Indonesia to see more rainfall in coming years

Indonesia will have 20 percent more rainfall than the current level due to global climate change, the Meteorology, Climatology and Geophysics Agency says.

Erwin Eka Syahputra Makmur from the agency said Wednesday a climate change projection had shown that the regions around coastal areas would have a greater than 20 percent increase in rainfall during the wet seasons between 2075 and 2099.

“Especially over the northern part of the Sumatra coast, the Kalimantan coast, the west coast of Sulawesi and the south coast of Papua,” he said during a seminar on capacity development for adaptation to climate change in Asia held in Jakarta. He said areas around West Sulawesi would experience 50 percent more rainfall.

“The increase in rainfall will have an impact on coastal erosion and areas will be prone to flooding,” he added.

He predicted no significant increase in rainfall in the period 2015 to 2034. During dry seasons, he said, there would be a decrease in rainfall of up to 20 percent in almost all parts of Java and some parts of Sulawesi.

“This means there will be a lack of water for agricultural needs. We must be aware of this since Java is the national rice bowl of Indonesia,” he said. (adh)

Australia braces for severe bushfire season

CANBERRA (Reuters) - Australian Prime Minister Kevin Rudd warned the nation Wednesday to brace for a severe bushfire season as fire crews battled intense blazes stoking memories of infernos earlier this year which killed 173 people.

With the fire season barely under way, firefighters from two Australian states have been battling huge blazes threatening the northeastern tropical city of Rockhampton and coastal hamlets further south in New South Wales.

"I would urge all Australians to make sure they are fully prepared for the challenges which will be alive during this bushfire season," Rudd told parliament.

Authorities have warned the current fire season could rival "Black Saturday" blazes in February which scorched through southern Victoria state, destroying more than 2,000 homes and leaving behind a A$1.12 billion ($1.04 billion) insurance bill.

Those fires, fanned by a heat wave and winds topping 100 km per hour, caused the highest ever loss of life from bushfire in the world's most fire-prone country.

But with drought, climate change and dry forest undergrowth combining to create perfect fire conditions across much of the country, authorities say the December-February summer months could bring the highest fire risk Australia has ever faced.

Australia has begun preparing more than 1,000 "last-resort" fire refuges for the coming summer and this month recast its national alert system to warn residents of "catastrophic" bushfire conditions making homes and property undefendable.

Authorities in Victoria have also suggested the government consider tough electronic monitoring of known arsonists to prevent a repeat of this year's disastrous bushfires, which could see firebugs barred from entering fire-prone areas.

Southeast U.S. exposed to climate change impact: Oxfam

MIAMI (Reuters) - Poverty and climate hazards make the southeast United States the country's most vulnerable area to climate change impact, Oxfam America said on Wednesday.

A report released by the relief organization identified high-risk "hotspots" across 13 southeast states from Arkansas to Virginia where poverty factors combined with high risk of drought, flooding, hurricanes and sea-level rise.

"Social factors like income and race do not determine who will be hit by a natural disaster, but they do determine a population's ability to prepare, respond, and recover when disaster does strike," Oxfam America President Raymond Offenheiser said in a statement accompanying the report.

"As climate change increases and intensifies floods, storms, and heat waves, many of the world's poorest communities, from Biloxi (Mississippi) to Bangladesh, will experience unprecedented stress," Offenheiser added.

Oxfam said the study, using a method developed by experts from the University of South Carolina's Hazards and Vulnerability Research Institute, for the first time overlaid risk of climate hazards with social variables.

It was released at a time when President Barack Obama's administration is trying to push a climate change bill through Congress ahead of a United Nations climate summit in Copenhagen in December. The initiative faces opposition from Republicans.

But progress on the bill in Congress is seen as vital to unblocking an impasse on carbon emissions targets and financing at the U.N.-led talks.

"Congress must act now to address climate change and invest in the resiliency of poor communities on the frontlines of climate change at home and abroad," Offenheiser said.

The Oxfam report, available at www.oxfamamerica.org/adapt, includes layered maps that depict different levels of social and climate change-related hazard vulnerability in the U.S. southeast, which accounts for roughly 80 percent of all U.S. counties that experience persistent poverty.

