael Lee, Senior Sales Manager of food waste management company Eco-Wiz.

“But for Amara’s system, it is actually a centralised food waste collection point, so they can actually send all the food waste down from the shopping mall as well as the hotel side, to one place and all the food waste recycling is done there. Rather than having different systems at different places, then you have more things to manage."

TRAINING TO BE PROVIDED FOR AMARA STAFF

Amara is possibly the first mixed development in Singapore to have this centralised food waste recycling system.

"Besides playing our role in creating this eco-friendly environment where we can recycle the bulky and wet food waste which over time produces a foul smell, we can also reduce the frequency of waste disposal,” said Ng Khee Siong, Amara's Vice President of Operations and Development.

“Currently, our waste is being disposed daily to the incineration plant. With this solution, we can reduce (waste) by more than 50 per cent and this can be translated to more than S$50,000 savings per annum after returns of investment."

However, having a centralised system will require cooperation from all stakeholders as some extra work is involved.

"In the past it was very simple, all waste was disposed together. But now, you have to segregate it - tissue paper, cans. It's a little troublesome, but it'll be ok when we get used to it,” said Zhao Qin Fu, a cleaner at a food court.

Director of Business Development at Ka Shuu Tou, Kaz Miyagawa, said: “This is additional work for us to segregate the wastage between food and the rest. We have to carry the food wastage to the other location, but in the long run again, we believe this is necessary and very important in a broader sense, not only thinking about our own benefits.”

Moving forward, Amara said training will be provided for their staff to familiarise them with how to segregate food waste and utilise the food recycling system. The organisation will involve its hotel, food court and supermarket, which produce the bulk of food waste, before getting other F&B outlets involved.

Malaysia: Nadma activates working group to tackle El Nino effects

PUTRAJAYA: The National Disaster Management Agency (Nadma) has activated a working group to tackle the effects of the warm and dry spell following the El Nino phenomenon that has hit the country.

Nadma director-general Datuk Zaitun Ab Samah said the group was tasked with monitoring the situation and coordinate the necessary actions immediately.

"It consists of members of the state and district level disaster management committees, which is headed by the state secretary and the district officer.

"Those at state level are required to keep abreast of the locations that face chronic water supply issues during the warm and dry season.

This will enable early preparations to mitigate the problems faced by the people," she said.

She was speaking to reporters after chairing a high-level committee meeting to tackle the issue, today.

Zaitun said the group would meet periodically to monitor, coordinate and carry out appropriate actions in the shortest time to mitigate the situation resulting from El Nino.

PUTRAJAYA: With Malaysia bracing for spells of hot and dry weather due to the El Nino phenomenon, the National Disaster Manage­ment Agency has set up a dedicated working group to manage the situation.

The agency’s director-general Datuk Zaitun Ab Samad said the working group would meet periodically to monitor the hot and dry situation and coordinate immediate action.

“The hot and dry spell caused by El Nino is expected to hit us in the first quarter of the year.

“Its impact could potentially lead to low water dam levels, forest fires and haze.

“With that, our agency has activated a working group that will be dedicated to tackle this hot and dry season.

“The group will be made up of members of the state and district-level disaster management committees, which are led by the state secretaries and district officers,” said Zaitun at a press conference here after chairing a high-level committee meeting at the Prime Minister’s Department here yesterday.

She said the high-level meeting had discussed several things including banning open burning during the dry season, if required.

“We have also informed the respective state governments to identify locations that are expected to face water supply shortage early, so that it could prepare ahead of time before things become worse,” said Zaitun.

Malaysian Meteorological Department direc­­tor-general Datuk Che Gayah Ismail, who was also at the press conference, said the El Nino phenomenon was predicted to hit its peak this month.

“The last time the country faced an El Nino phenomenon of this high intensity was in 1997 and 1998, where temperatures reached 40.1°C.

“The phenomenon will gradually weaken from February to June, when conditions will be back to normal.

“But the impact of El Nino, such as dry spells, forest fires and haze would be felt until April in Malaysia,” she said.

