Singapore Mulls Bonds, Reserves for $72 Billion Climate Fight

Singapore is weighing options including the issuance of government bonds to fund the S$100 billion ($72 billion) it could take to fight rising sea levels over the next century.

In the short-term, funding for projects such as a S$400 million upgrade to the city-state’s drainage systems to boost flood resilience will come from ministry-level expenditures, Minister for the Environment and Water Resources Masagos Zulkifli said in an interview on Wednesday. Longer term spending, he said, could require the government to tap its national reserves and issue state bonds.

“For those that have to be spent that will benefit future generations, we’re talking about borrowing so that whatever we spend for the future will also be paid for by the future generations,” Masagos told Bloomberg TV’s Haslinda Amin. “S$100 billion is actually a lot of money even if spent over 100 years.”

As Malaysia Bans Sand Exports, Singapore Says It’s Using Less

Singapore said it’s been trying to reduce reliance on sand, as neighboring Malaysia announced a ban on all exports of sea sand since last year on environmental concerns.

The city-state piloted a polder development in outlying Pulau Tekong that uses less sand compared to regular reclamation, a spokesperson for Singapore’s Ministry of National Development said in a statement. The government has also sought to diversify its sources of sand to ensure resilient supply, the spokesperson said.

The ministry was responding to questions after Malaysia’s Water, Land and Natural Resources Minister Xavier Jayakumar said that the country’s sea sand will be limited for domestic use only. The exports ban won’t affect ties with Singapore as it isn’t related to the city-state’s reclamation efforts, he told reporters in Kuala Lumpur on Thursday.

In blow to Singapore's expansion, Malaysia bans sea sand exports

SINGAPORE/KUALA LUMPUR (Reuters) - Malaysia, Singapore’s biggest source for sea sand, has banned the export of the commodity, according to officials in Kuala Lumpur, a move that traders said could complicate the island-state’s ambitious expansion plans on reclaimed land.

Those plans include the development of the Tuas mega port, slated to be the world’s biggest container terminal. Singapore has increased its land area by a quarter since independence in 1965, mostly by using sand to reclaim coastal areas.

Malaysian Prime Minister Mohamad Mahathir, who came to power in a shock election last year, imposed a ban on all sea sand exports on October 3, two senior government sources with direct knowledge of the decision told Reuters.

The government sources, asking not to be named due to the sensitivity of the matter, said Mahathir was upset that Malaysia’s land was being used to increase the size of its wealthier neighbor. He was also concerned corrupt Malaysian officials were benefiting from the secretive business.

SINGAPORE - Come 2035, Singapore's one and only landfill, on Semakau Island, is expected to run out of space and the nation's trash might have nowhere to go.

In a race against time to solve this impending crisis, local scientists are trying to come up with alternative uses for the country's burnt rubbish in construction and automobiles.

The idea of using incinerated ash to replace sand and stone in construction is not new, but its application has been delayed because of the risk of toxic heavy metals in the ash leaching into the environment.

Malaysia: Save what’s left of Melaka’s forests, group tells state govt

MELAKA: An environmental group has called on the Melaka government to conserve the remaining 3% of its forest reserve following news that fresh contracts have been awarded for sand dredging activities at a 200ha forest reserve in Jasin.

The Organisation for the Preservation of Natural Heritage Malaysia (Peka) president Puan Sri Shariffa Sabrina Syed Akil said the state government should stop giving excuses to justify their move to award contracts for sand dredging activities.

“There has been no Environmental Impact Assessment (EIA) report carried out before the contracts to the six companies were given.

National Gallery Singapore's roof garden is a living, breathing art project with plants from reclamation sites

SINGAPORE - More than 30 plant species that thrive on land reclamation sites are now growing on the rooftop of the National Gallery Singapore.

This is part of a living, breathing art project by Charles Lim, who has been replacing the garden's hedges and ornamental plants with lesser-known species found in Changi, Tuas and the Southern Islands. Most have been transplanted from actual reclamation areas.

Lim, an award-winning film-maker, artist and former Olympic sailor, has been adding plants to the garden since January (2019) in what he describes as an ongoing experiment.

"We didn't know what would work. I'm just going to put the plants here, and if they survive, they survive, and if they don't, they don't," says the 46-year-old artist, who has spent about two decades documenting and studying Singapore's relationship with the sea.

Sea State 9: Proclamation Garden, which launches on Saturday (April 27) and runs till October, refers to the proclamation Singapore's president makes when reclaimed sites are officially declared as state lands. The project is part of the Ng Teng Fong Roof Garden commission series.

Reclamation works for first phase of Tuas port three-quarters done

SINGAPORE - Reclamation works for the first phase of the Tuas port are three-quarters complete, with the last of the caissons - 15,000-tonne structures that form wharves - being installed on Tuesday afternoon (April 23).

The installation of the 221st structure - the caissons make up some 8.6km of seawalls at Tuas - puts the construction of the first phase of the mega-port on track to be completed in 2021.

Sand mining threatens ways of life, from Cambodia to Nigeria

A global building boom is driving a high demand for sand, and some of it is getting sourced from sensitive river systems that people rely on for traditional uses like fishing.