MIAMI-DADE AMONG HIGH-RISK ZONES

For example, one identified high-risk area was Iberia Parish in Louisiana, which had some of the highest hazard exposures -- 76.8 percent of land in a flood zone, 78.9 percent in the extreme drought zone, 56 percent in a sea-level rise zone, and all within a hurricane wind zone.

It also had some of the highest social vulnerability scores, due to its growing Latino population with young children, racial inequalities, and employment dependencies on industries like fishing, oil, and gas.

"Given Iberia's propensity to climate disaster and high social vulnerability, most of the families there will be negatively affected if any one of the climate risks occurs," the Oxfam report said.

Poor families were among the worst affected when Hurricane Katrina devastated New Orleans in Louisiana in 2005.

Miami-Dade County in Florida -- a state viewed by many as a playground for the rich -- was also qualified by the report as a high-risk area, whose social vulnerability was reflected in the prevalence of households headed by women earning low wages, and large communities of immigrants, many of them poor. Miami-Dade has high numbers of Haitian, Cuban and other Caribbean immigrants.

Overlaid onto this was Miami-Dade's high climate hazard exposure -- over half of the county lies within a flood zone, over 40 percent is in an extreme drought zone, 38 percent is at sea-level rise risk, and all of it is in a hurricane zone.

Coastal counties suffering from both high exposure and high social vulnerability include most of coastal south Texas, portions of south Louisiana, western Florida north of Tampa, western Alabama, and the coastal plains of South Carolina.

The Oxfam report urged vulnerable communities to lobby local, state and national policymakers to back climate change legislation that reduced greenhouse gas emissions, and to strengthen disaster preparedness and response plans.

"Albedo Yachts" and Marine Clouds: A Cure for Climate Change?

A deep dive into one of the least scary geoengineering schemes to control global warming

Here's an idea to cool Earth: make marine clouds into better reflectors of sunlight. After all, clouds already reflect more of the sun's radiation back into space than the amount trapped by human emissions of carbon dioxide. So why not make them even more effective?

Enter "marine cloud brightening," a geoengineering scheme that would increase cloud reflectivity over the ocean by spraying them with an ultrafine saltwater mist from ships. The clouds, containing more particles, would cast enough sunlight back into space to at least partially offset the warming effects of all that CO2 from burning fossil fuels.

Climate scientists have mixed reactions to the idea, which was first proposed in 1999 by climatologist Jonathan Latham of the National Center for Atmospheric Research in Boulder, Colo. For instance, Andy Jones and colleagues at the Hadley Center for Climate Prediction and Research, Met Office in the U.K. think that if marine cloud brightening were deployed in the Atlantic Ocean, it might help turn the Amazon rainforest into a desert by cooling the South Atlantic, which would lead to less evaporation from the ocean, thus reducing rainfall over the forest. A new study however, has found that marine cloud brightening would enhance rainfall over land, counters Latham, who did not want to identify the authors because the paper has yet to be published.

Nevertheless, a growing number of engineers have already begun to think about how marine cloud brightening could actually be accomplished. A handful of obstacles to the realization of Latham's vision have been identified, chief among them the problem of creating hundreds of gallons per minute of sea spray, but the engineers involved are optimistic.

How "albedo yachts" could work
Stephen Salter, an emeritus professor of engineering design at the University of Edinburgh is the lead and was for many years the only engineer working on a proposal to accomplish marine cloud brightening by populating the world's oceans with up to 1,500 ships of a somewhat exotic design—sometimes known as "albedo yachts". Each vessel would be remote-controlled, wind-powered, and capable of generating (via turbines dragged through the water) the electricity required to create a mist of seawater and loft it 1,000 meters into the atmosphere.

Instead of using sails, Salter's ships would transform wind energy into thrust via the use of Flettner rotors. First used on a ship in 1926, Flettner rotors consist of spinning tubes resembling oversize masts on a conventional sailing vessel. The tubes interact with wind in much the same way the wing of an airplane does, generating "lift" perpendicular to the axis of their rotation. Flettner rotors are a proved, if rarely used, technology because they were not invented until the twilight of wind-powered shipping, when propellers and fossil fuels became the propulsion mechanism of choice. Salter chose them, however, because they can be powered by a renewable resource, they're easy to control with an onboard computer, they're better in hurricane winds than conventional sails—very necessary for an unmanned craft wandering the seas for years—and they provide a natural place to house the vessel's seawater spraying system.