Ecosystem-based farming comes of age

FAO urges broader adoption of its Save and Grow paradigm for sustainable agriculture

18 January 2016, Rome - A new FAO book out today takes a close look at how the world's major cereals maize, rice and wheat - which together account for an estimated 42.5 percent of human calories and 37 percent of our protein - can be grown in ways that respect and even leverage natural ecosystems.

Drawing on case studies from around the planet, the new book illustrates how the "Save and Grow" approach to agriculture advocated by FAO is already being successfully employed to produce staple grains, pointing the way to a more sustainable future for farming and offering practical guidance on how the world can pursue its new sustainable development agenda.

"International commitments to eradicate poverty and tackle climate change require a paradigm shift towards a more sustainable and inclusive agriculture able to produce higher yields over the longer term," said FAO Director-General José Graziano da Silva.

The two recent landmark global agreements, the Sustainable Development Goals (SDGs) - which require eradicating hunger and putting terrestrial ecosystems on a sound footing by 2030 - and the Paris Climate Change Agreement (COP21), only underscore the need for inclusive innovation in food systems, he adds.

While the world's cereal harvests may be at record levels today, their productive base is increasingly precarious amid signs of groundwater depletion, environmental pollution, loss of biodiversity and other woes marking the end of the Green Revolution model. Meanwhile, global food production will need to grow by 60 percent - mostly on existing arable land and in the face of climate change - to feed the future population in 2050, making it all the more urgent for the smallholders who grow the majority of the world's crops to be enabled to do so more efficiently and in ways that don't further increase humanity's ecological debt.

Save and Grow is a broad-based approach to environmentally friendly, sustainable agriculture aimed at intensifying production, protecting and enhancing agriculture's natural resource base and reducing reliance on chemical inputs by tapping into the Earth's natural ecosystem processes, and to increase farmers' gross income. As such it is an approach intrinsically crafted to contribute to the SDGs and foster resilience to climate change.

Viable Save and Grow practices range from growing shade trees that shed their leaves when adjacent maize crops most need sunlight, as tried with success in Malawi and Zambia, to scrapping tillage and leaving crop residues as soil surface mulch, a method applied on a massive scale by wheat farmers on the Kazakhstani steppe and increasingly by innovative slash-and-mulch practices adopted by farmers in the highlands of Central and South America.

The time has now come for ideas that have proven themselves in farmers' fields to be upscaled in more ambitious national programmes, FAO Director General José Graziano da Silva says in the foreword to Save and Grow in Practice in Practice: A Guide to Sustainable Cereal Production, a book he described as "a contribution to creating the world we want."

Understanding Save and Grow

Save and Grow refers to an array of techniques that share the trait of trying to capitalize on natural biological and ecosystem processes to "produce more with less".

Five complementary elements form the core of the Save and Grow paradigm: conservation agriculture, which minimizes tillage and uses mulches and crop rotation; soil health enhancement, such as growing nitrogen-fixing plants that replace costly mineral fertilizers; selection of crops with higher yield potential, greater resistance to biotic and climate stress, higher nutritional quality; efficient water management; integrated pest management, often relying on exploiting natural enemies to minimize the need for chemical pesticides.

One classic example, now widely adopted in China, is the rice-and-fish system, wherein farmers stock flooded paddy fields with fish. These can eventually be sold for income or eaten for better nutrition but while being raised also eat insects, fungi and weeds that would otherwise damage the crop, reducing the need to spend on pesticides.

A one-hectare paddy field can yield up to 750 kilograms of fish while still supporting rice yields and leading to fourfold gains in rural household income. Extra benefits include sharp drops in mosquito populations, thus reducing a serious disease vector.
FAO estimates that 90 percent of the world's rice is planted in habitats suitable for rice-fish farming, but outside of China only one percent of Asia's irrigated rice areas use the system. Indonesia's government has just launched a plant to shift one million hectares to the integrated technique.