If you were disturbed by the damage done to Cambodian coastal fisheries by the industrial-scale dredging of sand for sale to Singapore, as shown in the new documentary short “The Lost World,” there’s good news: the practice has largely been shut down in Koh Kong, the area featured in the film. The bad news is that environmentally destructive sand mining continues in other parts of Cambodia, throughout Southeast Asia, and in fact around the world.

Since the mid-’00s, fishers in villages in the mangrove-rich estuaries of Koh Kong province have complained that rampant sand mining was wiping out the crabs and fish that provide their living. Many families have had to send members to work in garment factories in the distant capital of Phnom Penh, or have simply moved away. The dredging also threatened endangered native dolphins, turtles, and otters. Much of the sand was sold to Singapore, which uses titanic quantities of the material for its ongoing effort to bulk up its tiny territory with artificial land. The city-state has “reclaimed” some 140 square kilometers of land from the sea since 1965.

Cambodia’s environment, Singapore’s problem

MARCH 31 — So, apparently, my neighbourhood smells of urine.

That’s right, Yishun — that proud northern region of our island — denigrated by the ignorant as a hotbed of crime (okay, there were a couple of cat killers) is now literally a pee town?

Honestly, this is rubbish! Firstly, Yishun is a lovely neighbourhood and secondly, I haven’t noticed any urine smell and don’t know anyone who has.

Still, on the online forums it is apparently a thing.

The National Environment Authority has said the urine and burning smells detected island-wide are in fact the result of fires at landfills and farm sites in Johor.

And this brings us to a serious point; from the regional plastic waste that washes up on our shores to the oil slicks that appear due to discharge from passing ships and of course the Indonesian haze that often chokes us in the hot months, Singapore seems to be the perpetual victim of other nations’ inability to take care of their environment.

But is this really the case?

Explainer: Why sand is so highly valued and the controversy surrounding cross border trade

SINGAPORE — A short documentary by a Cambodian filmmaker that claimed Singapore has imported over “80 million tons of sand worth more than US$740 million (S$999 million) from Cambodia” went viral here recently.

The 16-minute film once again shone the spotlight on Singapore’s heavy reliance on imported sand for land reclamation.

The 2018 documentary by Ms Kalyanee Mam, who won an award for it at an environmental film festival held in Washington, United States, in March, claimed that Singapore’s need for sand has destroyed the livelihood of a community on an island off Cambodia’s coast.

When contacted about the claims in Ms Mam’s video, the Ministry of National Development (MND) said it does not condone the unlawful import of sand. It also reiterated that Singapore had stopped importing sand from Cambodia after a ban by the latter took effect in November 2016.

Ms Mam, who is based in the United States, could not be reached for comment.

From 1975 to 1999, millions of Cambodian families were murdered, starved, or displaced by the Khmer Rouge regime. The filmmaker Kalyanee Mam’s family was among those uprooted from their homeland. Recently, Mam traveled back to the country from which her family fled. “What I found there shocked me completely,” she told me.

Nearly two decades following the dissolution of the regime, thousands of Cambodian families are experiencing a new wave of displacement. By talking with locals on the island of Koh Sralau, Mam found out that since 2007, the government of Cambodia has granted several private companies concessions to mine the country’s coastal mangrove forests. Each year, millions of metric tons of Cambodian sand are shipped to Singapore to expand that island nation’s landmass; Singapore has imported more than 80 million tons of sand so far. According to Mam, “The people and all the living creatures that depend on these forests for their livelihood are forced to cope with this massive loss.” In addition to displacing those who live and work on that land, Cambodia is also destroying its only natural barrier against erosion, rising sea levels, tsunamis, and hurricanes.

Last month, the issue went viral — a 17-year-old girl named Kavya in a fishing village in the state of Kerala posted a video on a mobile phone app about how excavators and dredgers had invaded her coastal community. “The land beneath our feet is sinking away,” she said. It became a sensation across the country. Bollywood actors backed her, and now the country’s National Green Tribunal, a government body aimed at settling environmental disputes, is to consider the case.

Sand mining is the world’s largest mining endeavor, responsible for 85 percent of all mineral extraction. It is also the least regulated, and quite possibly the most corrupt and environmentally destructive. So could this be a turning point?

Sand mining for reclamation of coastal areas is both, a geopolitical and conservation issue for the Southeast Asian region, with many of the more developed countries in the bloc playing culprits. Leading the regional pack for reclaiming land from its coasts is Singapore, with Malaysia close behind. In Singapore, the total land area has literally grown more than 25 percent since the nation first came into being. The island city-state has so far increased its total land area from 578 square kilometres (km²) in 1819 to 719 km² today.

The continuous supply of sand drives Singapore’s growth both, in land area and economy. Where there used to be only water now stands ports and airports, commercial and industrial areas, as well as luxury hotels, casinos and high-rise apartments. Propping up land growth in the world’s largest sand importer is sand sourced from neighbouring countries, including Cambodia, Indonesia, Vietnam, and Malaysia, both legally and illegally.

