Formula 1 failing miserably to keep Max Mosley's green promises

Gas-guzzling Formula 1 teams put on a pathetic show compared with the green action seen elsewhere in motorsports

Indy racers in the US now burn up the track with biofuels. TT motorcyclists in the Isle of Man will try out electric bikes next month. But Formula 1? Despite some brash green promises a couple of seasons ago, the big boys of motor racing are still the carbon-guzzling petrolheads par excellence.

Back in 2006, the president of Formula 1's governing body, Max Mosley, promised a "green overhaul" for the sport. The new rules requiring green technology would be rolled out in time for 2009, he said.

Two years ago this week, he announced that the new rules would be voluntary until 2011. Last year, it emerged the final roll-out would not take place until 2013.

Max is trying, but the big teams are resisting. Meanwhile the planet warms.

One of Mosley's key ideas was to require cars to recycle energy generated by braking – a technology called kinetic energy recovery. With cars decelerating from 200mph to 50mph in a couple of seconds, there is considerable energy to be harnessed that is otherwise dissipated in heat and noise.

So far, four teams have taken up the technology. Ferrari used the system at Barcelona last weekend, but BMW dropped it; McLaren-Mercedes and Renault also trialled it at the start of the Grand Prix season. In any case, the purpose of energy recycling has turned out not to be exactly as billed. The brake energy is being stored in a battery or flywheel not to reduce fuel consumption, but to provide a quick power surge during overtaking manoeuvres and to come faster out of corners. Good fun for racers, I am sure, but not in the least bit green.

Out on the track, the most obvious sign of the "greening" of Formula 1 over the last two years has been the sight of Honda cars going round with a big map of the planet on the side.

But the "Earth Car" didn't prove such a success. Honda pulled out of Formula 1 over the winter. The website they once advised you to visit to check out their progress in greening racing cars now carries a goodbye message.

This all seems pretty pathetic compared with action elsewhere in motor racing. Indy cars in the US have been running on 100% bioethanol for several years now. But Formula 1 requires 5.75% "biomatter". Biofuels may be far from carbon-neutral, but Indy at least shows willingness and innovation.

Meanwhile, the TT motorcycle races on the Isle of Man this year will feature an all-electric Grand Prix on 12 June. Chris Goodall suggested in the Guardian a few months ago that Formula 1 should try the same thing. He tells me "it didn't gain any traction".

Even Formula 3 motor racing may be on the verge of a green revolution.

Perhaps you spotted the public unveiling last week of Warwick University's new "chocolate-powered" Formula 3 car. The car runs on biodiesel made from cocoa oils and is almost good enough to eat.

All the press said that, along with a steering wheel made of carrot fibre, a seat of soya beans and various other delights, the bodywork was made from potatoes. But even here greenwash creeps in. When I asked the car's inventor, Steve Maggs, about this, he admitted that while there was potato starch in the wing mirror casings, the bodywork was "still mainly carbon fibre".

He blamed the press who "don't let the facts get in the way of a good headline". But his problem is closer to home. The first paragraph of the university news release says the car "has bodywork made from potatoes".

Currently the green machine is ramping up its carbon footprint by being trucked round the circuits to show off its tasty lines. And that's the trouble really. Motor racing gobbles carbon just as it gobbles cash.

A formula 1 car emits about 1.5kg of CO2 for every kilometre it drives, about nine times that of a family car. And that's just the start, as its huge teams of mechanics, drivers and their kit and hangers-on tour the globe through the summer.

Back in 2008 at the Motor Sport Business Forum, Max Mosley declared: "It is necessary to demonstrate to society that F1 is doing something useful." Still waiting.

'Rebound effects' of energy efficiency could halve carbon savings, says study

Research urges governments and climate policymakers to look beyond simple energy solutions and consider the indirect and economy-wide effects when forming legislation

Using energy more efficiently might not be as effective at tackling climate change as people think, according to a new study. A team of economists has shown that so-called "rebound effects", where efficiency improvements are offset by behaviour changes, such as increasing demands for cheaper energy, could potentially slash future carbon and energy savings by half.

The rebound effect was first proposed in the 19th century but, until now, there has been very little research on how significant it might be.

In the latest study, Terry Barker, of the Cambridge Centre for Climate Change Mitigation Research, showed that if the International Energy Agency's (IEA) recommendations for efficiency measures are followed in full in the next few decades, the total rebound effect – the proportion of potential energy savings offset by changes in consumer and industry behaviour – could be 31% by 2020 and about 52% around the world by 2030.

He is presenting the results today at a Cambridge University seminar, where economists, business people and policymakers will gather to discuss the wider implications of the rebound effect and consider how to incorporate it into climate negotiations.

"The green stimulus packages being implemented to tackle the financial crisis in several countries all include investments in energy efficiency," said Barker. "They may be a lot less effective at reducing energy use than expected because of the rebound effect, especially in developing countries."

Policymakers and scientists, including the Intergovernmental Panel on Climate Change, only consider the direct rebound effects of energy efficiency, largely ignoring the indirect and economy-wide effects that Barker also identifies in his research.

