Malaysia, Johor: Call to protect buffer zones along riverbanks

JOHOR BARU: The state government is urged to take stern action against those found encroaching into the buffer zones on both sides of the riverbanks in Johor.

Green Earth Society Johor president P. Sivakumar said the 50m buffer zones should be free from human activities such as vegetable farming, commodity crops cultiva­tion and sand mining.

He said the authorities should start looking at how bad the situation was along the riverbanks in the state, including at Sungai Johor as the river is the main source of raw water supply in the southern part of the state.

Thailand: Dramatic drop in Mekong water level sparks alarm

Mekong River water levels that fell dramatically on Thursday under impact from dam operations will soon recover, says the national water management agency.

Somkiat Prajumwong, secretary-general at the Office of National Water Resources (ONWR), offered the reassurance despite warnings from experts that the dams are destroying Mekong ecosystems and doing long-lasting harm to millions of people who depend on the river.

Over this week, Mekong River levels on the Laos-Thailand border in the Northeast fell at an alarming rate after China’s Jinghong Dam reduced its discharge and Xayaburi hydropower dam in Laos began trial operations.

Somkiat admitted that Thai authorities had no measures to mitigate the rapid change in water level but said the river would return to normal quickly, as Jinghong Dam had already resumed its regular discharge rate and the Xayaburi Dam trial would conclude soon.

Malaysia: Fading blips of Sibuti River fireflies

The fireflies will come out to illuminate the display trees along the riverbank at night.

IT was definitely a night to remember for the seven of us who went on a two-hour river cruise up the Sibuti River to survey and study fireflies.

The day started ominously with an overcast sky. Rain-laden clouds, building up on the horizon, soon released their ponderous load and blew up a storm from Miri to Bekenu-Sibuti.

Part of the team comprising Malaysian Nature Society (MNS) leader Musa Musbah and his vanguard group were already out of coverage range as they converged in Kuala Sibuti to conduct a briefing.

We, the support team from Miri, decided to proceed, braving the heavy rain and hoping for the best. The dark skies were anything but promising, dumping more rain onto the road, making it very slippery.

But the drencher did not throw a damper on the survey. It remained on target to document the fireflies of Sibuti River before they wax a distant memory.

Vietnam: Dolphin species thought extinct in Vietnam caught in Mekong Delta

Phan Van Thai, 49, and his wife were fishing on the Co Chien River in Cho Lach District when they heard a loud splashing sound. On further inspection, they discovered a creature they could not identify trapped in their net.

"I’ve been fishing for the last 20 years, but I have never seen any fish as big and strange as this one," Thai said. The creature was approximately 2.3 meters (7.5 feet) long and weighed 150 kilograms (330 pounds).

The animal was dead, and Thai stored it in ice and waited for authorities to identify it. It was later identified as an Irrawaddy dolphin, a species of dolphin previously thought to have disappeared from Vietnam's Mekong River, Vu Long, director of the Center for Biodiversity Conservation and Endangered Species, told the media.

Indonesia: Heavy sedimentation threatens lakes in East Kalimantan

Excessive sedimentation and deforestation are endangering three great lakes in East Kalimantan, namely Semayang, Melintang and Jempang.

Research conducted by the Indonesian Institute of Sciences (LIPI) found the lakes had received at least 100,000 cubic meters of sedimentation each year since 2004.

The heavy sedimentation has led to the disappearance of nine smaller lakes.

Malaysia: Portion of Sungai Klang polluted by unidentified chemical substance

KLANG: A portion of Sungai Klang has been found to be polluted by a chemical substance that has yet to be identified and the authorities believe it was dumped by irresponsible parties earlier today.

Selangor Water Management Authority (Luas) director Datuk Hashim Osman said the affected part of the river was confined to a stretch near Taman Eng Ann in Klang.

He said the pollutant was detected following complaints made by the public to Luas at about 6pm.

Malaysia: Sungai Raja Hitam falls under Class Four, needs extensive treatment

IPOH: Sungai Raja Hitam in Manjung has been categorised under Class Four in river water quality and needs extensive treatment.

Perak Environmental Department director Norazizi Adinan said this happened due to the location of Sungai Raja Hitam which was located about six kilometres from a oil palm factory there.

“We are always taking river samples to the Chemistry Department for analysis, besides frequent monitoring at the factory.

“In February this year, the court imposed RM4,000 fine and the factory has learnt from its mistakes. Several initiatives have been taken to improve their services,” he said when met at his office in Bangunan Seri Kinta here today.

Millions of fish have been dying in Australia’s major rivers

Fish have been struggling to breathe and dying by the millions on the banks of Australia’s largest river system. Experts say that without serious change, it will continue to happen.