Malaysia: Two rivers dry up in Johor, allegedly from sand-mining

KULAI (Malaysia) — Several Orang Asli villagers in Tenggara in the south-eastern part of Johor are pleading with the authorities to investigate two shrinking rivers near their homes, which they insist is due to unregulated sand-mining activities.

Fisherman Azman Inam from Kampung Orang Asli Sayong Pinang said he and others from his village who depend on Sungai Linggiu and Sungai Sayong have been struggling to earn a living as the rivers dry up.

He added that villagers had earlier sought to bring the authorities’ attention to the problem.

“However, there is no concrete solution for us and the continued sand-mining activities have impacted our lives,” he told Malay Mail.

Trade of coastal sand is damaging wildlife of poorer nations, study finds

Wealthy nations’ drastic increase in construction sand consumption contributes to erosion of estuaries

The secretive trade of coastal sand to wealthy countries such as China is seriously damaging the wildlife of poorer nations whose resources are being plundered, according to a new study.

Sand and gravel are the most extracted groups of materials worldwide after water, with sand used in the concrete and asphalt of global cities. China consumed more sand between 2011 and 2013 than the US did during the entire 20th century. India has more than tripled its annual use of construction sand since 2000.

But coastal sand is also being used to make wealthy countries larger via land reclamation projects, and the cost to poorer nations is revealed in a presentation to the Royal Geographical Society’s annual conference.

Research by Melissa Marschke and Laura Schoenberger of the University of Ottawa highlights that the dredging of coastal sand from Cambodia is causing the loss of mangrove swamps, coastal erosion, and damaging local fishing. They also allege that the sheer scale of the multimillion dollar trade of sand must be illegal, given that the volumes permitted for import are being exceeded.

Singapore is built on sand: its land area has grown by more than a fifth since its independence in 1965 from 581 sq km to 719 sq km in 2015, according to the researchers. Between 2007 and 2017, Singapore imported more sand from Cambodia than any other country.

Sand worth US$752m was imported by Singapore from Cambodia between 2007 and 2016, according to UN data.

Cambodia is not the only place experiencing vast sand extraction. A study recently estimated that 236m cubic metres of sand were extracted from Poyang Lake in China, causing its water levels to drop dramatically. Sand miners have destroyed at least two dozen islands in Indonesia since 2005. The UK obtains about one fifth of its sand from the seabed.

Cambodian figures claim that the total export worth for the same time period was just $5m but Singapore trade statistics show that 80.22m metric tons of sand was imported from Cambodia, compared with the 2.77m metric tons Cambodia claims was exported to Singapore.

Schoenberger, a postdoctoral fellow, told the conference: “The volume of sand that has been leaving Cambodia over the last ten years is absolutely illegal; way beyond the government’s permitted limits.

“Small amounts of sand can be legally exported, but Singaporean import figures reveal that this Cambodian resource is clearly, and rapidly, disappearing. It appears that someone with high level connections in the Cambodian government is making a lot of money.”

Desert sand is too rounded by the wind to make good concrete but coastal sand can be rinsed with freshwater to clean it of salt before use in construction. Coastal sand is also a key ingredient in land reclamation projects such as China’s expansion into the South China Sea.

Schoenberger and Marschke interviewed villagers and sand dredgers in Cambodia and found that most dredgers were entrepreneurs with small boats who extracted the sand in estuaries and close to coastal fisheries, damaging local crab and fish stocks.

According to Marschke, associate professor at the University of Ottowa, the noise and sediment disturbance causes grouper fish to relocate and drives crabs from the area. Subsequent erosion of mangroves destroys vital fish and crab breeding grounds and damages a natural sea defence for coastal communities.

“Sand mining is contributing to the erosion of estuaries, the collapse of riverbanks and loss of mangroves,” said Marschke. “The removal of vast quantities of sand will definitely impact upon coastal erosion.”

Following petitions and protests by local people and an influential campaign by Cambodian group Mother Nature, the Cambodian government banned coastal sand mining in 2017. But the researchers cast doubt on whether the ban is being upheld or will endure in the face of relentless global demand for sand. Singapore’s land area in 2030 is predicted to be 30% larger than in 1965.

Marschke said: “We need to realise that sand is a finite resource and we are overusing it and if we don’t start to manage it properly it has huge implications.”

Schoenberger said the issue of rich nations buying poor nations’ sands was “a huge social justice question”.

She added: “What does it mean for a wealthy country to grow out into the sea and up into the sky at the expense of the physical biomaterial of poor countries?

“Sand is not a renewable resource within human timescales.”

Malaysia: States must beef up enforcement to stop sand smugglers

PUTRAJAYA, July 31 ― Minister Dr Xavier Jayakumar told states implicated with illegal sand mining activities to step up enforcement.

The water, land and natural resources minister said the sand mining business is a lucrative one, but pointed out that only less than five companies in the country are legally in the business due to its expensive operational cost.

“I don’t have an exact figure of illegal sand mining operators, but enforcement falls under the jurisdiction of states and they should up enforcement checks to prevent unscrupulous groups of people from stealing our sand,” Dr Xavier told Malay Mail in an exclusive interview.