"Although they look so science fictiony, those Flettner vessels, they also, I think, have a high chance of being suitable vehicles for this job," Latham says. Salter estimates that if the world completely fails to curtail CO2 emissions, his scheme would require a fleet of up to 1,500 vessels, which would have to be deployed at the rate of about 50 a year in order to keep up with increasing atmospheric carbon dioxide. The construction alone of all 1,500 vessels would cost between $3.2 billion and $4.8 billion, with unknown and uncalculated maintenance costs or even the crafts' lifetimes.

The challenge of micron-size droplets
Ultimately, to counteract the effects of a doubling of the amount of carbon dioxide in the atmosphere from preindustrial levels, Salter estimates that each of the 1,500 ships must do something no one has ever attempted—transform 30 liters of seawater per second into a uniform spray of micron-size droplets.

According to Latham's calculations, the saltwater droplets sprayed into the atmosphere must be between 0.8 and two microns across. (For reference, two microns is about the size of an Escherichia coli bacterium.) Latham's work also suggests the droplets should all be the same size so that they don't clump together and form larger drops, which could cause clouds above the ship to drop rain and dissipate—the opposite of the intended effect.

"Trying to make these droplets is really the crucial part, and it remains to be seen if it's going to work," says Armand Neukermans, an engineer and serial entrepreneur who is attempting to lead the U.S.-based effort to create a suitable spray system. Neukermans, a veteran of Xerox and Hewlett–Packard, has gathered a team of a dozen engineers who, like him, have expertise in creating micron-size particles for printing and micro-fabrication. The group includes John Vaught, who was the primary inventor of thermal inkjet printing while at HP. Many of the group's members are semi-retired, and all are working on a mostly volunteer basis.

"We're the plumbers," Neukermans says. "It's an eclectic group."

Back to silicon chips
Edinburgh's Salter, for his part, has tested and discarded a number of ideas about how to create the spray, including collisions between two air-saturated jets of water, which make them more likely to explode into tiny droplets; vibrating piezoelectric vaporizers of the kind used for theatrical effects; and a unique machine of Salter's own devising that he describes as the hydraulic equivalent of a photomultiplier—it would consist of a series of electrically charged plates to create an ever-expanding cascade of droplets. Ultimately, astrophysicist Lowell Wood, an early advocate of geoengineering, suggested that Salter could simply force water through an array of tiny holes, like a watering can. Making that work will require drilling 1.5 billion holes 0.8 micron in diameter in a single 20-centimeter-diameter wafer of silicon. (Silicon was the obvious choice for this solution because chip-fabricators have decades of experience in creating very tiny devices with it.)

Tom Stephenson, a collaborator of Salter's who is operations director of the Scottish Microelectronics Center at the University of Edinburgh, has etched comparable shapes into silicon before, such as tiny holes for use in optical pressure sensors, and believes it would be feasible to create, with conventional chip-fabrication technology, the billions of holes required.

"What's not clear is how well silicon wafers will withstand the pressure, and it's not sure how good it will be in presence of defects such as a nick in [the] edge of a hole," Stephenson says. "Silicon, being a crystalline material, has a tendency to fracture along fault lines and crystal planes."

Neukermans and his team have conducted "very preliminary" experiments with seawater forced through micron-size holes, and the initial results have not been encouraging. Using seawater that has been "polished," or filtered many times, Neukermans has tested holes from 25 microns down to one micron.

"A 25-micron hole you can keep open forever," Neukermans says, "but a five-micron hole is a lot of trouble, and a one-micron hole is a hell of a lot of trouble. With a one-micron hole, only two droplets will go through before it clogs." Neukermans does not know why the holes are clogging or even what is blocking them, and he emphasizes that further experiments are required.