Poor management, excess upstream irrigation and drought led to three mass deaths of endangered fish species during December and January in the Murray-Darling Basin. These deaths included Murray cod fish that were decades old, according to an investigation by the Australian Academy of Science that was published last week.

Craig Moritz at the Australian National University in Canberra, who chaired the investigation, says the sight of millions of dead fish should be a wake-up call. He described the mass fish deaths as a mainland equivalent of the coral bleaching events that have been hitting the Great Barrier Reef.

Malaysia: Hobbyists should not dump alien fish in rivers

KUALA TERENGGANU: The damage is done. The invasion of the Mekong red tail catfish in Malaysian rivers is irreversible. Only time will tell the fate of the indigenous fish species.

Researchers are worried that the repeated mass spawning of the red tail catfish, also known as the Asian red tail catfish, means a nearly 100 per cent fry survival rate. And in a few years, this species could occupy every available space in the rivers.

“Rivers in Malaysia are not long or wide like the Chao Phraya River or Mekong River, where the red tail catfish originates.

Malaysia: Unabated land clearing, mining mar Tasik Chini environment

PEKAN: At least two illegal mines operating without adhering to specifications and affecting the environment have been found near Tasik Chini near here.

The mines are located on a construction site and by the lakeside facing the Tasik Chini Research Centre.

A source said checks revealed that the sites did not have mining permits, but the miners were merely taking advantage of mining activities on licensed sites.

“However, they have not been operating over the past few days when the authorities were doing inspections,” he said yesterday.

Malaysia: Introduced fish disrupts water, habitat quality of river

The fish had the potential to weaken the river- bank structure caused by their burrowing habit during spawning season.

KUALA LUMPUR: The presence of Amazon Sailfin Catfish or ‘Ikan Bandaraya’ could threaten the native fish species and affect water and habitat quality of the Malaysian rivers and lakes, said Universiti Kebangsaan Malaysia (UKM) School of Environmental and Natural Resources Sciences senior lecturer Dr Abdullah Samat.

Besides that, the fish had the potential to weaken the river- bank structure caused by their burrowing habit during spawning season, he added.

“This kind of fish does disrupt our aquatic ecosystem.”

The fish, from the South American continent, is imported as a ‘janitor’ fish for the aquariums and once they have outlived their purpose or gets too big, it’s thrown away.

Critically endangered Singapore freshwater crab lives in genetically isolated populations

Researchers from NUS and National Parks Board (NParks) have established that the critically endangered Singapore freshwater crab (Johora singaporensis) does not mix or breed between different populations, and has overall low genetic diversity.

The International Union for Conservation of Nature (IUCN) considers the Singapore freshwater crab to be one of the 100 most endangered species worldwide. It is uniquely from Singapore and not found anywhere else in the world. Only a few hundred mature individuals of this pebble-sized freshwater crab are known to exist. They live in a few isolated populations in very small areas (less than 0.01 km2) within Singapore that are vital to the survival of the species. As part of the national conservation strategy formulated in 2015, one immediate concern was to establish if these crabs are experiencing inbreeding within their own isolated populations, which may cause them to lose genetic diversity.

A research team led by Prof Rudolf MEIER from the Department of Biological Sciences and Lee Kong Chian Natural History Museum, NUS, partnering the NParks has found that the Singapore freshwater crabs from the remaining populations are indeed physically isolated and unlikely to move and breed between populations.

Presently, levels of genetic diversity are low. Cutting-edge genomic tools were used to analyse the genetic variation of the crabs for this study. The genetic information, together with their migration patterns, were compared with a more widespread and common species, the lowland freshwater crab (Parathelphusa maculata) that often lives in the same places as the Singapore freshwater crab. The researchers used 2,617 and 2,470 genome-wide SNPs (Single Nucleotide Polymorphisms, a common type of genetic variation) from the two groups of about 90 individuals each, with each group belonging to either of the two crab species mentioned above. The study also showed that the dispersal of individuals between populations for both crab species has been hampered by urbanisation, with the amount of genetic diversity being similar in both species despite the Singapore freshwater crab being much rarer.

This study is among the recommended actions described in the Singapore freshwater crab Conservation Strategy that was published in 2015 by the Freshwater Crab Conservation Working Group (FCCWG). The FCCWG includes members from NUS, NParks, and Wildlife Reserves Singapore. The FCCWG continues to meet regularly to discuss the various conservation efforts, and the results of this genetic study will contribute to how the populations are managed.

"The low levels of genetic diversity may reduce the adaptive potential and resilience of the Singapore freshwater crab, and render the species more vulnerable to extinction in the event of disease outbreaks or environmental changes. Coupled with poor mobility and restricted habitat range, their risk of extinction in this era of rapid and erratic climatic changes is even higher, as they are not able to retreat from sites that have become inhospitable to them," explained Dr. TAY Ywee Chieh, who is the first author of the study.

