Thailand: Dramatic drop in Mekong water level sparks alarm

Mekong River water levels that fell dramatically on Thursday under impact from dam operations will soon recover, says the national water management agency.

Somkiat Prajumwong, secretary-general at the Office of National Water Resources (ONWR), offered the reassurance despite warnings from experts that the dams are destroying Mekong ecosystems and doing long-lasting harm to millions of people who depend on the river.

Over this week, Mekong River levels on the Laos-Thailand border in the Northeast fell at an alarming rate after China’s Jinghong Dam reduced its discharge and Xayaburi hydropower dam in Laos began trial operations.

Somkiat admitted that Thai authorities had no measures to mitigate the rapid change in water level but said the river would return to normal quickly, as Jinghong Dam had already resumed its regular discharge rate and the Xayaburi Dam trial would conclude soon.

Indonesia NGO appeals ruling on China-funded dam in endangered orangutan habitat

JAKARTA (Reuters) - Indonesia’s biggest non-government environmental group on Wednesday launched a fresh legal bid to stop the construction of a controversial China-funded dam that some experts warn will destroy the habitat of a unique species of orangutans.

The $1.5 billion hydro dam is being built by a Chinese-Indonesian consortium in the heart of the Batang Toru rainforest in Sumatra, which is home to the Tapanuli orangutans, a species of the endangered great apes that was only discovered in 2017.

The Indonesian Forum for the Environment (Walhi) has fought for months in court to stop construction of the dam led by Chinese state-owned company Sinohydro. The project is due to be finished by 2022 after being approved by the local government.

On March 4, the state administrative court in Medan dismissed a lawsuit claiming that the approval process had ignored the environmental significance of the site and did not get input from residents.

A critically endangered species of orangutan which lives in one forest in Indonesia is in danger of rapid extinction after a court ruled construction of a new hydro-electric dam can go ahead, despite a legal challenge by environmental groups.

The Tapanuli orangutan (Pongo tapanuliensis) was discovered by scientists in 2017, and just 800 individuals are believed to exist, making it the rarest great ape species on the planet.

But the construction of the Batang Toru Dam in North Sumatra, backed by the Bank of China, as part of the country’s “Belt and Road” infrastructure project, will rip through the orangutan’s habitat.

The state administrative court in North Sumatra’s capital, Medan, ruled construction can continue despite critics of the hydro dam providing evidence that its environmental impact assessment was deeply flawed.

Indonesia: Scientists slam govt for giving nod to Batang Toru dam

Scientists have slammed the Indonesian government for giving the controversial Batang Toru hydroelectric power plant the green light, saying that orangutans are valuable to Indonesia, like pandas are to China.

Environment and Forestry Minister Siti Nurbaya Bakar said the government believed that the dam would have little impact on the Tapanuli orangutans, the rarest great ape on earth, which environmentalists call the last 800 due to its small number.

The scientists said Indonesia risked its global reputation if it does not protect them.

Large hydropower dams 'not sustainable' in the developing world

Dozens of these dams are being removed every year, with many considered dangerous and uneconomic.

But the authors fear that the unsustainable nature of these projects has not been recognised in the developing world.

Thousands of new dams are now being planned for rivers in Africa and Asia.

Jakarta (AFP) - A billion-dollar hydroelectric dam development in Indonesia that threatens the habitat of the world's rarest great ape has sparked fresh concerns about the impact of China's globe-spanning infrastructure drive.

The site of the dam in the Batang Toru rainforest on Sumatra island is the only known habitat of the Tapanuli orangutan, a newly discovered species that numbers about 800 individuals in total.

The $1.6 billion project, which is expected to be operational by 2022, will cut through the heart of the critically endangered animal's habitat, which is also home to agile gibbons, siamangs and Sumatran tigers.

Indonesia: Batang Toru dam will affect orangutans and villagers - Walhi

Activists have slammed a planned Chinese-funded hydroelectric power plant located at the Batang Toru Ecosystem in South Tapanuli regency, North Sumatra, for potentially affecting the livelihood and health of people living around the river.

The project has also been criticized for being a potential “death knell” of the endangered Tapanuli orangutans, as a dam made for the project would flood “a key expanse of the orangutan’s habitat and, even more crucially, [slice] up its remaining forest home with new roads, power lines, tunnels and other built facilities,” activists said.

According to the company responsible for the project, PT North Sumatera Hydro Energy (NSHE), the planned power plant will use "green run-of-river technology" and produce a maximum capacity of 510 megawatts between 6 p.m. and 12 a.m.

Because of the time restriction, the plant would use a relatively small amount of water, which is safer for the environment, the company added.

These claims, however, were dismissed by activists from the Indonesian Forum for the Environment (Walhi), who said the plant’s limited operational hours would still affect the flow of the entire river.

“This means the operator will need to hold the water for around 18 hours and later release it from the dam along the river for six hours to power the four turbines [in the power plant],” Walhi’s North Sumatra office director, Dana Prima Tarigan, said during a press briefing in Jakarta on Thursday.

This could affect the living conditions of villages in at least four districts located downstream of the river, namely Batang Toru, Muara Batangtoru, Angkola Sangkunur and Muara Batang Gadis.

“A disruption in the flow of the river will affect fisheries run by local residents along Batang Toru River. Farmers will also not be able to get water for their fields from the river anymore,” Dana said.

Walhi has also raised concerns that during the six hours of the water being released, the villages around the river would get flooded.

Walhi has filed a lawsuit against the regional administration’s decision to issue permits for the power plant, as their issuance was deemed problematic on account of the lack of discussion and participation involved.

While the project had yet to enter the construction phase, Walhi said the company had conducted several activities around the designated project area, such as preparing necessary heavy machineries during the construction of the power plant.