Salter's spray system design anticipates the issue of clogging—he hopes to solve it by back-flushing his micron-size holes with more water—but what's required now is actual testing of his elaborate designs. That's going to require funding, which has been scarce because the entire field of geoengineering remains suspect to many climate scientists and, until very recently, to scientific funding bodies. The first batch of funding specifically earmarked for geoengineering was announced in September by the Research Council UK's Energy Programme, but it is unclear yet what the scope of this funding will be.

"You can go an awfully long way with brain power and access to the right library," Salter says, "but it's getting to the stage where I can't do very much more."

What about using conventional ships?
But where national science funding sources have failed, Silicon Valley entrepreneurs have stepped in, investing small amounts of money as a philanthropic enterprise—the total is undisclosed, but it includes the Salter's travel expenses—to explore the potential of geoengineering.

"The work we have done, which is not very extensive, is probably a large fraction of geoengineering funding in the world," says Nathan Myhrvold, former Chief Technology Office of Microsoft, founder of Microsoft Research and current head of Intellectual Ventures, a company whose primary product is patents on ideas generated in closed-door brainstorming sessions. When asked whether Latham's and Salter's geoengineering schemes are practical from an engineering perspective, Myhrvold responds that he believes it’s practical, but that "All of these [geoengineering] ideas need a lot more work. Stephen [Salter] and John [Latham] would be the first to say that. I think it needs to be followed up."

Myhrvold points out, however, that Salter's "very elegant" ships with rotating sails are not the only way to accomplish Latham's geoengineering plan. "Why not just put this [spray system] on conventional ships and use a diesel pump?"

Salter and Latham both agree that the next step for evaluation of this scheme by climatologists—large-scale field trials—could use ships of conventional design. And although none of the scientists involved advocates for the deployment of a geoengineering fix right now, they are eager to test and model its potential impacts so that if the world decides it is needed, its consequences are at least known.

"The climate problem is a very difficult problem for mankind," Myhrvold adds. "It's almost perfectly designed to evade our normal policy guidelines. We may need to bridge the gap between the time when we get to a renewable energy infrastructure and where we are today."

Europe offers to cut emissions 95% by 2050 if deal reached at Copenhagen

EU sends 'clear message' to the world with ambitious target

Europe attempted to reassert its international leadership in the fight against global warming today, offering to slash its greenhouse gas emissions by up to 95% by 2050 and by 30% by 2020 if a climate change pact is sealed in Copenhagen in six weeks' time.

"This should be seen as a clear message to the world," said Andreas Carlgren, the Swedish environment minister who chaired the Luxembourg meeting. "We expect to reach an agreement in Copenhagen," he added, after environment ministers from 27 countries finalised a common EU negotiating position.

But his optimism contrasted with the increasing doubts around the world enough time remains to deliver a binding agreement in Copenhagen. The EU also still has to settle disputes over the EU's carbon trading scheme and how the developing world will be paid to cope with the impacts of global warming.

Yesterday, European finance ministers failed to agree on a funding package for developing countries, with Poland and other poorer eastern European countries unhappy at being asked to subsidise action in countries such as China and India whose economies are growing strongly. Poland is also leading the dissent on the EU emissions trading scheme (ETS).

The EU negotiating position offers to slash greenhouse gas emissions by between 80-95% by 2050 and to deepen cuts from 20 to 30% by 2020 if other world powers sign up for similar action. The ministers said they also reached accord on tough action on deforestation and agreed that aviation would have to cut its emissions by 10% by 2020 compared with 2005 levels and shipping by 20%.

However, reluctance from the big players – the US, China, and India – to unveil targets or specific figures for a climate change pact, the EU was divided over tactics ahead of the UN conference in Copenhagen in December.

Germany and Italy were reluctant to name a figure publicly so early, believing this could weaken the European bargaining position.

"I've heard arguments about tactics," said Stavros Dimas, the European commissioner for the environment. "But by telling the decision now, we encourage other countries to come with their proposals. We don't gain anything by not reaching a decision."

Britain, Denmark, Sweden, and the Netherlands supported this view, believing that Europe had more to gain from playing pioneer and seizing the leadership in the run-up to Copenhagen.

"Environment ministers are determined that the EU maintains its leadership position on climate change in order to promote an ambitious deal at Copenhagen," said Ed Miliband, the UK energy and climate change secretary.