Prof Meier said, "This study found that the crab populations for both species are strongly isolated with low genetic diversity. The most genetically isolated populations for both crab species are separated from other populations by the Upper Bukit Timah Road, one of the oldest roads in Singapore. This suggests that urbanisation may have impacted stream-dwelling crab species in the same manner, regardless of ubiquity, habitat preference or the way they move between streams. Fortunately, signs of inbreeding were not detected for the critically endangered species. However, the genetic distinctiveness and low diversity of the separate populations call for genetic rescue and connecting corridors between the remaining fragments of their natural habitat."

Leaked report warns Cambodia's biggest dam could 'literally kill' Mekong river

Government-commissioned report says proposed site at Sambor reach is the ‘worst possible place’ for hydropower due to impact on wildlife

A Chinese-backed plan to build Cambodia’s biggest dam could “literally kill” the Mekong river, according to a confidential assessment seen by the Guardian which says that the proposed site at Sambor is the “worst possible place” for hydropower.

The report, which was commissioned by the government in Phnom Penh, has been kept secret since it was submitted last year, prompting concerns that ministers are inclined to push ahead regardless of the dire impact it predicts on river dolphins and one of the world’s largest migrations of freshwater fish.

The proposed hydropower plant would require an 18km-wide barrier across the river at Sambor, Kratie province. This quiet rural district is best known as a place for watching Irrawaddy dolphins, whose critically low numbers have just shown their first increase in 20 years.

To examine the environmental impact of the dam and the 82km-long reservoir that would form behind it, the Cambodian government commissioned the National Heritage Institute, a US-based research and consultancy firm, to undertake a three-year study in 2014.

But it has refused to make public the results of the Sambor Hydropower Dam Alternatives Assessment, despite numerous appeals from civil society organisations. A copy has now been leaked to the Guardian.

In its key findings the report notes: “The impact on fisheries would be devastating as it would block fish migration from the Tonle Sap (Cambodia’s Great Lake), a vital tributary to the Mekong and the spawning grounds upstream.”

The Mekong is the world’s most productive inland fisher y, sustaining the food security of 60 million people. The Mekong River Commission puts the value of wild-capture fish at $11b n, shared between the four member states of Cambodia, Laos, Thailand and Vietnam.

The stakes are very high for a country where 80% of Cambodians count on fish as their main source of protein.

It is also a potential game-changer for other species in the Mekong’s ecosystem. Marc Goichot, WWF’s water resources specialist, said: “After 15 years WWF and our Cambodian partners are finally winning the battle to conserve Mekong dolphins with 15 new calves born since 2015. A Sambor dam would ruin all those efforts. Together with the plight of the dolphins, fisheries, livelihoods and nutrition of rural communities would all suffer, as well as precipitating the sinking of the Mekong delta in Vietnam.”

The plan for the dam dates back to a memorandum of understanding signed with China Southern Power Grid in 2006. Widespread opposition prompted the Chinese investor to withdrew from the project in 2008.

The country’s chronic energy shortage, high prices and its 50% import dependency prompted the government to revive the Sambor project in 2016, after Laos had already launched two controversial dams upstream - the Xayaburi and the Don Sahong dams.

In the executive summary, the report declares “a dam at this site could literally kill the river, unless sited, designed and operated sustainably. The Sambor reach is the worst possible place to build a major dam.”

Cambodia’s deputy minister of energy, Ith Praing , said: “It is a very sensitive issue and too early to publish any kind of information on Sambor.”

The survey team looked at 10 alternative locations for a Sambor dam site by deploying the world’s most advanced mitigation technology. The project director, Gregory Thomas, said: “Even the most advanced mitigation measures still pose high risks. There is no evidence that any large dam on a tropical river has ever been successful in the use of the latest fish mitigation technology.”

In place of a new dam, the study recommends integrating floating solar photovoltaic panels into the already operational Lower Sesan 2 dam , and operating the reservoir as a single integrated hybrid facility. Power capacity would be doubled to more than 800MW. This technique of augmenting existing hydropower facilities with solar photovoltaics plants has been widely developed in China and India.

According to the report, “solar energy is the only option with a positive net economic benefit after all costs and benefits are taken into account, and the cost of solar would be cheaper than the best possible mitigated dam”.

Cambodia’s Energy Ministry has so far taken only small steps in the direction of solar energy, and has given a tepid response to the 400MW solar proposal, which suggests it is still batting for a mitigated dam.

Praing said no decision would be taken until after July’s general election. If the dam is approved, the leading candidate to build it is China’s Hydrolancang International Energy Company.

Indonesia: Bonn Challenge to discuss water channels in plantation areas

Palembang (ANTARA News) - Indonesia will host the Bonn Challenge in the South Sumatran city of Palembang to discuss water channel problems on plantation and forest areas.