“We also know they have brought explosives to the area,” Dana said.

According to a letter titled “Notice of Blasting Operations” obtained by Walhi in late July, Synohydro Corporation Limited warned locals not to approach the blasting area as “there will be flying rocks after each explosion”.

“Please cooperate with Syno Hidro and do not endanger yourself or family or friend,” the letter said.

Syno Hydro is the contractor of the dam.

“We demand the judges handling our lawsuit to issue an interlocutory decision to stop such activities from happening, until our suit is final and legally binding,” Dana said.

Previously, the environmental group also criticized the signing of a memorandum of understanding (MoU) between NSHE and Medan-based South Sumatra University (USU) on Sept. 11 to accelerate the construction of the power plant.

“We hope USU’s involvement can reveal the impact of the project’s construction to the public rather than cover all of the bad impacts,” Dana said.

NSHE, however, denied Walhi’s accusations, saying the company had obtained all the necessary documents for the project.

“All mitigation studies for any impacts that can be inflicted by the power plant, ranging from environmental to socioeconomic, has been completed by PT NSHE. The company has also made these documents publicly available on our website,” Agus Djoko Ismanto, senior adviser to NSHE, said in a statement.

He added that the company had been voluntarily conducted all the required mitigation efforts as stated in the Environmental, Social and Health Impact Assessment document.

The Environment and Forestry Ministry had assigned its directorate general of natural resources and ecosystems, Wiratno, to address any objections leveled at the project. Wiratno said on Thursday that his team had been working on the issue.

Huge Flood From Failed Dam In Laos Has Now Spread To Cambodia

Some 25,000 Cambodians raced to find higher ground after floodwaters spread to their province from a failed hydroelectric dam in neighboring Laos, according to state media in Cambodia. In Laos, the government says flooding has killed at least 27 people and destroyed the homes of more than 3,000 residents.

Cambodia's Sekong River hit a water level of nearly 12 meters (almost 40 feet) on Thursday — a height that left 17 villages flooded and forced the local government to rush to find shelter for roughly half the population of the Siem Pang district in Stung Treng province, state news agency AKP reports.

According to AKP, Cambodian water and weather spokesperson H.E. Chan Yutha "said that there was no retreating sign and the water kept increasing about two centimeters per hour."

The flooding could also threaten a nearly 900-foot bridge that was recently completed in Stung Treng, the news agency says.

The disaster started Monday night in Laos' Attapeu Province. That's where a "saddle dam" in a large hydroelectric project failed, causing panic and destruction in low-lying villages downriver. The rush of millions of gallons of water has now caused evacuations more than 40 miles away in Cambodia — and with more rain falling this week, the flooding is expected to continue as the mass of water churns through river systems.

The dam in the Xe Pian-Xe Namnoy complex was holding back water from the Xe Namnoy River, which was diverted in April 2015 as part of an ambitious multi-dam hydroelectric plan.

As NPR's Scott Neuman has reported:

"Landlocked Laos is one of Southeast Asia's poorest and most isolated countries, governed by one of the world's few remaining communist governments. In recent years the country has sought to become 'the battery of Southeast Asia' by exploiting its extensive river system to generate and sell hydroelectric power to its neighbors."

In Laos, 131 people remain missing and the military and volunteers have tried to bolster the relief effort, after at least seven villages were flooded. Prime Minister Thongloun Sisoulith said on Wednesday that rescue workers have been saving people from rooftops, according to the official KPL news agency.

The tragedy has raised questions about whether residents were adequately warned, particularly after reports emerged that Korean firms involved in the dam project had raised an alert about a structural problem just one day before the collapse. As of Thursday, the umbrella development company has been silent.

"Xe Pian Xe Namnoy Power Company has not made any public and official statements over the incident as yet," Laos' state-run Vientiane Times reports.

But after Laotian Energy Minister Khammany Inthirath said the company cannot deny its responsibility — and that compensation and other costs are to be borne solely by the developer — an official told the newspaper that the company will follow the letter of the law and the agreements it signed.

A number of countries have stepped in to help ease the catastrophe in Laos, including Thailand, South Korea, Vietnam and China – all of which are sending equipment and personnel to try to ease the crisis.

Laos dam collapse: hundreds missing after villages flooded

Hundreds of people are missing after a hydroelectric dam collapsed in southern Laos, destroying thousands of homes and leaving an unknown number of dead.

Five billion cubic metres of water – the equivalent of 2m Olympic swimming pools – swept through the surrounding countryside after the accident at the Xepian-Xe Nam Noy hydropower dam, which is still under construction in south-eastern Attapeu province.

The dam collapsed at 8pm local time (1300 BST) on Monday, a state news agency reported. The neighbouring villages of Yai Thae, Hinlad, Mai, Thasengchan, Tha Hin and Samong bore the brunt of flooding, which has reportedly destroyed thousands of homes.

Officials brought in boats to try to evacuate victims in San Sai district who were left stranded by the water. Aerial footage showed the whole region under muddy water, with only roofs and treetops visible.

Several people have been confirmed dead, and more than 6,600 are homeless, official news agency KPL reported.

The company building the dam said heavy rain and flooding caused it to collapse and it was cooperating with the Laos government to help rescue villagers.

“We are running an emergency team and planning to help evacuate and rescue residents,” a spokesman for SK Engineering & Construction told Reuters.

The dam is a key component of the country’s controversial ambition to become the “battery of Asia” by selling power to its neighbours. Eleven large hydropower dams on the main Mekong River, and 120 tributary dams, are planned over the next 20 years.

The 410MW project was designed to generate electricity by diverting the waters of the Houay Makchanh, Xe-Namnoy and Xe-Pian rivers on the Bolaven Plateau in the Laos province of Champasak, and then letting them flow back into the Xe-Pian River, and eventually into the Mekong.

