Profiting From Biodiversity

Last year the nations of the world gathered in Copenhagen in hopes of advancing the global agenda for climate change. Similarly — with much less fanfare yet no less importance — they are now gathered in Nagoya, Japan, to improve the prospects for the living planet and its biodiversity.

Many people live under the illusion that the Earth’s biology is largely irrelevant to us. That was manifest in the way the Millenium Development Goals were discussed at the recent United Nations General Assembly completely independent from the discussions related to the International Year of Biodiversity.

Ironically, almost everyone present during the General Assembly talks probably was unaware that the water they were drinking was purified by the biodiversity of the nearby Catskill watershed.

Back in the 1990s the quality of New York water — once rated as some of the best of any city — had declined so badly that the Environmental Protection Agency was about to require the city to build an $8 billion water treatment plant. Instead, for a fraction of that cost, the city restored the watershed’s ecosystems and biodiversity so that they once again could provide high quality drinking water. In doing so, one of the wealthiest cities in the world was recognizing explicitly the value of an ecosystem service.

A major reason the biology of the planet is largely ignored in human affairs, is that its critical contributions to human wellbeing are not taken into account in the formal economy. The world’s poor, for example, derive 40 to 89 percent of their annual “income” from nature, both directly through the goods it provides (e.g., food and fiber) and indirectly through its services.

A project initiated by the Group of 8 leading industrialized nations known as The Economics of Ecosystems and Biodiversity, or TEEB, being released in Nagoya makes the case for bringing these factors into the economic calculus as much as possible.

For example, conventional economics would always support the removal of mangrove ecosystems to make way for shrimp aquaculture. However, if economic subsidies are subtracted, the choice to develop rather than leave untouched becomes pretty marginal.

Furthermore, if the service function of mangroves as nurseries for local fisheries is added to the value of the intact ecosystems, the numbers very clearly argue for maintenance of the mangrove ecosystem.

A classic study in Costa Rica shows that coffee plantations close to forest areas have 20 percent greater yield because of pollination services from wild pollinators. That translates to an additional $60,000 in income for a farmer with an adjacent forest. Costa Rica has a pioneering ecosystem services law that, among other things, rewards landholders financially for maintaining forests and thus reliable water flow for downstream hydroelectric generation.

On a larger scale, the TEEB project reckons the annual value contributed by global wetlands at $3.4 billion. On land the project calculates the annual loss of natural capital from natural ecosystems like forests at $2 trillion to $4.5 trillion.

All these benefits are in jeopardy. Disturbing trends documented in the Third Biodiversity Outlook tell us this is not a normal time on the planet. Despite many laudatory efforts, the Earth’s vital signs are very disturbing and its biological infrastructure is degrading rapidly. Almost all indicators are negative and many are in decline exponentially. Fifteen tipping points, like dieback of the southern and southeastern Amazon forest, loom.

We can see plainly in Haiti what happens when the biology of a nation is largely destroyed; indeed it is clear that for the country to have any hope in its future Haiti needs substantial ecosystem restoration and reforestation.

It is simply not acceptable for us to bequeath a world like this to future generations — one riddled with inequity for humanity, with the poor buffered least and suffering most.

We need to move from thinking of nature as just something set aside in a protected area in the midst of a human dominated landscape, to a vision of humanity and its aspirations embedded in the planet’s natural infrastructure.

There is much on the agenda in Nagoya. One item is to create an intergovernmental science structure for ecosystems and biodiversity. Another is to make progress on access and sharing of the benefits we derive from the biology of the living planet.

Above all what is needed is greater recognition of the value of biodiversity and conservation efforts commensurate with the scale of the problem.

Biodiversity at the Cliff's Edge

NAGOYA, Japan, Oct 18, 2010 (Tierramérica) - What nature gives us is often taken for granted, but if its basic elements disappear, human life on Earth would not be possible. The mission of the biodiversity summit under way in Nagoya is to reverse the headlong rush towards the precipice.

The 10th Conference of Parties (COP 10) to the Convention on Biological Diversity (CBD), Oct. 18-29 in this southern Japanese city, seeks to create a new set of international agreements to halve the rate of loss of natural habitat, end overfishing, achieve zero net deforestation, eliminate harmful subsidies, and ensure that agriculture is sustainable by 2020, among other goals.

Without a successful meeting in Nagoya, achieving the United Nations Millennium Development Goals (MDGs) will be impossible, Janez Potočnik, of the European Union's Commission for the Environment, told a high-level UN meeting last month in New York.

"Biodiversity" is term used to describe the wide variety of the living things that comprise the planet's biological infrastructure and provide us with health, wealth, food, water, fuel and other vital services.

Many people fail to understand how dependent humanity is on the many natural services provided by nature, says Hal Mooney, an environmental biologist at Stanford University, in California.