"That is potentially important because it will lead to us over-estimating what certain policies will achieve," said Steve Sorrell, a researcher at the UK Energy Research Centre and an energy policy expert at the University of Sussex, who is also speaking at today's meeting.

Rebound effects can cut right through society and the three types reflect how they could inadvertently increase energy use. The first, direct effects, include people who drive more regularly because their fuel-efficient cars are cheaper to run. More efficient industry, on the other hand, can lead to indirect effects: cheaper steel might increase the amount of steel produced and, therefore, the number of construction projects in which it can be used. Across society, cheaper electricity bills overall mean consumers have more money to spend on other activities, such as holidays or entertainment, again potentially raising their overall carbon footprint.

In the study, Barker used economic models to predict how energy use in transport, buildings and industry might change in the coming decades. The total rebound figures were calculated by comparing two scenarios of how a growing economy responds to changing energy use. One scenario included the IEA's proposed energy efficiency measures, while the second did not. This allowed researchers to calculate for the first time the indirect and economy-wide rebound effects not usually considered by scientists and policymakers.

Doug Parr, chief scientist at Greenpeace UK said the work on rebound effects showed technology on its own was not a solution to climate change. "Any policy has to be not just about getting technology deployed but also about a strategy that includes tax and regulation. You can't just deploy new technology and hope it'll get you out of trouble. I get the sense that policymakers don't understand it fully."

Sorrell agreed that rebound effect should be taken more seriously by governments when setting climate policy – in particular, making sure they focus on measures outside simple energy efficiency. "Our new understanding of the rebound effect reinforces the case for price-based measures, such as carbon taxes and emissions trading, to control emissions directly."

The rebound effect was first proposed by William Stanley Jevons in 1865 – he argued that increasing the efficiency of steam turbines would increase, rather than decrease, the overall consumption of coal. As the cost of energy goes down, he said, people would be more likely to use steam turbines more often. His prediction came true – increasingly efficient steam turbines powered the industrial revolution.

The public deserves the full picture on climate change

Simplistic stories and cliché pictures of polar bears have failed to engage people in the true debate, says Nasa scientist

Like many of the important issues facing society, climate change involves a complex intersection of science, culture and politics, and a huge array of consequences impinging on a wide range of vulnerabilities. Yet on all sides, people are bombarded with simplistic slogans, misleading headlines and soundbites shorn of the caveats that make them valid.

The media is the main conduit for people to learn more, but the disconnect between the need for education and the journalistic mission to provide news means that climate stories are often missing the context needed to understand the bigger picture.

Similarly, many photographers working in environmental fields have become frustrated at the limited palette of images used to illustrate these stories. One described it as "extreme weather all the time and a polar bear". None of this does justice to the complexities of the issue and instead reduces it to the level of cliché.

Anyone trying to glean a full picture from traditional sources faces a daunting task. Indeed, many people will recognise quickly that there is a huge amount of information that is never made explicit. Stories about results from climate models never describe what a climate model is, descriptions of dramatic new observations rarely discuss what makes them interesting, and commentaries on policy debates seldom rise above reporting the partisan posturing.

Given some of the missteps that have occurred in recent decades, in how mad cow disease and vaccines have been dealt with by both the government and the media, there is a latent mistrust of statements from authority about science – whether they are from the academic world or the government. This in turn leaves the field wide open for peddlers of disinformation to fill the blogosphere and opinion pages with conspiratorial fairytales that take advantage of some people's confusion.

A few years ago, I helped start the blog RealClimate.org, which allowed the public and working scientists to interact directly and to provide some of the missing background for stories that hit the headlines. But, over the years, it has become clear that there is a hunger – at least among some readers – for more than what a few ephemeral blog postings can provide. Yet few people have the time or inclination to go back to college, and most books on the subject are either dry technical treatises or political calls to action, neither of which are particularly conducive to greater general understanding.

So is there room for a new approach? I think the answer is yes, and it lies in recognising that people need to be engaged in the subject, given access to the how the information is obtained and trusted to deal with the complexities and uncertainties that still abound.

Great imagery – whether from photography or satellites – can be immensely useful in drawing people into an issue and revealing subtleties that would otherwise escape attention. Direct access to the scientists can build respect for the logistic, physical and intellectual challenges they face in the field and in the lab. Eschewing the polemics in favour of objective explanations can provide a welcome respite from the constant bickering that all too often passes for debate in climate change discussions.

One manifestation of this approach is a new book, Climate Change: Picturing the Science, which photographer Joshua Wolfe and I have put together. The book brings together our two communities to demonstrate in words and images how we are exploring what is happening now, what happened in the past and what might happen in the future. We don't expect this suddenly to transform the public's understanding of the science or the policy debate, but it is a resource that many will hopefully find accessible and useful. Citizens deserve a more mature discussion, and together, scientists, journalists and photographers should provide it.

Environment-Led Green Revolution Key to Future Food Security in Africa

Surge in Hunger May Be Avoided through Smart Green Technology, Rainwater Harvesting and Micro-Finance, But Situation is Urgent, Warns UNEP

New York/Nairobi, 14 May 2009 - Delivering food security to an additional 1 billion people in Africa will become ever more challenging over the next four decades unless more intelligent management of natural resources and emerging opportunities are brought to bear.