The plan is to export 90% of the energy produced to neighbouring Thailand, making it a lucrative source of income.

Laos, a landlocked and poverty-stricken country, has secured billions in foreign funds from hydropower investors.

But the country’s focus on the energy source has provoked a backlash from environmental activists, NGOs and scientists for its impact on the Mekong, one of the world’s longest, largest and resource-rich rivers. A report from the inter-governmental Mekong River Commission in April estimated its fish stocks would fall by up to 40% as a result of the hydropower projects.

A report by the Stockholm Environment Institute also pointed out that “changes in rainfall and extreme weather could pose a risk to Laos’ hydropower-dominated electricity system”.

Last year, a dam broke along Laos’ Nam Ao River, unleashing a torrent of water that flooded seven villages and ruined acres of farmland.

But concerns over hydropower dams have been dismissed by the government.

The Xepian-Xe Nam Noy dam, which is estimated to be worth about $1bn (£760m), is a joint venture between several South Korean and Laos companies. Construction began in 2013 and was due for completion by the end of this year, with plans to start operations in 2019.

The prime minister, Thongloun Sisoulith, called on government organisations, the police and the military to assist in the emergency relief effort.

The International Rivers group, which has campaigned about the risks of developing the Mekong, said the accident showed that some dam designs were unable to cope with extreme weather conditions.

“Unpredictable and extreme weather events are becoming more frequent in Laos and the region due to climate change,” said a spokesperson for International Rivers.

“This also shows the inadequacy of warning systems for the dam construction and operations. The warning appeared to come very late and was ineffective in ensuring people had advance notice to ensure their safety and that of their families,” it said.

Leaked report warns Cambodia's biggest dam could 'literally kill' Mekong river

Government-commissioned report says proposed site at Sambor reach is the ‘worst possible place’ for hydropower due to impact on wildlife

A Chinese-backed plan to build Cambodia’s biggest dam could “literally kill” the Mekong river, according to a confidential assessment seen by the Guardian which says that the proposed site at Sambor is the “worst possible place” for hydropower.

The report, which was commissioned by the government in Phnom Penh, has been kept secret since it was submitted last year, prompting concerns that ministers are inclined to push ahead regardless of the dire impact it predicts on river dolphins and one of the world’s largest migrations of freshwater fish.

The proposed hydropower plant would require an 18km-wide barrier across the river at Sambor, Kratie province. This quiet rural district is best known as a place for watching Irrawaddy dolphins, whose critically low numbers have just shown their first increase in 20 years.

To examine the environmental impact of the dam and the 82km-long reservoir that would form behind it, the Cambodian government commissioned the National Heritage Institute, a US-based research and consultancy firm, to undertake a three-year study in 2014.

But it has refused to make public the results of the Sambor Hydropower Dam Alternatives Assessment, despite numerous appeals from civil society organisations. A copy has now been leaked to the Guardian.

In its key findings the report notes: “The impact on fisheries would be devastating as it would block fish migration from the Tonle Sap (Cambodia’s Great Lake), a vital tributary to the Mekong and the spawning grounds upstream.”

The Mekong is the world’s most productive inland fisher y, sustaining the food security of 60 million people. The Mekong River Commission puts the value of wild-capture fish at $11b n, shared between the four member states of Cambodia, Laos, Thailand and Vietnam.

The stakes are very high for a country where 80% of Cambodians count on fish as their main source of protein.

It is also a potential game-changer for other species in the Mekong’s ecosystem. Marc Goichot, WWF’s water resources specialist, said: “After 15 years WWF and our Cambodian partners are finally winning the battle to conserve Mekong dolphins with 15 new calves born since 2015. A Sambor dam would ruin all those efforts. Together with the plight of the dolphins, fisheries, livelihoods and nutrition of rural communities would all suffer, as well as precipitating the sinking of the Mekong delta in Vietnam.”

The plan for the dam dates back to a memorandum of understanding signed with China Southern Power Grid in 2006. Widespread opposition prompted the Chinese investor to withdrew from the project in 2008.

The country’s chronic energy shortage, high prices and its 50% import dependency prompted the government to revive the Sambor project in 2016, after Laos had already launched two controversial dams upstream - the Xayaburi and the Don Sahong dams.

In the executive summary, the report declares “a dam at this site could literally kill the river, unless sited, designed and operated sustainably. The Sambor reach is the worst possible place to build a major dam.”

Cambodia’s deputy minister of energy, Ith Praing , said: “It is a very sensitive issue and too early to publish any kind of information on Sambor.”

The survey team looked at 10 alternative locations for a Sambor dam site by deploying the world’s most advanced mitigation technology. The project director, Gregory Thomas, said: “Even the most advanced mitigation measures still pose high risks. There is no evidence that any large dam on a tropical river has ever been successful in the use of the latest fish mitigation technology.”

In place of a new dam, the study recommends integrating floating solar photovoltaic panels into the already operational Lower Sesan 2 dam , and operating the reservoir as a single integrated hybrid facility. Power capacity would be doubled to more than 800MW. This technique of augmenting existing hydropower facilities with solar photovoltaics plants has been widely developed in China and India.

According to the report, “solar energy is the only option with a positive net economic benefit after all costs and benefits are taken into account, and the cost of solar would be cheaper than the best possible mitigated dam”.

Cambodia’s Energy Ministry has so far taken only small steps in the direction of solar energy, and has given a tepid response to the 400MW solar proposal, which suggests it is still batting for a mitigated dam.

Praing said no decision would be taken until after July’s general election. If the dam is approved, the leading candidate to build it is China’s Hydrolancang International Energy Company.