Under the Continental Shelf Act 1966, Dr Xavier noted that the federal government was in power over sand mining activities three nautical miles from the country’s shore line.

For such activities, he explained that Approved Permits (APs) to run the business were issued by the federal government.

Under the former Barisan Nasional administration, Dr Xavier said, 15 APs had been given out but pointed out that only five or fewer are active today.

When asked about illegal sand mining activities specifically happening in the shores of Johor for Singapore’s consumption, Dr Xavier stopped short at saying that he was aware about it and that the Cabinet had been informed of the matter.

UK’s The Guardian had recently reported that almost 133 million tonnes of sand had been allegedly smuggled into Singapore in 2008.

Separately, Dr Xavier said the country’s total exports of sand and gravel in 2016 increased significantly to 294,918 tonnes and was worth RM5.02 million, compared with 1,374 tonnes that was valued at RM1.2 million in the year before.

The main export destinations, he said, were to Singapore, India, China, Thailand, Germany and Australia.

“But if you say illegal activity, I was made to aware that most of these activities are for local consumption.

“And to tackle this, the states must step up enforcements as land is their prerogative,” he said.

A global sand grab is wrecking ecosystems and communities around the world

Deep in rural Cambodia, Chan Vanna pushes his longtail boat through the calm waters of the Koh Kong estuary. Until about 10 years ago, Vanna made a living fishing here, providing for his wife, Wid, and their seven children. Then one day, he says, giant machines showed up at their small inlet and started dredging sand from the bottom of the river.

“They never discussed with our community,” Vanna says. “They came to dredge and the land fell down. And the water became deep.”

The land “fell down” because the dredging caused the riverbanks to wash away.

Now, Vanna says, there are no fish, because without any shallow water, they have nowhere to spawn.

On the nearby shore, small, gaunt children dance to a boombox while the adults snack on longan fruit. They, too, have lost their livelihoods. One of the men, Sa Lee, points to the other side of the river.

The water here “used to be maybe half a meter deep,” he says, “so we could cross over.”

No more. The water is now 10 meters deep — almost 100 feet. What was once a creek is now a wide river. Sa says many of the trees that protected the land have died. Even the crocodiles left.

It’s a scene that’s been repeated throughout coastal Cambodia for a decade. And not just here, but also in Vietnam, Indonesia, Myanmar and Malaysia and beyond. Rampant and often illegal dredging is part of a global sand grab that has made sand the second-most widely consumed natural resource after water.

“Cities are basically built out of sand,” says Vince Beiser, author of the forthcoming book “The World In A Grain: The Story of Sand and How It Transformed Civilization.” “Every concrete building that you see, every mile of asphalt road between those building, all the windows in all those buildings, it’s all made from sand.”

Quartz sand, in particular — the kind usually found on beaches and in rivers — is used in concrete construction worldwide. And there’s an unprecedented demand for it. The skylines of Phnom Penh and Ho Chi Minh City are unrecognizable from just a few years ago. Same with newly-urban areas in India and throughout Africa, not to mention the insta-cities popping up all over China.

It’s the same urbanization that happened in the West over the course of a century, says Beiser. But it’s happening way too fast for nature to keep up, and in places where there isn’t a lot of government oversight.

“There are fewer regulations to protect the environment, and in a lot of places there just isn’t as much enforcement because there’s a lot of corruption,” Beiser says. “And in some places, like India in particular, the business has become so lucrative that a lot of the business is actually controlled by what they call 'sand mafias.'”

Here in Southeast Asia, much of the finger-pointing about sand is directed at Singapore. But it’s not just about new buildings. The island city-state itself has expanded by 20 percent over the last 50 years, purely through sand-based land reclamation.

“Singapore didn’t have its own resources of sand, so it had to take it from their neighbors,” says Alex Davidson of Mother Nature Cambodia, an activist group that started protesting sand exports a few years ago. “And of course they took it from places like Koh Kong where there’s corruption, a lot of communities can be repressed.”

Under pressure from groups like Mother Nature, Cambodia, Vietnam and Indonesia have recently banned sand exports to Singapore.

For its part, the Singaporean government says all of its sand imports from around Southeast Asia have been legal. But it doesn’t seem eager to talk about the issue. The Ministry of National Development declined requests for an interview. But it knows it has a sand problem.

“It’s becoming an embarrassment to Singapore that we are importing so much sand at the expense of our neighbors,” says Singaporean engineer Lim Soon Heng, looking out across the city’s Marina Bay, an area that not long ago didn’t exist.

“Where we are now is all reclaimed land,” he says.

Even after all its recent growth, Singapore’s government estimates it will need to add another 22 square miles to its current borders to accommodate population growth. Lim runs a company that is trying to convince the city-state to do some of that expansion with floating pontoons.

Pontoon technology uses a lot less sand than traditional land reclamation. It’s already being used in massive port projects in the US and Europe, and even in one project here, an entertainment and sports venue.

But it’s been a tough sell.

“The reception is not very overwhelming because [people] don’t understand," Lim says. "They say, ‘It’s not safe, it will wobble around.’ Well, you can see the structure there is not wobbling.”