Creating habitats

The ecosystem approach at the heart of Save and Grow is exemplified in the way some smallholders in Africa have tackled the problem of an indigenous moth whose larvae devour maize at an atrocious rate. Intercropping maize with Desmodium, a leguminous plant, in fields surrounded by Napier grass, a livestock fodder crop, catalyzes a system wherein the Desmodium produces chemicals that attract predators of maize pests while also sending a false distress signal that prods egg-laying moths to seek habitats in the Napier grass, which in turn exudes a sticky substance that traps the stem borer larvae.

On top of that Desmodium - which also fixes nitrogen in the soil - appears to encourage germination of Striga, a parasitic weed that routinely devastates African farms, while at the same time impeding the weeds' root growth. While this approach to farming entails devoting less acreage to maize than monocropping, it is far more productive, with 75 percent of farmers who adopted it around Lake Victoria reporting their net yields at least tripled. Growing more Napier grass also allows for more cows and dairy production, leading to increased supply of milk.

High tech tools

While a global shift to sustainability entails "striking a balance between the needs of both human and natural systems", advanced technology also has a role to play in enhancing the flow of ecosystem services.

Hand-held optical sensors can determine, in real time, how much nitrogen fertilizer a plant needs. Laser-assisted precision land levelling has led to productivity gains across India while reducing water applications by as much as 40 percent compared to levelling land with traditional wooden boards.

Save and Grow is a flexible approach. As ecosystems and farm needs vary, there is ample scope for innovations related to carbon sequestration, nutrition, innovative fertilizers and new crop varieties, as well as the identification of just how seeds, animals and agricultural techniques interact.

FAO also underscores that "Save and Grow" farming systems are knowledge-intensive, and need to be built on local knowledge and needs, recognizing the important role of farmers as innovators.

Policy pointers

Smallholders who embrace such a paradigm shift often find that, while benefits are clear, they are not always immediate. For this reason, Save and Grow needs strong institutional commitment for a sustained period.

To enable the transition to sustainable crop production intensification, policy makers should create incentives for farmers to diversify - by supporting markets for rotational crops - while devising tools -crop insurance, social protection schemes and credit-easing facilities -to reduce the risk they may face in making the change. Low-till agriculture, for instance, is often hampered by inadequate access to the machinery it requires.

While there is no single blueprint for the ecosystem-based Save and Grow approach, promoting its widespread adoption requires concerted action at all levels, from governments and international organizations to civil society and the private sector.

Kazakhstan's experience with conservation agriculture suggests the rewards warrant taking up the challenge on a grand scale. Initially used as a battle against wind-driven soil erosion back in the 1960s, FAO began in 2000 helping upscale the no-plough approach, which helps keep melted snow and rain water in the soil and led to 25 percent higher wheat yields and lower labor and fuel costs. In 2011, the government introduced substantial targeted subsidies to promote adoption of the practice, and today, half of the country's 19 million hectares of crop land are under full conservation agriculture.

New measures introduced to improve safety and security on Pulau Ubin

SINGAPORE — With more visitors descending on Pulau Ubin in recent times, crime prevention, fire safety and safe cycling tips will be dished out to islanders and visitors as part of a new safety and security initiative launched on the island this morning (Jan 17).

The Pulau Ubin Safety and Security Team (SST) will be stationed at the island's public jetty and the Chek Jawa Wetlands every third Sunday of each month, spreading the word on crime prevention, fire safety and safe cycling habits. The team is also trained to keep a lookout for criminal activity, serving as the police's eyes and ears on the ground.

The team, which began their patrols last December, is composed of grassroots volunteers from the Changi Point-Ubin Area Sub Committee and the Siglap Community Emergency and Engagement Committee as well as Civil Defence Lionhearters from Temasek Polytechnic and ITE College East.

The SST draws on a pool of between 30 and 40 volunteers, with about 10 volunteers patrolling alongside police and Singapore Civil Defence Force officers each time the team is deployed on the island, a police spokesperson told reporters at the launch, which was attended by Senior Minister of State (Defence and Foreign Affairs), Dr Mohamad Maliki Osman.

As part of its efforts to impart safe cycling tips, the SST will remind cyclists to dismount and push their bicycles at dangerous spots, such as steep slopes, and to don appropriate safety gear.