Indonesia: World’s newest great ape threatened by Chinese dam

The discovery of the Tapanuli orangutan has not stopped a Chinese state-run company from clearing forest for a planned dam. Conservationists fear this will be the beginning of the end for a species only known for six months

Last November scientists made a jaw-dropping announcement: they’d discovered a new great ape hiding in plain sight, only the eighth inhabiting our planet.

The Tapanuli orangutan survives in northern Sumatra and it is already the most endangered great ape in the world; researchers estimate less than 800 individuals survive. But the discovery hasn’t stopped a Chinese state-run company, Sinohydro, from moving ahead with clearing forest for a large dam project smack in the middle of the orangutan population. According to several orangutan experts, Sinohyrdo’s dam represents an immediate and existential threat to the Tapanuli orangutan.

“Building the dam means chopping the orangutan population in half,” Erik Meijaard, the director of Borneo Futures and one of the experts to describe Pongo tapanuliensis, said. “You end up with two smaller populations, and these will have much reduced chances of survival, because a small population is more likely to go extinct than a large one.”

Meijaard added, “with only 800 individuals of this species remaining, the hydrodam will significantly increase the likelihood of extinction.”

Planned for the lowlands of the Batang Toru ecosystem in the North Sumatra province, the dam will hit the highest density of Tapanuli orangutans left. Researchers say the 510 megawatt dam will directly impact around 10-20% of the population, but perhaps even worse it will sever the eastern and western population, making it impossible for them to reconnect.

“The impact will not just be the destruction of the habitat where they want to build the dam and roads, tunnel, electricity lines, but it will cause the extinction of two of the three sub-populations, and in addition create access and destroy the most important habitat of the only viable population left,” said Gabriella Fredriksson, a scientist with the Sumatran Orangutan Conservation Programme and another co-author on the paper describing the new species.

Greater access to the orangutans – due to new roads and cleared habitat – will likely lead to a spike in hunting orangutans and orangutans perishing in human-wildlife conflict. With only 800 left, any loss of animals is gravely problematic.

According to the conservationists, Sinohydro’s environmental management plan makes no reference to the orangutans (though the environmental impact assessment does). Despite this fact, the Indonesian government approved Sinohydro’s Batang Toru dam.

“The Indonesian government needs to respect its own laws,” Meijaard said. “Orangutans are protected species. The Indonesian law clearly prohibits any actions that harm a protected species or its nests. It is obvious that the hydrodam is harming a protected species, so why does the government allow this?”

In November – when the announcement of the new species hit newsstands across the world – the government signaled it would make the new ape a priority.

Wiratno, director general of Natural Resources and Conservation in the Ministry of Environment and Forestry, told the media that a government team would be sent to the region to make sure the orangutans were protected.

“We will conduct further examination concerning the crisis of the Tapanuli orangutans. I am sure that they will be conserved,” Wiratno said last year.

In the meantime, however, forest clearing is going on.

Wiratno and other government officials did not respond to requests to comment on the dam.

The dam project has also proven controversial with some local people, a protest last year ended violently. Requests for comment from Sinohydro have gone unanswered.

“Companies that are seeking to be leaders in this industry must uphold high environmental, ecological and social standards. It is irresponsible and reckless to undertake a project that would destroy the habitat of a critically endangered species,” Stephanie Jensen-Cormier, China program director at International Rivers, said.

Serge Wich, another co-author and a professor at Liverpool John Moores University, said the government should drop the hydropower plant and instead focus on a massive geothermal project north of the vulnerable orangutan population. The plant has the potential to be expanded to reach one gigawatt.

Fredriksson says Northern Sumatra “has a surplus of energy now.”

Of course, stopping the dam won’t ensure the survival of the Tapanuli orangutans. The species remains gravely imperiled by hunting, conflict with locals and habitat loss. However, if the dam goes ahead the species is almost sure to be slowly strangled.

“First of all, we need to ensure that the eastern and western populations in Batang Toru remain fully protected, that is zero habitat loss and zero killing,” said Fredriksson. “We also need to ensure that the eastern and western block remain connected. Once the Batang Toru populations are save and secure, reintroduction of the species into its historic range can be considered.”

Conservationists believe the last 800 Tapanuli orangutans are likely the last stand of a species that once spanned all of southern Sumatra – and may have even inhabited Java. This opens up the possibility that the species could be reintroduced to well-protected forests in the south – but first it has to be safeguarded from obliteration.

“The discovery [of the Tapanuli orangutan] showed that there is still a lot not known about the differences between populations in our nearest relatives and that studying such differences can even lead to a new species being described. In this case it was the first newly described great ape species since 1929,” said Wich, referencing the discovery of the bonobo in Africa.

It would be the first extinction of a great ape in millennia. One has to ask: is that worth 510 megawatts?
Sumatra’s megafauna is undergoing a wholesale collapse due to the usual suspects of hunting, snaring, poaching and habitat loss – especially as the palm oil and pulp and paper industries have steamrolled over the island leading to one of the highest deforestation records on the planet. The Sumatran rhino is nearly extinct with some 30-100 individuals left. The Sumatran tiger, the Sumatran elephant and the other orangutan species on the island – the Sumatran orangutan (Pongo abelii) – are all today listed as critically endangered.

These critically endangered “Sumatran Five” – rhinos, elephants, tigers and two orangutans – represent a failure of the global and local community to balance conservation with development. And to value life on planet Earth.

“If Pongo tapanuliensis disappears it wipes out a significant chunk of unique Indonesian evolutionary history, like the extinction of Java and Bali tiger,” Meijaard said.

It would also be the first extinction of a great ape – our closest relatives – in millennia. One has to ask: is that worth 510 megawatts?