The Special Staff on Climate Change for the governor of South Sumatra, Najib Asmani, said on Monday that the issue was chosen for discussion as the problem is still present in Indonesia. According to Asmani, disorganized water channels in some plantations are the cause of some water shortages.

The organization, says Asmani, consists of environmental experts from various countries. "Good water channels are needed by plantation and forest areas," Asmani added.

He also said that proper water channels can support environmental preservation in forested areas.

At least 30 countries committed to environmental issues will join the Bonn Challenge that will be held in Palembang City on either March or April in 2017.

President Joko Widodo previously urged the Ministry of Environment and Forestry and the Ministry of Agriculture to rigorously enforce their policies regarding the preservation of ecosystems in utilized areas of peat land, while considering the welfare of the local population.

Jokowi also specifically asked for the maximum protection of the 6.1 million hectares of unutilized peat land.

According to the website www.bonnchallenge.org, the Bonn Challenge is an international effort to restore 150 million hectares of deforested and degraded land around the globe by 2020, and 350 million hectares by 2030.

It aims to put issues such as water and food security and rural development at the top of national priorities for member states, as well as climate change, biodiversity and land degradation.

Looking forward to 2017: Environment - Sustainability still key, with challenges ahead

Sustainability is the global buzzword these days and Singapore has done well in walking the talk over the past year.

It has opted to buy paper from sustainable sources, made strides to curb food waste and laid out its action plan to mitigate climate change by boosting energy efficiency across all sectors. These initiatives, among many others, do not just help the environment - they make monetary sense too.

Using energy-efficient appliances could help businesses and households reduce costs over time.

This focus on sustainability looks set to continue next year, as Singapore strives to limit environmental damage in its quest for development.

But it will not be painless, especially when it comes to conserving nature - which is something that cannot be valued in dollars and cents.

Professor Peter Ng, head of the Lee Kong Chian Natural History Museum, summed up the challenges in straddling the fine line between development and nature conservation, when he quoted United States diplomat Henry Kissinger, who once said: "The great tragedies of history occur not when right confronts wrong but when two rights confront each other."

One case study that exemplifies this is the Urban Redevelopment Authority's (URA) move earlier this year to clear a 30ha secondary forest plot in Lentor - through which two rare freshwater streams run - to make way for private housing.

On the one hand, the forest plot is rich in biodiversity and home to several rare animals, including the globally critically endangered Sunda pangolin. On the other hand, providing homes for Singapore's growing population is a national need.

The good news is that the Government has demonstrated its willingness to listen, at the very least, to concerns aired by the environmental community.

To save wild animals in the Lentor plot, for example, the URA embarked on a novel wildlife management plan that involves gradually clearing the site so animals can naturally move to nearby green areas.

The Land Transport Authority (LTA) has also listened to nature groups and taken steps to reduce the impact of development of the upcoming Cross Island Line, which could potentially tunnel under the Central Catchment Nature Reserve.

In June, it announced that it will adopt another 10 mitigating measures - on top of an earlier nine - to reduce the impact of soil testing works on plants and animals in Singapore's largest nature reserve.

These were adopted on the back of talks between the LTA and nature groups, and works in the reserve are due to start soon.

On the surface, it may appear encouraging that the LTA has adopted additional measures to reduce the impact of works on the reserve. But the Cross Island Line saga has highlighted several important questions: Is sustainable development just about limiting impact?

Could this result in the term "sustainable development" being used as a catch-all phrase to justify development in all areas? Even in a protected nature reserve - a representative site of the Republic's key natural ecosystems?

The year 2017 is likely to be one in which more of such questions will arise, and will likely be marked with more debate, dialogue and discussion among stakeholders, including the Government and conservation groups.

It is no easy feat to accommodate differing needs in just 719 sq km of land, which is all Singapore has.

As Prof Ng says: "I expect even more challenges to come to the front. This is only to be expected.

"We are starting new things in conservation, research and juggling often conflicting needs. Easy? No.

"But it has to be done anyway."

FIGHTING CLIMATE CHANGE

This year will go down in history as the year in which concrete steps to mitigate climate change were taken. The Paris climate pact, successfully negotiated by almost 200 nations last December, became international law last month.

In July, Singapore outlined its action plan to help the nation meet its green targets - a key strategy of which is to continue to improve energy efficiency across all sectors, namely power generation, industry, buildings, transport, household, waste and water.

The plan also laid out measures to help Singapore boost its resilience to climate change amid erratic weather patterns, in areas such as coastal protection, managing the water supply and improving food supply resilience.