Invasive pests, land degradation, erosion, drought and climate change have already caused agricultural yields to fall in some cases by up to 50 per cent, according to a new report by the UN Environment Programme (UNEP).

Business as usual, with Africa's population set to rise from 770 million to 1.75 billion by 2050, is likely to dwarf the recent food crisis which plunged over 100 million into poverty and hunger in just two years.

The report, "The Environmental Food Crisis", was launched at the 17th session of the UN Commission on Sustainable Development in New York today. It provides some new and sobering costs on how environmental degradation might impact food production, while highlighting new and promising paths.

Achim Steiner, UN Under-Secretary-General and UNEP Executive Director, said: "The economic models and management regimes of the 20th century are unlikely to serve humanity well on a planet of 6 billion, rising to over 9 billion by 2050. This is particularly true with respect to agriculture and especially valid in Africa."

"Reversing environmental degradation and investing in our ecological infrastructure such as forests, soils and water bodies is one part of the Green Economy solution - these are the nature-based inputs and infrastructure for agriculture in the first place. The other key is managing them and the food chain in far more efficient ways", he said.

"A third element, not touched on in this report but also relevant, is the enormous opportunity to diversify livelihoods and incomes via the emerging carbon markets - this includes sectors such as renewable energy, but also the growing prospect of farmers earning an income by conserving forests, soil and vegetation cover to sequester carbon", said Mr. Steiner.

Under-Exploited Management Options

Water scarcity is an increasing risk in Africa. But studies by UNEP and the World Agroforestry Centre estimated that there was enough rain falling on Africa to supply the water needs for 13 billion people - twice the current world population.

However, little is collected or stored sustainably via methods such as small- and large-scale rainwater harvesting.

Similarly, much of overseas development aid continues to promote the tools, fertilizers and seeds approach.

A recent report by UNEP and the UN Conference on Trade and Development (UNCTAD) surveyed 114 small-scale farms in 24 African countries who had switched to organic or near organic production.

- Yields had more than doubled where organic, or near-organic practices had been used, with the yield jumping 128 per cent in east Africa.

- The study found that organic practices outperformed traditional methods and chemical-intensive conventional farming and also found strong environmental benefits such as improved soil fertility, better retention of water and resistance to drought.

Mr. Steiner also emphasized the importance of micro-credit and micro-insurance schemes, such as ones that have been piloted by the World Food Programme (WFP) in Ethiopia in collaboration with donor countries and the insurance industry.

Here farmers have been paid when weather forecasts indicate that drought is looming, and well before a family is down to its last livestock and facing hunger and starvation.

Meanwhile, the UNEP Executive Director also underlined not only the threat, but also the opportunity to diversify economies as a result of climate change and via the emerging carbon markets and carbon funds.

Clean energy projects, such as wind, off-river hydro and solar power are beginning to take off in Africa from an albeit low base. There are now an estimated 100 projects in over 20 countries up and running or in the pipeline.

Mr. Steiner pointed to Kenya, where several hundred megawatts of geothermal electricity are now being installed in the Rift Valley as representing development, poverty-reduction and alternative employment prospects for people.

"Kenya has plans to generate 1,300MW of geothermal electricity by around 2020. But this is only scratching the surface. Kenya is also a windy country - in Turkana, in the north of the country, a private consortium is developing an initial 300MW of wind energy, following the Government's introduction of new legislation - equal to around 25 per cent Kenya's current installed energy capacity", he said.

"By some rough estimates, the country might have enough windy sites to produce over 30 Gigawatts of wind energy for domestic consumption and export - again alternative livelihoods, new and innovative sectors and employment prospects", said Mr. Steiner.

On 11 May, UNEP and the Global Environment Facility (GEF) announced they were now working with farmers around Lake Victoria to begin assessing the precise amounts of carbon stored by various climate-friendly land management systems.

This may open up the prospect for farmers and agro-foresters to be paid for not only producing crops, but "farming" carbon back into vegetation and soils.

Some Facts from "The Environment Food Crisis Report" - Africa

The urgent need to evolve Africa's agriculture and economy onto a more sustainable, diversified footing is underlined in the report presented in New York for the first time.

- Invasive pests, weeds, diseases and erosion are cutting yields by up to 50 per cent, leaving only a small fraction of the potential to be harvested.

- Africa will need an economic and agricultural revolution greater than the one observed in Asia within decades - but without the irrigation water easily accessible in Asia, with lack of infrastructure, and in the face of greater impacts of climate change and land degradation already happening.

- The former Green Revolution in Asia was heavily based upon fertilizer and water from the mighty Himalayas glaciers. The Himalayas glaciers may disappear with climate change, but support over half of Asia's cereal production - water not available in Africa.

- An urgent revolution is needed in green technology to harvest rainwater and in implementing much more widespread intercropping systems that can sustain soils, nutrients, reduce pests and retain water.

The report also shines a light on perhaps one of the least discussed areas - food waste, from the farm and the seas to the urban market and the kitchen.

Over half of the global food produced today is either lost, wasted or discarded as a result of inefficiency in the human-managed food chain.