The jury is still out on pontoon building here. But other less sand-intensive approaches to expanding Singapore might catch on. Among other things, the government has hired a Dutch company to develop one new site using a method called poldering, which encloses and drains part of the seabed rather than filling it.

Meanwhile, scientists are working on new kinds of building materials for all those new structures. Some would use less sand than concrete, others would use different kinds of sand that are less environmentally sensitive.

It’s not like cities are going to stop building, and Vince Beiser says the real question is how to do it sustainably, instead of turning sand into something of a new sort of conflict mineral.

“Quartz sand is literally the most abundant thing on the planet," Beiser says. "We have more of it than we have anything else. And if we’re running out [of] that, which we are, we’re really in trouble.“

MPA: Queen of the Netherlands complied with Singapore requirements

SINGAPORE, July 11 — Queen of the Netherlands, a sand dredger, complied with Singapore’s port entry and departure requirements, the Maritime and Port Authority of Singapore (MPA) said today.

The vessel also complied with the reporting procedures when navigating in the Singapore Strait during the period in question, an MPA spokesperson said in an email reply to Bernama.

MPA was asked whether it was aware of the existence of the dredger as a news report claimed that it “has been spotted sailing back and forth between Johor and southern Singapore along a sea route well known for its smuggling activity”.

A check by a Malaysian daily on June 28 on the marine traffic website showed that the ship was in Singapore waters and had been there since June 18.

“The movement of the Queen of the Netherlands showed that it exited Malaysian waters on or before June 18 and was travelling between the Changi southern tip and also parts of Jurong Island in Singapore.

“The vessel seems to be making several back-and-forth stops in between its journey last week as Singapore’s southern area has several small islands south of Sentosa Island and also Jurong Island,” a source was quoted as saying by the daily.

The source said the southern part of Singapore waters was known to be undergoing land reclamation works involving the merger of smaller islands to form a bigger island for commercial usage.

“If indeed the vessel was carrying sand for Malaysian domestic usage, its passage will bypass the islands and proceed to Johor’s west coast near Iskandar Puteri, Kukup or Pontian instead,” said the source, adding that the many stops and travel in Singapore waters were an indicator that something was not right.

Queen of the Netherlands was dubbed the largest and most powerful dredger in the world after lengthening in 2009.

Constructed in 1998, the Dutch Trailing suction hopper dredger is now a 230.71-metre long vessel with a 33,423 gross tonnage. — Bernama

JOHOR BARU, June 28 — For the past one month, a titanic Dutch sand dredger dubbed the “world’s largest floating vacuum cleaner” has been spotted sailing back-and-forth between Johor and southern Singapore along a sea route well known for its smuggling activity.

The 230.71-metre long vessel with 33,423-gross tonnage has been identified as the “Queen of the Netherlands” and was recently seen in the waters off Teluk Ramunia in Kota Tinggi, raising suspicions that it may have been used in the illegal sale of sand outside the country.

Malaysia has banned sand export since 1997. It is still listed as a prohibited export item in the Customs Department’s list.

A check on the marine traffic website yesterday showed the ship was in Singapore waters and has been there since June 18.

At present, the appearance of the Queen of the Netherlands in Malaysian waters has not triggered alarms among the authorities due to ongoing land reclamation works in Teluk Ramunia on Benalec Holdings Berhad’s 677.2-hectare Pengerang Maritime Industrial Park.

The Kota Tinggi area is also known for having several sand quarries in its district.

However, satellite tracking of the vessel showed that it has been sailing on a sea route that was said to be popular with sand smugglers in 2010.

A maritime source familiar with the routes said the Queen of the Netherlands movement is peculiar, based on satellite tracking data from Inmarsat-C, which is used by sea vessels as part of their Vessel Monitoring Systems (VMS) and Global Maritime Distress and Safety System (GMDSS).

“The movement of the Queen of the Netherlands showed that it exited Malaysian waters on or before June 18 and was travelling between the Changi southern tip and also parts of Jurong Island in Singapore.

“The vessel seems to be making several back-and-forth stops in between its journey last week as Singapore’s southern area has several small islands south of Sentosa Island and also Jurong Island,” the source told Malay Mail today on condition of anonymity.

According to the source, the southern parts of Singapore’s waters are known to be undergoing land reclamation works involving the merger of smaller islands to form a bigger island for commercial usage.

“If indeed the vessel was carrying sand for Malaysian domestic usage, its passage will bypass the islands and proceed to Johor’s west coast near Iskandar Puteri, Kukup or Pontian instead,” said the source, adding that the many stops and travelling in Singapore’s waters was an indicator that something was not right.

Another source familiar with sand dredgers said the Queen of the Netherlands is used mainly for island creations and land reclamation works.

“The massive sand dredger is capable enough to not only dredge and expel sand and stones, but can also to be used as a sand storage vessel,” said the source.

Checks showed that the Queen of the Netherlands is a Dutch Trailing suction hopper dredger ship constructed in 1998.