CROSS ISLAND LINE

To build or not to build a train tunnel under a nature reserve - that is a question that the authorities have yet to answer. Still, debates over whether the 50km Cross Island Line should go under or around the Central Catchment Nature Reserve were heightened since February, when the Land Transport Authority unveiled the findings of the first phase of an environmental impact assessment.

The study had found that tests to see how the train tunnel could be built through the nature reserve would have a "moderate" impact on plants and animals there, but only if measures to reduce the impact are strictly implemented. Otherwise, the soil investigation works could have a large impact on highly sensitive parts of the nature reserve.

MANDAI MAKEOVER

Singapore will have an eco-tourism hub of five wildlife parks by 2023, when development of the leafy Mandai area is complete.

The area will also have eco-lodges, free-access public spaces such as boardwalks and playgrounds, and a nature-themed education centre, according to plans unveiled by developer Mandai Park Holdings in June.

But as the area sits just outside the biodiversity-rich Central Catchment Nature Reserve, nature groups have pointed out the irony in replacing native biodiversity with imported wildlife.

Malaysia: 5 million fingerlings released in Pahang

KUANTAN: The Pahang Fisheries Department has released more than five million fingerlings (juvenile fish) into rivers since 2010 to increase the population of freshwater fish.

Its director, Datuk Adnan Hussain, said 5,147,475 fingerlings had been released to address the decrease in fishery resources in the state’s rivers.

“The department began noticing a decrease in fishery resources in main rivers based on an inventory research conducted in 2006, as well as feedback from freshwater fishermen, who say there are less fish in the rivers,” he said in an interview recently.

He said the department then conducted a series of research to identify the problem before deciding to implement the “rear and release” programme to increase the freshwater fish population.

“During the first year of the programme (in 2010), 607,600 fingerlings, aged between 2 and 3 months, were released into the main rivers in the state.”

The rivers included Sungai Pahang, Sungai Semantan, Sungai Jelai, Sungai Tembeling, Sungai Lembing and Sungai Rompin.

Adnan said the fingerlings were also released into small rivers, such as Sungai Penor, Sungai Belat and Sungai Kerau; two lakes, Tasik Chini and Tasik Bera; and the Chereh Dam.

“The species released include lampam, sebarau, udang galah, temelian, baung, terbol, ketutu and kelah.”

He said during the second year of the programme, 204,800 fingerlings were released, followed by 767,240 in 2012, 907,630 (2013), 465,400 (2014) and 987,800 (last year).

He said the fish fry came from the department’s breeding facilities at the Perlok Aquaculture Extension Centre in Jerantut and Bukit Tinggi Aquaculture Extension Centre in Bentong.

He said although the fishery resource in the state was satisfactory, the programme would continue.

“The department will continue with the programme. This year alone, 1,207,005 fingerlings have been released from January to October.

“Jerantut recorded the highest number with 708,000 fingerlings, followed by Temerloh with 200,000,” he said, adding that the department had received requests from local leaders and village heads for the programme to be carried out in their areas.

He said the department spent between RM150,000 and RM200,000 annually for the programme, adding that the feedback from fishermen was positive.

“They are thankful for the department’s effort. Fishermen say six months after the release, they will get a lot of fish.”

In May, during state Rural Development, Agriculture and Agro-based Industry Committee chairman Datuk Shafik Fauzan Sharif’s visit to the Perlok Aquaculture Extension Centre, he said the state government would prioritise the breeding of freshwater fish, especially those under threat of extinction, such as kerai, patin muncung and jelawat.

Scientists discover 163 new species in Greater Mekong region: WWF

A rainbow-headed snake and a dragon-like lizard are among 163 new species that scientists recently discovered in the Greater Mekong region, conservation group WWF said on Monday, adding rapid development in the area, from dams to mines, was threatening wildlife survival.

The discoveries, published in a report on Monday, include a gecko in Laos with pale blue skin and a rare banana species discovered in northern Thailand that is critically endangered because of increasing deforestation.

The Greater Mekong is home to some of the world's most endangered species. Rare or endangered animal parts, including tiger bones and rhino horns, are seen as collector's items by some and are often used in traditional medicine.

In June, Thai wildlife authorities raided the Tiger Temple west of Bangkok, a popular tourist attraction. There they discovered scores of dead tiger cubs, frozen tiger carcasses, skins and dead cubs in jars, as well as other protected species.

It remains unclear why the Tiger Temple was storing dead tiger cubs and parts, although officials have said they might have been used for traditional Chinese medicine.

Jimmy Borah, Wildlife Programme Manager for WWF-Greater Mekong, said the new species discovered in the Greater Mekong region were a reminder that there is hope at a time when extinction rates are increasing at an alarming rate.

"The Greater Mekong region keeps reminding us that there are ​many incredible, unexplored areas, leading to new discoveries happening every year and it is crucial that we protect them before they are lost," Borah told Reuters.