- Post-harvest losses of Africa's coastal fisheries and crops range from 25 per cent to as much as 50 per cent for some crops, leaving only a fraction of this available for human consumption and marketing.

- Environmental degradation is jeopardizing the entire platform of food production. Soil erosion alone, accounting for some 1-8 per cent of yield losses globally, range from 2-40 per cent (mean >8 per cent) in Africa.

- By 2050, climate change and water scarcity are likely to cause wide droughts and unpredictable rainfall, accelerate invasive pests like weeds, diseases and locusts, and depress yields even further.

- Droughts have already cost 22-90 per cent loss (average 40 per cent) of livestock losses in the past two decades across African countries, especially on the Horn of Africa, but also in Botswana, Namibia and Niger. Livestock is very important to rural food security in many African countries.

Weed infestations and diseases are also cutting yields in some of Africa's poorest and most food insecure regions of sub-Saharan Africa.

- They have been estimated to cause an annual loss of $12.8 billion in yield of eight of Africa's principal crops by cutting already low yields by up to 50 per cent.

Worldwide 67,000 pest species attack crops: 9,000 insects and mites, 50,000 pathogens and 8,000 weeds. Up to 70 per cent of them are introduced, with major impacts on global food production.

- Across Africa, the Asiatic witchweed is a serious agricultural pest in corn, rice, sorghum and sugar cane, affecting over and as much as 40 per cent of arable land in the savannahs. These invasive species stunt maize plant growth by attacking the roots and sucking nutrients and water.

- In West Africa the larger grain borer (Prostephanus truncates) is responsible for cassava losses of approximately $800 million per year thereby jeopardizing food security. In Tanzania the larger grain borer (Prostephanus truncates) causes some $91 million in maize losses per year and crop losses due to introduced insects in South Africa amount to $ 1.25 billion per year.

In many parts of Africa fertilizer use is only 1-2 kg/ha compared to up to100 kg/ha in other parts of the world, but due to lack of infrastructure and long land transport, fertilizer cost up to seven times more in Africa.

- A metric tonne of urea costs around $90 in Europe, $120 in the harbour of Mombasa, Kenya, $400 in western Kenya, and over $770 in Malawi.

In addition the use of fertilizer can make the farmers extremely vulnerable to volatile oil prices and increase their vulnerability to drought and insect plagues.

The projections of continuing declining yields if no action is taken will not only depress productivity - it will also affect the urban populations, as food prices will increase by at least 30-50 per cent, perhaps much more in addition to much greater volatility, warns the report.

Lack of investments in Africa's agriculture has resulted in a steady setback. In 1992 land productivity in sub-Saharan Africa was 79 per cent of that in Asia; by 2006 it had dropped to only 59 per cent.

Africa's share of the global exports also remained less than 3 per cent in the last decade. For every $100 of agricultural output produced in the developed countries, the public spends over $2, compared to only around 50 cents in developing countries, mainly in Asia, while it is actually even less and declining for Africa.

The only increase in investments in the agricultural sector in Africa is the leasing of land by countries like China, the Republic of Korea, the United Arab Emirates, Saudi Arabia, Japan, Malaysia and India, including in biofuels to support domestic markets in the home countries outside the African continent.

But the reports points to options in addition to the ones mentioned previously.

Intercropping has the potential to build resilience against climate change, pests and diseases - intercropping is a cultivation method where many different plants and even trees are grown inside the crops allowing farmers to access ground water, reduce evaporation losses and erosion and improve soils.

This may indeed not only help to halt land degradation and help restore degraded lands; it can also provide a "smart" way of increasing food security and generate business opportunities, while reducing vulnerability to farmers to expensive input factors and international oil prices.

The report emphasizes that not only are these more environmentally sustainable production methods essential for maintaining land productivity and food security, they also provide a smart opportunity for generating small business development, jobs and increase predictability in supply.

This is essential for generating the incentives for small-scale investments and supplying urban markets. But it will require targeted systems for micro-finance.

Poorest need funds to combat climate change: report

UNITED NATIONS (Reuters) - Poor countries already suffering from the impact of climate change urgently need up to $2 billion to help adjust and cope, a new report submitted to the United Nations said on Thursday.

The funds are needed to help the most vulnerable countries, mostly in Africa and small island states, the Stockholm-based Commission on Climate Change and Development (CCCD) said.

U.N. Secretary-General Ban Ki-moon told a meeting in New York on the CCCD report that effects such as droughts, floods, storms, forest fires and melting glaciers hit the poor most.

"Billions of people are at risk," he said. "That is why adaptation (to climate change) is a key element in the negotiations for a new climate deal."

Ban said simple community-based measures can save lives, such as early warning systems, disaster planning and improved management of crops and land.

The CCCD report calls for donors to immediately mobilize $1 billion to $2 billion. The commission said current financing mechanisms for adjusting to climate change are problematic and countries must be able to receive and distribute funds from multiple sources with a minimum of transaction costs.

Gunilla Carlsson, who chairs the CCCD and is Sweden's minister for international development cooperation, said that fighting poverty and climate change are "inseparable."

The United Nations is striving for a new climate treaty to be agreed at a conference in Copenhagen in December. A new treaty would succeed the Kyoto Protocol, which limits climate-warming greenhouse emissions and expires in 2012.