A trailing suction hopper dredger, in layman terms, is basically ship that has a full sailing capacity used to maintain navigable waterways, deepening the maritime canals that are threatened to become silted, to construct new land elsewhere or to replace sand eroded by storms or wave action on the beaches.

This is made possible by large powerful pumps and engines able to suck sand, clay, silt and gravel. It is also used mainly for constant delivery of sand for land reclamation works.

In 2009, the Queen of the Netherlands was lengthened. It was touted the largest and most powerful dredger in the world then.

The vessel, currently flying a Cyprus flag, has been used in high-profile salvage and dredging operations including the investigation into the Swissair Flight 111 crash and in the controversial Port Phillip Channel Deepening Project in Australia.

Those familiar with dredging vessels have dubbed the Queen of the Netherlands as “the world's largest floating vacuum cleaner”.

Malay Mail understands that maritime authorities are able to track and verify the vessel’s movement easily via their maritime radar as well as via its automatic identification system (AIS).

“The AIS tracking system is used on ships and by vessel traffic services (VTS). At the same time Malaysia has several maritime enforcement agencies such as the marine police, the Malaysian Maritime Enforcement Agency (MMEA) and Marine Department to investigate the allegations of illegal sand smuggling,” a source said.

In open waters, the AIS functions as an automated tracking system that displays other vessels in the vicinity. It works as a broadcast transponder system which operates in the VHF mobile maritime band.

A vessel fitted with a AIS system will also show on the screens of other vessels in the vicinity, provided the vessel is fitted with the system.

In 2010, The Star reported that sand worth millions of ringgit had been illegally “floated” out of the country daily via Sungai Johor in Johor Baru since 2007.

The report found that the sand ended up in Singapore, despite a ban on sand export imposed by the Malaysian government.

The culprits were suspected to be part of a syndicate and had used barges to pass through the international waters from Kota Tinggi and Ulu Tiram where they load up sand for shipment to Pulau Punggol Timur in Singapore.

However, there have been some exceptions to the sand export ban.

The Natural Resources and Environment Ministry under the Najib administration had granted approved permits to two companies to export sand to India late last year.

However, the approval was only for sand sources from dredging the Sungai Pahang and Sungai Kelantan river estuaries in those states under a special arrangement on a case-by-case basis.

The insatiable demand of the global building boom has unleashed an illegal market in sand. Gangs are now stealing pristine beaches to order and paradise islands are being dredged and sold to the construction industry

Paradise is a beach, we are told. Pristine white or coral pink. We leaf through brochures in search of perfect sand. There is a Paradise Beach on Barbados, and in Croatia, and Thailand, and South Africa, too. In every tourist-hungry part of the globe, in fact. The naturalist Desmond Morris believes that, as descendants of water-loving apes, we are hard-wired to seek out these places, lulled by the rhythmic advance and retreat of the ocean as we soak up the sun, sand grains trickling through our workless fingers.

And so much to go around. Man has always used sand as an analogy for the infinite, a limitless resource, ordinary and yet magical, incapable of exhaustion. When astronomers seek to impress upon us the size of the universe, they speak of stars being more numerous than grains of sand. There are quite a few grains, as it happens – 7.5 x 10 to the 18th power, according to researchers at the University of Hawaii. That’s 7 quintillion, 500 quadrillion – give or take the odd trillion.

Yet sand in the right places is anything but infinite. Our insatiable appetite for new buildings, roads, coastal defences, glass, fracking, even electronics, threatens the places we are designed by evolution to love most. The world consumes between 30 and 40bn tonnes of building aggregate a year, and half of this is sand. Enough material to build a wall 27m high and 27m wide around the equator. Sand is second only to water as a natural material extracted by humans, and our society is built on it, quite literally. Global production has risen by a quarter in just five years, fuelled by the insatiable demands of China and India for housing and infrastructure. Of the 15 to 20bn tonnes used annually, about half goes into concrete. Our need for concrete is such that we make almost 2 cubic metres worth each year for every man, woman and child on the planet.

But what of those oceans of sand stretching from the Atlantic to the Persian Gulf – the Sahara and the Arabian Desert? The wrong kind of sand, unfortunately. Wind action in deserts results in rounded grains that are too smooth and too small to bind well in concrete. Builders like angular sand of the kind found on riverbeds. Sand, sand everywhere, nor any grain to use, to paraphrase Coleridge. A textbook example is the Burj Khalifa in Dubai, the world’s tallest skyscraper. Despite being surrounded by sand, it was constructed with concrete incorporating the “right kind of sand” from Australia. Riverbed sand is prized, being of the correct gritty texture and purity, washed clean by running fresh water. Marine sand from the seabed is also used in increasing quantities, but it must be cleansed of salt to avoid metal corrosion in buildings. It all comes at a cost.