Greens take on China's infrastructure projects in Southeast Asia

Tougher environmental compliance facing Chinese companies at home and abroad

BANGKOK -- Rural communities in Thailand have been challenging Chinese companies with street protests, court petitions, and occasionally sorcery, to block environmentally-damaging projects in their back yards -- and their call to action is being taken up across mainland Southeast Asia.

Grassroots activists in the northern province of Chiang Rai have successfully lobbied the Electricity Generating Authority of Thailand (EGAT), a state power utility, to suspend its decision to purchase electricity from a controversial hydropower dam proposed by China's Datong Corporation on the Lao side of the Mekong river, Southeast Asia's longest body of water.

Villagers have rallied against the feared impact of the Pak Beng dam on both sides of the huge river. "Local communities sent a letter to EGAT questioning its power-purchasing agreement," said Piaporn Detees, the Thailand campaign director for International Rivers, a global environmental group. "They said the Pak Beng dam will affect their lives, and they also have a case against the dam in the Supreme Court."

Two other Chinese ventures face similar uncertainties. China Communications Construction Company Second Harbor Consultants has been forced to put its plans to blast stretches of the Mekong on hold. It had won a contract to clear islands and reefs to create channels for 500-ton cargo ships connecting China and Laos.

Beijing has a five-year action plan to open up the Mekong, which has its headwaters in China, as a waterway. Discussions between Thai diplomats and their Chinese counterparts led to the suspension of the project for now. Bangkok reportedly took note of the hostile groundswell.

China's state-owned China Ming Ta Potash Corporation is meanwhile pressing ahead with plans to exploit rich potash deposits in Sakhon Nakhon, a northeastern province, despite opposition from local communities. "If this project goes ahead, it would completely change our way of life, turning us from farmers to jobless people," said Satanon Chuenta, a local resident who heads the Wanon Niwat Environmental Conservation Group. "How can we grow plants and make money from farming if this mine is right behind our houses?"

Thailand's military government has weighed in, dispatching soldiers to suppress the potash mine's opponents. Last week, troops showed up on a bare patch of ground to stop a group of middle-aged women from staging a ceremony to lay a curse on the company. Undeterred, locals plan to petition the military government.

Local communities have already had some success battling major investments. In February, the government gave in to angry protesters in Krabi, a southern province famed for its beaches and resorts, where a coal-fired power station was planned. Siri Jiraphanpong, the energy minister, agreed to review likely environmental and health impacts.

A consortium led by China's Power Construction Corporation and Italian-Thai Development had won the contract to build the 800 megawatt facility. It is a serious setback given that this was the first major infrastructure project awarded to a Chinese construction company in Thailand --but not the first such glitch in Southeast Asia. In 2011, President Thein Sein of Myanmar suspended the $3.6 billion Myitsone dam project. It was the largest of a cascade of dams in the upper waters of the Irrawaddy, Myanmar's largest river.

Thein Sein's freezing of one of China's biggest investments in his country was partly prompted by local environmental concerns and came just as the military-ruled country was opening up to political reform. Six years on, it remains a diplomatic sore between the two countries.

Similar pressures on two other Chinese investments in Myanmar, a dam on the Salween river and a controversial copper mine, have also caused friction. Myanmar's civilian government led by State Counselor Aung San Suu Kyi, faces pressure from ethnic minorities to halt the Mong Ton dam planned for Shan State in order to protect a pristine wilderness area.

Chinese money has poured into numerous enterprises in the five lower Mekong countries, ranging from hydropower and energy to logistics, manufacturing, and mining. This effort to promote mutual economic development is being pushed back by local groups who fear environmental degradation, but they are not out of step with legislation being introduced in China. A more reformist tone was set by President Xi Jingping whose speech at last year's 19th party congress raised some green issues.

Leading Thai business consultants expect Chinese investors to take note. "I have witnessed environmental protection go from a nuisance to one of the top priorities in China over just a few years," Joe Horn-Phathanothai, chief executive of Strategy361, a Bangkok-based investment consultancy for Thai and Chinese companies, told the Nikkei Asian Review.

The Chinese investors in the Pak Beng dam took heed of the changing winds, and hosted two public consultations in Chiang Rai -- but these failed to allay the concerns of locals.

Thais weigh merit of Mekong dam

Environmental watchdogs expressed hope on Wednesday that the Thai government’s announcement that it will delay a decision to purchase power from the controversial planned Pak Beng Dam could signal a shift in the country – and possibly the region – towards renewable energy.

The dam, which is in Laos but is partially funded by Thailand – with 90 percent of generated power expected to be sold to Thailand – has faced significant opposition from civil society, local communities, and environmentalists who warn that it could have devastating downstream impacts in Cambodia and Thailand. If it goes forward, construction is expected to be complete in 2024. It is also the subject of an ongoing lawsuit by Thai villagers worried about the downstream impacts.

According to a Tuesday press release from International Rivers (IR), Thailand issued a letter in mid-February saying the decision would be postponed until after the country completes its Power Development Plan later this month. “The current review of the PDP was reportedly spurred by the … recognition that renewable energy sources such as wind and solar are swiftly becoming mainstream in the global energy market,” the statement says.

Pianporn Deetes, Thailand director for the organisation, is quoted in the press release as saying the review is “an opportunity to seriously rethink Thailand’s investments in environmentally destructive energy projects”.

“What’s more, alternatives – including renewables and energy efficiency measures – are available, pose much less risk to the environment and local people, and must be properly considered in the power planning process,” she continued.

Brian Eyler, with the Stimson Institute in Washington, DC, said the move shows a “window of opportunity” is opening for Mekong countries to switch to renewable energy. “To drive this process forward, the region needs local sustainability leaders to work within mainland Southeast Asia and ASEAN,” he said in an email.

Eyler praised Thailand’s “broad re-examination of its national energy policy”, but said so far Thailand seems to be concerned with domestic reform, not regional solutions.