Ban said the "clock is ticking" ahead of the meeting and urged U.N. member states to agree a deal that cuts greenhouse gas emissions, promotes green development and helps the most vulnerable countries adapt to a changing climate.

"We still have much work to do to seal the deal," he said.

U.N. climate chief Yvo de Boer told reporters it is essential that the Copenhagen meeting gives clarity on issues such as how much industrialized countries will reduce emissions and what major developing countries will do to limit growth of emissions.

It must also address developing countries' need for financial support to help them adjust to climate change, he said. "I do not believe developing countries will be willing to address climate change in a much more vigorous way unless there is international support," de Boer said.

De Boer said there is a strong commitment to reach an agreement in Copenhagen but added that a deal will not be easy to reach because the amount of time remaining is so limited.

The CCCD, made up of 13 international experts including Carlsson, was established by the Swedish government with the aim of looking at how countries can adapt to climate change.

Cambodia praised for sand ban: most sand exports have gone to Singapore

PHNOM PENH - AN ENVIRONMENTAL watchdog group praised Cambodia on Wednesday for banning the export of sand, the dredging of which the group says degrades coastlines and depletes fish populations.

The London-based group Global Witness said it was pleased that Prime Minister Hun Sen's government responded to its concerns over the potentially devastating impacts of sand dredging.

Hun Sen announced a partial ban on the practice and a total ban on exports on May 8.

Most sand exports have gone to Singapore, which has an ambitious land reclamation project, the group said.

Indonesia had been Singapore's main supplier of sand until January 2007, when the government in Jakarta banned its export.

The group - which has been critical of the country's attitude toward the exploitation of natural resources - said the ban was a positive first step.

In a report issued three months ago, Global Witness said that 'a huge sand dredging operation' began in Cambodia's Koh Kong province last year.

The group estimated the activity to be worth at least US$8.6 million per year in Cambodia. -- AP

Cambodia bans sand export for environmental protection

PHNOM PENH, May 8 (Xinhua) -- The Cambodian government issued a directive signed by Prime Minister Hun Sen here on Friday to ban sand export for the sake of environmental protection.

"In order to protect the balance of nature and environment in areas of sea and fresh water, the government has decided to allow sand business to meet domestic demand only," said the directive.

After examination by experts, sand dredging is only allowed in places where the balance of nature can be restored or water flow is obstructed, it said.

Meanwhile, the directive "terminates any sand export to foreign countries," too.

The Committee of Sand Management has to check sand trade immediately, and report all the involved institutions to the premier, it added.

According to local reports, Cambodia used to export 40,000 to 50,000 tons of sand per month from its coastal province of Koh Kong, and the annual value of this business stood at 35 million U.S. dollars.

Vietnam and Singapore were the major destination countries.

While sand business boomed, sand dredging frequently caused riverbanks and houses to collapse along the Mekong River and the Tonle Bassac River.

PRIME Minister Hun Sen has announced a ban on the export of sand abroad, citing the environmental effects of sand dredging on the Kingdom's rivers, estuaries and marine areas.

"In order to protect the stability of the natural environments of both rivers and marine areas, all kinds of sand-dredging businesses throughout Cambodia have to stop exporting sand outside the country," the Prime Minister stated in a letter dated Friday.

Only sand-dredging businesses that serve local demand will be allowed to continue their operations, Hun Sen said, as well as areas where sand build-ups are obstructing waterways.

He also announced a blanket ban on marine dredging, citing its negative environmental effects, but said an exception would be made where sand gathered and replenished itself naturally.

Hun Sen ordered all involved ministries - including the ministries of Environment; Water Resources and Meteorology; and Industry, Mines and Energy - to take action to implement the ban.

He also ordered the country's Sand Resource Management Committee to review immediately sand dredging businesses operating in Cambodia and to report back to him on the extent and nature of their operations.

Demand for sand

River and marine sand dredging, much of it for export to Singapore, Thailand and Vietnam, has increased significantly in Cambodia in the past year.

In March, the Post reported the Hong Kong-based Winton Enterprises Co Ltd was removing thousands of tons of sand each week from estuaries in Koh Kong province, which environmentalists said was having severe effects on the local environment.

Recent months have also seen an increase in complaints by villagers whose houses and farmland have been lost to unseasonable riverbank collapses that many claim have resulted from dredging operations.

Senior CPP lawmaker Cheam Yeap confirmed the decision to ban the practice was made after people protested about the impact of sand dredging on the local environment.

"Due to some local protests ... Prime Minister Hun Sen is closing the sand-dredging businesses," he said, adding that such companies would remain in operation "only in places where it does not impact the people's interest".

Sam Rainsy Party lawmaker Yim Sovann said his party had sent many letters to the government raising concerns about the impact of sand-dredging operations on the livelihood of people living along the rivers.

"The only people who benefit from the sand-dredging businesses are businessmen and corrupt officials, while only the people suffer the impacts," he said, adding that he supported the prime minister's ban.

"This is a lesson the government should bear in mind: Before offering investments to any company, they have to strictly study the impact on the environment and the livelihood of the people," Yim Sovann said.