"Those services are considered 'free' and not valued under the current economic structures," Mooney told Tierramérica.

A forest that sequesters carbon, cleans the air, prevents floods, provides food and fuel has no economic value except when it is cut for timber. That has to change and that will be "one of the strongest messages coming out of Nagoya," said Mooney, who just won the 200,000-dollar Volvo Environment Prize for science.

"We need to get the Ministers of Finance and Trade around the world to understand this," he said.

That understanding didn't happen eight years ago when the Convention member nations pledged to cut species loss "significantly" by 2010, International Year of Biodiversity. With minor exceptions, the rates of species loss increased instead of decreasing.

Nearly a quarter of plant species are threatened with extinction, corals and amphibians are in sharp decline, the abundance of all vertebrates has fallen by one-third in the past 30 years, according to the Global Biodiversity Outlook 3 (GBO 3), the most current assessment of the state of the planet's biodiversity.

The trends are almost all negative, the declines exponential and potential tipping points loom, warned Lovejoy, chief biodiversity advisor to the president of the World Bank, and head of the global scientific review.

"Now's the time to get serious... We have to take the GBO3 as a huge wake up call," he said in a Tierramérica interview when the report was released in May.

In Lovejoy's view, we are experiencing the sixth great extinction event of all life on Earth.

The Nagoya COP 10 meetings will be high-pressure, "all or nothing" negotiations on extremely complex issues, but there is wide consensus on the goals for 2020, said a source at the CBD secretariat.

However, there is much less agreement on the details. A major obstacle is financing for conservation, which needs to increase 10- or even 100-fold to be able to reach the 2020 goals, said the source.

It takes money to protect, conserve and enhance biodiversity. Currently, about three billion dollars annually in overseas development aid goes to help developing countries that are rich in plants and animals but poor in financial and technical resources.

To reach the new 2020 goals, that assistance from developed nations will have to jump to at least 30 billion, and up to 300 billion dollars a year, but "it is a significant challenge for governments to provide that level of financing," the spokesperson said.

A preparatory CBD meeting in Nairobi last May ended in a North vs. South deadlock on the issue of finance. Delegates in Nairobi left it up to the world leaders attending the Nagoya summit to make the final financing decision.

Many countries are hoping the corporate sector and private donors will become major players in providing financing through programs that pay for ecosystem services or the creation of carbon and biodiversity offset markets, like the proposed REDD+, which adds biodiversity to the Reduced Emissions from Deforestation and Degradation plan.

"We cannot have the conservation and sustainable use of biodiversity without the full engagement of the business community," Ahmed Djoghlaf, CBD executive secretary, told Tierramérica in an email.

"The idea that only governments and NGOs (non-governmental organisations) can succeed in protecting biodiversity has demonstrated its limit," Djoghlaf wrote.

During the Nagoya conference there will be a high-level dialogue between corporate leaders and the 150 environment ministers expected to attend. More than 500 business representatives confirmed their participation, and a business and biodiversity initiative will be adopted, according to Djoghlaf.

However, civil society is deeply suspicious of the involvement of business.

The CBD Alliance, a loose coalition of NGOs and civil society organisations, states in a briefing paper that these "innovative" financing approaches are a "distraction from the financial obligations of the North" and largely unproven, carrying risks to local people and the environment.

The industrialised countries can afford to increase their public financial commitment 10-fold, since they spend more than 500 billion dollars a year subsidising the fossil fuel industry, says the CBD Alliance. Moreover, during the 2008 economic crisis, some 6.9 trillion dollars was mobilised to bail out banks and other private financial institutions.

Without new and additional financial resources it will be impossible to implement the CBD's plans or achieve its 2020 goals, states the coalition.

India set to be first country to publish 'natural wealth' accounts

Accounts of the nation's 'natural capital' meets key demand of the UN study of The Economics of Ecosystems and Biodiversity (TEEB)

India is today expected to become the first country in the world to commit to publishing a new set of accounts which track the nation's plants, animals, water and other "natural wealth" as well as financial measurements such as GDP.

The announcement is due to be made at a meeting of world governments in Japan to try to halt global destruction of biodiversity, and it is hoped that such a move by a major developing economy will prompt other countries to join the initiative.

Work on agreeing common measures, such as the value of ecosystems and their "services" for humans – from relaxation to clean air and fertile soils – will be co-ordinated by the World Bank, which hopes it can sign up 10-12 nations and publish the results by 2015 at the latest.

The move fulfils one of the key demands of a major report also being published today at the Japan meeting, a UN study of The Economics of Ecosystems and Biodiversity (TEEB) .

The report was commissioned by the G8+5 major nations in 2007 in the hope of repeating the success of Lord Stern's report on climate change in persuading governments of the strong economic case to take action on saving the natural world.

