Indonesia: 'Devil in the Details' for Palm Oil Sustainability

Ukui, Riau. When Wartono arrived in Ukui, a village in Sumatra’s Riau province, 26 years ago, there was little else beyond a dusty, rutted road that carved through the jungle.

Like many Indonesian families from densely populated Java, Wartono and his parents moved to Riau as part of then-president Suharto’s transmigration policy of the late-1980s. Promised two hectares of land to cultivate under the “plasma scheme,” the family were offered a new start. No one told them, however, that there was nothing waiting for them.

“When I first came here, our area was all jungle,” Wartono said, sitting on a rug in the front room of his tidy, two-story home. “It scared me. There was no decent infrastructure.”

Now the road from Riau’s capital, Pekanbaru, is paved. There is electricity and employment. And the jungle has been cleared and replaced with hundreds of thousands of hectares of oil palms.

Like much of Riau, Ukui has been transformed by the rapid development of oil palm plantations. The province is now the largest producer of palm oil in Indonesia and the industry is a major driver of economic development.

For a farmer like Wartono, 41, palm oil provides an average monthly income of about Rp 3.5 million ($295), a house and the chance to send his two children to university.

But the industry, environmentalists say, is also the biggest single driver of deforestation and wildlife habitat destruction in Indonesia.

Wartono is one of 15,000 smallholders in Riau contracted to supply Inti Indosawit Subur (IIS), a subsidiary of Indonesian palm oil giant Asian Agri. He is also the type of fruit supplier the company likes to present to the media — successful and certified by the Round Table on Sustainable Palm Oil (RSPO), a multi-stakeholder initiative committed to sustainable palm oil production.

In an industry that has become synonymous with the destruction of rainforests and wildlife habitats, corruption, and fueling haze from forest fires, a story like Wartono’s is a stamp of credibility.

In 2012, Asian Agri, which is part of the Royal Golden Eagle conglomerate, was found guilty of one of Indonesia’s largest cases of tax evasion and, in a report released last year, the company was implicated in sourcing fruit from illegal plantations in Tesso Nilo National Park by the World Wide Fund for Nature.

Faced with a consumer backlash in Western markets, pressure from NGOs and the government, the company has scrambled to clean up its image in the past two years. Committing its agreement with Riau’s plasma smallholders to sustainability is one of its flagship projects.

Pengarapen Gurusinga, head of the smallholders’ association at Asian Agri, said there were 29,000 smallholders throughout Sumatra contracted to supply IIS, and more than 80 percent of them were RSPO certified.

“The most important act in this is to educate the farmers to practice sustainable farming,” he said.

Certified farmers, whose smallholdings, or plasma farms, are worked on primarily by family members, are taught sustainable plantation management, such as protecting the environment and wildlife, and to stop slash and burn farming, Pengarapen said.

Standards are ensured through regular training and monitoring, all of which is paid for and conducted by Asian Agri.

“Changing the mind-set of farmers is not easy,” Pengarapen said. “But now with the recommendations and standards of the RSPO they need to be responsible.”

But responsibility is not yet a hallmark of the palm oil companies themselves.

An opaque supply chain has made it all but impossible to verify if fruit grown on illegal plantations — often on cleared peatland or in forests not designated for palm oil production — was being mixed with fruit grown legally.

“At the moment the transparency is almost none in the supply chain,” said Irwan Gunawan, market transformation strategy leader for agriculture and fisheries at WWF. “Even the RSPO traceability system only tracks down to the mills.”

In addition to receiving fruit from its own smallholders, Asian Agri also takes fruit from independent smallholders, who are self-managed, self-financed and not contractually bound to any one mill.

Only a fraction of those, such as the Amanah Palm Oil Independent Smallholders Association, are RSPO certified.

Asian Agri has said it receives the bulk of its palm fruit from its own plantations or smallholders. But data on how much fruit is purchased from suppliers not owned by the company or contracted to the company is lacking, RSPO documents show.

IIS, the only subsidiary of Asian Agri that is a member of the RSPO, did not declare how many tons it purchased from independent smallholders or third-party suppliers in its 2012-13 progress report, or how much was from certified sources.

Furthermore, IIS does not anticipate achieving 100 percent certification of independently sourced palm fruit until 2053, according to the report.

In May, the company announced efforts to “fortify” its policy of responsible fruit buying. The policy requires Asian Agri’s independent smallholders and third-party palm oil suppliers to provide legal documentation to show the source of their fresh fruit bunches.