Mao Hak, director of the Department of Hydrology and River Works at the Ministry of Water Resources and Meteorology, said enforcement of the ban began immediately following the prime minister's order.

Mao Hak, who is also a member of the Sand Resource Management Committee, said a total of 124 dredging companies were operating in Cambodia, and that some had received licences to export sand. But he said none of the companies would stop dredging sand altogether.

"Those companies still continue dredging sand to supply local demand," he said. "We have just banned them from exporting sand outside the country."

Global Witness welcomes sand export ban as first step to reform

INTERNATIONAL corruption watchdog Global Witness has welcomed the recent decision by Prime Minister Hun Sen to ban sand exports from the country, calling it a "first move" towards the sustainable management of the country's natural resources.

"Sand dredging is just one example of widespread environmental malpractice," said Global Witness campaigner Eleanor Nichol in a statement released Tuesday.

"This must be the beginning, not the end, of action to counter natural resource mismanagement and exploitation in Cambodia."

Global Witness also called for an end to the "untransparent allocation of onshore oil and mining concessions" and a review of the concessions already existing in the Kingdom.

The comments came three months after Global Witness released its "Country for Sale" report, alleging high-level corruption and nepotism in the country's extractive resources sector.

The report also included information about a large-scale sand-mining operation in Koh Kong province, where thousands of tonnes of sand per week were being extracted from the area and shipped to Singapore by the Hong Kong-based Winton Enterprises.

In a letter dated Friday, Hun Sen announced a blanket ban on sand exports, in order to "protect the stability of the natural environments of both rivers and marine areas".

Pech Siyon, director of the Koh Kong provincial Department of Industry, Mines and Energy, said local authorities had ordered a "temporary" stop to the export of sand.

But he said companies continued to extract sand from the province's coastal estuaries, pending an examination of the operations by a special interministerial committee.

In a statement released April 6, the Cambodian ambassador to the United Kingdom accused Global Witness of engaging in "virulent and malicious campaigns" against the government, and called for financial backers to cut off funds to the group.

Phay Siphan, spokesman for the Council of Ministers, said that despite the positive reaction of Global Witness to the ban, the government would continue to serve the needs of the Cambodian people, rather than outside pressure groups.

"We don't pay attention to this organisation. We just [want to] make sure our people have enough food and are happy," he said Wednesday.

Concentration of so many vessels along Singapore coast raises accident fears

Ships tread water, waiting for cargo

(SINGAPORE) To go out in a small boat along Singapore's coast now is to feel like a mouse tiptoeing through an endless herd of slumbering elephants.

One of the largest fleets of ships ever gathered idles here just outside one of the world's busiest ports, marooned by the receding tide of global trade. There may be tentative signs of economic recovery in spots around the globe, but few here.

Hundreds of cargo ships - 100,000 to 300,000 tonnes each - seem to perch on top of the water rather than in it.

So many ships have congregated here - 735, according to AIS Live tracking service of Lloyd's Register-Fairplay Research - that shipping lines are becoming concerned about near misses and collisions in one of the world's most congested waterways.

The root of the problem lies in an unusually steep slump in global trade, a problem confirmed by trade statistics announced on Tuesday.

China said that its exports nosedived 22.6 per cent in April from a year earlier, while the Philippines said that its exports in March were down 30.9 per cent from a year earlier. The United States announced on Tuesday that its exports had declined 2.4 per cent in March.

'The March 2009 trade data reiterates the current challenges in our global economy,' said Ron Kirk, the US Trade Representative.

Even more worrisome is that the current level of trade does not suggest a recovery soon.

'A lot of the orders for the retail season are being placed now, and compared to recent years, they are weak,' said Chris Woodward, vice-president for container services at Ryder System, the big logistics company.

So badly battered is the shipping industry that the daily rate to charter a large bulk freighter suitable for carrying, say, iron ore, plummeted from close to US$300,000 last summer to a low of US$10,000 early this year, according to H. Clarkson & Co, a London ship brokerage.

The rate has rebounded to nearly US$25,000 in the last several weeks, and some bulk carriers have left Singapore. But shipowners say this recovery may be shortlived because it mostly reflects a rush by Chinese steel makers to import iron ore before a possible price increase next month.

Container shipping is also showing faint signs of revival, but remains deeply depressed. And more empty tankers are showing up here.

The cost of shipping a 40-foot steel container full of merchandise from southern China to northern Europe tumbled from US$1,400 plus fuel charges a year ago to as little as US$150 early this year, before rebounding to around US$300, which is still below the cost of providing the service, said Neil Dekker, a container industry forecaster at Drewry Shipping Consultants in London.

Eight small companies in the industry have gone bankrupt in the last year and at least one of the major carriers is likely to fail this year, he said.

Vessels have flocked to Singapore because it has few storms, excellent ship repair teams, cheap fuel from its own refinery and, most important, proximity to Asian ports that might eventually have cargo to ship.

Investment trusts have poured billions of dollars over the last five years into buying ships and leasing them for a year at a time to shipping lines. As the leases expire and many of these vessels are returned, losses will be heavy at these trusts and the mainly European banks that lent to them, said Stephen Fletcher, commercial director for AXS Marine, a consulting firm based in Paris.