The environment secretary, Caroline Spelman, welcomed the report: "TEEB can have the same impact for biodiversity as Stern had for climate change and will be a useful tool to help reduce the loss of species and habitats ... economically, we have to take action to reduce the loss of our natural environment before the cost becomes too high."

Pavan Sukhdev, economist and the TEEB study leader said: "Natural capital is a massive asset class, and developing nations' biggest asset."For it to be missing from the balance sheet of the nation, or for failures not to be counted, does not make sense."

After India and the other countries that join it in the first ecosystem accounts, Sukhdev said he hoped another 20-30 would adopt the system over the following three to five years.

"The rest: if they are not with it, people will get left behind," he added. "We'll never have all 192 countries, but does that matter? The idea is to establish the direction in which national accounting must go."

After the publication over the past two years of an interim report and specific documents about the economics and recommended actions by governments, businesses and citizens , Teeb will today publish its final "synthesis" report.

This will not contain a specific headline value for all the world's biodiversity, although earlier versions have quoted huge values for individual ecosystems such as forests, and Sukhdev today talks of "the multi-trillion dollar importance" of the natural world.

However it argues that there is plenty of evidence for national and local governments, businesses and individuals to radically review how they make decisions to take into account the damage or preservation of biodiversity.

"Teeb's approach can reset the economic compass," says Sukhdev. "Do nothing, and not only do we lose trillions of dollars' worth of current and future benefits to society, we also further impoverish the poor and put future generations at risk. The time for ignoring biodiversity and persisting with conventional thinking regarding wealth creation and development is over. We must get on to the path towards a green economy."

Among the report's recommendations are that countries and companies should publish accounts of their natural capital, and how much it has increased or decreased over the previous year, in parallel with traditional financial accounts. This should help address current accounting rules which, for example, measure the clean up of a pollution spill as an increase in economic activity (by the clean up companies), but take no account of the long-term damage done.

Such all-encompassing measures would be more likely to encourage other suggested changes, such as paying people to protect or restore ecosystems, refunding people who do not cut down forests or farmers who reduce chemical fertilisers and pesticides; and better certification schemes so that those who produce products and services, such as food and drink, in more environmentally friendly ways, can get recognition and charge higher prices to cover extra costs.

The report also calls for reform of subsidies for damaging industries, such as mining and intensive farming, and tougher fines for polluters to discourage the problem and pay for proper restoration.

In a written statement for the TEEB launch and his own country's announcement, India's minister for environment and forests, Jairam Ramesh, said: "Teeb aims to provide strong incentives for countries to ensure decisions are not solely based on short-term gains, but build foundations for sustainable and inclusive development."

Among the figures collected by the report team were an estimate that at present rates deforestation would cost the global economy US$2-4.5tr (£1.27-2.86tr) a year by the middle of this century; while the estimated market for certified agricultural products, such as organic, would be $210bn (£133bn) by 2020. Another quoted by TEEB, by Trucost in London, found the total environmental damage by the world's 3,000 biggest listed companies in 2008 added up to at least US$2.2tr (£1.40tr).

"TEEB has brought to the attention of the globe that nature's goods and services are equally if not far more central to the wealth of nations including the poor – a fact that will be increasingly the case on a planet of finite resources with a population set to rise to 9 billion people by 2050," said Achim Steiner, UN under-secretary general and executive director of the UN Environment Programme .
TEEB in numbers

US$50bn - The annual loss of opportunity due to the current over-exploitation of global fisheries. Competition between highly subsidised industrial fishing fleets coupled with poor regulation and weak enforcement of existing rules has led to over-exploitation of most commercially valuable fish stocks, reducing the income from global marine fisheries by US$50bn annually, compared with a more sustainable fishing scenario (World Bank and FAO 2009).

€153bn - Insect pollinators are nature's multibillion-dollar providers. For 2005 the total economic value of insect pollination was estimated at €153bn. This represents 9.5% of world agricultural output for human food in 2005 (Gallai et al 2009)

US$30bn - 172bn The annual value of human welfare benefits provided by coral reefs. Although just covering 1.2% of the world's continent shelves, coral reefs are home to an estimated 1-3 million species including more than a quarter of all marine fish species (Allsopp et al 2009). Thirty million people in coastal and island communities are totally reliant on reef-based resources as their primary means of food production, income and livelihood (Gomez et al 1994, Wilkinson 2004). Estimates of the value of human welfare benefits provided by coral reefs range from US$30bn (Cesar et al 2003) to US$172bn annually (Martinez et al 2007)

US$ 20-67m (over four years)The benefits of tree planting in the city of Canberra. Local authorities in Canberra, Australia, have planted 400,000 trees to regulate microclimate, reduce pollution and thereby improve urban air quality, reduce energy costs for air conditioning as well as store and sequester carbon. These benefits are expected to amount to US$20-67m over the period 2008-2012, in terms of the value generated or savings realised for the City (Brack 2002).