Suppliers who present illegal fruit have their agreements suspended. All reports of illegally supplied fruit will be investigated, the company said.

Asian Agri general manager Freddy Widjaya said his company was committed to ensuring the legality of its fruit supply.

“We want to make sure that the fruits from our farmers come from sustainable farming practices,” he said.

But there are still doubts from some quarters. Irwan said because the supply chain between smallholder plantations and mills was complex, oversight was still an issue.

“The critical point is that from the plantation to the mills Asian Agri hasn’t been able to develop a system to prove that this part of the supply chain is clean and without contamination,” he said.

He said that although it was important to support the commitment from companies on sustainability, the “devil is in the detail.”

“That’s why as an organization we’re cautiously welcoming any sustainability commitments from companies, because that is easy on paper, but not in implementation,” Irwan said.

'Significant increase' in dengue cases, with further rise likely: NEA

SINGAPORE: The National Environment Agency (NEA) has reported a “significant increase” in the number of dengue cases in Singapore, with the figures likely to rise as the weather heats up.

A total of 676 cases were reported during the week ending June 28, up from 553 the previous week, latest figures on the NEA website showed. Between June 28 and 3.30pm on July 1, there were another 265 reported cases.

The NEA warned that there may be a further rise in dengue cases over the next two to three months, with the warmer weather shortening the breeding and maturation cycles of the Aedes mosquitoes, as well as the incubation periods for the dengue virus.

Parts of Hougang and Serangoon continue to be hotspots, with more than 500 dengue cases reported in those areas in the last two weeks.

“The best way to mitigate the higher transmission is to continue efforts to reduce the mosquito population,” the NEA said on its website. “NEA and its Inter-Agency Dengue Task Force partners, as well as Town Councils, are not letting up on efforts to check for and remove potential mosquito breeding habitats.”

Nearly 9,000 people have been diagnosed with dengue so far this year, according to the NEA website.

SINGAPORE: The National Environment Agency (NEA) said there was a "sharp rise" in the number of reported cases of dengue in the week ending July 5, and warned that it expects the number of cases to rise further during the ongoing peak dengue season.

In a statement on Tuesday (July 8), NEA said there were 898 reported cases of dengue in the week ending July 5, and the figure was a sharp rise from the 674 reported cases from the previous week. As of July 7, there have been a total of 9,697 reported cases of dengue in 2014. DENV-1, the strain of virus that caused the 2013 epidemic, remains dominant, accounting for almost 90 per cent of infections, according to the NEA.


The agency said that its Gravitrap surveillance system revealed that the population of adult Aedes aegypti mosquitoes has doubled since May 2014.

The NEA said it usually sees a higher transmission of dengue in the country in the hotter months of June to October, due to the accelerated breeding and maturation cycles for the Aedes mosquitoes and shorter incubation periods for the dengue virus.

"NEED TO REDUCE MOSQUITO POPULATION URGENTLY"

The NEA, other Government agencies from the Inter-Agency Dengue Task Force, and all town councils are continuing to check public areas and housing estates for potential breeding grounds, with officers carrying out daily checks for breeding habitats in these areas. More than 1.5 million inspections have been carried out this year, the agency said, with space spraying and Gravitraps used to eliminate adult mosquitoes.

"We need to reduce the mosquito population urgently," the NEA said.

At the community level, NEA is calling residents to play their part in removing stagnant water, to deprive the mosquitoes of their breeding habitat.

Those infected with dengue should protect themselves from mosquito bites by applying repellent regularly, and those showing symptoms suggestive of dengue should see their GPs early to be diagnosed, the agency said.

Singapore firms monitor haze situation in Indonesia

SINGAPORE: Singapore companies, especially commodities firms with plantations in Indonesia, are keeping a close watch on the haze situation in Indonesia.

First Resources and Golden Agri-Resources have told Channel NewsAsia they hold a strict no-burn policy and have stepped up fire surveillance and patrols on their lands.

Fire-fighting teams and equipment are also in place to prevent fires from spreading.

In a statement, First Resources said it strictly adheres to a no-burn policy for their land clearing process.

“To prepare for fire emergencies that may be caused by spontaneous combustion or fires on neighbouring lands that get out of control, we do have fire precautionary measures in place,” the statement said. “These include detecting and monitoring hotspots using satellite information, increasing frequency of security patrols during the hot and dry season, and maintaining a fire management team at all plantations.”

The statement also added that since 2013, the company has reinforced their fire management team with more trained firefighters, new fire-fighting equipment, further training and better quality protective gear for their fire-fighting crew.