China leads the charge in today’s sand-fuelled construction boom, consuming half the world’s supply of concrete. Between 2011 and 2014 it used more concrete than the United States did in the entire 20th century. Aggregate is the main ingredient for roads, and China laid down 146,000km of new highway in a single year. By 2050, two-thirds of humanity will live in urban areas, a product of migration and population growth. The population of India, second only to China in its hunger for concrete, is expected to grow from 1.32bn to 1.7bn by the middle of the century. Mumbai, India’s commercial capital, is one of the world’s top 10 mega-cities, with a population of 22m. China and India rely largely on national supplies of sand – to minimise transport costs – but as the skyscrapers rise in Shanghai and Mumbai so does the price of this once-humble ingredient. China’s hunger for sand is insatiable, its biggest dredging site at Lake Poyang produces 989,000 tonnes per day.

International trade in sand is rising as local supply outstrips demand. The destruction of habitats vital to fish, crocodiles, turtles and other forms of riverine and marine life accompanies the destruction of sand barriers and coral reefs protecting coastal communities, as in Sri Lanka. Sand extraction lowers the water table and pollutes drinking water, as in the Mekong Delta of Vietnam, while stagnant pools created by extraction on land foster malaria.

No one knows how much damage is being done to the environment because sand extraction is a largely hidden threat, under-researched and often happening in isolated places. “We are addicted to sand but don’t know it because we don’t buy it as individuals,” says Aurora Torres, a Spanish ecologist who is studying the effects of global sand extraction at Germany’s Centre for Integrative Biodiversity Research. “Extraction has grown strongly over the past four decades and has accelerated since 2000. Urban development is putting more and more strain on limited accessible deposits, causing conflict around the world. Sand dredging degrades corals, seaweeds and seagrass meadows and is a driver of biodiversity loss, threatening species already on the verge of extinction. Our consumption of sand is outstripping our understanding of its environmental and social effects.”

Sand accounted for 85% of the total weight of mined material in 2014, yet it is replenished by rock erosion only over thousands of years. Booming demand means scarcity, scarcity means money and money means criminality. Globally, sand extraction is estimated to be worth £50bn per year, a cubic metre of sand selling for as much as £62 in areas of high demand and scarce supply. This makes it vulnerable to illegal exploitation, particularly in the developing world. Why buy expensive sand, sourced from licensed mines, when you can anchor your dredger in some remote estuary, blast the sand out of the riverbed with a water jet and suck it up? Or steal a beach? Or dismantle an entire island? Or whole groups of islands? This is what the “sand mafias” do. Criminal enterprises, their illegal mining operations in Asia, Africa and elsewhere, are protected by officials and police paid to look the other way – and powerful customers in the construction industry who prefer not to ask too many questions.

From Jamaica to Morocco to India and Indonesia, sand mafias ruin habitats, remove whole beaches by truck in a single night and pollute farmlands and fishing grounds. Those who get in their way – environmentalists, journalists or honest policemen – face intimidation, injury and even death. “It’s very attractive for these sand mafias,” says Torres, who is one of the few academics studying this Cinderella issue – overshadowed as it is by climate change, plastic pollution and other environmental threats. “Sand has become very profitable in a short time, which makes for a healthy black market.”

Reporting on this illegal trade can get you killed in India. In March this year, Sandeep Sharma, a reporter with a local television station, was mown down by a sand truck after filming a police officer accepting a bribe in return for turning a blind eye to sand mining in a crocodile sanctuary. Last month, a special branch constable in Tamil Nadu also paid with his life for gathering intelligence at an illegal mining site. Mumbai environmentalist Sumaira Abdulali is India’s foremost campaigner against illegal sand mining, a distinction that led to an attempt on her life in 2010. “The problem extends even to tourist beaches in Goa, Kerala and elsewhere,” she says. “Most people are afraid to complain – even government officials and police officers are afraid to approach illegal sites. Murders, threats and acts of intimidation between them probably number in the hundreds.”

In southeast Asia, sand is a crucial ingredient in geopolitics. China’s imperial ambitions in the South China Sea are being furthered by the construction with sand of artificial islands hosting military bases intended to reinforce its claims in the region. This novel form of territorial expansion is also being pursued by rich but tiny Singapore, resulting in conflict with its bigger neighbours. The population of the city state has more than trebled to 6m since independence from Britain in 1963, resulting in a literal land grab. The world’s biggest importer of sand, Singapore has contrived a 20% increase in its land area using sand sourced from Indonesia, Malaysia, Cambodia and Thailand, much of it illegally. In 2008, it claimed to have imported only 3m tonnes of sand from Malaysia, but the real figure, according to the Malaysian government, was 133m tonnes, almost all of it smuggled, allegedly. As Singapore grows so its vast neighbour Indonesia shrinks. Illegal sand extraction threatens the very existence of some 80 small low-lying Indonesian islands bordering Singapore, playing havoc with marine ecology.

Given the vast forces at work, the incomes and even lives of small farmers and fishermen in sand-rich areas are considered expendable. Bhaskar Rao Patil has never known wealth but the waters he fishes once provided enough to meet the modest needs of his family. Now they are barren, ruined by sand dredging. Patil lives in Bankot, a small coastal fishing town some 200km south of Mumbai. Across the estuary of the Savitri River, his nemesis is hard at work: a sand dredger, sucking up the bed of the river before depositing its “catch” in barges which then discharge their cargo into dumper trucks destined for Mumbai. Sought-after fish caught at the rate of 50 an hour in good times now number just five a day. A fishing boat of the kind he uses once supported five families; now it is two.