US$6.5bn – The amount saved by New York, by investing in payments to maintain natural water purification services in the Catskills watershed (US$1-1.5bn) rather than opt for the man-made solution of a filtration plant (US$6-8bn plus US$ 300-500m a year operating costs). (Perrot-Maitre and Davis 2001).

50 - The number of (rupees) millionaires in Hiware Bazaar, India as the result of regenerating 70 hectares of degraded forests. This led to the number of active wells in the surrounding area doubling, grass production increasing and income from agriculture increasing due to the enhancement of local ecosystem services (Teeb case mainly based on Neha Sakhuja).

India and Brazil head move to 'green' economic future

Governments are increasingly taking the economic value of nature into account in policy-making, with growing interest in results from a UN-backed analysis.

The Brazilian and Indian governments are among those keen to use findings from The Economics of Ecosystems and Biodiversity (Teeb) project.

Final results from the three-year study were unveiled here at the UN Convention on Biological Diversity meeting.

Nature's services must be counted if they are to be valued, its leader said.

Pavan Sukhdev, a Deutsche Bank capital markets expert who leads Teeb on secondment to the UN Environment Programme (Unep), said that if society did not properly account for services that nature provides, they would be lost.

In an earlier analysis, Teeb calculated that the economic value of services being lost - including water purification, pollination of crops and climate regulation - amounts to $2-5 trillion dollars per year, with the poor hardest hit.

Here, Mr Sukhdev and his team concentrated on ideas for implementation - how to turn the findings of the study into real politics.

And the first thing for governments to do, he said, was to carry out national equivalents of the global Teeb study - to analyse the real value of ecosystem services to their economies.

"Conventional methods of accounting such as GDP accounting will not capture them - so we need... to rapidly upgrade the system of national accounts," he said.

"You cannot manage what you do not measure."
Global uptake

Mr Sukhdev said that so far, 27 governments from Africa and Latin America, and one from Asia, had approached the Unep team for help in "greening" their economies.

Many of these are looking to translate the global Teeb findings findings into their national context, with Brazil and India in the vanguard.

India's Minister for Environment and Forests, Jairam Ramesh, said his country was planning a national economic assessment along Teeb lines.

"We are committed to developing a framework for green national accounts that we can implement by 2015, and we are confident that the 'Teeb for India' study will be the key facilitator," he said.

And Braulio Dias, secretary for biodiversity and forests in Brazil's Environment Ministry, said his country was also looking to Teeb for a change of direction - in fact, without the pending election, it might be happening already.

"The tradition of many countries including Brazil has been one of utilising regulation - command and control instruments - and we need to work more on incentive measures and get the different sectors on board," he told BBC News.

"The Teeb approach is very useful to make them understand the implications of loss of biodiversity, and also the return on investment in terms of biodiversity conservation.

"We have several bills before the national congress to establish a national mechanism for payment for ecosystem services - if they're approved, I think we will have a better possibility of implement some of those economic measures."

But he echoed the concerns of many other developing countries by emphasising that some kind of international payment system, transferring money from the West to the rest for conserving resources, might be needed in the long run.

The European Union also supports the Teeb principles, with many countries and the EU itself set to examine the potential for greening their economies along Teeb lines.

"Teeb can have the same impact for biodiversity as the Stern Review had for climate change, and will be a useful tool to help reduce the loss of species and habitats," said UK Environment Secretary Caroline Spelman.

"The UK Government has been a major supporter of Teeb since it started and we will be funding the roll out of the report across the world to communicate the central message that, economically, we have to take action to reduce the loss of our natural environment before the cost becomes too high."
Politics of conservation

While a number of countries including Brazil and India do have systems in place to reward forest conservation, implementing the full Teeb vision would amount to a root and branch overhaul of economic incentives and taxes.

But some moves could and should be quickly made, said Pavan Sukhdev.

The first thing was to "flatten the footbal field", which currently sees huge subsidies given to oil and gas production - largely in richer countries.

"Collectively, $650bn of subsidies for oil and gas?

"Surely, this is not a Mother Theresa business - it is not a charity - it doesn't need subsidy," he told BBC News.

"I would like governments to look at and start disclosing their subsidies, and gradually work to reduce them and indeed eliminate them; because if want businesses to arise which have a better footprint and a lower cost to society, the first thing you have to do is to stop favouring those that don't."

The draft agreement from this CBD meeting would see countries agreeing to incorporate biodiversity values into their national accounting by 2020, and eliminating by the same date subsidies that are detrimental to biodiversity.

But many nations are holding to the point, in negotiations, that "nothing is agreed until everything is agreed"; and although many developing countries support the Teeb concept, factional politics could yet prevent the endorsement of such a vision here.