As idle ships flock to warmer anchorages, there are security concerns. Plants grow much faster on the undersides of vessels in warm water. 'You end up with the hanging gardens of Babylon on the bottom and that affects your speed,' said Tim Huxley, the chief executive of Wah Kwong Maritime Transport, a shipping line based in Hong Kong.

One of the company's freighters became so overgrown that it was barely able to outrun pirates off Somalia recently, Mr Huxley said. The freighter escaped with 91 bullet holes in it.

M Segar, group director for Singapore's port, said in a written reply to questions that many vessels were staying just outside the port's limits, where they do not have to pay port fees.

Singapore has complained to the countries of registry about 10 to 15 ships that have anchored in sea lanes in violation of international rules in the last two weeks, Capt Segar said.

'It is a sign of the times,' said Martin Stopford, managing director of Clarkson Research Service in London, 'that Asia is the place you want to hang around this time in case things turn around.' - NYT

Will electric cars increase rather than lessen carbon footprint?

I REFER to Monday's report, 'What green light for electric motoring means', which described the Government's $20 million investment in research on use of electric cars to improve the environment. Contrary to general belief, electric vehicles will actually increase fuel consumption and hence the carbon footprint.

Conventional vehicles convert the energy stored in petrol or diesel to kinetic energy, which runs the vehicles. In this case, only one conversion of energy is involved. In electric vehicles, the batteries in the vehicle are charged by household electric power supply. The electric power is supplied by power stations.

In the power station, natural gas or oil is burned to heat water and generate steam. The steam drives steam turbines which in turn drive generators to produce electric power.

The power is transmitted over transmission lines to homes. To charge the batteries, the AC power supplied is converted to DC power. This involves conversion of energy four times, namely gas or oil to steam, steam to kinetic, kinetic to electric and AC power to DC power. Each conversion of energy results in loss of energy due to conversion efficiency. There is also energy loss in transmission.

Therefore, the overall efficiency of electric vehicles is lower than that of conventional vehicles and the carbon footprint is larger. This is why in Hong Kong, household water heaters are gas and not electric. Even PUB once advertised to encourage use of gas heaters.

Electric vehicles do not pollute the streets and are noiseless compared to petrol- or diesel-driven vehicles. But the overall pollution of the environment will be high since power stations will have to burn more fuel to generate additional electric power to charge the batteries. The pollution is only shifted from residential areas to the atmosphere around power stations.

Mangrove Restoration: The need to reconcile conflicting aims

THE horrors of Cyclone Nargis a year ago, and the Asian tsunami before that, have led to renewed interest in how mangroves can limit the impact of natural disasters. As images of devastated landscapes and bloated corpses appeared in the days and weeks after Nargis, environmentalists made their point: If Myanmar had kept the fringe of mangroves along its 3,000km coastline, the damage would have been less. Some of those who died - up to 140,000 people, by some counts - might have been saved.

Today, most governments acknowledge the importance of mangroves in dissipating the force of tides and waves caused by extreme events such as Nargis. Mangroves also serve as natural nurseries and feeding grounds for three-quarters of all commercially fished species in the tropics. Their unique root systems capture sediment and prevent erosion. They also filter out pollutants that would otherwise flow into the sea.

Mangrove restoration thus is more popular than ever before. Following Cyclone Nargis, Asean secretary-general Surin Pitsuwan had emphasised the role of mangroves. Before that, in the wake of the Asian tsunami, former United States president Bill Clinton hosted a meeting in New York to launch 'Mangroves for the Future', a multi-party project focusing on mangrove conservation in tsunami-affected countries. The Red Cross is funding major replantation efforts in Vietnam and Thailand, and the Japanese government is supporting mangrove plantations across Asia.

However, many of these attempts at mangrove restoration are deeply flawed. Mangroves are being planted in areas that never supported them in the first place. In Thailand, for example, the government has been very supportive of mangrove restoration, but replanting efforts often do not consider local ecosystems.

Mangrove forests are part of a larger coastal ecosystem that typically includes mudflats, seagrass meadows, tidal marshes and salt pans. They may be linked with inland forests, peat lands, and freshwater rivers and streams. Those restoring mangroves need to consider how new trees will affect existing ecosystems and whether suitable sites are selected.

In Thailand, mangroves have been planted on coastal mudflats, resulting in the loss of habitat and feeding grounds for migratory birds, shellfish and other shore life. Experience from the Philippines reveals that the survival rate of mangroves planted in unsuitable terrain like this is very low. In Sri Lanka, it has been shown that extensive planting of mangroves in lagoon areas has led to an overall reduction in fish productivity.

Then there are issues of land rights and livelihoods linked to the restoration of mangroves. Unclear land-rights systems and the zoning of coastal areas are major challenges to mangrove restoration in the long term.

Take, for instance, the Mahakam delta in East Kalimantan, which has become one of the wealthiest areas in Indonesia due to local shrimp aquaculture, as well as gas exploration in areas formerly covered by mangrove.