Meanwhile, Golden Agri-Resources said they, along with their subsidiaries, are against any form of burning -- and are industry leaders in being the first palm oil producer to establish a zero-burning policy in 1997.

“We believe that businesses must act responsibly and a multi-stakeholder collaborative approach is the best way to find solutions for the haze issue,” the company said in a statement. “We are supportive of efforts to mitigate the haze and will work with the relevant stakeholders.

“We have intensified our fire surveillance patrols and are prepared to take prompt action to put out fires to protect our plantations.”

Wilmar, which also has plantations in Indonesia, declined to comment.

Malaysia: Search for near extinct sawfish

KOTA KINABALU: Marine researchers are hoping to rediscover a species of rays with long snouts resembling sharks, thought to be extinct, in smaller rivers that feed into Sungai Kinabatangan.

Though the marine creature called sawfish have not been sighted along the nation’s second longest waterway for about 20 years, researchers believe that there could be small populations at its tributaries or at the nearby Sungai Segama.

Universiti Malaysia Sabah’s Borneo Marine Research Institute senior lecturer Dr Mabel Manjaji Matsumoto said they planned to carry field studies in rivers at the Lower Kinabatangan region to see if there were any more sawfish populations there.

She said the reported capture of a 5m long female sawfish on June 25 at Daro in Sarawak had once again brought into focus the need for urgent conservation efforts of these marine creatures said to be dwindling in numbers.

She said that sawfish were also a protected species under the Fisheries Act.

Dr Mabel said due to their resemblance of sharks, sawfish had been harvested for their fins apart from their long, toothed snouts or rostra, some up to 7m long, often in demand as “curios”.

Sawfish that thrive in freshwater and parts of rivers of low salinity are often caught in fishing nets due to their toothed snouts.

In addition many of their habitats are under threat due to land clearing activities and agriculture along the rivers.

Dr Mabel said four of five species of sawfishes had been recorded In Malaysia.

The most recent report of Borneo sawfish from Sarawak is encouraging – that sawfishes still existed in Borneo – and provides a hope to conserve the remaining population.

“As current knowledge of sawfish distribution in Malaysia is patchy at best, much needs to be done to better understand the distribution of sawfishes throughout Malaysia,” Dr Mable said.

Malaysia: Rain, hot weather causing spike in dengue cases

KUALA LUMPUR: The rainy weather interchanging with the hot season is one factor for the high number of dengue cases recorded between January and last month.

A Health Ministry official said the rainy season had created a more conducive breeding ground for mosquitoes while the hot weather had made the mosquitoes more active.

“The wet weather enables the mosquito egg to turn into larva, a pupa and later into an adult mosquito, or imago.

“Therefore, it is important to reduce breeding sources and create a clean environment so that the breeding process does not continue.”

Fogging is not sufficient as it only kills adult mosquitoes, and no vaccine has been developed yet.

“We have intensified our control measures but it should be an integrated effort by all quarters to ensure that there are no more dengue deaths.”

The official said compounds had been issued to people in charge of premises and sites that were not clean and which promoted mosquito breeding.

Health Ministry director-general Datuk Dr Noor Hisham Abdullah on Monday said the ministry was investigating the possibility of the rise of dengue cases to be due to the shift in the dominant dengue virus serotype that was circulating.

“We will investigate the possibility of a new strain of dengue virus from the four serotypes always in circulation (DEN-1, DEN-2, DEN-3, and DEN-4).

“The spike in dengue cases may be attributed to the new strain, but we will have to find out.”

Checks with private hospitals showed that the number of admissions for dengue had increased, with one private hospital in the Klang Valley saying the increase had forced it to turn away many patients.

JOHOR BARU: Johor has recorded 15 dengue-related deaths in the first six months of this year, an increase of 144% compared with the same pe­­riod last year.

The number of dengue cases also increased by 52% from 1,660 in the first six months of last year to 2,524 for the same period this year.

State health and environment com­­­mittee chairman Datuk Ayub Rahmat described the trend as worrying as the death toll had more than doubled, adding the Health Depart­ment had been constantly carrying out fogging and clean-up across the state.

However, he said residents should not rely solely on fogging activities but take precautionary measures to rid mosquito breeding grounds.

“Fogging is the last resort to kill adult Aedes and some of them are already immune to the pesticide. Prevention is most vital to eliminate dengue cases,” he said while propo­sing that homeowners spend at least 10 minutes a week to check for possible breeding grounds around their areas.