Nagoya 2010: Conch project nets conservation prize

A Colombian project aimed at preserving sea life while providing employment has taken top prize in a contest marking the International Year of Biodiversity.

Coralina's Seaflower Marine Protected Area was judged to have protected a "vast territory" of ocean, while helping fishermen make a better living.

Projects in Ghana, Japan, the US and several European countries were also lauded in the Countdown 2010 awards.

Prizes will be given at the Convention on Biological Diversity meeting here.

They mark the end of the Countdown 2010 project run by the International Union for the Conservation of Nature (IUCN) - the title being a reference to the declared but unmet international target of reducing the loss of biodiversity by 2010.

Despite the global failure on that target, the IUCN's deputy director-general Bill Jackson said the successes of Coralina and the other recipients showed what could be and was being done locally.

"Countdown 2010 has brought together more than 1,000 very diverse organisations to help conserve biodiversity," he said.

"Partners have shown, on the ground, how we can really stop biodiversity loss. These are the type of actions that need to be scaled up for us to make real progress globally by 2020."
Umbrella opening

Coralina, a Colombian government agency, set up the Seaflower Reserve in 2005.

The 200,000-hectare reserve centres on San Andres, Providencia and Santa Catalina - a Colombian-owned archipelago located about 200km east of the Central American coast.

The seas and coastal fringes support coral, mangroves, turtles, fish, sea birds and crabs.

The conservation plan is designed to support all of these - but notably to restore stocks of queen conch, which in decades gone by was plundered from the archipelago's waters for food and for its shells.

Coralina's approach has been to work with fishing communities, ensuring that some fishing can continue while closing other areas important for nature.

"We have no-take and no-entry zones - also special use and artisanal fishing zones, and general use zones," related Elizabeth Taylor Jay, Coralina's general director.

"We're trying to work on alternative livelihoods seeking some options compatible with the lifestyle of the archipelago.

"The intention is to open an umbrella of possibilities of livelihoods, including low-impact aquaculture, and some alternatives on land such as iguana farming which is done by the fishers in some places, and also creating interpretation trails (for tourism)."

The conch, meanwhile, are raised inside pens for protection, and released into the wider environment when they reach maturity.

Other Countdown 2010 projects judged by an IUCN panel to be especially meritorious include:

* Hero Productions of Ghana, cited for an awareness campaign that included mounting a national youth conference on biodiversity and launching a tree-planting initiative that has won government support
* Belgium's Limburg Province, which encouraged every municipality to adopt a plant or animal, then established action plans to conserve them
* Natural England, for supporting local voluntary projects working on animals such as bees, birds, crayfish and juniper

The awards are made here as government delegates discuss whether to endorse a comprehensive set of targets for biodiversity protection running to 2020 and beyond, along with a draft agreement on equitable exploitation of the planet's natural genetic resources.

The Seaflower Marine Protected Area established by Coralina, a Colombian government agency, was judged to have protected a "vast territory" of ocean while helping fishermen make a better living, the BBC reported.

Projects in Ghana, Japan, the United States and several European countries were also mentioned in the awards to be given out at the Convention on Biological Diversity meeting in Nagoya, Japan.

Key tiger habitats in Russia at risk: WWF

MOSCOW (AFP) – Nature conservation body WWF on Wednesday said key tiger habitats in Russia's Far East were slated for logging in what would be a new blow to the dwindling population of the highly endangered Amur tiger.

Next week the local government in Primorsky region is planning to auction off some 28,000 cubic metres (990,000 cubic feet) of forest which includes cedar and oak forest inhabited by the Amur tiger, said Denis Smirnov, head of forest programme at WWF Russia's Amur Branch.

"Essentially these are the key habitat areas for the Amur tiger," Smirnov told AFP by phone from the regional capital Vladivostok.

"That is being done under the guise of improvement felling," he said, referring to the cutting down of damaged or old trees. Once a tree felling permit is obtained, it will be next to impossible to control how much timber will be cut, he said.

The timber parcels slated for logging October 26 include forestland in a future nature reserve that contains a cross-border habitat corridor between Russia and China.

Betweeen 400 and 500 tigers remain in the wild in Russia, and a further 20 to 25 live in China. Degradation of the animal's habitat and poaching of the tiger and its prey are blamed for its rapid disappearance.

Prime Minister Vladimir Putin in the past years has made a big show of his love for nature, publicly kissing animals and engaging in a string of stunts involving wildlife including tigers, leopards, bears and whales.

Late next month Russia is scheduled to host a tiger summit in Saint Petersburg expected to be attended by Putin.

STOCKHOLM (AFP) – Tigers could become extinct within 12 years but a top level meeting in Russia next month could help reverse the decline, nature conservation body WWF said on Thursday.