Pulau Ubin, which draws about 2,000 visitors to its shores every weekend, is a known hotspot for cycling accidents. In January last year, TODAY reported that the National Parks Board (NParks) was considering the possibility of establishing a first-aid facility there, as interest in cycling on the island grows.

Last July, the Singapore Red Cross (SRC) set up a temporary first-aid post on the island, as part of its First Aiders on Wheels programme. The first-aid post, manned by SRC volunteers and staff, operates every public holiday.

Civil Defence Lionhearter Norfikah Samsudin, 21, who is part of the SST, felt it was important to promote safe cycling on the island, because some cyclists do not heed the warning signs put up at dangerous spots, resulting in injuries.

"The (cycling) tracks here are not really that ... (even)," said the second-year facility management student at ITE College East.

Pulau Ubin visitors to get safety, security tips

SINGAPORE — With Pulau Ubin drawing about 2,000 visitors each weekend and more people making trips there in recent times, tips on crime prevention, fire safety and safe cycling will be given to islanders and visitors as part of a new safety and security initiative launched today (Jan 17).

A recently-formed Pulau Ubin Safety and Security Team will be stationed near the island’s jetty and outside the Chek Jawa Wetlands, every third Sunday of each month, to help create awareness on these concerns.

The team, which began patrols in December, is made up of grass roots volunteers from the Changi Point-Ubin Area Sub-Committee and the Siglap Community Emergency and Engagement Committee, as well as the Civil Defence Lionhearters from Temasek Polytechnic and ITE College East.

There are about 30 to 40 volunteers, with about 10 of them patrolling alongside police and Singapore Civil Defence Force (SCDF) officers each time it is deployed on the island, a police spokesperson told reporters at the launch.

The team builds on the Ubin Community on Patrol, which began patrols on the island in 2009 to promote safe cycling practices. Madam Doreen Ling, 61, a retiree on the team, noted that six in 10 cyclists would heed advice to rent a helmet, while others were wary that it could be unhygienic. Student volunteer Norfikah Samsudin, 21, recalled how in December, a cyclist ignored their advice to dismount and push his bicycle near Chek Jawa Wetlands, where tracks are quite uneven, and ended up falling and injuring his knee.

The team members, who underwent a one-day training programme conducted by the police and SCDF, also impart fire safety and crime prevention advice to visitors and residents by means of patrols and house visits.

Madam Ling said that members were trained to detect signs — such as persons in drenched clothes particularly on Chek Jawa Wetlands, which is adjacent to the sea — that could indicate that they may have entered Singapore’s shores illegally.

New Ubin scheme to push safety message

Pulau Ubin now has an improved scheme where volunteers promote safe cycling habits to visitors and provide fire safety advice.

The Pulau Ubin Safety and Security Team initiative was launched yesterday at the kampung island, by the Singapore Police Force and Singapore Civil Defence Force, together with the Siglap Citizens' Consultative Committee and the National Parks Board.

The team will spread crime prevention messages and serve as the eyes and ears for the police on the island. It comprises grassroots volunteers from the Changi Point-Ubin Area sub-committee, along with members of the Civil Defence Lionhearters and Siglap Community Emergency and Engagement Committee.

This initiative is part of the Home Team's community engagement efforts on Pulau Ubin to boost safety and security there.

The team is an enhancement to the Ubin Community on Patrol initiative, formed in 2009, where volunteers patrol near Punai Hut, outside the Chek Jawa Wetlands, every third Sunday of the month.

During their patrols, these volunteers provide advice on safe cycling practices, such as dismounting and pushing bicycles on steep slopes, and wearing proper cycling gear. They are also trained to provide basic first aid, where necessary.

Ex-HDB chief says no to popular demands, ‘turkeys’ in urban planning

SINGAPORE — When it comes to policymaking, the Government needs to consciously make decisions not just by listening to the people, but to also source widely for opinions, Singapore’s former chief architect Liu Thai Ker said.

Raising an example from his 20-year experience in the Housing and Development Board (HDB), which began in 1969, the former HDB head told of how residents would ask the authorities for a bus-stop on their streets, but they would not want the bus-stop to be “in front of their house”.