On the usage of biological agent Bacillus Thuringiensis Israelensis (BTI) as the pesticide mixture for fogging, Ayub said that the Govern­ment was still conducting studies to check on its effectiveness.

El Nino, Indonesian Peatland Conversion Add Up to Haze Risk

Jakarta. Environmental groups and scientists fear a predicted El Nino weather pattern this year could exacerbate Indonesia’s destructive forest fires, which in 2013 left thousands of people sick, closed schools and sparked a diplomatic row with Singapore.

Meteorologists have predicted an El Nino weather pattern is likely this year, meaning Indonesia and much of Southeast Asia will see drier-than-usual weather and an increased possibility of drought.

Nigel Sizer, the global director of the World Resources Institute’s forests program, said this could have a significant impact on the threat of forest fires in Indonesia.

“We have been issuing warnings that this year could be a very, very bad year for fires,” said Sizer, speaking at a panel discussion on forest fires hosted by the Jakarta Foreign Correspondents Club on Wednesday. “Last year was very bad of course, this year could be worse.”

Fires in Sumatra’s Riau province in June last year closed schools, airports and saw thousands of people suffer from respiratory tract diseases.

The haze from the fires, most of which were said to have been deliberately lit to clear land for agriculture including oil palm and pulp plantations, blanketed the skies of neighboring countries.

Air pollution levels reached record levels in Singapore, leading to Singapore’s lawmakers introducing the draft Transboundary Haze Pollution Act. If passed, it would see foreign companies fined for polluting the country’s air.

Critics have said the Indonesian government is not doing enough to combat the fires.

Herry Purnomo, a scientist at the Center for International Forestry Research (CIFOR), said there was a lack of capacity to fight the fires and disagreement between national and local government as to who was responsible.

“We talk a lot but not a lot is happening,” Herry said.

Bustar Maitar, head of the Indonesian forest campaign at Greenpeace International, called on the ministry of environment to give Indonesia’s peatlands full protection. He also said the government needed to stop treating forest fires as a natural disaster.

“For me peatland is a dynamic and unique ecosystem but if that peatland is not being managed properly then it will become a source of fuel for forest fire,” he said. “So if you’re talking about how to stop forest fires, one key element that we need to talk about is how to stop making fuel – by clearing and draining peatland.”

About 80 percent of Riau is covered by peatland, as is much of Kalimantan, Bustar said.

More than a quarter of a million dollars in assistance for fish farms

SINGAPORE: Almost all the fish farms which were affected by a plankton bloom earlier this year, have accepted the Agri-Food and Veterinary Authority's (AVA) assistance package. The package includes the funding for restocking and purchase of equipment for the farm.

AVA says it has disbursed about S$256,000 in assistance so far.

90 per cent of the farmers are in the midst of restocking their farms. Their fish stock died after being deprived of oxygen due to plankton bloom.

One farm Channel NewsAsia visited tapped the assistance package to restock about 100,000 pieces of fish fingerlings. It is projected to produce about 17 to 20 tonnes of fish this year.

Philippines: Bluemax’s lahar sand lauded

BLUEMAX Tradelink Inc.’s lahar sand export project in Zambales was highly commended by the Department of Environment and Natural Resources’ (DENR) local offices in Region 3 recently.

“Bluemax’s dredging and extracting of lahar sand along Bucao River channel, one of the main river systems in Zambales now heavily silted, was sort of like a miracle for the people of Botolan, Zambales, as it is expected to decrease more incidence of floods,” said Lormelyn Claudio, director of DENR Environmental Management Bureau Region 3.

“It will also deepen the channel and will provide passage for overflowing flood waters. This project is supposed to be the work of the national government with the participation of the local government, but now private companies like Bluemax assumes all cost related to dredging and desalting, agreeing that it is just right for the government to allow Bluemax to export the lahar sand because it doesn’t need to pay private contractors to do the job and even requires Bluemax to pay taxes from the sales of the sand. It is now a very good opportunity to solve our problem with lahar sand,” explained Claudio.

Claudio clearly explained the positive impact of the project and how it went through Environmental Impact Assessment (EIA) review and evaluation pursuant to PD 1586.

For his part, Reynaldo Cruz, OIC of the DENR’s Mines and Geosciences Bureau Region 3, explained that Bluemax has obtained all the necessary legal procedures. “Their permit to export the lahar sand is regularly cleared by our office. Suffice to say that the whole operation is above board and legitimate,” said Cruz.