"The worse scenario is that the tiger could be gone when the next year of the tiger comes along, in 12 years," said Ola Jennersten, head of the international nature conservation programme at WWF Sweden.

The organisation is leading a global campaign to attempt to double the number of tigers by 2022, when the next Chinese calendar year of the tiger comes around.

WWF said that in the last century, illegal hunting, a shrinking habitat and the trade of tiger parts used in oriental medicine had sent the number of the big cats worldwide plunging 97 percent to around just 3,200 tigers today.

"Despite the gloomy figures, the situation is more hopeful than ever," Jennersten said, praising a political initiative of 13 'tiger states' and different bodies set to meet in Russia on November 21-24 in a bid to halt possible extinction of the species.

"This will be achieved through increased political involvement, focus on the tiger landscapes that have the greatest chance of long term retention of the tiger, and increased control of tiger trade," he said.

Russian Prime Minister Vladimir Putin, who in the past years has made a big show of his love for nature, publicly kissing animals and engaging in a string of stunts involving wildlife including tigers, is expected to attend the summit in Saint Petersburg.

WWF said some 1,800 tigers live in India, Nepal, Bhutan and Bangladesh, 450 live in Sumatra, 400 in Malaysia, 350 are spread throughout southeast Asia and around 450 live in the wild in Russia.

Asia: Five cities most at risk of natural disasters

BANGKOK, 20 October 2010 (IRIN) - Well-run, well-built cities can be among the safest places on earth to be when disaster strikes. However, where physical and social infrastructure is weak, they can be among the worst.

"Physical infrastructure, land-planning and the size of informal settlements are the biggest factors determining the impact of disasters on cities," said N.M.S.I. Arambepola, director of Urban Disaster Risk Management with the Asian Disaster Preparedness Centre in Bangkok. "With so many people migrating to the cities, many of the most vulnerable urban populations settle in the more disaster-prone areas where no one else wants to live."

The disparity between well-planned and well-built wealthy cities, and poorer ones, - called the "urban risk divide" by the International Federation of Red Cross and Red Crescent Societies (IFRC) in its 2010 World Disasters Report [ http://www.ifrc.org/publicat/wdr2010/summaries.asp ] - is especially acute in Asia, where someone in the Philippines is up to 17 times more likely to be killed by a natural disaster than someone in Japan, although the likelihood and frequency of disaster in Japan is higher overall.

With seven of the 10 most populous cities in the world, and an urban population expected to double from 1.36 billion to 2.64 billion by 2030, according to the UN Population Fund, the UN's 2010-2011 disaster reduction campaign focusing on making cities more resilient is particularly relevant for Asia.

Tropical storms, floods, earthquakes and melting glaciers threaten urban populations in Asia, but where are the most dangerous cities to live if a natural disaster strikes?

Kathmandu, Nepal: Every year, settlements in Kathmandu valley experience floods and landslides but Kathmandu itself (population 1.5 million) is at particular risk. Records show that an earthquake happens every 75 years in the city. The last one, in 1934, killed almost 20,000. Scientists are expecting another quake of about eight on the Richter scale, which according to the Nepal Red Cross Society (NRCS) would kill at least 50,000 people and leave an estimated 900,000 homeless. The surrounding Himalayan peaks and limited number of roads in and out of the valley would make relief efforts very difficult.

Manila, Philippines: Eighteen million residents of the Philippines largest city live in a coastal area prone to flooding during the June-November rainy season. Located in the "Pacific Ring of Fire", Manila residents are also at risk of volcanic eruptions, tsunamis and earthquakes, and are exposed to about 20 cyclones a year. The growth of slums, estimated to house almost three million people, according to the UN Human Settlements programme (UN-HABITAT), is particularly at risk of flooding and landslides.

Dhaka, Bangladesh: Almost 30 percent of the 14 million people in this city live in slums along the water's edge, exposing them to flooding. The Stanford-based earthquake disaster risk index lists Dhaka as one of the 20 most vulnerable cities in the world to earthquakes.

Mumbai, India: The fourth largest city in the world with 20 million people, and 6.7 million slum dwellers, according to the World Health Organization (WHO), is also one of the top 10 most vulnerable cities in terms of floods, storms and earthquakes. According to the UN International Strategy for Disaster Reduction (ISDR), Mumbai is the most vulnerable in the world in terms of total population exposed to coastal flood hazard; it is among the world's top six cities most vulnerable to storm surges; and it lies on an earthquake fault-line. Like many of Asia's coastal mega-cities, most of the city is less than a metre above sea-level. With Mumbai accounting for almost 40 percent of the India's tax revenue, any serious catastrophe here could have drastic economic consequences for the country.