IR director Maureen Harris said that while the organisation hopes the delay is “a positive sign with broader implications”, it is not definitive. “It is still possible that the [agreement] will be signed once the review of Thailand’s PDP is complete. It is therefore still too early to say what effect this delay will have on the project overall,” she said via email.

Harris did say the delay “indicates that campaigning by Mekong communities and environmentalists … has had some impact”.

Te Navuth, secretary-general of the Cambodia National Mekong Committee, said the delay was “not bad news indeed”.

Navuth said if the dam is to go ahead, it would need further consultation with relevant stakeholders like Cambodia both before and during the construction process.

Meanwhile, the MRC held meetings with Thai authorities on Tuesday to discuss findings from a comprehensive Council Study, a five-year study of impacts of hydropower development on the four MRC member countries, but it did not discuss “any specific dam, nor on the Pak Beng hydropower project”, a MRC spokesperson said.

The study predicted too many dams along the Mekong could have catastrophic consequences for Cambodia’s fisheries, which sustain millions of people.

Thailand: Mekong activists demand international law regulating development projects

A network of Thai people living along the Mekong River are advocating an international law to protect the environment and human rights regarding international investments in the river basin, as the major lifeline is threatened by multiple projects.

The Thai People in Eight Mekong Provinces Network working group met in Chiang Rai’s Chiang Khong district yesterday, with participants concluding that the Mekong was under imminent threat of irreversible damage by proposed hydropower dam projects on the main tributary in China, Laos and Cambodia.

The discussion also highlighted that there were still no effective legal tools to regulate projects. China’s potential cancellation of the Mekong River navigation channel improvement project was also a major discussion topic.

The working group considered whether the move was because the Chinese government had recently passed a new law forcing the Chinese investment board to respect the laws of destination countries and ensure that investments did not affect the environment or violate human rights.

On Tuesday, Thailand’s Foreign Affairs Minister Don Pramudwinai said China would change the scope of the project or cancel it in order to relieve the concerns of Thai people over the adverse impacts to the environment and people’s livelihoods.

Community Resources Centre coordinator Sor Rattanamanee Polkla said China’s adoption of the UN Guiding Principles on Business and Human Rights was good news, resulting in a more positive trend of development on the river.

The network members also concluded that Chinese project owners in the region had become more active working with local people about their projects.

However, Sor Rattanamanee emphasised the need for an international law to safeguard the environment and human rights in the Mekong River region, given the current lack of oversight and existing projects generating problems for the environment and riverside residents.

“Even though Thailand, Laos, Cambodia and Vietnam signed the Mekong Agreement 1995, there has been no real enforcement of the regulations in the agreement,” she said.

“Moreover, we have found that there have been many attempts to wrongly interpret projects’ scope to avoid the enforcement of the regulations in the Mekong Agreement, such as in the Khong-Loei-Chi-Mun water diversion project and the Mekong River navigation channel improvement project.”

She said everyone had a duty to demand and campaign for legal tools for environmental and human rights protections.

Meanwhile, Somkiat Keuanchiangsa, coordinator of the Network for Preservation of Natural Resources and Lanna Culture, also said strategic environmental assessments should be conducted before environmental impact to assess the value of projects in all aspects weighed against the cost to the river ecosystem.

Somkiat also asked the governments of Mekong countries to review the damage to the river over the past two decades, as people who depend on the region’s natural resources were suffering due to the degrading ecosystem resulting from development projects.

Vietnam: Hydropower dams endangering aquatic resources on Serepok River

The rich aquatic resources on Serepok River are in danger as more hydropower dams are being built on the mainstream, leading to changes in the water current and environment.

Serepok has a basin area of 12,030 square kilometers in Vietnam and mainstream total length of 290 kilometers.

The biodiversity of the river is high, with 195 fish species and other aquatic species, including ones with high economic and scientific value. Aquatic resources provide daily food and provide jobs for thousands of local households.

According to Phan Thi Le Anh from MARD, a survey conducted within the framework of the Fisheries Management in Mekong Basin project in 2010, identified 34 fish species of high economic value with high quality meat, rich nutrients and high yields, or 17.4 percent of total fish species found on the river.

There are also fish species endemic in the Central Highlands which are in danger of becoming extinct such as ca tra soc (Probarbus jullieni) and ca mom trau (Bangana behri).

Scientists have confirmed that five fish species are listed in Vietnam’s Red Book and six species are endangered in IUCN 2016 (International Union for Conservation of Nature and Natural Resources).

However, aquatic resources are in decline because of hydropower plants on the upper course. The fish on Serepok have the habit of migrating within the river.

The existence of hydropower dams across the river blocks their way, making it impossible for them to go to the upper and middle course for reproduction or return to the downstream. As a result, the number of fish on Serepok are decreasing.

In the past, many people in the communes of Tram Thang, Ea Po, Nam N’dir, Duc Xuyen and Quang Phu lived on fishing. The career brought income as high as that from rice cultivation. Now, fishing villages are getting quiet as people cannot earn a living with fishing.

Nguyen Van Thuan, a local man, said he can catch only several fish a day which cannot feed his family. Thuan now fishes for fun.

Phan Van Bang, an old fisherman, confirmed that there is no fish to catch and fishermen have given up the career.

Le Anh from MARD found that in 2005, nearly 1,000 people lived on fishing in Dak Nong and the output was 12.9 kilos per head per day in the rainy season and 7.7 kilos in the dry season.

But since the day D’ray H’ling 2, Buon Kuop and Buon Tua Srah plants became operational, the output has been decreasing sharply.

In 2009, the number of fishermen fell to 400 and the output decreased to 300 tons from 1,000 tons in 2005.