“If we listened to that,” Dr Liu said, “since nobody wanted to put bus-stops in front of their houses, there would be no bus-stops. It is quite undesirable and dangerous for any government official to say, ‘I’m doing this because I’m responding to people’s requests’. That, to me, is not serving the best interests of the people.”

Dr Liu was speaking today (Jan 15) at the second of a six-part dialogue series with Singapore pioneers titled Pioneering the Future, jointly organised by The Economic Development Board (EDB) Society and The Straits Times. He was one of the keynote speakers along with Singapore Airlines founding chairman JY Pillay, who also used to be managing director of the Monetary Authority of Singapore.

Dr Liu added that policymakers should listen to professional associations as well, given that businesses “have a broader perspective”. This was vital to him during his time in the Urban Redevelopment Authority, he said, where he was chief planner from 1989 to 1992.

He stressed the importance of having a long-term “grand civic design” for Singapore in the future. Going back to remarks he had boldly made previously, he added that planning for a population of 10 million in Singapore is one way to retain the nation’s status as a global city and to “advance further to become a great city”.

“(We should also) identify certain physical errors for grand urban design… and look at cultural developments,” he said.

Dr Liu envisioned Singapore’s physical infrastructure to be a “bird of paradise”, stating that he had drawn up a concrete plan to see land use flourish over the next 100 years, but Singapore’s urban planners are now designing the city-state for just the next 15 years, like a “turkey”.

“You must think through the issues and understand them carefully… find the root cause and the most effective solution, and once you have that, you dare to go against world trends,” he said.

Warmer-than-usual conditions to persist in Singapore

SINGAPORE: The average temperature for January this year is likely to be "significantly warmer" than the long-term mean of 26.5 degrees Celsius for January, according to the Meteorological Service Singapore (MSS).

In a media release on Friday (Jan 15), MSS said temperatures in January will likely be between 24 to 34 degrees Celsius.

"The significantly warmer than usual temperatures experienced in recent months can be attributed to the prevailing strong El Nino, which is currently at a mature level," MSS said. For the next few months, El Nino is still expected to bring drier and warmer conditions to Singapore.

Based on the first fortnight of 2016, Singapore saw its hottest ever January, with the mean temperature for the first two weeks coming in at 28.1 degrees Celsius.

"This value exceeds the highest ever recorded mean temperature of 28.0 degrees Celsius (recorded in 1998) for the whole of January," MSS said.

The mean maximum temperature for the first fortnight of January 2016 was 31.3 degrees Celsius, while the mean lowest temperature was 25.9 degrees Celsius,. This is above the long-term average mean of 30.4 degrees Celsius and 23.9 degrees Celsius for January, respectively, MSS said.

Despite the hot weather, the island is likely to experience widespread rain and occasionally windy conditions on two to three days for the next fortnight, thanks to stronger northeasterly winds over the region due to the Northeast Monsoon, the Met Services added.

For the other days, MSS said to expect short showers in the afternoon and early evening on five to seven days.

Still, rainfall for the month of January is expected to be below normal.

The mean monthly temperature for this month is likely to be significantly warmer than its long-term mean of 26.5°C, said the Meteorological Service Singapore (MSS) today (Jan 15). The temperature for January is forecast to range between 24°C and 34°C.

The first two weeks of this month also saw a mean temperature of 28.1°C, which exceeds the highest-ever recorded mean temperature of 28.0°C in 1998 for the whole of the month.

These significantly warmer than usual temperatures in recent months can be attributed to the prevailing strong El Nino, said the MSS.

The El Nino is expected to gradually weaken over the next few months and return to neutral conditions by “around mid-2016”, based on the forecasts from international climate centres.

WIDESPREAD RAIN

For two to three days, Singapore is likely to experience widespread rain and occasionally windy conditions. Short thundery showers can be mainly expected in the afternoon and early evening on five to seven days. These showers may be heavy at times on days, said the MSS.

Still, rainfall for January is expected to be below normal. The rainfall for the first two weeks of this month was “well below average”, said the MSS.

Cooler weather will set in only in the middle of the year, when the El Nino effect is expected to gradually weaken, the National Environment Agency (NEA) said on Friday (Jan 15).