Jakarta, Indonesia: Forty percent of the land area of Jakarta is below sea-level. As a result, its 10 million inhabitants are at risk of flash floods, particularly along the 13 river systems which pass through the Jakarta region. Jakarta also has a moderate risk of earthquakes due to the country's location along the Indo-Asia subduction zone. With 60 percent of the nation's money circulating in this city, any serious disaster would have country-wide economic effects. Furthermore, the high population density, averaging 14,000 people per square kilometre, a significant portion of which are slum-dwellers, increases a disaster's potential to cause harm.

Yikes, snakes in the heartland

AS CONCRETE jungle replaces more and more of Singapore's natural habitat, it is inevitable that some wild animals, such as giant snakes, would find their way into urban areas.

Two pythons were spotted in the past few days in Bendemeer and Tanjong Pagar, alarming passers-by such as information- technology executive C. H. Seah.

Last Saturday, the 42-year-old noticed a group of construction workers causing a commotion at a canal in Bendemeer's St George Lane, and so walked up to take a closer look.

To his shock, he discovered that they were crowding around a 4m-long python. He sent a photograph of the reptile to citizen-journalism website Stomp.

Another python was spotted yesterday outside Tanjong Pagar's Bestway Building in Prince Edward Road. The frightened animal almost bit a man who tried to catch it.

Mr Biswajit Guha, director of zoology at the Singapore Zoo, advised the public to avoid approaching wild snakes, especially if they appear to be weak, injured or disoriented.

"If you come across a non-venomous snake, such as a python, it would be best to leave it alone and give it a clear path to exit," he said.

He added that if the snake remained in a public area, the public can then contact Wildlife Reserves Singapore (WRS) for help.

Snakes caught by WRS (tel: 6269- 3411) undergo quarantine and health evaluations, and some may be microchipped, rehabilitated and released back into the wild.

WRS has received 127 snakes so far this year. They include those confiscated by the Agri-Food & Veterinary Authority.

"Snakes prefer thickly planted areas or quiet dark corners," Mr Guha said. "It would be best to keep residential and public areas clear of clutter so that there are no hiding places for them."

The public can also call the Animal Concerns Research and Education Society (Acres, tel: 6892-9821) or any pest-control service if a snake is sighted in a public area. Police should be alerted only if the reptile poses imminent danger.

An Acres spokesman said the society receives about 60 calls each month about snake sightings.

Pest-control companies usually release the snakes into nature reserves or hand them over to WRS.

Haze back in Singapore, with PSI hitting 84

SINGAPORE : The haze is back in Singapore, with the southwesterly winds blowing in the smoke from the fires in Sumatra.

The National Environment Agency (NEA) said the 3-hour PSI reading on Tuesday climbed from 78 at 6pm to 84 at 8pm before dropping to 61 at 11pm. Though the readings are still in the moderate range, the condition has worsened from the 24-hour reading of 56 at 4pm.

The 24-hour PSI is a measure of the air quality over a period of 24 hours. It is updated at 4pm daily. The 3-hour PSI reading is a measure of the air quality over a period three hours. It is updated on the hour.

A PSI reading of above 100 is considered unhealthy.

The NEA said the latest satellite pass detected 202 hotspots in Sumatra, mainly in the provinces of South Sumatra, Jambi and Riau.

The winds are expected to remain southwesterly to westerly from the evening to Wednesday, and showers with thunder are expected in the late morning and afternoon on Wednesday.

NEA said the showers should help to mitigate some of the smoke haze, but there is still a possibility that some slight haziness may remain over the next few days.

The agency is monitoring the smoke haze situation closely and will provide updates should the air quality deteriorate.

Air quality in Singapore dips slightly

SINGAPORE : The air quality in Singapore dipped slightly on Tuesday with a PSI (Pollutant Standards Index) reading of 56 which is in the moderate range.

This is an increase from Monday's PSI reading of 44 which was in the good range.

According to the National Environment Agency (NEA), areas in the northern and western parts of Singapore registered the highest PSI levels.

THE smoky haze in Singapore, which has been lingering in the air over the past few days, took a turn for the worse yesterday.

The rain which fell in many areas earlier yesterday did little to quell the haze which blew in afterwards. Western Singapore seemed to be among the worst hit, although the air cleared somewhat later in the evening.

The Pollutants Standards Index (PSI), measured in three-hourly slots, stood at 84 between 5pm and 8pm, which put the air quality in the moderate range.

It fell back to 69 by 10pm. Readings of between 50 and 100 mean moderate air quality.

On Sunday, the PSI reading also crept past 50, after having done so on Oct 9 and Oct 12 as well.

Satellite pictures yesterday showed 202 'hot spots' in Sumatra, indicating where Indonesian farmers and plantation companies had set fires to clear large swathes of forests to get the land ready for the crop-planting season.

The prevailing winds from the south-west helped bring the smoke to Singapore, the National Environment Agency (NEA) said yesterday.