Thailand: Call for effective management of Mekong amid threats from projects and climate change

SCHOLARS AND environmental conservationists from Thailand and Vietnam called for better and effective management of the Mekong River as Southeast Asia’s longest river was in danger due to climate change and development projects, notably hydropower dams in its mainstream.

No single government is able to take care of the Mekong, which is an international river running through China, Laos, Myanmar, Thailand, Cambodia and Vietnam, said Nguyen Truong Giang from Vietnam’s Diplomatic Academy. Giang and Thai and Vietnamese scholars and conservationists gathered for a seminar entitled “Promoting Cooperation in Sustainable Use of the Mekong River” hosted by Sakon Nakhon Rajabhat University on Tuesday.

International law expert Giang (above) said the 1995 Mekong Agreement, which gave birth to the Mekong River Commission (MRC) and regulations for the river, is not sufficient to handle the situation.

While the Mekong runs through six countries, only countries in the lower part of Laos, Thailand, Cambodia and Vietnam are members of the MRC.

“We want to have the MRC as an inter-governmental body to coordinate a master plan for the international river management, which must include countries in the upper part – China and Myanmar”, Giang told the seminar.

China is needed to be an active part of the MRC since the country shares 16 per cent of the total length of 4,880 kilometres of the Mekong, has built seven hydropower dams in the river’s mainstream, plans to build more as well as blasts rapids, rocks and islets in the river to clear navigation routes in the river.

Apart from climate change, which has caused rising sea levels, the construction of infrastructure in the Mekong River is another major challenge for the delta in southern Vietnam, said Nguyen Thi Hong Van, Coordinator of Vietnam River Network (below). Hydropower dams upstream cause impacts on the delta due to fluctuations in water flow, blocking migration of fish, reducing sediment load, and saline intrusion into farm lands, she said.

“The infrastructure development would increase the risk of future conflict in the region, not only among the countries but also in the economic sectors and ecological values,” Van said.

People in the Mekong region need to be well aware of the transboundary impacts of development projects in the river on their livelihood, said Withoon Permpongsacharoen, director of Energy Network for Ecology in the Mekong Basin.

Energy generated by hydropower dams is not cheap as widely understood since it is built at the expense of environmental damage, and impacts people’s lives, he said.

Rock blasting to clear navigation channels in the Mekong River not only damages the river’s ecosystem, but also the livelihood of Thai and Lao people along the river, said leader of Love Chiang Khong Group Somkiat Khuanchiangsa.

China cleared the stretch at the Golden Triangle more than 10 years ago, enabling convenient and safe navigation from Simao Port in Yunnan province to Thailand. It wants to facilitate the passage of bigger vessels along the river to at least Luang Prabang in Laos. There is the need to clear rapids and rocks underwater between Laos’ Huay Xay to Luang Prabang. Some parts of this portion border Thailand and Laos and the clearance would affect the boundary between the two countries, Somkiat said.

Local residents and environmental conservationists in Thailand urged the Thai government to review its decision since blasting rocks and islands to clear the waterway would affect their livelihood and environment.

Mekong Delta faces three big challenges: Climate change, hydropower

Mekong Delta, the rice granary of Vietnam, is facing three big challenges due to the impact of climate change, unsustainable development and hydropower plants on the Mekong River, according to Nguyen Huu Thien, an independent expert on Mekong Delta ecology.

Climate change is occurring in Mekong Delta, affecting all aspects of people’s life and production. Rising temperatures, hot weather, unseasonable rain and high frequency of extreme weather conditions are manifestations of climate change.

After the big flood in 2011, the Mekong Delta only saw medium and low floods. The extremely low floods occurred in 2015 which then led to the historic drought in the 2016 dry season. Flood came in 2016, but the flood peak was much lower than the average level in many previous years.

The water supply for Mekong Delta depends on the water capacity of Mekong with the average flow of 475 billion cubic meters per year. Of this, 16 percent is from China, 2 percent from Myanmar and 82 percent from the Laos-China border down. The rain in Mekong Delta, 1,400-2,000 mm per annum, contributes 11 percent to the water supply to Mekong Delta.

The original reason for the drought and saltwater intrusion in Mekong Delta was El Nino, but hydropower has made the situation more serious.

Hydropower plants

Located at the end of Mekong basin, thevMekong Delta has been heavily impacted by hydropower development on the mainstream of the river.

The hydropower plants on the Mekong have led to the reduction of fine silt, which causes soil erosion and affects agriculture. The phenomenon causes ‘silt starved water’, leading to river bank and coastal erosion. It also has adverse effects on fishery output in certain areas.

According to the Mekong River Commission, the load of fine silt decreased by 50 percent in 1992-2014, from 160 million tons per annum to 85 million tons.

The figure does not include sand and gravel components moving in the river bed, estimated at 30 million tons per year. It is projected that once the 11 dams in the downstream area are completed, the amount of fine silt will decrease by another 50 percent to 42 million tons per year.

Once the dams are built, sand and gravel from the upstream will be blocked. If so, serious landslides will occur on the Tien & Hau river banks.

By that time, 100 percent of white fish, i.e. fish which have to migrate upstream to breed will have disappeared.

Of 160 million tons of fine silt Mekong carries every year, 100 million tons of silt and 16,000 tons of nutrition is brought to the Mekong Plume area . Once the volume of silt and nutrition decreases, this will affect local fishery productivity.

Vietnam: Land subsidence, rising seas threaten Mekong Delta

The sustainable development of the Cuu Long (Mekong) Delta faces many threats, especially the rising sea level, worsening land subsidence and declining sedimentation, Dr Le Xuan Thuyen of the University of Natural Sciences has warned.

Speaking at a seminar last Thursday in HCM City titled "Challenges for sustainable development of the Mekong Delta," Thuyen said: "The delta is formed by sediments and fairly steady sea levels. Now the two elements are no longer present and so the delta is facing an uncertain future."