A 2016 report by WWF found that by 2020 global populations of fish, birds, amphibians, mammals and reptiles could have declined by two-thirds in just 50 years.

The Greater Mekong is a global hub for illegal wildlife trade.

"Many collectors are willing to pay thousands of dollars or more for the rarest, most unique and most endangered species, often buying them at the region's illegal wildlife markets," said Borah.

"To save them, it's crucial that we improve enforcement against poaching and close illegal wildlife markets."

A water war in Asia?

Tensions over water are rising in Asia — and not only because of conflicting maritime claims. While territorial disputes, such as in the South China Sea, attract the most attention — after all, they threaten the safety of sea lanes and freedom of navigation, which affects outside powers as well — the strategic ramifications of competition over transnationally shared freshwater resources are just as ominous.

Asia has less fresh water per capita than any other continent, and it is already facing a water crisis that, according to a study by the Massachusetts Institute of Technology, will continue to intensify, with severe water shortages expected by 2050. At a time of widespread geopolitical discord, competition over freshwater resources could emerge as a serious threat to long-term peace and stability in Asia.

Already, the battle is under way, with China as the main aggressor. Indeed, China’s territorial grab in the South China Sea has been accompanied by a quieter grab of resources in transnational river basins. Re-engineering cross-border riparian flows is integral to China’s strategy to assert greater control and influence over Asia.

China is certainly in a strong position to carry out this strategy. The country enjoys unmatched riparian dominance, with 110 transnational rivers and lakes flowing into 18 downstream countries. China also has the world’s highest number of dams, which it has never hesitated to use to curb cross-border flows. In fact, China’s dam builders are targeting most of the international rivers that flow out of Chinese territory.

Most of China’s internationally- shared water resources are located on the Tibetan Plateau, which it annexed in the early 1950s. Not surprisingly, the plateau is the new hub of Chinese dam building. Indeed, China’s 13th five-year plan, released this year, calls for a new wave of dam projects on the Plateau.

Moreover, China recently cut off the flow of a tributary of the Brahmaputra River, the lifeline of Bangladesh and northern India, to build a dam as part of a major hydroelectric project in Tibet. And the country is working to dam another Brahmaputra tributary, in order to create a series of artificial lakes.

China has also built six mega-dams on the Mekong River, which flows into South-east Asia, where the downstream impact is already visible. Yet, instead of curbing its dam-building, China is hard at work building several more Mekong dams.

Likewise, water supplies in largely arid central Asia are coming under further pressure as China appropriates a growing volume of water from the Ili River. Kazakhstan’s Lake Balkhash is now at risk of shrinking substantially, much like the Aral Sea — located on the border with Uzbekistan — which has virtually dried up in less than 40 years. China is also diverting water from the Irtysh, which supplies drinking water to Kazakhstan’s capital, Astana, and feeds Russia’s Ob River.

For Central Asia, the diminished transboundary flows are just one part of the problem. China’s energy, manufacturing and agricultural activities in sprawling Xinjiang are having an even greater impact, as they contaminate the waters of the region’s transnational rivers with hazardous chemicals and fertilisers, just as China has done to the rivers in its Han heartland.

Of course, China is not the only country stoking conflict over water. As if to underscore that the festering territorial dispute in Kashmir is as much about water as it is about land, Pakistan has, for the second time this decade, initiated international arbitral tribunal proceedings against India under the terms of the 1960 Indus Waters Treaty. The paradox here is that downstream Pakistan has used that treaty — the world’s most generous water-sharing deal, reserving for Pakistan more than 80 per cent of the waters of the six-river Indus system — to sustain its conflict with India.

Meanwhile, landlocked Laos — aiming to export hydropower, especially to China, the mainstay of its economy — has just notified its neighbours of its decision to move ahead with a third controversial project, the 912-megawatt Pak Beng Dam. It previously brushed aside regional concerns about the alteration of natural-flow patterns to push ahead with the Xayaburi and Don Sahong dam projects. There is no reason to expect a different outcome this time.

The consequences of growing water competition in Asia will reverberate beyond the region. Already, some Asian states, concerned about their capacity to grow enough food, have leased large tracts of farmland in sub-Saharan Africa, triggering a backlash in some areas. In 2009, when South Korea’s Daewoo Logistics Corporation negotiated a deal to lease as much as half of Madagascar’s arable land to produce cereals and palm oil for the South Korean market, the ensuing protests and military intervention toppled a democratically-elected president.

The race to appropriate water resources in Asia is straining agriculture and fisheries, damaging ecosystems, and fostering dangerous distrust and discord across the region. It must be brought to an end. Asian countries need to clarify the region’s increasingly murky hydropolitics. The key will be effective dispute-resolution mechanisms and agreements on more transparent water-sharing arrangements.