“The only time we think about sand is on a beach holiday, but our lives are built on it,” says London-based Indian researcher Kiran Pereira, who has interviewed many people affected by rapacious sand mafias. Their accounts are published on her website, sandstories.org. “In some cases, people initially welcome sand mining because it creates jobs,” she says. “But once they see the effects it is too late to change.” The fishermen of western India must collude in the destruction of their fast-disappearing world. Around Mumbai, some 80,000 of them have changed their catch from fish to sand, so spoiled are their fishing grounds and so high is the demand for this basic material.

Sand extraction is a developed world problem, too. In the US, sand mining for fracking has despoiled areas of Wisconsin, provoking protests from local people. And in the UK, Friends of the Earth has been fighting a long battle to curb sand dredging on Lough Neagh in Northern Ireland, one of Europe’s most important wetlands. Some 1.7m tonnes of sand are sucked up each year by dredging companies, despite the lake, the largest in the British Isles, being a protected area under domestic and European law. Friends of the Earth claim the local bird population has declined by more than 75% in the past 30 years, and fish habitats have been harmed by worsening water quality. “Despite rich layers of protection, the government has for decades turned a blind eye to the scouring of the bed of our biggest nature reserve,” says James Orr, director of Friends of the Earth in Northern Ireland. “It is a Klondyke on Lough Neagh.”

The demands of the construction industry are not the only problem, however. Around the world, the natural coastline is threatened by other forms of human interference. “Most natural sand beaches are disappearing, partly due to rising sea levels and increased storm action, but also to massive erosion caused by development of the shore,” says Andrew Cooper, professor of coastal studies at the University of Ulster and co-author of The Last Beach. The building of sea defences and so-called “beach nourishment” (dumping fresh sand on tourist beaches to combat erosion) store up trouble for the future, he says, disrupting the natural movement of waves and sand along the shore.

“Beach nourishment is not a panacea for coastal erosion,” says Cooper. “It is, like a seawall, a means of holding a naturally mobile coast in place. And, like a seawall, it requires ongoing maintenance. Beach nourishment causes damage in the source area, killing all that goes into the dredger, before smothering and killing most things on the beach where it is placed. The beach it creates may serve as a recreational platform, but many studies have shown that nourished beaches are very poor substitutes for the natural ecosystems they replace.”

Yet the British love affair with the seaside, sustained by memories of idyllic bucket-and-spade holidays in youth, encourages this unnatural practice. In 2006, Lyme Regis turned to France for sand to replace that washed away by the constant motion of the English Channel, the Dorsetshire resort’s burghers justifying the expense by claiming that Gallic sand grains were less easily washed away than Anglo-Saxon ones. More sand (English this time) was needed in Dorsetshire to rebuild beaches washed away by the vicious storms of January 2014. Bournemouth, meanwhile, has opted for cosmetic surgery to maintain its appeal, spending £3.6m to dump 320,000 cubic metres of supposedly “perfect” sand, sourced locally, on to its denuded beaches.

Of course, you can always steal sand to nourish your beach, rather than buy it. In 2008, at Coral Spring on the north coast of Jamaica, 500 truck-loads of pristine sand was spirited away in a single night, never to be seen again. And when sand was required last year for a new resort in the Canary Islands it was imported (illegally, say environmentalists) from Western Sahara, the former Spanish colony now occupied by Morocco. Sand looted from beaches and riverbeds in the disputed territory is shipped north to Morocco for construction and to nourish the kingdom’s tourist beaches. “Beach nourishment is like a sticking plaster,” says Cooper. “It does not remove the underlying reasons for erosion. Worse, it provides a false sense of security. In future, as sea levels rise, it will demand bigger and bigger volumes of sand to be effective.”

If the natural coastline, with its inconvenient shingle, its messy flotsam and jetsam, its sheer reality, does not suit, one can always visit a pop-up beach. These ersatz paradises spring up each year in major cities, created with sand imported by lorry. In London, a fiver will buy you access to “Fulham Beach” this summer, and “Hampstead Beach” is free. Brent Cross shopping centre may not be a contender for Condé Nast Traveller’s top 10 beach settings, but you can sun yourself there on imported sand until September. Landlocked Birmingham, meanwhile, boasts access to several urban and pop-up beaches, including the “Costa del Solihull”.

Our demand for sand appears ever more insatiable. Can rampant sand extraction be curbed? A win-win solution is the use of waste plastic in making concrete. Research suggests small particles of plastic waste – “plastic sand” – can replace 10% of the natural sand in concrete, saving at least 800m tonnes per year. Another solution is more intelligent design: concrete structures are often over-engineered, incorporating beams that are thicker than necessary. A team at Cambridge University is using computer modelling to size concrete more efficiently and cut waste.

Aurora Torres warns that such measures will not eliminate the continuing need for sand mining on a vast scale and that stricter monitoring and enforcement in the developing world are required. “This is a hidden ecological disaster in the making,” she says. “We will be hearing a lot more about sand in the coming years.”