The delta used to receive an average of 160 million tonnes of sediment a year, enough to fully cover it to around 2mm depth thick, he said.

But by 2004 the sedimentation had decreased by a third and could decline further in future because of the construction of dams upstream, he said.

In addition, land is sinking at 10 times the rate sedimentation is forming new land, he said.

A published study showed that coastal areas and mangrove forests in the delta are sinking by around 3cm a year while other places are subsiding by over 1cm.

Human activities also affect the delta’s situation, such as the construction of dams which block sedimentation and thus cause erosion along the banks of rivers and streams.

The use of water upstream increases salinity levels as less fresh water flows back to meet seawater.
Dr Dao Ngoc Canh of Can Tho University said irrigation systems controlling floods and saline intrusions in the Long Xuyen Quadrangle and Dong Thap Muoi (Plain of Reeds) regions increase the amount of land available for agriculture but cause the loss of water storage capacity.

Floods distribute silt and nutrients along the delta, and a cessation increases the risk of erosion in the delta, he said.

Consequently, the delta is shrinking at its mouth, he warned.

Seeking solutions

Thuyen said the biggest challenge is the lack of full understanding of the delta, which easily leads to wrong conclusions.

Experts said if sea levels rise by one to two metres in the 21st century, the extent of coastal submersion in developed countries would increase by several times compared to the likely submersion in case of a moderate rise.

Thuyen said the delta should have long-term solutions rather than short- or medium-term ones to resolve these problems.

"Solutions need to be researched and considered carefully.”

The delta has a coastline of nearly 1,000km and hundreds of kilometres of rivers and tributaries, and these require a large outlay for building sea dykes and embankments.

Dams could 'permanently damage Amazon'

The Amazon basin could suffer significant and irreversible damage if an extensive dam building programme goes ahead, scientists say.

Currently, 428 hydroelectric dams are planned, with 140 already built or under construction.

Researchers warn that this could affect the dynamics of the complex river system and put thousands of unique species at risk.
The study is published in the journal Nature.

"The world is going to lose the most diverse wetland on the planet," said lead author Prof Edgargo Latrubesse, from the University of Texas at Austin, US.

Cascading problems

The Amazon basin covers more than 6.1 million sq km, and is the largest and most complex river system on the planet.

It has become a key area for hydroelectric dam construction.

But this study suggests that the push for renewable energy along the Amazon's waterways could lead to profound problems.

The international team of researchers who carried out the research is particularly concerned about any disruption to the natural movement of sediment in the rivers.

This sediment provides a vital source of nutrients for wildlife in the Amazon's wetlands. It also affects the way the waterways meander and flow.

“[The sediment is] how the rivers work, how they move, how they regenerate new land, and how they keep refreshing the ecosystems," said Prof Latrubesse.

The Texas researcher said that at present environmental assessments were being carried out for each dam in isolation, looking at their impact on the local area. But he argued a wider approach was needed for the Amazon.

"The problem is nobody is assessing the whole package: the cascade of effects the dams produce on the whole system."

The researchers have highlighted the Madeira, Maranon and Ucayali rivers - all tributaries of the Amazon River - as areas of great concern.

These rivers are home to many unique species, and the scientists say these would be under threat if even a fraction of the planned dams go ahead.

Prof Latrubesse said: “All of these rivers hold huge diversity, with many species that are endemic.

“Thousands of species could be affected, maybe even go extinct.“

The researchers warn that any damage could be irreversible, and they say any risks must be considered before the dams are allowed to go ahead.

Indonesia, China explore cooperation to construct four reservoirs

Jakarta (ANTARA News) - Indonesia and China are exploring the possibility of establishing cooperation to build four reservoirs worth Rp4.5 trillion, or about US$337.6 million.

"The Pelosika Reservoir in Southeast Sulawesi Province, Rokan Kiri (Lompatan Harimau) Reservoir in Riau Province, Jenelata Reservoir in South Sulawesi Province, and Riam Kiwa Reservoir in South Kalimantan Province have been selected," Indonesias Minister of Public Works and Housing Basuki Hadimuljono stated after receiving Chinas Minister of Water Resources Chen Lei, who was accompanied by Ambassador of China to Indonesia Xie Feng here, Thursday (Apr 6).

The Pelosika Reservoir is expected to provide water for irrigating 16,358 hectares area of land as well as up to 0.2 cubic meters per second of water. The reservoir in Southeast Sulawesi also has the potential to generate 21 megawatts (MW) of power.

Meanwhile, the Rokan Kiri Reservoir would be beneficial for irrigating an area of about four thousand hectares, providing water, controlling floods, and generating 74.4 MW of power.

The Jenelata Reservoir in South Sulawesi has a capacity of 223 million cubic meters and could provide electricity to Gowa and Makassar. The reservoir is expected to irrigate an area of 24,400 hectares of rice fields and reduce flooding in Gowa District.

The Riam Kiwa Reservoir, with a capacity of 127 million cubic meters, is expected to irrigate up to five thousand hectares of land, supply 0.1 cubic meters per second of water, and function as a power plant, with a capacity of 2.7 MW.

Meanwhile, Minister Lei said the relationship between Indonesia and China is running smoothly, and he will consider the offer to establish cooperation.

"These projects are good and will contribute significantly to water management in Indonesia. Of course, we will consider it seriously," Lei affirmed.

Director General of Water Resources at the Ministry Imam Santoso said the four reservoirs were selected to receive funding from China, as they have huge power generation potential.

"China wants to participate in the construction of the multipurpose reservoirs, with high capacity, in the outer Java islands. In addition, they want to study the geology and gain other knowledge outside Java," Santoso added.(*)