The showers expected here over the next two days could wash out some of the haze, the NEA said, adding that some of it could linger.

The Indonesian fire-starters, mainly in the south Sumatran provinces of Jambi and Riau, are now at the tail end of the traditional burning season that began in July.

Their practice has cast a choking, smoky pall over Singapore and the region nearly every year since the early 1990s, hurting tourism and causing breathing problems for the young and old.

The National University of Singapore's Centre for Remote Imaging, Sensing and Processing (Crisp) has noted from its monitoring of satellite images that hot spots grew in number in the past week.

Mr Chia Aik Song, who heads Crisp's fire-monitoring unit, said fires in Riau in particular flared up on Thursday last week.

Climatologist Matthias Roth of the National University of Singapore confirmed that the number of hot spots peaked in the past two days.

It has not helped matters that the weather has been hot and dry in Riau in the past week, which resulted in more farmers setting fires, said Mr Afdhal Mahyuddin of the global environment group WWF's Indonesia office.

But even as Riau is facing a drought, other parts of Indonesia are being lashed by heavy storms, which experts have traced to the prevailing La Nina weather system, which worsens storms, droughts and cyclones globally.

That the haze has blown into Singapore was not lost on branding consultant Mary Tan, 23, who works in the city.

She said: 'It was like being in Genting Highlands. The air felt very heavy and claustrophobic.'

Mr Thomas Banas, 34, a sales manager for shipping company Marcura, said he saw the Marina Bay Sands integrated resort 'disappear' from view from his office on the second floor of Fullerton One yesterday afternoon.

The father of three, who moved here from Hong Kong four years ago to escape the air pollution there, said: 'Every year, we are reminded that the rainforest is going up in smoke...I just think people forget about it because (the haze) goes away again.'

The 24-hr PSI at 4pm is 56, in the 'moderate' range.

Since then, the 3-hr PSI at 6pm has increased to 78.

The latest satellite pass on Tuesday detected 202 hotspots in Sumatra, mainly in the provinces of South Sumatra, Jambi and Riau.

Haze woes in Johor and Malacca

PETALING JAYA: The air pollutant index (API) reading for Malacca has increased from 51 to 91 in the past three days.

Muar, in Johor, recorded an “unhealthy” API reading of 162 according to the Department of Environment website, www.doe.gov.my, as of 5pm yesterday.

“Healthy” API readings are from 0 to 50, and “unhealthy” from 100 to 200. Any reading of between 201 and 300 is considered very “unhealthy.” Readings of more than 301 is “hazardous.”

According to a Malaysian Meteorological Department spokesman, the visibility in Malacca up to noon yesterday dropped to 2km and 5km.

“The haze in Malacca has reduced the visibility in the area. Our observation radar registered with the meteorology station has shown Malacca to be shrouded in haze.

“We are monitoring the situation closely,” she said.

Declining air quality has been reported in several places such as in north Johor, Malacca, Negri Sembilan and Selangor in the past few days.

Newcastle disease hits Malaysia egg farms, affecting supply in Singapore

SINGAPORE : Chickens in some farms in Malacca and Johor have been affected by the Newcastle disease - a viral disease that causes chickens to lay smaller-than-usual eggs.

And this has affected supply of eggs in Singapore. Compared to a month ago, there has been a decrease in egg imports by about 1.5 million or 7 per cent.

Singapore's Eggs Import and Export Trading Association said prices for eggs have also increased three cents.

Demand is also higher for larger eggs.

Newcastle disease is a contagious bird disease and is more common in Southeast Asia. Its effects are most notable in domestic poultry due to their high susceptibility.

According to the association, although the chickens are slowly recovering from the disease, the production of eggs has not gone up as quickly.

Coral bleaching recedes at Kenting, Taiwan

Coral bleaching in waters off Kenting in southern Taiwan has gradually receded over the past two months, said Lin Ching, director of Kenting National Park Headquarters, Oct. 19.

“Real-time data collected by our monitoring stations shows that coral bleaching has subsided to about 5 percent of the surface area of the reefs,” Lin said.

According to the park administration, serious bleaching of coral reefs did occur in early August, covering about 10 to 15 percent of the coral surface and showing signs of expansion.

This was due to rising ocean temperatures between July and September, the administration said.

However, Lin explained, northeast monsoons and typhoons have lowered water temperatures to more seasonal levels recently, indirectly resulting in a gradual reduction in coral bleaching.

Compared with same periods in the past few years, the coral bleaching phenomenon has not worsened, nor improved, the administration said.

The monitoring stations recorded average water temperatures of between 27.1 degrees Celsius and 29.1 degrees Celsius off Kenting for July and August. With the change of seasons, average temperatures dropped to between 28.4 C and 27.7 C for the September and October period, according to the park administration. (SB)