Asia can build a harmonious, rules-based water management system. But it needs China to get on board. At least for now, that does not seem likely. PROJECT SYNDICATE

Save Singapore's freshwater streams

Two at Teacher's Estate are slated to make way for housing. But creative solutions, such as multi-functional spaces, may help them flow, not go

The current drought across the Causeway in Johor highlights water resource issues plaguing Singapore. However, while Singapore may be a small nation state, it has put in place alternative water supply measures. These include desalination plants; expanding local reservoirs; the national water agency PUB's Active, Beautiful, Clean (ABC) Waters Programme; plus efforts to change behaviour to make consumers more resilient.

However, ensuring a reliable supply of water is only part of the equation of becoming a sustainable, resilient and liveable city of the future.

The recent United Nations Habitat III New Urban Agenda 2016 calls for cities to "protect, conserve, restore, and promote their ecosystems, water, natural habitats, and biodiversity, minimise their environmental impact, and change to sustainable consumption and production patterns".

Rivers provide important ecosystem services such as clean water, flood protection, habitats, biodiversity and recreational and social amenities to urban residents. Urban rivers are, however, often highly degraded, modified, polluted and ugly.

River and catchment health are so important that the state of California awarded infrastructure status to its catchments and rivers two months ago. Catchments and rivers are now classified as California's key water supply assets and are eligible for the same forms of financing for maintenance and repair as other water collection and treatment infrastructure.

Singapore has over 8,000km of waterways, which are mostly concrete drains and canals.

Recent ambitious river restoration projects under the ABC Waters Programme have resulted in aesthetically pleasing riverscapes that provide social amenities.

The Kallang River-Bishan Park and Alexandra Canal are two examples. The Kallang River-Bishan Park project is so successful that it won the Waterfront Awards Program 2012 and is often featured internationally as an example of a successful river restoration project.

Other projects such as the Pang Sua Canal reflect the PUB's interest in restoring natural processes to concrete waterways at a smaller scale and effort. Boulders were placed in the canal. In-stream vegetation slows down fast stormwater flow, providing habitats for aquatic and bird life in the area, and aesthetic recreational areas for Bukit Panjang residents.

Admirable though these river restoration efforts are, research in the United States and Europe shows that such projects do not always lead to pre-restoration conditions. Some projects fail completely. This is in part due to imperfect knowledge of how river processes and ecosystems operate.

Common sense says that it is better to avoid river degradation in the first place.

This holds true, especially, if one considers the Lentor and Tagore freshwater streams in Teacher's Estate, Yio Chu Kang, that are slated for destruction when 30ha of mature secondary forest through which they flow is cleared for housing development.

Tagore Stream will be straightened and turned into a canal, while Lentor Stream will be completely filled up. A newly engineered stream will perform Lentor's hydrological role when the development is complete.

Pictures of these freshwater streams in June and July reveal continuous flow, a small floodplain and healthy riparian vegetation, which supports a diverse ecosystem in the small area it occupies.

To develop these streams into concrete drains would be to remove key ecosystem functions, such as water flow regulation during flood and drought periods, natural habitats and biodiversity, for homes and highly managed blue-green spaces.

Part of the forest has already been cleared as you are reading this article, as reported in The Straits Times yesterday. A wildlife shepherding plan initiated by the Urban Redevelopment Authority hopes to relocate rare wildlife such as the Sunda pangolin, flying lemur and globally threatened straw-headed bulbul to nearby green areas such as the Central Catchment Nature Reserve.

To minimise damage to wildlife, vegetation will be cut systematically to force them to move to nearby green areas.

The damage of this systematic clearing is already seen in the freshwater streams. Lentor Stream is more murky than before clearing activities started.

NATURE VERSUS CITY?

It is understandable that Singapore needs land for development, but destroying natural freshwater streams to later restore them at a great cost is counter-intuitive to a society aiming for a sustainable and resilient urban environment.

The question that must be asked is whether nature and the city can truly coexist in land-scarce Singapore. Do we value nature enough to sacrifice some development opportunities? What type of natural spaces do we want in Singapore?

One answer is to start thinking creatively, so that Singapore's natural areas can become multi-functional spaces to avoid having them totally destroyed for development. Pulau Ubin and Chek Jawa are examples of natural areas that have escaped development - for now.

Creative approaches to developing the forest around Teachers Estate include partial development, preserving the natural streams with a buffer zone and providing trails for people to enter the area.

This development scenario maintains some of the key ecosystem services these rivers provide, plus aesthetics and recreational opportunities for Singaporeans and visitors.

Alternatively, leave the area as it is but develop it minimally for eco-tourism by building tracks or boardwalk trails into the forest.

Cost-benefit analysis of current planned development versus alternative development scenarios, taking into account the ecosystem services of these rivers, can help decide how best to use this space and other natural areas for Singapore's long-term benefit.