Here, shrimp-pond owners grow 'organic' white-spot shrimp in large-scale, low-intensity systems with little chemical input - a practice that allows them to command higher market prices as compared with shrimp from high-intensive, small-pond cultivation common elsewhere in Asia. This land-hungry enterprise has led to the loss of almost 80 per cent of the mangroves in the delta, though most of the area is officially classified as a conservation zone.

Meanwhile, companies drilling for natural gas in the Mahakam delta are compensating farmers for the loss of mangroves due to gas exploration. While only a small amount of mangrove loss is traced directly to gas exploration, the knock-on effects are far reaching. Local people who have customary rights to stands of mangrove are now clearing new areas in the hope of getting money from the gas companies. Also hoping to claim compensation, others are holding on to old shrimp ponds that have become unproductive rather than converting the land to other uses. Ambiguities and a lack of transparency have led to conflicts between farmers and companies, in addition to losses of natural assets.

It is important to acknowledge current land-use practices in designing mangrove restoration plans, to reduce conflicts and to support law enforcement to limit further conversion and ensure long-term sustainability of replanted areas.

The revival of interest in mangroves, following the devastation of Nargis, should now be harnessed in designing and implementing programmes that contribute to sustainable coastal resource management. Such solutions must consider the livelihoods of local people, as well as incentives for them to maintain existing natural assets.

Mangroves have many uses and many people benefit from them. It would be a great pity if the current enthusiasm for mangroves should falter due to a failure to reconcile conflicting aims. Mangrove restoration should contribute to the ecosystem and local communities - and not merely to impressive statistics on how many trees have been planted.

Why were well meaning fishermen from the Philippines were forced to go home?

We cannot understand why a contingent of well meaning fishermen from the Philippines were forced to go home after having staged a peaceful assembly in solidarity with Indonesian fishers on Malalayang Beach, Manado. Never have our friends who were part of that delegation experienced political harassment!

Whatever happened to the ASEAN slogan "One Caring and Sharing Community"? Tambuyog Development Center, an NGO concerned with the welfare of artisanal fisherfolk in Southeast Asia, is very much concerned about this incident and sees more difficulty in conveying the concerns of artisanal fisherfolk through such undemocratic processes which we have just witnessed.

We have been informed by Riza Damanik, General Secretary of Koalisi Rakyat untuk Keadilan Perikanan (the people's coalition for justice in fishery), about the situation in Manado and have been constantly in touch with our colleagues who are preparing to depart for Manila after being subjected to unnecessary interrogation at Immigration. Artisanal fisherfolk have traditionally exercised management and control over marine areas. This was once called customary rights; others call it territorial use rights.

This reality implies that external intervention agents such as international conservation NGOs must pay due respect to these community institutions, similar to the concept of prior informed consent. With this in mind, coastal communities (or their representatives) must be fully informed of the intention of the Coral Triangle Initiative and should allow them to participate in decision making processes.

We have seen the volunteerism of fisherfolk in guarding marine protected areas. In some cases, such responsibilities are paid for with their own lives. We have observed the prevailing framework of habitat management over and above the needs of coastal communities. How then can the strategies be implemented in the midst of poverty and degradation of coastal resources? We propose a paradigm shift towards community-based coastal resources management wherein the community are the stewards of nature.

We believe that the development of the capacity of local organizations needs technical and financial resources to manage the marine resources themselves. We believe in investing in people: social capital investment above financial opportunities.

To this end, conservation is not the result of the strategy, but is a function of capable, responsible and accountable organization. Without this, coastal communities strategies are bound to fail.

In the advent of what transpired in Manado, it becomes clear to us that this struggle will be very difficult in the coming years!

Minister: Indonesia's map likely redrawn in next decades

MANADO, Indonesia, May 13 (Xinhua) -- The Indonesia's Marine and Fisheries Minister Freddy Numberi warned on Wednesday that the country's map would have to be redrawn in the next decades as many islands are sinking.

"When associated with climate change, the world 'sinking' resonates deeply in Indonesia. Of the nation's approximately 17,500 islands, many barely stick out of the water. With global warming on the surge and sea level climbing, the country's map was likely to be redrawn in the decades to come as islands went under," said the minister in the World Ocean Conference (WOC) here.

According to him, the report by environmental expert Professor Ove Hoegh-Guldberg presented Wednesday on the Global Ocean Policy Day is one of scientifically-based data needed to further understand risks and find the solutions to challenges facing the people of the Coral Triangle.

The minister urged scientists attending an international symposium on ocean science, technology and policy here to provide compelling data of ocean and climate change in order to make the ocean worth to be discussed along with climate change issue.

"We can use the relevant information on the climate, biology, economics and social characteristics for our reference in bringing up the process of the WOC," the minister said.

He added that the resulting analysis assembled a picture of why these challenges were increasing and how uncontrolled climate change would destroy life along the Coral Triangle coastline.

"The report also presents a future alternate to this worst-case scenario and shows how actions taken today could lead to a situation where climate change in the Coral Triangle is challenging but manageable," he said.

In the analysis, Professor Guldberg warned that coral reefs would be disappeared by the end of the century if the world did not take effective action on climate change, resulting in 80 percent of declining ability for the region's coastal environment to feed people and the livelihood of around 100 million people would have lost or severely impacted.