“The lahar is graded and exported by Bluemax to Singapore for its massive reclamation project meant to sustain its fast economic growth. The company was awarded the contract to provide lahar sand back in 2011,” said its president and CEO Clark Zapata.

“Before, Singapore used to import sand from other much nearer countries. But these countries stopped it due to lack of supply and issues. But blessing for us, the eruption of Mount Pinatubo left us an endless supply of lahar sand,” said Zapata.

When Mount Pinatubo erupted, endless tons of lahar sand were spewed out, thereby creating havoc up to this day in the provinces of Zambales, Pampanga, Tarlac and its surrounding areas. Whenever it rains, lahar would flow down from the mountains and would clog rivers, destroy properties and lives and bring down the local economies.

Bluemax Tradelink Inc., under Zapata, started the lahar exportation in Singapore in 2011 under the memorandum of agreement signed by Zambales Gov. Hermogenes Edejer Ebdane Jr. The removing and processing of lahar sand in different parts of Zambales were done for free.

“Bluemax is doing it practically for free to support the government and also the locals,” explained Zapata. “They used vast amounts of government funds just to remove and dredge lahar from their lands, now it’s the other way around.

“We are helping Singapore with their expansion requirements while we help improve the lives of our fellow Filipinos. We are turning deadly threats into opportunities, while helping the government earn and the Filipinos to have better lives in Zambales being the direct beneficiaries of the project.”

It also provided financial support to the socio-cultural and community programs of the local government of Botolan aside from providing employment to the locals and improving roads and other infrastructure of the province.

Aside from lahar exportation, Bluemax Tradelink is also involved in manganese ore mining.

Bluemax’s main office is at De la Rosa, Makati City, and some satellite offices in Zambales area.

From despair to repair: Dramatic decline of Caribbean corals can be reversed

With only about one-sixth of the original coral cover left, most Caribbean coral reefs may disappear in the next 20 years, primarily due to the loss of grazers in the region, according to the latest report by the Global Coral Reef Monitoring Network (GCRMN), the International Union for Conservation of Nature (IUCN) and the United Nations Environment Programme (UNEP).

The report, Status and Trends of Caribbean Coral Reefs: 1970-2012, is the most detailed and comprehensive study of its kind published to date – the result of the work of 90 experts over the course of three years. It contains the analysis of more than 35,000 surveys conducted at 90 Caribbean locations since 1970, including studies of corals, seaweeds, grazing sea urchins and fish.

The results show that the Caribbean corals have declined by more than 50% since the 1970s. But according to the authors, restoring parrotfish populations and improving other management strategies, such as protection from overfishing and excessive coastal pollution, could help the reefs recover and make them more resilient to future climate change impacts.

“The rate at which the Caribbean corals have been declining is truly alarming,” says Carl Gustaf Lundin, Director of IUCN’s Global Marine and Polar Programme. “But this study brings some very encouraging news: the fate of Caribbean corals is not beyond our control and there are some very concrete steps that we can take to help them recover.”

Climate change has long been thought to be the main culprit in coral degradation. While it does pose a serious threat by making oceans more acidic and causing coral bleaching, the report shows that the loss of parrotfish and sea urchin – the area’s two main grazers – has, in fact, been the key driver of coral decline in the region. An unidentified disease led to a mass mortality of the sea urchin in 1983 and extreme fishing throughout the 20th century has brought the parrotfish population to the brink of extinction in some regions. The loss of these species breaks the delicate balance of coral ecosystems and allows algae, on which they feed, to smother the reefs.

Reefs protected from overfishing, as well as other threats such as excessive coastal pollution, tourism and coastal development, are more resilient to pressures from climate change, according to the authors.

“Even if we could somehow make climate change disappear tomorrow, these reefs would continue their decline," says Jeremy Jackson, lead author of the report and IUCN’s senior advisor on coral reefs. "We must immediately address the grazing problem for the reefs to stand any chance of surviving future climate shifts.”

The report also shows that some of the healthiest Caribbean coral reefs are those that harbour vigorous populations of grazing parrotfish. These include the Flower Garden Banks National Marine Sanctuary in the northern Gulf of Mexico, Bermuda and Bonaire, all of which have restricted or banned fishing practices that harm parrotfish, such as fish traps and spearfishing. Other countries are following suit.

“Barbuda is about to ban all catches of parrotfish and grazing sea urchins, and set aside one-third of its coastal waters as marine reserves,” says Ayana Johnson of the Waitt Institute’s Blue Halo Initiative which is collaborating with Barbuda in the development of its new management plan. “This is the kind of aggressive management that needs to be replicated regionally if we are going to increase the resilience of Caribbean reefs.”