Carlgren said Warsaw's proposal for changes to the ETS, which Poland thinks unfairly penalises its coal-dependent economy, was "unacceptable" to many members. Dimas added that without a breakthrough, there could be a "collapse" of the ETS, which the Europeans see as the vanguard of a potential worldwide carbon cap-and-trade system.

Leaders will meet at a summit in Brussels next week to hammer out the finances package for the developing countries, expected to total €15bn a year from the EU.

Despite today's agreement, environmental campaigners denounced the EU accord as inadequate.

"The level of ambition demonstrated by environment ministers will not deliver a fair and just global climate agreement in Copenhagen," said Sonja Meister, climate campaign coordinator for Friends of the Earth. "Europe must go much further than this and live up to its historical responsibilities by committing to cut emissions by 40% domestically by 2020."

The EU's position is not strong enough to unlock the stalled negotiations," said Greenpeace.

India, China sign climate change pact

NEW DELHI (AFP) – India and China put aside a diplomatic spat to sign a five-year agreement Wednesday to cooperate on climate change leading up to crucial talks in Copenhagen.

The pact establishes a working group to exchange information on climate change ahead of a high-stakes summit in the Danish capital from December 7-18 where nations will attempt to clinch a treaty to reduce carbon emissions.

"We regard India as a sincere, devoted friend and the MoU (memorandum of understanding) on climate change will take our cooperation on the issue to a new high," Xie Zhenhua, vice chairman and minister of China's National Development and Reforms Commission said at the signing in New Delhi.

India and China are among the world's biggest polluters and both have so far taken a united stand on rejecting binding emissions cuts, arguing that carbon caps will hinder them in their quest to alleviate poverty.

"There is no difference between Indian and Chinese position (on climate change)," said Indian Environment Minister Jairam Ramesh, adding that their stance "fully protects and promotes the interests of developing nations".

The two nations traded jabs over a recent visit by Indian Prime Minister Manmohan Singh to Arunachal Pradesh, an Indian border state at the core of a long-standing territorial dispute between the neighbours.

On Tuesday, China said it was "firmly opposed" to a planned visit by Tibetan spiritual leader the Dalai Lama to the state, while India has recently complained about Chinese involvement in Pakistan-administered Kashmir.

India, China agree to cooperate on climate change

NEW DELHI – India and China, both major polluters and crucial players in fighting global warming, agreed Wednesday to stand together on climate change issues at a major global conference later this year.

The December summit in Copenhagen aims to replace the 1997 Kyoto Protocol, the first international deal requiring reductions in emissions of heat-trapping "greenhouse gases" by industrialized countries.

Developing countries argue that the industrial world produced most of the harmful gases in recent decades and should bear the costs of fixing the problem. India and China have agreed to work on slowing the growth of greenhouse gas emissions, but resist making those limits binding and subject to international monitoring.

"There is no difference between the Indian and Chinese negotiating positions, and we are discussing further what the two countries should be doing for a successful outcome at Copenhagen," Indian Environment Minister Jairam Ramesh said, according to the Press Trust of India news agency.

Xie Zhenhua, China's top climate change negotiator, said the agreement "will usher in a new scenario and take cooperation on climate change between the two countries to a new high," PTI reported.

The agreement emphasized that the "United Nations Framework Convention on Climate Change and its Kyoto Protocol are the most appropriate framework for addressing climate change," according to a text released by India's Environment Ministry.

The United States rejected the Kyoto Protocol because it exempted developing countries, such as India and China, from obligations. Developing countries also want financial aid for their climate change efforts. The challenge in Copenhagen is finding a way to make a deal.

On Tuesday, India, Pakistan and six other South Asian nations said they will stand together at Copenhagen to stick with the Kyoto Protocol, which expires in 2012.

Wednesday's agreement between India and China comes as a diplomatic dispute continues over the northeastern Indian state of Arunachal Pradesh, which China claims as its territory since the two nations fought a war in 1962. India rejects Beijing's claim.

The countries have sparred over a proposed visit to the region by the Dalai Lama in mid-November, with China opposing the trip and India's Foreign Ministry saying the Tibetan spiritual leader is free to travel within India.