While Lentor and Tagore streams still exist, they provide the opportunity to start thinking deeper and creatively about how Singapore will develop in the future, especially if it wants to become a truly resilient and sustainable city - not only in the tropics but also globally.

Indonesia: Efforts underway to restore Lake Limboto in Gorontalo

Jakarta (ANTARA News) - The central government is giving special attention to Gorontalo, currently the third conservation province in Indonesia after the provinces of West Papua and East Kalimantan.

Environment and Forestry Minister Siti Nurbaya explained in Gorontalo on Monday that the conservation effort is intended to preserve and protect the environment, biodiversity and rare flora and fauna and to restore Lake Limboto.

The largest lake in Gorontalo is now in critical condition from an environmental standpoint because of silting, so efforts are being made to restore the lake to its former glory and prevent it from running dry.

Local wisdom in Gorontalo, according to the environment and forestry minister, must be revived as one of the necessary measures for restoring the condition of Lake Limboto.

Conservation efforts in the area, including restoring the condition of the lake, must consider other dimensions to the problem and solution, such as taking into account the values of the nobility in society.

The environment and forestry minister also highlighted the decline in the quality of water at Lake Limboto and promised to step up efforts to conserve and restore the lake.

Lake Limboto is one of the most popular tourist spots in Gorontalo, but it is being threatened by pollution and environmental problems, so prompt measures for preservation are underway.

Without these efforts, the lake, also a habitat for the flora and fauna in the province, will eventually completely dry out.

The locals have been called on to lend their complete support to the revitalization initiative, which is in their own interests and for their welfare.

The Regional Development Planning Board (Bappeda) has coordinated efforts to restore and revitalize Lake Limboto with the government of Gorontalo to synergize the various programs associated with the lakes preservation.

The coordination effort also involved the Department of Public Works of Gorontalo Province, the Lake Limboto Revitalization Team, and the Board of Watershed Management.

Gorontalo Regional Development and Natural Resources Head Sulastri Husain has said her party is currently familiarizing the locals with the revitalization process for Lake Limboto.

"Coordination with the Gorontalo city government is important because the revitalization and handling of Lake Limboto must be comprehensive and sustainable," she remarked in Gorontalo some time ago.

According to her, embankment construction work and the dredging of sediment in the lake will continue and needs the support of the local government, local people, and all relevant parties.

The local government should proactively provide clear information to the locals concerning the revitalization efforts, so that there is no confusion.

The revitalization of Lake Limboto will include recovery efforts upstream, midstream, and downstream, because the largest contribution of sediment occurs upstream.

Gorontalo Governor Rusli Habibie has also encouraged the locals to support the project by not hindering the construction of an embankment around the lake and a sluice gate to manage the flow of water into and out of the lake.

He also pointed out that the embankment and sluice gate will help prevent the floods that frequently plague Gorontalo during the rainy season.

The governor explained that continuous dredging was necessary as the depth of the lake had steadily decreased.

"The revitalization process is aimed at restoring the condition of the lake," he noted, adding that the central government, through the Public Works Ministry, had allocated funds worth Rp150 billion to restore the lake.

The funds were also used for sediment dredging and the construction of a sluice gate and dykes around Lake Limboto.

As part of the 15 inland water bodies in Indonesia that are in critical condition, Lake Limboto, the largest in Gorontalo province, should be returned to its original state.

Thus, Gorontalo Deputy Governor Idris Rahim stated that the provincial administration was ready to implement a forest integration program to save the lake.

"Lake Limboto is currently in a very alarming condition because of silting. Therefore, the forest integration program, involving the military (TNI) and police, aims to save the lake," Rahim remarked in Gorontalo some time ago.

He noted that efforts such as reforestation programs around the lake and along the banks of the tributaries that empty into the lake have been started to prevent silting.

According to him, the forest integration program to save Lake Limboto is a strategic effort as it is among the 15 lakes in critical condition in Indonesia that need to be preserved.

"Lake Limbotos preservation must involve the local communities that are concerned about the viability of the lake," he emphasized.

He pointed out that although the provincial administration has implemented several programs to save the lake, these had yet to yield optimal results.

"Therefore, involving the TNI and Polri in the forest integration program to save Lake Limboto is expected to prove effective," he added.

Even President Joko Widodo (Jokowi) is concerned about the current condition of Lake Limboto, as it was covered by water hyacinths, which make the lake shallower by the day.

Moved by the critical condition of Lake Limboto, the head of state had promised to speed up the dredging of sediments from the lake bed, a process that he estimated could cost nearly Rp11 trillion.

He also urged the public works minister to speed up the dredging process and construction work.

The local government is optimistic that the revitalization and preservation programs for the lake can be accelerated.