The average temperature this month is expected to be significantly warmer than usual, with the temperature range forecast to be between 24 and 34 deg C.

The mean temperature for the first fortnight of January was 28.1 deg C, topping the highest-ever recorded mean temperature of 28 deg C for the whole of January, which was recorded in 1998.

The mean monthly temperature is likely to be significantly warmer than the long-term average of 26.5 deg C for January, NEA said.

The mean daily maximum temperature for the first fortnight of January was 31.3 deg C, well above the long-term average mean of 30.4 deg C.

The warm weather is due to a strong El Nino, which is now at a "mature level", NEA said.

But there will be some rainy days in January due to stronger north-easterly winds, NEA said. For the next fortnight, north-east monsoon conditions are expected to persist.

Malaysia halts bauxite mining in Pahang for 3 months

Bauxite mining activities have been suspended in the Malaysian state of Pahang after complaints over pollution and concern for public health.

KUALA LUMPUR: After widespread concern for public health and the environment, bauxite mining activities in Malaysia's Pahang state has come to a halt for three-months as of Friday (Jan 15).

On Jan 6, Malaysia's Natural Resources and Environment Minister Wan Junaidi Wan Jaafar and Pahang Chief Minister Adnan Yaakob announced a moratorium on all mining activities for the world's main source of aluminium after residents complained of dust pollution and rivers and seas running red.

The three months will be used to clear the eleven existing stockpiles through export, shifting whatever remains to a central stockpile with proper drainage, washing bays and filtration.

"Hopefully after the moratorium period we can come up with a very comprehensive plan which can solve this problem permanently to the satisfaction of all people, of all quarters," said Mr Adnan.

The Minister has warned that those who fail to comply with the moratorium will be charged under the Minerals Development Act 1994.

Authorities are also cracking down on corruption in an industry where rampant and illegal mining is a problem. At least 10 officials from the Pahang Land and Mines Department have been remanded to facilitate investigations. Two have been charged for graft related to illegal mining.

Bauxite mining took off in Pahang after Indonesia banned the export of all mineral ore in 2014 to encourage domestic processing. According to Reuters, Malaysia accounted for over 40 percent of China's 49 million tonnes of bauxite imports across January to November 2015.

The mining boom has left layers of red dust coating roads to cars around Pahang's capital, Kuantan. Locals in the town along Peninsular Malaysia's east coast blame bauxite mining for turning parts of the sea and rivers red as well.

Health officials have warned of potential long term health risks, deterring residents from going near the water or buying seafood.

"I don't let my children go to the river, play in the river, I'm scared," one mother of four living near Sungai Balok told Channel NewsAsia.

Malaysia: ‘Trash’ in Klang River revealed to be trail of dead fish

PETALING JAYA: A close inspection of unusual amounts of “garbage” in the Klang River on Friday revealed a trail of dead fish flowing from Masjid Jamek all the way to Brickfields.

Graphic designer Jeffrey Lim, 37, told The Star Online on Friday that he noticed the situation at about 11am on Friday when he was cycling along the bicycle lane in Brickfields, which runs alongside the Klang River.

“I noticed an odd amount of trash, more than usual, in the river. When I looked closer, I realised it was dead fish.

“It stretched as far upriver and downriver as I could see. Later, I met a fellow cyclist who had just got off the monorail at Tun Sambanthan station and he mentioned that he too had seen it from the train,” he said, adding that his friend said the trail of dead fish stretched as far as Pasar Seni.

Lim said he and his friend then cycled further to investigate the situation, which is when they climbed down the embankment and took the pictures of the dead fish.

“After that I headed off for an appointment, and when I returned an hour later, there were still dead fish flowing from upriver, so I decided to trace the source of the dead fish.

“I arrived at Masjid Jamek just before the rain started and found that it was coming from the Sungai Gombak side, which means it could be from the northwest, or north Sungai Batu, Sungai Keroh or even north Sungai Gombak,” he said.

Lim said he then came across some people from NGO River of Life who told him that they had seen the flow of dead fish since early Friday.