Two of the world's biggest polluters, India and China, have signed an agreement to work together on addressing climate change.

The two countries will co-operate on technology development and reducing greenhouse gas emissions.

They have also pledged to work together in international climate change negotiations ahead of the Copenhagen climate change talks in December.

Both argue that capping their emissions would limit their economic growth.

The two countries say that developed countries must play a bigger role in reductions.

Clarification

Speaking ahead of the signing ceremony in Delhi, Indian Environment Minister Jairam Ramesh said that there was virtually no difference between Indian and Chinese negotiating positions on international climate treaties.

He said that he would hold more consultations with his Chinese counterpart, Xie Zhenhua, to see "what India and China should do to ensure a successful outcome at Copenhagen that not only protects the environment but promotes the interests of developing countries".

The BBC's Amit Baruah in Delhi says that Mr Ramesh has been forced to clarify his stand in relation to climate change after he was reported as suggesting earlier that he might be prepared to make compromises in order for a deal to be struck at Copenhagen.

"I have never at any stage considered or advocated abandoning the fundamental tenets of the [1997] Kyoto protocol," Mr Ramesh said in an official statement on Tuesday.

"Internationally legally binding [greenhouse gas] reduction targets are for developed countries and developed countries alone, as globally agreed under the [2007] Bali action plan," the statement said.

Climate change: Global issue spurs global protest

PARIS (AFP) – Could climate change spark the first worldwide grassroots movement? Even as politicians dial down expectations for the December 7-18 UN climate talks in Copenhagen, analysts and activists detect a groundswell of anger, channelled through the Internet and voiced especially by the young, demanding action on global warming.

Conventional wisdom says environmental issues wax at times of prosperity and wane when belts are tightened.

But these sources believe that adage no longer holds true in the face of the unique threat posed by climate change.

When the talks to craft a post-2012 climate pact get underway, leaders may find themselves facing a coordinated movement cutting across continents, creeds and class, they argue.

"As evidence mounts of the severity of the threat, civil society groups will be fuelled by the urgency of acting now to avoid the worse consequences of a problem for which future generations will surely hold us accountable," said British expert Peter Newell.

"We can expect the continued and expanded use of all resources available to them -- legal and non-legal, constructive and coercive, national, regional and international," said Newell, a professor at the University of East Anglia in England.

Over the past half-century, broad-based movements -- from civil rights in the United States to anti-missile protests in Europe, "people power" revolts in the Philippines and South Korea -- have been largely confined to national borders.

Climate change, though, cuts across all frontiers. Some regions will be hit earlier and harder than others, but no place on Earth will be spared the greenhouse effect.

Awareness has also been boosted by disasters. Typhoon-driven floods that ravaged east Asia last month drove home the perceived links between warming and extreme weather, even if scientists point out such connections are far from linear.

"There is a growing awareness in developing countries that this issue is impacting them now and that they need to do something about it. That awareness is especially strong in Asia," Yvo de Boer, the UN's top climate official, told AFP.

Then there is the Internet, an infinitely more powerful organisational tool for protest than the cassette tapes, fax machines and roneo-copied "samizdat" leaflets of the recent past.

In authoritarian countries, notably China, it has helped civil society cohere around environmental and climate issues to a degree not tolerated for political and human rights, or trade unionism.

The prospects for a borderless protest movement will be put to the test on Saturday, selected by grassroots group 350.org as a "day of global action" with some 3,000 events around the planet.

The brainchild of US environmentalist Bill McKibben, 350.org takes its name from a warning issued by climate expert James Hansen, who says atmospheric concentration of CO2 must be pegged below 350 parts per million (ppm) to avoid potential catastrophe.

Levels are currently around 385 ppm and on track to bust a 450 ppm threshold previously viewed as safe.

Launched in March 2008, the Web-based network says it has nearly 200,000 activists in dozens of grassroots groups spread across 170 countries.

"It has worked beyond our wildest expectations," McKibben told AFP. "We've basically got the whole world organised, much of it for the first time. October 24 is going to be, by a very large margin, the most widespread day of environmental action ever."

Two demographic profiles dominate among 350.org's rank-and-file, McKibben said: educated youth and people linked by religion.