Reefs where parrotfish are not protected have suffered tragic declines, including Jamaica, the entire Florida Reef Tract from Miami to Key West, and the U.S. Virgin Islands.

The Caribbean is home to 9% of the world’s coral reefs, which are one of the most diverse ecosystems on the planet. Caribbean reefs, spanning a total of 38 countries, are vital to the region’s economy. They generate more than US$ 3 billion annually from tourism and fisheries and over a hundred times more in other goods and services, on which more than 43 million people depend.

India Gets Lowest June Rain in 5 Years as El Nino Looms

India, the world’s second-biggest rice, sugar and cotton grower, recorded the lowest June rainfall since 2009 amid predictions for an El Nino that previously caused droughts and cut crop output, the state forecaster said.

The country got 92.4 millimeters (3.6 inches) of rain last month, or 43 percent less than the average between 1951 and 2000, the India Meteorological Department said yesterday on its website. The monsoon has made no progress over India’s western and central regions since June 15.

With 90 percent of India getting deficient rains, sowing of crops from rice to corn, soybeans and cotton has been delayed, hampering Prime Minister Narendra Modi’s efforts to rein in inflation and revive growth from near a decade low. An estimated 833 million people out of the 1.2 billion population depend on agriculture for their livelihood and the sector accounts for 14 percent of the nation’s gross domestic product.

“The rainfall pattern has gotten distorted this year, and it will have some impact on agricultural productivity,” Dharmakirti Joshi, chief economist at Crisil Ltd., S&P’s local unit, said by phone from Mumbai. “If rains revive in July and August, then you can make up for it because you have a window for late sowing till July 15. It is a risk to food inflation but not an unmitigable risk.”

Inflation Impact

Consumer inflation gains in India slowed to 8.28 percent in May, a three-month low, official data show. That compares with 8.34 percent in Pakistan and 2.5 percent in China. Food makes up about 50 percent of India’s consumer-price inflation basket.

Monsoon rainfall will be 7 percent below average this year as the El Nino emerges, the meteorological department predicts. In 2009, the last time India experienced the event, rainfall was 22 percent below the 50-year average, reducing food-grain output and more than doubling inflation from the previous year, official data show. The seasonal showers are the main source of irrigation for the nation’s 263 million farmers because about 55 percent of crop land is rain dependent.

El Nino, which can roil world agricultural markets as farmers contend with drought or too much rain, may be established by September, according to climate models surveyed by Australia’s Bureau of Meteorology. Forecasters from the U.S. and the United Nations are also warning an El Nino will occur.

Climate models indicate the weather event is likely to develop by spring, which starts in September, and there’s a 70 percent chance of the pattern this year, the Australian bureau said on its website today.
Tackling Shortages

The monsoon covered Uttarakhand, Himachal Pradesh, Jammu and Kashmir, parts of Haryana, Punjab and some more areas of Uttar Pradesh today, India’s weather bureau said today. Conditions are favorable for advance of the monsoon into more parts of Madhya Pradesh, remaining parts of Uttar Pradesh, Haryana, Punjab and New Delhi during the next 48 hours, it said.

The government should take steps to tackle any shortage of food items caused by inadequate rains and import lentils and edible oils, Crisil’s Joshi said.

“It now behooves all policy makers, at the center and the state, to start planning for the worst,” Saugata Bhattacharya, a Mumbai-based economist at Axis Bank Ltd., said in an interview to Bloomberg TV India yesterday. “The budget should now start to be leveraged for providing relief in the worst-hit districts, both by way of subsidies and movement of stocks.”
Selling Rice

Modi’s government has pledged to tackle price gains by offloading 5 million tons of rice, about a quarter of its state stockpiles, at subsidized rates and cracking down on food hoarders. It will also help states to import pulses and cooking oils if needed and set minimum export prices for potatoes, according to Finance Minister Arun Jaitley.

Farmers planted rice in 2.2 million hectares as of June 27, down from 3.6 million hectares a year earlier, according to the Agriculture Ministry. Sowing of oilseeds has dropped 47 percent to 479,000 hectares, while the area under cotton has slumped 48 percent to 2.9 million hectares, ministry data showed.

“We will watch the progress until the first week of July before deciding the next course of action,” Agriculture Commissioner J.S. Sandhu, said by phone from New Delhi.