"I was aware of climate change but didn't know what I could do," Gan Pei Ling, 22, a student at Tunku Abdul Rahman University in Malaysia, said this month at climate talks in Bangkok, where she had come to lobby negotiators.

Meeting a small node of activists in Malaysia gave her the courage to speak out, and 350.org put her in touch with like-minded young people across Asia and beyond.

Gan Pei Ling and hundreds of other 20-something activists who converged on Bangkok -- many sporting T-shirts asking "How Old Will You Be in 2050?" -- see global warming as an injustice toward the poor and the young.

"Older people don't seem to care," said Lokendra Shrestha, a 28-year-old sociology student from Nepal, where vanishing glaciers threaten much of Asia's water supply.

Religion is also emerging as a lightning rod.

"Climate has risen up massively as an issue of concern in religious communities," said Stuart Scott, a former statistics professor from Hawaii who has crisscrossed the globe garnering support for his .

His cause got a big boost when the declaration was included in an ecumenical ceremony at the UN Nations last month ahead of the world's first climate summit.

"It would be a huge mobilising force if people started to frame the issue of climate change in religious terms," noted Newell.

Industrialised nations' CO2 emissions rose in 2007: UN

BERLIN (AFP) – Carbon emissions by industrialised nations increased one percent in 2007, a "worrying" rise ahead of a crunch climate summit in Copenhagen in December, the UN climate agency said Wednesday.

Emissions in 2007 by 40 industrialised countries with reporting obligations under the UN Framework Convention on Climate Change (UNFCCC) were around four percent below 1990 levels, the Bonn-based UN Climate Change Secretariat said.

But over the period 2000-2007, they rose three percent.

"The continuing growth of emissions from industrialised countries remains worrying, despite the expectation of a momentary dip brought about by the global recession," UN climate chief Yvo de Boer said.

"So the numbers for 2007 underscore, once again, the urgent need to seal a comprehensive, fair and effective climate change deal in Copenhagen in December," he added.

For the 37 countries with targets under the Kyoto Protocol, 2007 emissions were almost the same as in 2006 -- down 0.1 percent -- and around 16 percent below the 1990 Kyoto baseline for industrialised countries with targets.

However, much of this was from the economic decline of countries in central and eastern Europe since the fall of communism two decades ago, and since 2000 emissions from these countries have grown three percent, the agency said.

More than 190 countries will converge on the Danish capital in December to try to hammer out a treaty to tackle global warming that will succeed the Kyoto Protocol, which expires in 2012.

Developed nations have pushed emerging giants such as China and India, which had no obligations under Kyoto, to commit to some sort of binding action on reducing emissions.

But China and India and other developing nations have repeatedly balked at the request, saying industrialised nations should bear the brunt of the responsibility.

Cambodian villagers call for sand dredging halt

MORE than 300 fishermen gathered in Koh Kong on Monday to protest a large-scale sand-dredging operation they say has devastated fish catches in the province’s coastal estuaries and jeopardised thousands of livelihoods.

Ros Math, a local village chief who represents 1,397 families in Khemarak Phumin district’s Dang Tung commune, said fishermen from Khemarak Phumin, Mondul Seima and Koh Kong districts had suffered grave losses from oil spills and turbulent water caused by the dredging operation, and called for its immediate halt.

“Before, we could catch roughly 150 kilograms of fish a day, but now catches have dropped to less than 10 kilograms,” he said. “We rely on fishing for our livelihoods, but the company has killed the fish.”

Chi Sophal, a fisherman from Bak Klang commune in Mondul Seima district, said 600 families in his commune had been affected by the sand-dredging operation and had submitted thumbprints requesting that provincial Governor Yuth Phouthang intervene. “Local residents have complained about the operation for a year but did not have power to stop it,” Chi Sophal said. “It has destroyed their livelihoods.”

In March, the Post reported that Winton Enterprises, a Hong Kong-based firm, was removing thousands of tonnes of sand each week from coastal estuaries in Koh Kong, a practice environmentalists said was having severe effects on the local environment. Reporters observed sand being extracted by dredging vessels in estuaries upstream from Koh Kong town and shipped offshore, where it was unloaded into an ocean-going bulk carrier for export to Singapore.

A report issued in February by anti-corruption watchdog Global Witness estimated that around 60,000 tonnes was being mined for export each month and put the annual value of the Koh Kong operation at US$35 million.

Bunra Seng, country director of Conservation International, did not know about the specifics of the Koh Kong situation, but said the area around Koh Kong – including the 25,897-hectare Peam Krasop Wildlife Sanctuary – was a vital spawning ground for fish, shrimp and crabs that support large populations.

“The sand collectors should study the impacts.... Otherwise they could disturb this [area] a lot,” he said.

The operation has also continued despite a ban on sand exports announced by Prime Minister Hun Sen in May, which was backed up by a further order in July.

“All sand business must be shut down,” Hun Sen said on July 1, citing the “destructive impact” on the country’s river and coastal ecosystems.
At the time, Pech Siyon, Koh Kong provincial director of industry, mines and energy, told the Post that three local dredging companies had been forced to suspend their operations, but that LYP Group, Winton’s local partner, had been granted permission to fulfil the remainder of its export orders.

Eleanor Nichol, a Global Witness campaigner, said Hun Sen had shown leadership by ordering a ban on sand exports, but that the implementation had clearly been selective.

“He needs to follow through on this decision to ensure it is implemented without favour for certain companies. To do otherwise would fundamentally undermine the impact of the request,” she said.

When contacted on Tuesday, Pech Siyon said he was aware the dredging had affected locals, but said permission for the continuation of the Winton/LYP operation was granted to prevent flooding in the provincial town.

“We really understand the difficulties of the people, but we are just thinking about the interest of the nation as a whole,” he said. “People will lose their business for just a short period, but after the dredging operation is finished they will be able to fish as normal.” He declined to mention when the operations would be completed.

Sanh Moniroth, director of the provincial Department of Water Resources and Meteorology, said permission for the Winton/LYP dredging operation had been granted by the central government and was not under the control of his office. Lim Kheang, a representative of LYP Group, could not be reached for comment on Tuesday.

More Singaporeans willing to adopt clean and green practices: NEA survey

SINGAPORE: More Singaporeans are willing to adopt a clean and green lifestyle, according to a recent survey by the National Environment Agency (NEA).

Environmental ownership and awareness amongst Singaporeans is growing, with some 87.2 per cent of the respondents saying that they would adopt more environmentally friendly practices, up from the 2007 survey of 85.5 per cent.

Some 1,546 respondents took part in the survey.

The upcoming Clean and Green Campaign to take place later this month will trace Singapore's environmental development from 1968.

Prime Minister Lee Hsien Loong will launch the campaign on October 30 at the HortPark.

NEA will also partner NParks, Youth Olympic Games 2010 and the five Community Development Councils to organise activities related to the campaign. The campaign aims to get more Singaporeans to care for their environment, which took some 40 years to develop.

Andrew Ran, CEO, National Environment Agency, said: "Clean and Green Singapore is not about what the government can do for the environment, but what the people, the community can do for themselves in terms of upkeeping this clean and green environment.

"I think through simple measures that people can do, making sure you don't litter, or binning their litter, then you don't need NEA to step in with all the enforcement. People don't like to be fined, but if they have to be fined, then there's no choice.

"If you litter less, then there's no need for a regulator to come in. And here's where the need for the greater environmental ownership come in. And I see this as a bigger challenge for Singapore itself. There is no point in having first world infrastructure but third world social habits." - CNA/vm

More couples choose parks to hold weddings

SINGAPORE: More couples are choosing to hold weddings in parks, with some 170 couples tying the knot this year.

The National Parks Board said that since 2007, there has been a steady increase in the number of people applying to get married in parks.

It added that there was a 30 per cent increase in applications this year compared to 2008.

While applying to get married on park grounds is free, the cost of using facilities like tents and other equipment may come to about S$3,500.

Places like the Botanic Gardens and parks near residential and seaside areas are hotspots for weddings. Applications can be made online.

"We choose a park to be the wedding venue because we wanted to do something out of the box. And moreover, the hotel way of wedding is a bit boring and mundane for us, so we wanted to do something different," said Nicholas Teo and Lynda Tan, a recently married couple.
